Nearly half the children in rural areas as well don&rsquo;t have access to clean water.\u00a0\u00bb<br \/>About 10.6 million people among the country&rsquo;s 25 million population need humanitarian assistance, the UN said, also noting \u00ab\u00a0disparities\u00a0\u00bb in access to basic health services between rural and urban areas.<br \/>Mortality rates for under-fives are 20 percent higher in the countryside than in towns, it said, adding a shortage of funding had forced it to stop nutrition support to kindergartens since November 2017.<br \/>The UN earlier this year called for $111m in aid to help improve nutrition, health and sanitation in the North but the programme remains 90 percent underfunded.<br \/>Lowcock also said that he had \u00ab\u00a0good discussions\u00a0\u00bb with the authorities in Pyongyang who were providing better access that they used to. Mild exaggeration<br \/>Andrei Lankov, professor of Korean studies at Kookmin University in South Korea&rsquo;s capital Seoul, told Al Jazeera that UN&rsquo;s information was slightly inflated because North Korea was probably taking the inspectors to the worst hit areas on purpose.<br \/>\u00ab\u00a0The North Korean authority tends to exaggerate the food problem, because they are interested in getting as much food aid as possible,\u00a0\u00bb he said. <br \/>\u00ab\u00a0But I would not say it is a large exaggeration. I think it might be a mild exaggeration, not serious. I would say one-third [of the population] is malnourished every spring.\u00a0\u00bb<br \/>The problem is the backwardness of the country&rsquo;s agriculture system, he said, but some progress has been made recently.<br \/>\u00ab\u00a0Until recently, North Korea was not capable of producing enough food to meet even the most basic calorie requirement of its people,\u00a0\u00bb Lankov said. <br \/>\u00ab\u00a0Now the situation is much better than it used to be, much better.
