To start the To the Ruins! quest, you must find and talk to Pokki. She is standing near the east Gerudo Sand-Seal renting shop (-3767, -2923, 0043). This shop can be easily located as it is marked by a star on the map (zoom in close).
Once you approach Pokki and talk to her, she will let you know about some ruins marked with two statues facing each other.
