The beta will be available for those who pre-order Fallout 76, though Xbox One owners will be able to play it first. An update on Bethesda.net reads:

Bethesda and Microsoft appear to have ironed out a marketing deal for Fallout 76, with media for the upcoming game featuring the Xbox One logo. This means that the timed exclusivity of the beta isn’t exactly unexpected, even if PS4 owners will be disappointed.
The release date for the beta, which Bethesda refers to as the Break it Early Test Application, has yet to be confirmed. It’s unclear what it will focus on, though with Fallout 76 being the first multiplayer-focused Fallout game, Bethesda is at least looking to test out its servers ahead of launch.

A prequel to all the previous Fallout games, Fallout 76 will see Bethesda branch out into multiplayer for the first time in the franchise’s history. Players will now be able to construct campsites alongside their friends, take on group missions, and generally mess about with other players in its West Virginia open world. It will be released on Xbox One, PS4, and PC on November 14,2018.
