C.<br \/>\u201cI think if Mitch can get half the conference that\u2019d be quite an accomplishment,\u201d Sen. Lindsey Graham (R-S. C.) said.<br \/>\u201cWe have unity in disagreement,\u201d added Sen. John Kennedy (R-La.).<br \/>In addition to the group of fiscal conservatives that opposes spending new federal money altogether, new factions are emerging over other aspects of the GOP\u2019s opening offer, including increased flexibility for state and local governments.<br \/>\u201cI\u2019m very concerned about the amount of money we\u2019re talking about,\u201d Sen. Rick Scott (R-Fla.). \u201cWhat I don\u2019t want to do is bail out the states. That\u2019s wrong.\u201d<br \/>Democrats, meanwhile, have panned the Republican plan as inadequate, as $600-a-week inexpanded federal unemployment benefits and eviction protections are due to expire at the end of this week.<br \/>Yet there\u2019s no sign members are anywhere close to a deal, even as Congress stares down a deadline. Senate Minority Leader Chuck Schumer (D-N. Y.) and Speaker Nancy Pelosi (D-Calif.) are set to meet with Treasury Secretary Steven Mnuchin and White House chief of staff Mark Meadows at 4 p.m., according to aides.<br \/>Several Republican senators were stunned in particular by the new FBI funds, which Democrats said were intended to boost profits for President Donald Trump\u2019s hotel on Pennsylvania Avenue, located across the street from the proposed FBI building. Though both parties agree that the FBI needs a new headquarters, several lawmakers had been pushing for the facility to be constructed in Virginia or Maryland. The White House on Monday said the building should remain near Justice Department headquarters downtown.<br \/>When asked about the FBI funding, Graham said he would support stripping it out of the final bill, adding: \u201cThat makes no sense to me.\u201d<br \/>Sen. Ron Johnson (R-Wis.) said it \u201cwas kind of a strange addition,\u201d while Sen. Pat Toomey (R-Pa.), a fiscal hawk, said he was \u201ca little surprised by that.\u201d<br \/>\u201cI\u2019m pretty skeptical about the way it seems to be shaping up,\u201d Toomey said about the overall bill.<br \/>Senate Appropriations Committee Chairman Richard Shelby (R-Ala.) confirmed that the White House pushed for the FBI funding, and on Monday replied \u201cgood question\u201d when asked what it had to do with coronavirus.<br \/>Meadows, however, called the FBI money a \u201cpressing need\u201d as he went into the weekly Republican Senate lunch.<br \/>Democrats, meanwhile, are seizing on the GOP\u2019s internal disputes and highlighting the FBI provision to suggest Republicans aren\u2019t serious about the coronavirus negotiations.<br \/>\u201cSenate Republicans managed to sneak in nearly $2 billion in taxpayer funds for a new FBI building whose location will increase the value of the Trump hotel and enrich the president and his family,\u201d Senate Minority Leader Chuck Schumer (D-N. Y.) said. \u201cYup, in this proposal, Senate Republicans reward the president and his family\u2019s business interests but not our essential workers.\u201d<br \/>Even after a lengthy two-hour meeting with Trump administration officials in the speaker\u2019s suite on Monday night, it\u2019s clear the two parties remain far apart on any agreement. Pelosi and other top House Democrats panned the GOP bill on a private caucus call Tuesday morning, according to multiple sources on the call.<br \/>Pelosi said Republicans have \u201cno concern about the fact that so many people, millions of children are food insecure, millions of people can\u2019t pay the rent,\u201d she told Democrats, adding that the GOP bill was riddled with \u201ccondescension and disrespect.\u201d<br \/>Pelosi went on to reiterate Democrats\u2019 demands for additional state and local aid \u2014 something Mnuchin and Meadows shot down in their meeting with Democrats on Monday \u2014 and said she would also hold firm on keeping the $600 in weekly unemployment benefits that Republicans want to significantly slash. Republicans are pushing for a temporary flat payment of $200 until states can adjust their systems and provide 70 percent of wage replacement.<br \/>\u201cChuck and I made it clear to them yesterday \u2014 you\u2019re not meeting the needs of the American people,\u201d Pelosi said on the call.
