\nWASHINGTON \u2014 With President Donald Trump searching for his third chief of staff, Mayor Rahm Emanuel \u2014 President Barack Obama\u2019s first chief-of-staff \u2014 wrote that whoever replaces the departing John Kelly \u201cwon\u2019t really be the chief of staff, even if that\u2019s what it says on his door; Trump is unwilling to give anyone the authority they would need to perform that job.\u201d
Emanuel\u2019s essay in The Atlantic, posted Monday, came after the presumed frontrunner to replace Kelly, White House staffer Nick Ayers \u2014 who ran Gov. Bruce Rauner\u2019s first campaign \u2014 dropped out.
Emanuel\u2019s points:
