A fourth wave of infections has plunged Germany, Europe&#8217;s largest economy, into a national emergency, Health Minister Jens Spahn said. He urged people to reduce their social contacts, warning that vaccinations alone would not reduce case numbers. Austria said it would require the whole population to be vaccinated as of February. Roughly two-thirds of Austria&#8217;s population is fully vaccinated against Covid-19, one of the lowest rates in western Europe. Vietnam\u2019s commercial hub of Ho Chi Minh City has ordered bars, spas and karaoke clubs to shut two days after allowing them to reopen to stem another surge as cases climbed anew. The city government reversed course because the Covid-19 outbreak \u201cis still complicated with hidden risks,\u201d according to a statement on the city\u2019s website on Thursday.
