‘The threat is real’: Australia to ban foreign political donations as concerns mount over Chinese influence

Australia, concerned about rising Chinese influence, will ban foreign political donations as part of a crackdown aimed at preventing external interference in domestic politics, Prime Minister Malcolm Turnbull said on Tuesday.
Turnbull told reporters in Canberra that foreign powers were making “unprecedented and increasingly sophisticated attempts to influence the political process” in Australia and the world. He cited “disturbing reports about Chinese influence”.
Australia and neighbouring New Zealand are among roughly a third of countries worldwide that allow foreign donations to political parties. Such donations are prohibited in the US, Britain and several European countries.
Australia’s new laws, modelled in part on the US Foreign Agents Registration Act, would criminalise foreign interference and require the registration of lobbyists working for nation states, Turnbull said.
The announcement came as concern grows that Beijing may be extending its influence and as relationships between Australian politicians and Chinese government interests have become increasingly contentious.
Fairfax Media and the Australian Broadcasting Corporation reported in June on a concerted campaign by China to “infiltrate” Australian politics to promote Chinese interests. Beijing has denied the claims.
In Beijing, foreign ministry spokesman Geng Shuang said China had no intention of interfering with Australia’s internal affairs or using political funding to influence them.
“At the same time, we want to again urge Australia to remove their biases and take an objective and positive attitude to assess China and its relations with Australia,” he added.
However, leading opposition Senator Sam Dastyari quit some senior Labor Party positions last week after a tape surfaced of him appearing to endorse China’s contentious expansion in disputed areas of the South China Sea, against his party’s platform.
The tape, which showed him standing next to property developer Huang Xiangmo, a major Chinese political donor, was leaked to the media.
“I take those reports, as do my colleagues, very seriously,” Turnbull said. However, the new laws “are not about any one country”, he said.
“Foreign interference is a global issue… for example, we’re all familiar with very credible reports that Russia sought to actively undermine the United States’ election … the threat is real,” Turnbull said.
The new laws, should they pass parliament, would ban foreign donations to political parties or any political group that has spent more than A$100,000 (US$76,350) campaigning in the past four years – a rule that could also likely affect environmental and other campaign groups.
Australia expressed deep concern last month over a crackdown on pro-democracy groups in Cambodia. Despite that, Finance Minister Mathias Cormann said foreign donations to activist group GetUp!, a non-partisan but vocal critic of the centre-right government, would be banned under Australia’s new laws.
GetUp! said in a statement only 0.5 per cent of its donations come from overseas. It criticised the proposed laws as an attempt to avoid scrutiny of government policies and for failing to curtail donations from multinational corporations.
The definitions of treason and espionage would also be broadened under the new laws to include possessing or receiving sensitive information, rather than just transmitting it.
Since the controversial sale of the port of Darwin to a Chinese company in 2015, the government has been at pains to demonstrate limits to its ties to China, its biggest export partner, blocking sales of Australia’s biggest cattle station and biggest power grid to Chinese interests.

A high-ranking United Nations official is on his way to North Korea to help lower tensions over the secretive regime’s nuclear and ballistic missile testing programs.
Jeffrey Feltman, the world body’s undersecretary-general for political affairs, left for Pyongyang Tuesday after a stopover in Beijing the day before. U. N. spokesman Stephane Dujarric said Monday that Feltman will discuss “issues of mutual interest and concern” with Foreign Minister Ri Yong Ho and Vice Minister Pak Myong Guk during his visit, which ends on Friday.
Feltman’s visit comes less than a week after Pyongyang announced it had successfully test fired a new intercontinental ballistic missile that can reach the U. S. mainland. The launch heightened tensions between the North and the United States, highlighted by months of insults between the regime and President Donald Trump.
Dujarric said Pyongyang issued an invitation for Feltman to visit back in September, during the annual gathering of world leaders at the U. N. General Assembly.
Feltman will also meet with the heads of various U. N. humanitarian programs operating in North Korea, including UNICEF, the World Health Organization, and the U. N. Population Fund. But Dujarric would not say if Feltman would meet with North Korean leader Kim Jong Un during his trip.
Feltman, a former U. S. State Department official, is the first senior U. N. official to travel to North Korea since then-humanitarian chief Valerie Amos visited in 2011. Feltman’s predecessor, Lynn Pascoe, visited the North in 2010.

Russia’s Justice Ministry designated the nine outlets, which also include Radio Free Europe/Radio Liberty, as foreign agents, the country’s state-run news agency Tass reported Tuesday.
The announcement comes less than a month after the production company behind the American version of the Russian state-funded network RT was forced to register as a foreign agent with the U. S. Department of Justice.
Russia had threatened to take action against U. S. media outlets operating in the country in retaliation.
The other seven entities designated by Moscow are all Russian-language outlets linked to Voice of America or Radio Free Europe/Radio Liberty. They are Current Time TV, Azatliq Radiosi, Sibir Realii, Idel Realii, Factograf, Kavkaz Realii and Krym Realii.
The news organizations are funded by the U. S. government. At least some of them received letters in October warning them of unspecified restrictions.
The Broadcasting Board of Governors, the U. S. agency that oversees the news organizations, issued a statement in October in response to the Russian threat.
“The networks of the BBG, including Voice of America, Radio Free Europe and Radio Liberty, are free and independent of the United States government and deploy honest and independent journalism on behalf of our audiences around the world,” BBG CEO John Lansing said in the statement.
“Any attempt to stifle them by authoritarian regimes is a direct assault on the rights of all people around the globe to have access to the free flow of truthful information.”
Radio Free Europe already faces severe restrictions in distributing its content within Russia. It has a bureau in Moscow that employs more than 50 people, including Russian nationals.

Today, the micro-blogging platform released its 2017 Year in Review, naming Overwatch, Mystic Messenger and Dream Daddy as its top three trending games.
The list was compiled by taking into account how many times a game was tagged in a post on Tumblr, how many times those posts were liked and reblogged, and how many times a game’s tag was searched for.
This year’s results speak to the continuing success of Blizzard’s team-based FPS which, despite coming out in 2016, fended off newer games like Persona 5 and The Legend of Zelda: Breath of the Wild to take home the title. Overwatch moved up one place to reach the top, unseating Undertale, which slipped to fifth.
South Korean visual novel Mystic Messenger moved up two positions from 2016 into second place, despite only being available on iOS and Android. A deceptively intense game about organising a party in real-time, Mystic Messenger has multiple endings based on your answers to emails, with Casual, Deep and Another Story runs to choose from.
Perhaps the least surprising new entry on the list is Dream Daddy, a visual novel dating-sim published by YouTube stars Game Grumps. With an eager subscriber-base of more than 4.2 million already interested, Dream Daddy was always going to be a hit with fans, where the game currently sits at 89% positive reviews on Steam .
Other notable new additions to the top ten include Final Fantasy 15 – which missed out on 2016’s list at the end of last year – the creepily stylised survival-horror Bendy and the Ink Machine, as well as Studio MDHR’s exceptional indie run-and-gun Cuphead.

Gmail for iOS version 5.0.171119 is the first release that introduces support for Apple’s new iPhone X, which requires special tweaks to the interface in order to render apps correctly on the 5.8-inch OLED display featuring a notch.
Even though at first it looked like Google wasn’t quite in a rush to update its apps for the iPhone X, it now looks like the company optimized most of its official clients to take advantage of the screen estate on the new Apple device.
The latest Gmail update also adds support for third-party accounts, which means that Google’s app finally becomes a fully featured email client just like the one that comes built-in with iOS or Microsoft Outlook.
This feature was already available in the Android version of Gmail, but is only now rolling out for iOS users limited to IMAP accounts, most likely with the company planning to add support for more non-Google email accounts in the coming updates.
Due to the new screen size and the notch at the top, iPhone X needs apps to be specifically optimized to be rendered correctly on its display and use all of the available space, and this obviously takes time. On the good side, most large companies have already updated their apps or are in the process of doing it, so the app experience of early iPhone X adopters shouldn’t be substantially impacted.
This is what happened when Apple rolled out the 5.5-inch iPhone 6 Plus as well, with developers required to update their apps to look correctly on the bigger screen, but things seem to be moving substantially faster now on the anniversary iPhone.

“The guy just left his feet and hit me in the head. Karma for him too. Karma,” Brown said.
Brown finished the contest with eight catches, 101 yards and a score, despite nursing a toe injury that forced him to miss two practices. Brown had been a game-time decision.
“I was just grateful I was able to get through the game,” Brown said.

“We had plenty of chances in this one,” said Dalton, who fell to 3-11 in his career against Pittsburgh.
The Bengals self-destructed with 13 penalties for a team-record 173 yards. Dalton had another touchdown pass to Green nullified by a holding penalty.
The Bengals fell to 0-2 in prime time games this season. They’re 11-24 all-time on Monday night, dropping four in a row, and 3-14 on Sunday night.
“Every game — not just this game, but every game — we have to learn not to beat ourselves,” defensive end Chris Smith said.

Elisa Grubbs made the allegation in an affidavit released late Monday by her attorney, Lisa Bloom. Grubbs is the cousin of another accuser, Marion Brown, who reached a confidential settlement with Conyers over sexual harassment allegations but broke a confidentiality agreement to speak publicly last week.
Bloom posted Grubbs’ affidavit on Twitter and confirmed to The Associated Press that it was genuine.
The new details of the allegation emerged as Conyers is expected to speak on a Detroit radio show Tuesday morning about his political future, according to his attorney, Arnold Reed. The 88-year-old Democrat is the longest-serving current House member.
Conyers returned to Detroit from Washington last week and was hospitalized on Wednesday after complaining of feeling light-headed.
Reed has said that Conyers’ health would be the paramount consideration in whether he decides to step down from his House seat. He has already stepped aside from his position as ranking member of the House Foreign Affairs Committee.
Grubbs’ affidavit says that she worked for Conyers in various capacities from approximately 2001 to about 2013.
“Rep. Conyers slid his hand up my skirt and rubbed my thighs while I was sitting next to him in the front row of a church,” Grubbs said. “I was startled and sprang to my feet and exclaimed, ‘He just ran his hand up my thigh!’ Other staffers witnessed the event.”
She also said that she saw Conyers touching and stroking the legs and buttocks of Brown and other female staffers on “multiple occasions.”
Grubbs said witnessing such harassment “was a regular part of life while working in the office of Rep. Conyers.”
One time when Grubbs was at Conyers home, she said he came out of the bathroom naked when he knew she was in the room.
Conyers’ attorney Arnold Reed told the Detroit Free Press that the allegations by Grubbs are “another instance of tomfoolery from the mouth of Harvey Weinstein’s attorney.” Bloom previously represented Hollywood executive Weinstein, who is accused of sexual misconduct by a number of women. She quit Weinstein’s team after the allegations became public and now represents sexual harassment victims.
A number of Conyers’ colleagues in the House, including House Democratic Leader Nancy Pelosi, have called for him to resign. The House Ethics Committee is investigating the allegations.
But some Detroit elected leaders and community activists rallied on Monday to support Conyers, saying he deserves due process and should not be forced out of office.

NEW YORK – The U. N. General Assembly on Monday endorsed a Japanese anti-nuclear resolution by a wide margin, although fewer countries backed it than in previous years amid perceptions of its backpedaling on disarmament.
The motion, submitted by Japan for the 24th year in a row, was supported by 156 nations, down 11 from last year. It was opposed by the same four nations as last year — China, North Korea, Russia and Syria — while 24 abstained, eight more than last year.
This year’s vote took place against the backdrop of the July 7 adoption of the landmark Treaty on the Prohibition of Nuclear Weapons, which for the first time bans nuclear weapons. Its supporters have consistently criticized the text of Japan’s latest resolution, saying its language backtracks on previous agreements and makes no mention of the ban treaty.
Among other things, the resolution “renews the determination of all states to take united action toward the total elimination of nuclear weapons through easing of international tension and strengthening the trust between states … in order to facilitate disarmament and through strengthening the nuclear nonproliferation regime.”
Meanwhile, an official from a nuclear state who requested anonymity praised Tokyo for “reflecting what is actually happening in the world” through its revised text.
In Tokyo, Foreign Minister Taro Kono stressed the breadth of support for the resolution, saying it was backed by 95 countries agreeing with the ban treaty as well as nuclear powers the United States, Britain and France.
“Out of all the motions on nuclear disarmament and nonproliferation submitted to the United Nations, Japan’s has the most support from countries taking various different positions,” Kono told a news conference.
The ban treaty got an extra boost in October when the Nobel Peace Prize was awarded to the International Campaign to Abolish Nuclear Weapons. The group was selected for their work highlighting the plight of atomic bomb survivors such as Setsuko Thurlow, who has often spoken out at the United Nations and will be among those in attendance at the Oslo award ceremony for the prize.
A U. N. committee in late October backed Japan’s motion by 144 votes, with four “no” votes and 27 abstentions. The greater number of “yes” votes at the General Assembly was due to some countries not present for the committee vote casting positive votes, including Fiji, Vanuatu, Sierra Leone and Gambia.
