Слухання проходили у понеділок. Суддя Берман Джексон відмітила, що може звільнити підозрюваних із-під домашнього арешту, але розглядає можливість наказати чоловікам утримуватися від користування транспортних засобів, дотримуватися комендантської години і перебувати під електронним GPS-спостереженням.
Рішення про заставу поки не будуть приймати. Суддя повідомила, що чекатиме більше відомостей про фінансовий стан підозрюваних. При будь-яких обставинах Манафорту та Гейтсу не дозволять виїжджати за межі країни.

PARIS, France — French satirical weekly Charlie Hebdo said Monday it was pressing charges after receiving fresh death threats against staffers over a cartoon of the Islamic scholar Tariq Ramadan who faces rape allegations.
The provocative magazine, which suffered a deadly jihadist attack in 2015 after publishing cartoons of the Prophet Mohammed, depicted Ramadan with a huge erection in its edition last Wednesday, saying: “I am the sixth pillar of Islam.”
The Swiss academic, an Oxford professor and conservative Islamic intellectual in France, has been accused of rape by two women after the Harvey Weinstein scandal unleashed a wave of sexual abuse accusations worldwide.
Ramadan, 55, has furiously denied the accusations as a “campaign of lies launched by my adversaries”.
“Rape,” reads the caption on Charlie Hebdo’s cover. “The defence of Tariq Ramadan.”
Later Monday the Paris prosecutor’s office opened a police enquiry into the death threat claim, a judicial source said.
That enquiry will look into “written death threats” and “public glorification of an act of terrorism,” the source said.
Laurent “Riss” Sourisseau, the magazine’s editor, said the threats and hate mail had “never really stopped” after the January 2015 jihadist attack in which 12 people were gunned down at its offices.
“Sometimes there are peaks when we receive explicit death threats on social media — this has been the case once again,” he told Europe 1 radio.
“It’s always difficult to know if these are serious threats or not, but as a principle, we take them seriously and press charges.”
The shooting at Charlie Hebdo was claimed by Al-Qaeda, with the jihadists notably seeking to punish the staunchly atheist magazine for printing cartoons of the prophet Mohammed, forbidden in Islam.
The attack was the first in a wave of jihadist attacks in France over the past two years that have left more than 240 people dead.
Charlie Hebdo has continued to court controversy since the attack, notably with cartoons after the Barcelona attack and others that made light of an Italian earthquake that killed nearly 300 people.
The five pillars of Islam are the five basic practices obligatory for believers: faith, prayer, charity, fasting, and the pilgrimage to Mecca.
A minority of Sunni scholars considers jihad — or holy struggle, which can have different meanings — to be the sixth pillar of Islam. /cbb

Rand, from Kentucky, suffered five broken ribs after an attack at his home by his neighbor Rene Boucher, a 59-year-old retired anesthesiologist. Boucher, a socialist, has sworn the attack had nothing to do with politics, according to his lawyer. He currently faces charges for fourth degree assault.
The Splinter writer, however, suggested Paul try milk in chocolate or strawberry, telling him not to stop until he was “dead.”
“The important thing is you keep downing glass after glass of that frosty creamy calcium treat,” Nolan wrote “Don’t stop until you’re dead. Drink that milk Rand Paul. This is not a game out here.

Secret Service makes arrest at White House after tip man wanted to kill 'all white police'

The arrest came just an hour after a tip came from suburban Washington police department
WASHINGTON — The Secret Service arrested a 37-year-old Dallas man near the White House Monday after receiving a tip that he was coming there to kill “all white police.”
Police in suburban Montgomery County, Md. sent a be-on-the-lookout notice to the Secret Service for Michael Arega just before 3 p.m. Monday, the Secret Service said.
A little more than an hour later, Secret Service officers spotted Arega on the north side of Pennsylvania Avenue and arrested him “without incident,” spokesman Shawn Holtzclaw said.
The law enforcement agencies sprung into action after getting a tip from Arega’s ex-wife that he had posted threats on Facebook. “Now i am going to there to white House make sure kill All white POLICE!!” read one post. Another said, “Put him on jail Donald J Trump mighty name of Jesus Christ.”
Officers responding to the Silver Spring, Md. hotel where Arega was staying found the room empty and called the Secret Service.
Arega is being held at the Washington Metropolitan Police Department pending charges, the Secret Service said.
President Trump was traveling in Asia Monday when the arrest happened.

Депутат Государственной думы РФ Константин Затулин считает, что Россия должна отменить акты 1954 года, по которым аннексированный сейчас Крым передали в состав Украинской Советской Социалистической Республики. Об этом он заявил на заседании “Форума друзей Крыма” в Ялте, сообщает “Радіо Свобода”. “Законодательная власть в стране, которая является продолжателем и наследником Советского Союза, должна принять решение об отмене актов в 1954 году, потому что мы устали слышать, что в 2014 году мы забрали чью-то землю, забрали чье-то море”, – сказал Затулин.
Полуостров Крым был передан в состав УССР в феврале 1954 года указом Президиума Верховного Совета СССР с формулировкой: “Учитывая общность экономики, территориальную близость и тесные хозяйственные и культурные связи между Крымской областью и Украинской ССР”.
В марте 2014 года после аннексии Крыма Россией президент РФ Владимир Путин заявил, что “когда Крым оказался в другом государстве, Россия почувствовала, что ее не просто обокрали, а ограбили”.

Are all Russia ties now sinister, or are some just business?

Trump advisers’ business relationships with Russia once seen as normal now draw suspicion.
A shipping company partly owned by President Donald Trump’s commerce secretary is one of the few in the world that can transport liquefied petroleum gas in cold and icy conditions. Russia is known for its brutal winters as well as its giant, state-controlled oil and gas producers.
So, for years, Wilbur Ross’ company has been moving LPG for a Russian gas giant.
But now, in what might seem almost an echo of the Red Scare that lasted in America for generations, this business relationship is seen as tainted, an ominous connection to a country that unleashed cyberwar against American democracy and the 2016 election that put Trump in the White House.
Are all connections to Russia now suspect? Or are they sometimes merely an inconvenient consequence of doing business in a country where major corporations often are controlled by the Kremlin?
The latest tie between Russia, Trump and his campaign and administration officials came to light Sunday with news that the U. S. commerce secretary is a part owner of Navigator Holdings, a shipping company that transports LPG produced by Sibur, a big Russian company with ties to the Kremlin.
Some shipping business experts who follow the company are shrugging off the news.
“Russia has a lot of commodities that need to go somewhere else,” said Benjamin J. Nolan, a financial analyst who covers Navigator for Stifel, Nicolaus & Co. He added, “Odds are, they are going to have long term contracts with Western shipping companies.”
The Russian government is a powerful factor in almost every part of the country’s economy. Some of Russia’s biggest banks, such as Sberbank and VTB are state-controlled, with their management answering directly or indirectly to the Kremlin.
Then there is Gazprom, a big gas supplier to Europe, and Rosneft, the oil producer. Both are majority state owned.
The new Russian giant in the spotlight, Sibur, has its own special connections to the state, and President Vladimir Putin in particular. It is partially owned by a man said to be Putin’s son-in-law, and two of its biggest shareholders are oligarchs close to Putin. One of them is his old judo partner.
The details of Ross’ stake in Navigator were found among 13.4 million leaked records on offshore entities used by the rich and powerful and famous. They are the biggest leak on the shadowy offshore financial system since the Panama Papers last year, and could shed more light on the byzantine ways companies and individuals hide their wealth or lower their taxes.
Following news of the leak, Ross has said in interviews that his ties to Russia are being blown out proportion. He told Britain’s Sky network that his Navigator stake had been previously disclosed in financial documents filed with government ethics officials, and noted that Sibur is not under any U. S. sanction. For its part, Sibur has said that only a tiny percentage of shipping business goes to Navigator, less than 3 percent of “logistics expenses.” It said that it is surprised by the “politically driven interpretation” in some media reports of its “ordinary business operations.”
Trump himself also has faced scrutiny over his business ties to Russia. In prepared remarks to the Senate and House intelligence committees, Trump’s personal lawyer, Michael Cohen, disclosed that the Trump Organization had been pursuing a business proposal in Russia during the presidential campaign. Cohen has said that the proposal for a Trump Tower Moscow never came to fruition and denied it had any impact on the campaign, saying it was “solely a real estate deal and nothing more.”
No evidence has yet emerged that the business deals are being examined by special counsel Robert Mueller. The former FBI director is investigating the Kremlin’s interference in the 2016 election and any possible coordination with Trump associates.
As for Ross, the most obvious link to Putin is Kirill Shamalov, who is married to a woman who is said to be Putin’s youngest daughter. Shamalov once owned more than 20 percent of Sibur, but has since cut that stake to 3.9 percent, according to the International Consortium of Investigative Journalists, the group that has been reviewing the new trove of documents.
Another Kremlin link is the Putin’s old judo partner, Gennady Timchenko, the second largest shareholder of Sibur.
Businessmen with Kremlin links are sometimes tapped to work on key projects with political symbolism, such as the bridge to Crimea or the Sochi Olympics. Timchenko’s construction company has a role building stadiums for next year’s soccer World Cup.
Timchenko was sanctioned by the U. S. after Russia annexed the Crimea. The U. S. also barred banks from providing long-term financing to a gas company belonging to Sibur’s largest shareholder, Leonid Mikhelson.
Ross has never met Sibur’s Shamalov, Timchenko and Mikhelson, according to a Commerce Department statement, and was not involved in his shipping company’s negotiations with Sibur.
Kremlin connections can boost the fortunes of U. S. companies, but they can also backfire. Russian partners sometimes come under suspicion abroad that they are acting out of political, not purely commercial, motives.
The state gas company Gazprom, in particular, has been accused of manipulating price talks over natural gas to put pressure on governments of other European countries, particularly Ukraine. That’s prompted many European countries to seek gas supplies from elsewhere.
A deal between Rosneft and Exxon Mobil also has run into trouble. The Treasury Department fined Exxon Mobil $2 million in July over what it called “reckless disregard” for U. S. sanctions by signing deals with Rosneft’s sanctioned head Igor Sechin in May 2014. Secretary of State Rex Tillerson was the U. S. oil firm’s CEO at that time.
Exxon has maintained it did nothing wrong and sued the U. S. government in an effort to stop the fine.
As for Ross’ Navigator, some experts say it’s hardly surprising the company counts a Russian company among its customers.
“Russia is the biggest producer of oil, and that needs to be sold in a global market place,” said Jonathan Chappell, a financial analyst at Evercore. “Navigator is perfectly positioned.”

«Росія має два варіанти дій на Донбасі. Якщо вони хочуть створити заморожений конфлікт, як в Абхазії, Південній Осетії, чи Придністров’ї, то це буде їм багато коштувати. Однак, якщо захочуть, вони це зроблять попри великі витрати», – заявив Волкер.
«Альтернатива – це коли Росія виведе свої сили і сприятиме розміщенню миротворців ООН, що принесе всім мир і дозволить просуватись у втіленні Мінського процесу. Це – другий сценарій», – додав він.
Волкер заперечив можливість перетворення ситуації на тривалий конфлікт. «Міжнародна спільнота не хоче ще одного Кіпру, – наголосив він. – Не знаю скільки років вже є миротворці на Кіпрі. Не думаю, що цього хоче і Україна. Вона хоче відновити суверенітет на власній території і тому має стимули для втілення Мінських домовленостей».
Саме виконання політичних аспектів Мінських домовленостей вимагають росіяни під час переговорів, – повідомив Волкер.
«Для росіян важливо бачити політичні кроки від України в рамках Мінського процесу. Наприклад, той факт, що Україна поновила закон про спеціальний статус 6 жовтня є важливим політичним кроком від України, який показав, що вона притримується введення спеціального статусу коли це буде можливо. Цікаво, чи на наступній зустрічі вони висунуть щось іще, але це було те, чого вони прагнули», – наголосив Волкер.

Чоловіча і жіноча збірні України з шахів вибороли дві бронзові нагороди на командному чемпіонаті Європи з шахів, який проходив на грецькому острові Крит.

У складі чоловічої збірної виступали Павло Ельянов, Руслан Пономарьов, Юрій Криворучко, Юрій Кузубов і Мартин Кравців. За підсумками дев’яти раундів українці здобули 6 перемог, зазнали 2 поразок і один раунд звели внічию, посівши в підсумковій таблиці третє місце.
Перед останнім раундом українці зберігали шанси на перше місце, але зіграли внічию з Азербайджаном – 2:2. Азербайджанці в підсумку взяли золото, а срібло дісталося росіянам.
У жіночому турнірі Україну представляли Анна Музичук, Наталія Жукова, Ганна Ушеніна, Інна Гапоненко і Юлія Осьмак. В останньому раунді наші дівчата здолали Туреччину – 4:0 і стали третіми, випередивши Румунію та Польщу. Чемпіонками Європи стали росіянки, а срібло дісталося грузинкам.
Відзначимо, що в чоловічому турнірі брало участь 40 команд, у жіночому − 32.
Нагадаємо, що Анна Музичук, яка виступала в команді, нещодавно стала чемпіонкою Європи зі швидких шахів.

WASHINGTON (AP) – The wealthiest Americans would benefit from the largest tax cuts under the House Republican overhaul, according to a nonpartisan analysis that stoked the incendiary debate over whether the GOP bill truly helps the middle class.
The Tax Policy Center on Monday found that in 2018, when the legislation pushed by President Donald Trump and Republican leaders would first take effect, 12 percent of people would see their tax bills rise. Next year, the average tax cut would be $1,100 under the legislation, but the amount would vary by income.
People earning less than $48,000 annually would see tax cuts of 0.5 percent or less of their after-tax income. The top 1 percent of earners – people making over $730,000 – would get an average cut of 2.5 percent, or $37,000.
In 2027, people making below $55,000 would get average tax boosts, not cuts. But the top 1 percent making over $912,000 would see average cuts of nearly $53,000, a 2.2 percent reduction.
The report came as the tax-writing Ways and Means Committee kicked off a marathon session to amend and vote on the far-reaching legislation that Trump hopes to sign into law by year’s end. The panel’s Republicans and Democrats bickered heatedly over the impact of the legislation.
Republicans focused on findings by Congress’ nonpartisan Joint Committee on Taxation that the bill would lower taxes across all income levels over the next several years.
“Clearly this is helping real people. It’s helping teachers, it’s helping students, it’s helping struggling families that are living paycheck to paycheck,” said GOP Rep. Erik Paulsen of Minnesota.
Democrats returned repeatedly to a section of the analysis showing taxes would actually go up beginning in 2023 for some 38 million taxpayers or families making $20,000 to $40,000 a year.
“There are a lot of people expecting a tax cut who would be big losers under this bill,” proclaimed Democratic Rep. Bill Pascrell of New Jersey. “This is a joke and you’ve got to face up to it.”
At stake is whether the GOP will succeed in passing the most sweeping rewrite of the tax code in decades, which would be a major achievement for congressional Republicans and Trump after a year largely devoid of legislative wins. And looking ahead to 2018 midterms where Democrats will aim to wrest back control of the House from the GOP, each side is trying to win the political debate over who is truly looking out for middle-class Americans.
The legislation adds $1.5 trillion to the ballooning national debt, delivers a major tax cut to corporations, and repeals the estate tax, which would benefit a tiny percentage of the wealthiest families in the country. It also simplifies the loophole-ridden tax code by collapsing today’s seven personal income tax brackets into four, nearly doubles the standard deduction used by people who don’t itemize, and increases the child tax credit, an element championed by first daughter Ivanka Trump.
Despite the various analyses, Republicans argued vociferously that the legislation is targeted toward the middle class.
“It’s about making America’s economy stronger than ever by delivering more jobs, fairer taxes and bigger paychecks across the nation,” said Ways and Means Committee Chairman Kevin Brady, R-Texas.
Brady is aiming to push the legislation through committee and to the full House later this week, and GOP leaders are aiming for House passage before Thanksgiving. Late Monday, he proposed additional changes, including restoring a tax break for employees who receive child care benefits from their employers and limiting the bill’s impact on universities with large endowments.
The committee’s top Democrat, Richard Neal of Massachusetts, countered that the bill “puts the well-connected first while forcing millions of American families to watch while their taxes go up.” He complained that Republicans crafted it in private without input from Democrats.
The tax proposal is the first major rewrite of the U. S. tax code in three decades. After embarrassing failures to make good on years of promises to repeal “Obamacare,” the tax bill is enthusiastically backed by Trump, House GOP leaders and many rank-and-file Republicans, who are promising a simpler IRS code, a more globally competitive business tax structure, and tax cuts for the middle class and families with children.
But there’s considerable trepidation as well. In addition to the overall increases in later years for lower-income Americans, many earners in the upper-middle class, especially those from high-tax states, are facing tax increases. Powerful lobbyists are fighting to protect favored deductions, while a few well-financed interest groups, including the National Association of Homebuilders, have already vowed to oppose the legislation. The homebuilders group has voiced concerns over Republicans’ decision to lower the mortgage interest deduction from $1 million to $500,000.
