An international center to investigate Russia’s invasion of Ukraine (ICPA) opened in The Hague on Monday including prosecutors from Ukraine, the European Union and the International Criminal Court (ICC). The United States, which is not a member of the ICC, will participate too. d U.S. Special Prosecutor for the Crime of Aggression, Jessica Kim, will represent the United States.
