Pakistan Budget 2017-2018: Debunking The Myths

0

Debunking the myths of a ‘Chinese footprint’ in Pakistan budget 2017/18 and PM Nawaz Sharif brainwashing people ahead of election.
The new $50 billion budget presented by Pakistan is coming under increased scrutiny, as experts point at a Chinese footprint (CPEC) and accusing the Pakistani government of brainwashing its people ahead of the general election.
But how much of the harsh criticism directed at the new Pakistan budget is actually true? Let’s get the facts straight. The new budget, which was presented by Finance Minister Ishaq Dar on May 26, is a development-heavy budget that is also aimed to boost the country’s military spending at the time of volatile Kashmir crisis against India.
While the government of Prime Minister Nawaz Sharif is likely increasing the country’s defense spending by seven percent due to the growing need to safeguard China-Pakistan Economic Corridor (CPEC) projects as well as be better prepared to fend off any potential military threat from India, critics of Nawaz accuse the government of sugarcoating the budget ahead of the upcoming national elections.
For the fiscal year 2017/18, Pakistan is setting its military budget at $9 billion, compared to $8.4 last year. By contrast, Pakistan’s biggest enemy – India – unveiled its own new budget this past February with defense spending standing at more than $50 billion, according to the Institute for Defense Studies and Analyses.
As much as $20 billion out of the budget’s $50 billion will go toward development, $1.8 billion of which is set to finance CPEC projects. With an op-ed published by DAWN suggesting that there is a “Chinese footprint” on the Pakistani budget, one can argue that the Chinese would allocate more money on CPEC projects if they were so keen about pushing forward the projects that matter to their national interests and not caring about Pakistan and its economic wellbeing whatsoever.
Despite the new Pakistan budget facing a giant avalanche of skepticism and criticism, the government of Nawaz does have quite a few achievements behind its back. Let’s review some of the most prominent ones.
While many critics accuse the government of using the new budget as means to woo voters before elections, it’s tough to say that any of the following achievements could have been made overnight and only with sole purpose to win the next election. With Pakistan’s economy crossing the $300 billion mark for the first time in history earlier this month, the country’s GDP growth rate was driven to 5.28%, which is the first time it has breached the 5% mark in 10 years.
The International Monetary Fund projects Pakistan’s GDP growth rate to be around 6% the next fiscal year thanks to CPEC being in motion. With the foreign reserves standing at $21 billion, tax collection has grown by 81% in the past four years. With nearly all of Pakistan’s economy sectors continuing to soar, the industrial sector has hiked 9% in the current fiscal year, while the services sector have increased by 5.9%. Other sectors such as livestock, forestry and fishing have been also on the rise with a growth of 3.43%, 14.49% and 1.23%, respectively.
Most notably, per income capita jumped by 22% to $1,631 during the current fiscal year. Presenting the budget last Friday, the Finance Minister had a very ambitious prediction for Pakistan. Declaring that Pakistan would be “one of the largest economies by 2020, ” Dar said “world’s credible institutions are predicting that Pakistan would join the G-20 by 2030.”
And Dar does tell the truth when he says international ratings agencies are predicting bright future for Pakistan, as even agencies like Standard & Poor’s, Moody’s and Fitch have unanimously raised the positive ratings for Pakistan over the last few months. In fact, the Pakistani Stock Market has performed the best in Asia and the fifth in the world in the current fiscal year. U. S.-based Morgan Stanley Capital International (MSCI) reclassified Pakistan as an emerging market, with the economy expected to generate inflows of investments in the range of $200 million to $500 million.
A report penned by Geo News seems to be bashing the new Pakistan’s budget from all sides with a wooden stick. One could argue, however, that Geo’s criticism toward the new budget is far-fetched, as pretty much all of the points where the publication criticizes Pakistan’s 2017/18 budget are bashing the Pakistani government for not increasing ENOUGH spending on various sectors – though it does acknowledge the fact that the increases have been made, even nearly double increases in some cases.
One of the most prominent examples is Geo throwing mud at the budget for NOT increasing Pakistan’s health expenditure fourfold even though this year the government has increased health expenditure by nearly two times, from Rs. 29 billion to Rs. 49 billion.
For a country that is only beginning to soak up all the benefits from incoming foreign investments – and in case with CPEC, a whopping $150 billion is estimated to flow into Pakistan in the coming years, according to last year’s summit of top government leaders and investors – and is only beginning to enter the world as an emerging market, increasing expenditure by two times in any of the sectors already deserves praise.
Geo also lashes out at the new budget saying that the 10 percent increase in the salaries of officers and men of the armed forces is not enough to “acknowledge their courage, commitment and sacrifices” for Pakistan, and says the salaries should have been increased by at least 50 percent instead of 10. While this idea is correct for all the right reasons, once again – let’s not forget that the country is only beginning to rise from its knees, and is projected for tremendous economic growth thanks to CPEC projects with China.
Skeptics are also criticizing the new budget for seemingly sugarcoating numbers only to woo voters ahead of the national election. Nawaz’s public approval ratings remain very high (75%) , according to opinion polls conducted in late 2015. While no new opinion polls have been carried out in the past one and a half years, there seems to be a consensus among Pakistanis that Nawaz is “the only viable option for Pakistan.”
So saying that the budget was overblown only to woo voters before election is rather questionable.

In tweet, Trump condemns Portland fatal stabbings as 'unacceptable'

President Donald Trump condemned Monday the fatal stabbings of two people who tried to stop a man yelling anti-Muslim slurs on a train in Portland, Ore.
May 29 (UPI) — President Donald Trump condemned Monday the fatal stabbings of two people who tried to stop a man yelling anti-Muslim slurs on a train in Portland, Ore.
“The violent attacks in Portland on Friday are unacceptable, ” Trump tweeted tthrough his official White House account. “The victims were standing up to hate and intolerance. Our prayers are w/ them.”
Trump had not previously commented on the Portland attacks and faced mounting criticism for his silence. The Council on American-Islamic Relations and others called on Trump to speak out on the attack.
“The president contextualizes Muslims as foreigners and as national security threats, and it seems his hostility toward American Muslims is promoting this narrative of hate that led to the stabbings in Oregon, ” said Robert McCaw, a top official with the Council on American-Islamic Relations.
“Trump needs to make it clear once and for all that American Muslims are equal citizens and that they also need protection.”
Vice President Mike Pence echoed Trump’s statement.
“Well said, Mr. President, ” Pence tweeted. “Our thoughts and prayers are with the heroes in Portland and the loved ones they left behind.”
Police charged Jeremy Joseph Christian, 35, with the stabbing deaths of Taliesin Myrddin Namkai Meche and Rick Best. A third man, Micah David-Cole Fletcher, was severely injured.
They intervened when Christian started yelling hate speech in a tirade at two Muslim women, one of whom was wearing a hijab, police said.
Christian, 35, is scheduled to appear in court Tuesday. He was charged with two counts of aggravated murder, attempted murder, intimidation and being a felon in possession of a restricted weapon.
On Saturday, about 1,000 people gathered for a vigil in memory of Namkai-Meche, 23, a recent college graduate, and Best, a 53-year-old Army veteran and father of four.
Earlier Monday, Trump honored U. S. military members who died while serving their country during a visit to Arlington National Cemetery .

N. Korea says ballistic missile test successful: media

North Korea confirmed its test-firing of a precision-guided ballistic missile was “successful”, the state-run news agency KCNA reported Tuesday, a day after the projectile landed in waters provocatively close to Japan.
North Korean leader Kim Jong-Un supervised the launch of the “new-type precision guided ballistic rocket” — the third missile test by the nuclear-armed regime in less than three weeks and carried out in defiance of UN sanctions warnings and US threats of possible military action.
“The ballistic rocket flew toward the east sky where the day broke and correctly hit a planned target point… after flying over the middle shooting range, ” the report said.
South Korea’s military earlier said the Scud-type missile travelled eastward for 450 km (280 miles) . Japan said it believed it had fallen into its exclusive economic zone, extending 200 nautical miles from the coast.
The missile test triggered swift condemnation from US President Donald Trump who said it showed “disrespect” for neighbouring China, the North’s sole major ally, which has sought to dampen tensions over Pyongyang’s weapons programme.
The launch was aimed at testing a weapon “capable of making ultra-precision strike on the enemies’ objects at any area”, the North Korean report said.
“It also verified ultra-precision guidance correctness in the re-entry section, ” it said.
“Whenever news of our valuable victory is broadcast… the Yankees would be very much worried about it and the gangsters of the south Korean puppet army would be dispirited more and more, ” the report quoted Kim as saying.
It added that the projectile was showcased for the first time last month as part of Pyongyang’s annual military parade to mark the 105th birth anniversary of the regime’s founder Kim Il-Sung.
Following North Korea’s test-firing earlier this month of what analysts said was its longest-range rocket yet, the UN Security Council vowed to push all countries to tighten sanctions against Pyongyang.
But China has made it clear that the push for talks — and not more sanctions — is its priority. On Monday it pleaded again for dialogue.
“We hope that related parties can remain calm and restrained, ease the tension on the peninsula, and bring the peninsula issue into the right track of peaceful dialogue again, ” the Chinese foreign ministry said.
The US has said it is willing to enter into talks only if the North halts its missile and nuclear tests.
Several rounds of UN sanctions have done little to stop the isolated regime from pushing ahead with its ambition to develop an intercontinental ballistic missile (ICBM) that can deliver a nuclear warhead to the continental US.

Djokovic, Nadal have no trouble in French Open openers

0

Defending champ Novak Djokovic and nine-time champ Rafael Nadal both advance in straight sets.
PARIS — If Novak Djokovic was hoping to take a little pressure and attention off himself after some rough results, he might very well have found the perfect way to do that by adding Andre Agassi as a coaching consultant of sorts for the French Open.
Well, for up to a week of the tournament, anyway.
With Agassi seated in the stands, generally expressionless during the match and silent afterward, the No. 2-seeded Djokovic was not always at his clean-swinging best while beating Marcel Granollers 6-3,6-4,6-2 on Monday to begin defense of the title that allowed him to complete a career Grand Slam a year ago.
“I mean, it’s hard to say whether there is significant difference on the court, because it’s only a few days that we are together, ” Djokovic said. “So it’s going to take a little bit of time.… I’ m patient and, for us, this is a great way to start off our collaboration and friendship and get to know each other and then see where it takes us.”
On a relatively quiet Day 2, Rafael Nadal started his pursuit of a record 10th French Open championship with a 6-1,6-4,6-1 victory over Benoit Paire. Other seeded men advancing included No. 5 Milos Raonic, No. 7 Marin Cilic and No. 10 David Goffin, while No. 14 Jack Sock, the top-ranked U. S. man, and No. 31 Gilles Simon – both in Nadal’s section of the draw – plus No. 32 Mischa Zverev all lost.
Defending women’s champion Garbine Muguruza and former No. 1 Caroline Wozniacki won in straight sets, but two seeded American women joined Sock on the way out: No. 19 CoCo Vandeweghe and No. 25 Lauren Davis.
Leave it to the No. 4-seeded Nadal to win relatively easily and then lament a portion of his performance.
“For me, ” he said, “it’s important to serve a little bit better than what I did today.”
Djokovic made it sound as if Agassi’s role right now is more about offering life advice than tennis tips.
Sunglasses perched atop his shaved pate, leaning forward with his chin resting on his hands and elbows on his knees, Agassi occasionally applauded during the 2-hour first-round match. Later, Agassi – who counts the 1999 French Open among his eight Grand Slam titles – declined to take questions from a reporter.
Djokovic, for his part, had plenty to say about their partnership, which sounds more like a brief experiment than the start of a long-term arrangement, even if that’s what the Serb insisted he hopes it can become.
“Well, he’s going to stay… I hope,’ til the end of this week. Then he has to leave, because he has some scheduled… things that he cannot reschedule. So that’s all, ” said Djokovic, whose 29 unforced errors were one more than Granollers’ total. “I’ m going to try to use the time spent with him as best as I can, as best as we can. So far, plenty of information, plenty of things to kind of process.”
A year ago, when Djokovic finally fulfilled his quest to win a trophy in Paris, he was working with Boris Becker – who was on hand Monday and visited with Agassi – and Marian Vajda. But Djokovic split with those coaches, as well as other members of his entourage, hoping to regain the groove that made him the first man in nearly a half-century to win four consecutive majors.
Since then, the highlight for Djokovic was a runner-up finish at the U. S. Open. Otherwise, he lost his No. 1 ranking to Andy Murray and lost in the third round of Wimbledon, the first round of the Rio Olympics and the second round of the Australian Open.
“You’ re developed to kind of flip the next page very quickly. Whether or not you win or lose in a big tournament, there is another big one coming up in a matter of weeks’ time or even less. So for me, it was really strange to get to feel what I felt the end of last season, ” Djokovic said, “because I always, even when I would face that before in my career, I felt that I would overcome it very quickly.”
This time, he acknowledged, that didn’ t happen.
“I had to work harder, ” Djokovic said.
And he opted to make changes.

This is the one thing veterans want you to know about Memorial Day

0

Memorial Day is a day of remembrance for approximately one million men and women who have died in defense of the United States since 1775.
Do not thank me for my service because today is not about me at all.
That’s what a number of fellow military veterans said, when I asked what they wanted people to know about Memorial Day.
“It’s not about us, ” said Staff Sgt. Jay Arnold, a soldier with the Illinois Army National Guard. “It’s about those who went before us.”
While often seen as just a day off work or great time to barbeque, Memorial Day — not to be confused with Veterans Day — is a day of remembrance for approximately 1 million men and women who have died in defense of the United States since 1775.
“Memorial Day isn’t about romanticizing war or worshiping military veterans. It’s a day to recognize personal sacrifices of veterans and active military alike, regardless of their inclinations toward war, ” said Tech Sgt. Bill Monahan, an airman serving at Davis-Monthan Air Force Base. “Too often today, ones political beliefs skew opinions on what constitutes honorable service so it is important to have a day where we can look back at who laid it all on the line.”
The day has its roots in the Civil War, with a “Decoration Day” taking place three years after the war’s end to decorate Union graves with flowers. Similar observances happened around the same time in the south. But it was Maj. Gen. John A. Logan who declared the day should be observed on May 30.
With an act of Congress in 1971, the day was proclaimed a national holiday for the last Monday in May and expanded to honor all who have died in American wars.
So you should definitely enjoy your day off, grill some steaks, and spend time with family and friends. But I challenge you — if you don’t have any connection to the military — to really learn about just one fallen service member.
They didn’t join the military for fame or reward, ambition or status. “In simple obedience to duty as they understood it, ” reads the inscription at Arlington’s Confederate Memorial. “These men suffered all, sacrificed all, dared all — and died.”
Former Army Maj. Matthew Burden, a military blogger who often shares stories of the fallen, shared this:
“It is important to remember them, and it is just as important to enjoy yourself this weekend. To spend time with your family and friends, ” he told BI. ” What better assurance to them that they did not die in vain? Enjoying your freedom and understanding it’s value is the best way to honor the sacrifices of my friends. That’s the way they’d want you to spend Memorial Day.
Remembering them, and being a good friend, father, and an American is the best way that I can honor their memory.”
I wholeheartedly agree.
