U.S. Coast Guard investigators have boarded a cargo ship off the coast of Southern California to probe whether the German-flagged vessel caused the massive oil spill that has sent more than 100,000 gallons of crude into the ocean, officials said Thursday. The Rotterdam Express, which is nearly 1,000 feet long, was anchored just south of Los Angeles when it appeared to make several unusual movements near the area where the pipeline rupture took place, according to marine navigation data obtained by The Associated Press. Officials believe a ship anchor may have snagged and dragged the offshore pipeline, which was split open and pulled about 100 feet off course around the same time those questionable movements were detected.
