California Democratic Gov. Jerry Brown said the Trump administration’s decision to replace an Obama-era rule designed to curb carbon emissions is tantamount to “war against humanity.”
“This is a declaration of war against America and all of humanity — it will not stand,” Brown told his Twitter followers Tuesday. “Truth and common sense will triumph over Trump’s insanity.”
He was responding to a New York Times article Monday noting President Donald Trump’s decision to effectively replace the so-called Clean Power Plan (CPP).

Trump’s new rule, known as the Affordable Clean Energy rule, restricts emission reduction efforts coal companies and states are obligated to employ. The rule does not mention any goals for major emission reductions. Trump’s EPA administrator signed a proposal Monday to scrap environmental restrictions on power plants and leave much of the regulation of the industry to states.
The rule sets mere guidelines for states to develop and submit to the EPA plans to establish “patterns of performance” for existing coal plants. Power utilities would get a boost under the plan, which effectively replaces former President Barack Obama’s Clean Power Plan. The EPA predicts the rule will affect more than 300 power plants. Brown has fashioned himself as California’s chief climate warrior. The Golden State Democrat moved earlier in 2018 to shoehorn a cap-and-trade program requiring companies to purchase permits before releasing greenhouse gasses. It was part of Brown’s goal of moving the state away from fossil fuels.
