Storm Harvey has been downgraded to a tropical depression, amid warnings of further flooding as the number of confirmed deaths in the crisis rose to 25.

The US National Hurricane Centre said Harvey is located about 10 miles south-west of Alexandria, Louisiana, and has maximum sustained winds of 35mph.
The centre said the threat of heavy rains has ended for the Houston and Galveston areas, but “life-threatening” flooding will continue in and around Houston, Beaumont, Port Arthur and south-west Louisiana.
Harvey is expected to produce an additional 4in to 8in of rainfall along the Texas-Louisiana line.
Orange County, Texas, Judge Stephen Carlton said there were two storm-related deaths in the city on Monday night. He provided no other details.
The fatalities bring the number of confirmed deaths to 25, and the figure is expected to rise.
The Leonardo DiCaprio Foundation donated 1 million dollars (£775,000) to the newly established United Way Harvey Recovery Fund which will go towards relief and recovery efforts for several years.
United Way Worldwide said that the national fund will distribute 100% of donations to recovery efforts for those affected by Harvey.
The 1 million dollars from the actor’s foundation represents the inaugural donation to the fund. It is the latest disaster relief support from the Oscar-winner’s namesake foundation.
Many celebrities have pledged to help Harvey victims over the past few days including Sandra Bullock, who on Tuesday donated 1 million dollars to the American Red Cross.
The Texas-Louisiana border bore the brunt of Harvey’s second coming, as it caused a repeat of the flooding endured by Houston, its suburbs and nearby beach towns when it made first landfall last week as a Category 4 hurricane.
It has dumped up to 50in of rain in places, and as Houston got its first glimpses of sunlight in days, areas to the east that had already seen rain were waking up to even more – and to waterlogged homes.
