Обыски в горсовете Харькова: могут задержать троих подозреваемых

Фигурантами уголовного производства, по которому ранее в Харьковском горсовете прокуратура провела обыски, являются сотрудник одного из департаментов органа власти и замглавы исполнительной службы одного из районов города: их подозревают в регулярном вымогательстве взяток у предпринимателей. Об этом сообщила пресс-служба Генпрокуратуры на сайте ведомства.
Была разоблачена схема незаконного предоставления в аренду коммунального имущества города. Во время получения взятки помимо упомянутых выше чиновников был разоблачен также директор одной из юридических фирм Харькова.
В 2013 году хозяйственный суд Харьковской области по требованию прокуратуры Харькова расторг договор аренды нежилых помещений площадью свыше 250 кв. м и передал их в коммунальное имущество горсовета. Подозреваемые пришли к предпринимателю и пообещали « помочь решить вопрос » о продлении аренды за 30 тысяч гривень. За пользование помещением в дальнейшем необходимо было платить по шесть тысяч гривень ежемесячно.
В прокуратуре отметили, что по месту работы и проживания фигурантов дела проводятся обыски , а досудебное расследование идет по ч. 3 ст. 368 УК (получение неправомерной выгоды группой лиц).
Решается вопрос о задержании трех подозреваемых.

By Charlyn Fargo- Looking to boost your omega-3s? Both farm-raised and wild salmon are good choices. But which is better? Farmed Atlantic salmon, it turns out, outranks wild Pacific salmon, with 20 percent to 70 percent more omega-3 fat per serving. However, if you want fewer calories and more protein, wild salmon comes out the winner, according to Leslie Beck, a registered dietitian with the Medisys Clinic in Toronto.
The American Heart Association recommends eating seafood twice a week for its heart-healthy benefits. The two omega-3 fatty acids in fish, called eicosapentaenoic acid and docosahexaenoic acid, are thought to guard against heart attack, stroke and sudden cardiac death. The benefits of DHA and EPA are also tied to a lower risk of Type 2 diabetes, macular degeneration and Alzheimer’s disease. They also promote healthy eye and brain development in infants.
Salmon delivers more omega-3 fatty acids than most types of fatty fish. And farmed Atlantic salmon contains more omega-3 fatty acids than wild-caught salmon, according to the U. S. Department of Agriculture. Farmed salmon is also higher in total fat than wild salmon. Three ounces of Atlantic salmon has 175 calories, 10.5 grams of fat and 1,820 milligrams of DHA plus EPA. The same serving size of sockeye salmon contains 133 calories, 4.7 grams of fat and 730 milligrams of omega-3s.
Excessive heat can destroy omega-3s. Baking, broiling, steaming and poaching fish will cause minimal loss of beneficial omega-3s. Deep-frying and pan-frying fish at high temperatures can destroy omega-3 fats.
The bottom line is whether you choose farm-raised, wild-caught, canned or smoked salmon, it is an excellent source of omega-3 fatty acids. It’s also packed with protein, B vitamins (especially B12), selenium and potassium. Just be careful how you cook it.

A: Gluten is a protein in wheat, rye and barley that poses no risk to most people. For people who have celiac disease, gluten sets off a reaction (in which the body’s immune system attacks its own cells) creating damage in the intestines that could increase risk of cancer. There may be a spectrum of other, separate gluten-related disorders, called “non-celiac gluten sensitivity” (NCGS) based on emerging research. In either case, people avoiding gluten can eat a well-balanced diet, replacing the three gluten-containing grains with potatoes, whole-grain rice, soy, amaranth, quinoa, buckwheat, beans and starch or flour made from any of these. However, if you do not have celiac disease or NCGS, research shows no cancer protection from avoiding gluten. In fact, whole-grain foods containing gluten can be good sources of fiber and phytochemicals that may be cancer-protective.

Tag, you’re it at Carolina Motor Club

Way back when, the Charlotte branch of the Carolina Motor Club (now AAA) not only provided vacation planning and auto safety tips, they also distributed license tags and plates. From the 1950s to the 1970s the Motor Club offices were at 701 S. Tryon Street, near the old Observer building and Morehead Street. The building was demolished in 1979 to make way for I-277.
Here’s an excerpt from a 1966 Observer story that ran in the Travel section:

“By now, most Charlotte motor vehicle owners have affixed to the front or rear of their vehicle a city tag, signifying that they are good, dues-paying members of the community.
Some, of course, do not let go of that extra one dollar on the assumption that they will not be detected and fined.
It began 60 years ago, when a 1905 city ordinance decreed that all automobiles or horseless carriages be licensed.
One of the first city license tags issued in 1905 was brought to light by F. M. Moore, Carolina Motor Club sales rep. It is a brass tag, three inches wide and one and a half inches deep, slightly oval in shape, with this legend: ‘License, Four Seat Automobile, No. 11, Charlotte, NC, 1905.’ It had been purchased by Mr. Moore’s father.
It wasn’t until 1909 that state officials of North Carolina, concerned with the rising tide of horseless carriages, decided on a nose count. When it was over, 1,681 vehicles propelled by gasoline engines were discovered and plans were made to have each one registered.
Applications were filed with a fee of $5. In turn, owners were issued a set of numbers and instructed to place them somewhere on their car. This casual approach resulted in a variety of homemade tags constructed of wood, tin, enamel, and other materials.
Color scheme the first year was black on white, or vice versa if you preferred. Numbers, however, had to be ‘Arabic numerals at least three inches high.’”
It is said that John Parks, the publisher of the Raleigh Times for many years, was the first Tar Heel to get a license number — he painted his numerals on a square of black oil cloth, folded it over a piece of wood and tacked it on!
“The do-it-yourself trend halted in 1913 when the state began furnishing (but not manufacturing) tags. It was in January, 1930, that prison labor began hammering out tags, a practice that has continued to the present.”

Obama says goodbye in last presidential speech

Barack Obama closes the book on his presidency on Tuesday, with a farewell speech in Chicago that will try to lift supporters felled by Donald Trump’s shock victory.
Obama’s last trip on Air Force One will be a pilgrimage to his adoptive hometown, where he will address a sell-out crowd not far from where he accepted the presidency eight years ago.
Diehard fans — many African Americans — have braved Chicago’s frigid winter to collect free tickets, which now sell for upwards of $1,000 a piece on Craigslist.
The First Lady Michelle Obama, Vice President Joe Biden and his wife Jill Biden will come along on for the ride.
Obama’s cross-country trek would be a sentimental trip down memory lane, were it not slap-bang in the middle of a tumultuous presidential handover.
Trump has smashed conventions, vowed to efface Obama’s legacy and hurled personal insults left and right.
The 2016 election campaign has raised serious questions about the resilience of US democracy.
In a virtually unprecedented move, US intelligence has accused the Kremlin of tipping the electoral scales in Trump’s favor.
Democrats, cast into the political wilderness with the loss of the White House, the Senate and the House of Representatives plus a majority of statehouses, are struggling to regroup.
With an approval rating hovering around 55 percent, Obama will hope to steel them for new battles ahead.
Lead speechwriter Cody Keenan said the address will be about Obama’s vision for where the country should still go.

Trump’s unorthodox politics has thrown 55-year-old Obama’s transition and post-presidency plans into flux.
Obama, having vowed a smooth handover of power, finds himself being increasingly critical of Trump as he prepares to leave office on January 20.
After that there will still be a holiday and an autobiography, but Obama could find himself being dragged backed into the political fray if Trump were to enact a Muslim registry or deport adults brought to the United States years ago by their parents.
Having vowed to take a backseat in politics, Obama’s second act could yet be as politically engaged as Jimmy Carter — whose post-presidency has remade his image as an elder statesman.
Many Obama aides who had planned to take exotic holidays or launch coffer-replenishing forays into the private sector are also reassessing their future and mulling a return to the political trenches.
Obama’s foundation is already gearing up for a quasi-political role — funneling idealistic youngsters into public life.

Presidents since George Washington have delivered a farewell address of sorts.
Washington’s final 7,641-word message — which is still read once a year in the Senate by tradition — contained warnings about factionalism and interference by foreign powers that seem oddly prescient.
But speechwriter Keenan sees few obvious templates: « Bush and Clinton did theirs from here (the White House), George H. W. Bush went to West Point, gave a foreign policy speech, » he told AFP. « They are all totally different. »
The trip to Chicago is not just for nostalgia, Keenan indicated.
« The thread that has run though his career from his days as community organizer to the Oval Office is the idea that if you get ordinary people together and get them educated, get them empowered, get them to act on something, that’s when good things happen, » he said.
« For him, as someone who started as a community organizer, whose campaign was powered by young people, ordinary people, we decided we wanted to go back to Chicago. »
« Chicago is not just his hometown, it’s where his career started. »
And now it is also where Obama’s presidential career will effectively end.

As AG, Jeff Sessions likely to reverse recent progress on pot

As Sen. Jeff Sessions’ (R-Ala.) confirmation hearings get underway this morning, there’s no shortage of reasons to consider him one of Donald Trump’s most controversial cabinet nominees. The far-right Attorney General nominee’s record on race , criminal justice , and other social issues puts him far outside the American mainstream.
But Bloomberg Politics had an interesting report yesterday on an under-appreciated aspect of Sessions’ policy worldview.
Lawmakers in both parties are pressing Alabama Senator Jeff Sessions not to wipe out the booming marijuana industry in states like Colorado should he win confirmation as U. S. attorney general.
Sessions could theoretically use federal enforcement power to try to cripple what is already a $6 billion business that may soon triple after California, Massachusetts, Nevada and Maine voted in November to legalize recreational use of the drug.
As regular readers probably know , there have been some historic breakthroughs in recent years on U. S. drug policy, with voters in several states approving ballot measures to legalize recreational or medicinal marijuana use. These state-based policies have been allowed to proceed because the Obama administration extended its approval.
But it didn’t have to. As we’ve discussed , under federal law, officials could have ignored voters’ will and blocked those policies from advancing. State experimentation has been allowed to flourish because President Obama and his team have a progressive approach to the issue.
Sessions doesn’t.
Politico recently published a piece on the Alabama senator’s record on the issue: “In April, he said, ‘Good people don’t smoke marijuana,’ and that it was a ‘very real danger’ that is ‘not the kind of thing that ought to be legalized.’ Sessions … has called marijuana reform a ‘tragic mistake’ and criticized FBI Director James Comey and Attorneys General Eric Holder and Loretta Lynch for not vigorously enforcing a the federal prohibition that President Obama has called ‘untenable over the long term.’”
Obama has permitted states to pursue their own course, but federal law has not changed as it relates to illegal drugs, including marijuana. In other words, the moment Sessions becomes the nation’s chief law-enforcement official – assuming, that is, that he’s confirmed by a Republican-led Senate – he’ll have the authority to effectively undo the voter-endorsed state marijuana laws and reverse all of the recent progress on the issue.
Americans’ attitudes are shifting to the left on the “war on drugs,” but Americans’ next Attorney General may move the nation’s policy very quickly to the right.

Der designierte US-Präsident Donald Trump macht seinen Schwiegersohn Jared Kushner zu einem seiner einflussreichsten Berater. Der 36-jährige Ehemann von Trumps Tochter Ivanka soll als Senior Adviser ins Weiße Haus kommen. Kushner sei während des Wahlkampfs und der Übergangszeit schon ein « enormer Gewinn » gewesen, erklärte Trump. Nun sei er « stolz » darauf, ihn künftig « in einer Schlüsselrolle » an seiner Seite zu haben.
Kushner hatte sich während des Wahlkampfs vor allem um die digitale Strategie gekümmert. Auch an den Personalentscheidungen des zukünftigen Präsidenten soll er wesentlich beteiligt gewesen sein. Im Übergangsteam von Trump hatte Kushner bereits eine führende Rolle bei der Kommunikation mit Vertretern Israels übernommen. Gemeinsam mit dem umstrittenen Trump-Berater Steve Bannon soll er unter anderem Pläne besprochen haben, nach denen die US-Botschaft von Tel Aviv nach Jerusalem verlegt werden könnte.
Kushner ist Spross einer orthodox jüdischen Familie und gilt auch als einflussreicher Ratgeber Trumps in der Nahostpolitik. Kushners Vater Charles ist wie Donald Trump eine Größe in der New Yorker Immobilienszene. Auch Kushner war bislang als Immobilienunternehmer tätig. Außerdem ist er Herausgeber des Wochenblatts « New York Observer ». Die politische Beraterrolle des Geschäftsmanns an der Seite des Präsidenten dürfte insofern heftige Diskussionen um mögliche Interessenkonflikte auslösen.
Laut einem Bericht des Fernsehsenders NBC News versicherte Kushners Anwältin Jamie Gorelick, dass dieser die gesetzlich festgelegten ethischen Maßstäbe zur Vermeidung solcher Konflikte beachten werde. Das Kushner-Team habe bereits mit dem für diese Standards zuständigen Regierungsbüro Rücksprache gehalten, um über die nötigen Schritte zu entscheiden.
Kushner werde als Geschäftsführer seines multimilliardenschweren Immobilienimperiums zurücktreten, « substanzielle Vermögenswerte » abstoßen und sich aus Regierungsangelegenheiten heraushalten, die seine finanziellen Interessen berührten, sagte Gorelick.
Ein Gesetz gegen Vetternwirtschaft legt allerdings fest, dass US-Präsidenten keine Verwandten anstellen dürfen. Das Gesetz war verabschiedet worden, nachdem der frühere Präsident John F. Kennedy Anfang der sechziger Jahre seinen Bruder Robert zum Justizminister ernannt hatte. Trump-Berater argumentieren jedoch, dass der Präsident größeren Spielraum habe, wenn es um Ernennungen für das Weiße Haus und nicht das Kabinett gehe.
Ivanka Trump wird laut Vertretern des Übergangsteam hingegen keinen Job im Weißen Haus annehmen. Auch sie werde ihre Managementaufgaben in der Trump Organization sowie in ihren eigenen Modeunternehmen niederlegen um sich stattdessen um ihre drei Kinder zu kümmern. Dennoch wird vermutet, dass Ivanka Trump eine wichtige Rolle an der Seite ihres Vaters spielen wird. US-Kommentatoren gehen davon aus, dass sie prominenter in Erscheinung treten wird als Trumps Ehefrau Melania.

Der frühere deutsche Bundespräsident Roman Herzog ist tot. Er starb im Alter von 82 Jahren. Das bestätigte das Bundespräsidialamt am Dienstag auf Anfrage der Deutschen Presse-Agentur in Berlin. Herzog stand von 1994 bis 1999 an der Spitze der Bundesrepublik Deutschland. Zuvor war der Jurist Präsident des Bundesverfassungsgerichts.
Der CDU-Politiker hatte unermüdlich vor Reformmüdigkeit im Land gewarnt. Herzog machte es sich zur Aufgabe, gegen Blockaden in Politik und Gesellschaft anzugehen. Besonders in Erinnerung blieb seine Rede von 1997 mit dem zentralen Satz: « Durch Deutschland muss ein Ruck gehen ». In der Rede forderte er die Deutschen auf, von « liebgewordenen Besitzständen » Abstand zu nehmen.
Bundespräsident Joachim Gauck würdigte seinen Vorgänger am Dienstag in einer Mitteilung als « markante Persönlichkeit, die das Selbstverständnis Deutschlands und das Miteinander in unserer Gesellschaft geprägt und gestaltet hat ». Als Minister, Verfassungsrichter und Präsident seien für Herzog « die Bürger- und Freiheitsrechte niemals nur abstrakte Begriffe » gewesen, betonte Gauck. « Mit Sachverstand, Klugheit und großer Lebenserfahrung trat er für unser Land und seine freiheitliche Verfassung ein. »
Herzog setzte sich auch kritisch mit den Bürgern auseinander. « Das Volk bewegt sich nicht », sagte er im Frühjahr 2008 der « Bild »-Zeitung. Es gebe zwar eine gewisse Bereitschaft zu Reformen, « aber es bräuchte politische Führung, echtes Charisma, um sie zu mobilisieren ».
Seine politische Karriere hatte das CDU-Mitglied als Bildungs-und als Innenminister in Baden-Württemberg begonnen. 1994 wählte ihn die Bundesversammlung zum ersten Staatsoberhaupt nach der deutschen Wiedervereinigung.
Nach seinem Verzicht auf eine zweite Amtszeit als Bundespräsident saß Herzog in verschiedenen Kommissionen. Dazu gehörte der Konvent für Deutschland, ein Expertengremium, das sich unter anderem mit den Themen Föderalismusreform und Finanzverfassung beschäftigte.
Herzog lebte zuletzt auf der Götzenburg in Jagsthausen bei Heilbronn, wo seine zweite Frau Alexandra Freifrau von Berlichingen zuhause ist. Christiane Herzog, die sich nicht nur während der Amtszeit ihres Mannes im sozialen Bereich engagierte, war im Juni 2000 gestorben.

Weber veröffentlicht Geheimvereinbarung zur Schulz-Nachfolge

Brüssel (dpa) – Im Streit über die Neuwahl des EU-Parlamentspräsidenten hat der christdemokratische Fraktionschef Manfred Weber Sozialdemokraten und Liberale im Haus scharf angegriffen.
Sie hätten die bisherige Vereinbarung zur Zusammenarbeit gebrochen und trügen damit die Verantwortung, falls Populisten und Extremisten im Parlament mehr Einfluss gewönnen, sagte Weber in Brüssel. Er verlangte eine Rückkehr zu der informellen Allianz der drei Fraktionen.
Hintergrund ist eine seit Wochen währende Auseinandersetzung, wer neuer Präsident und damit Nachfolger des deutschen Sozialdemokraten Martin Schulz wird.
Webers Europäische Volkspartei pocht auf eine Vereinbarung von 2014, wonach Schulz nach der ersten Hälfte der Legislaturperiode das Amt an einen Christdemokraten abgeben sollte. Weber veröffentlichte heute die lange geheim gehaltene Abmachung – nach eigenen Angaben, um falsche Interpretationen zu widerlegen.
Sozialdemokraten und Liberale haben beide eigene Kandidaten aufgestellt, statt dem EVP-Kandidaten Antonio Tajani Unterstützung zuzusagen. Die Wahl ist kommenden Dienstag – Ausgang offen.

FIFA beschließt Mammut-WM mit 48 Teams

Zürich (dpa) – Groß, größer, Fußball-WM. Nach der historischen Entscheidung für eine Weltmeisterschaft im XXL-Format wischte Gianni Infantino die harsche Kritik von Joachim Löw und Oliver Bierhoff an dem für 2026 beschlossenen 48-Nationen-Turnier mit einem lockeren Spruch beiseite.
« Auch bei einer WM mit nur zwei Teams wäre eines davon immer Deutschland. Für viele andere Länder ist diese WM aber die Chance, einmal dabei zu sein », sagte der FIFA-Boss. Infantino gefiel sich in seiner Lieblingsrolle als vermeintlicher Heilsbringer der Fußball-Welt. Das Council des Weltverbandes hatte seinen revolutionären WM-Plan schnell und einstimmig durchgewunken.
Da passte die umgehende Kritik an der Ausweitung aus dem Land des amtierenden WM-Champions nicht zur positiven Grundstimmung auf dem Zürichberg. « Ich finde das bisherige WM-Format mit 32 Mannschaften immer noch gut und kann aus rein sportlicher Sicht einer Aufstockung gar nichts abgewinnen », sagte Bundestrainer Löw. Auch Bierhoff fand schnell kritische Worte. « Wir müssen aufpassen, dass der Wert und der Kern des Fußballs erhalten bleiben und die Fans weiterhin spüren, dass es primär um den Fußball auf dem Platz geht », sagte der DFB-Teammanager.
Ändern wird das deutsche Mahnen aber nichts. In neun Jahren wird der Fußball-Weltmeister erstmals bei einem Turnier mit 48 Mannschaften gekürt, sehr wahrscheinlich in Nordamerika. Das erkannte auch Ligapräsident Reinhard Rauball: « Solange sich die großen europäischen Fußball-Nationen, ihre Verbände, Ligen und Clubs nicht auf eine gemeinsame Position verständigen können, ist auch die Meinung des Weltmeisters bedauerlicherweise nur eine unter vielen. » Auch die von Bayern-Boss Karl-Heinz Rummenigge angeführte Vereinigung der europäischen Spitzenclubs reagierte empört und beklagte, nicht adäquat eingebunden gewesen zu sein.
Großen Diskussionsbedarf hatten die FIFA-Funktionäre nicht mehr. Nach etwas mehr als 90 Minuten wurde die Nachricht verkündet. Das Mega-Turnier soll der FIFA Mehreinnahmen von rund einer Milliarde Dollar bringen. Politische und ökonomische Gründe sprachen für die Aufblähung – sportlich ist das Format aber höchst diskutabel.
Statt der bislang acht Gruppen mit jeweils vier Teams wird es in neun Jahren in der Vorrunde 16 Gruppen mit je drei Mannschaften geben. Vier Spiele pro Tag werden in der Gruppenphase zur Regel. Die Teams auf den Plätzen eins und zwei jeder Gruppe ziehen in die neue K.o.-Zwischenrunde ein. Danach geht es wie beim bislang üblichen 32er-Format mit dem Achtelfinale weiter. Der Weltmeister muss bis zum Titel weiter sieben Spiele absolvieren. Auch die Turnierdauer von 32 Tagen bleibt bestehen. Darauf hatten die Kritiker aus Europa massiv gedrängt. Aber die Gesamtzahl der WM-Spiele steigt von 64 auf 80 Partien. Es werden 1104 Spieler dabei sein, statt bislang 736.
2018 und 2022 findet die WM noch mit 32 Teams statt, da für die Turniere schon entsprechende Marketing-Deals abgeschlossen sind. Den FIFA-Funktionären lagen vier Reformmodelle vor, darunter zwei mit 40 Teams, die durch andere Vorrundenkonstellationen noch mehr WM-Spiele bedeutet hätten. Diese Varianten wurden abgelehnt, wie auch das Format mit einer Playoffrunde vor dem eigentlichen Turnierstart.
Ob es wie von Infantino angeregt bei der XXL-WM keine Unentschieden mehr geben und jede Partie auch in der Vorrunde bei Gleichstand mit einem Elfmeterschießen entschieden werden wird, steht allerdings noch nicht fest. Sinnvoll ist diese historische Regeländerung wegen des krummen Modus, weil sonst Mauscheleien im letzten Gruppenspiel recht einfach wären. « Es gibt verschiedene Modelle, über die entschieden werden kann », sagte Infantino. So könne man beispielsweise die Weltrangliste heranziehen, um bei Punkt- und Torgleichheit die endgültige Tabelle zu bestimmen.
Auch droht die Gefahr, dass nach nur drei Partien alle Teams punkt- und torgleich sind. Drei Teams pro Gruppe hatte es bei einer WM letztmals 1982 in Spanien in einer Zwischenrunde gegeben. Deutschland kam damals auch ins Halbfinale, weil die schon ausgeschiedenen Gastgeber sich im letzten Spiel gegen England nicht hängen ließen.
Auch die Verteilung der Startplätze pro Konföderation wurde noch nicht beschlossen. Voraussichtlich soll die sportpolitisch brisante Frage der Quotenplätze bis zum FIFA-Kongress im Mai in Bahrain geklärt werden. Europa hat derzeit mit 13 Startern das größte Kontingent. Infantino hatte besonders Afrika und Asien mehr WM-Teilnehmer versprochen. Nun sagte der Schweizer: « Es gibt keine Garantien. Sicher ist nur, dass alle mehr bekommen, manche viel mehr, manche ein bisschen mehr. »
DFB-Chef Reinhard Grindel forderte die Europäer auf, gemeinsam für möglichst viele WM-Starter zu kämpfen. « Bei den offenen Fragen, beispielsweise der Zahl der Startplätze für die einzelnen Kontinentalverbände, müssen wir nun in der UEFA zusammenfinden und eine gute, gemeinsame Lösung entwickeln », sagte er. Im FIFA-Council hat der DFB derzeit keine Stimme.
Auch die aktuellen Weltmeister sehen die Aufstockung kritisch. « Grundsätzlich war ich schon immer ein Freund davon, gegen große Namen zu spielen und gegen große Mannschaften », sagte Welttorwart Manuel Neuer. « Ich mag einfach Highlight-Spiele. Wir werden sehen, wo das hinführt », betonte der Bayern-Schlussmann am Montagabend, als sich die Entscheidung bei der FIFA-Weltfußballer-Gala abzeichnete.
