Up till now you had to be a Windows 10 Insider to have access to the much improved Sticky Notes 3.0 app, but the Manager of the project has just announced that the updated app is now (slowly) rolling out to all users who are on the Windows 10 Apri 2018 update.
The app has received a massive update, and will also get accompanying mobile apps and a sync services.
