The easiest Crystal Refinery to access in Zelda: TotK is on the land, directly northeast of the Lookout Landing. Talk to the steward there.
Zelda: Tears of the Kingdom offers a lot of ways to traverse the huge lands of Hyrule. One of such methods involves using Zonai constructs, which need special energy cells to move. These energy cells can only be produced and increased with the help of the Crystal Refinery in Zelda: TotK.
