It has revised down its CPI forecasts for 2018-2020, from 1.3pc to 1.1pc in 2018, from 2.3pc to 2.0pc in 2019 and from 2.3pc to 2.1pc in 2020.<br \/>It suggested a range of factors could be to blame, including \u201cdeeply entrenched\u201d attitudes caused by deflation and low growth, meaning households and firms do not expect wages and prices to increase.<br \/>It also said productivity-targetted measures and more women entering the workforce were keeping prices low.<br \/>\u201cThey are starting to slow burn the 2pc target\u201d, said Freya Beamish, chief Asia economist at Pantheon Macroeconomics. <br \/>\u201cWage and price analysis gives some good answers to why there isn\u2019t inflation\u201d, she said. <br \/>\u201cProductivity in Japan, particularly in manufacturing, is at a low level for its level of development. <br \/>\u201cSo instead of getting in workers, they can invest to raise productivity, which means they don\u2019t have to raise prices as much. These productivity measures mute inflation. <br \/>\u201cWe\u2019ve also seen women coming back into the workforce, which has a dampening effect on wages as there\u2019s an increasing pool of workers who are underpaid compared to male counterparts. <br \/>\u201cI think what they\u2019re starting to recognise is that the 2pc target is too high.\u201d<br \/>T he Bank introduced forward guidance for the first time, saying that they would keep short- and long-term rates low. The policy balance rate was kept at -0.1pc and the 10-year yield target was left at 0.0pc.<br \/>H owever, there were small tweaks made to counter the effects that loose monetary policy is having on Japan\u2019s economy. For example, although the policy balance rate was unchanged, it now applies to a lower ratio of commercial bank balances with the central bank.<br \/>\u201cThey\u2019re trying to make the operating environment easier for banks.
