There are three categories of abilities present in Cyberpunk 2077 which include Skills, Perks, and attributes that are intertwined with each other.  
Attributes are part of your abilities that comprise 5 sections Body, Intelligence, etc that can be enhanced by earning attribute points. Skills are linked with attributes that can be leveled up by simply performing activities such as dumping dead bodies to increase your stealth and performing parkour or running to increase Athletics
Perks on the other hand are similar to attributes but they function by providing your character with passive abilities such as increasing movement speed by 5%. However, some perks in Cyberpunk 2077 require your skills to be leveled up to a certain amount to be acquired.
This can all be a bit confusing to get a hold of, however, when you go through the system yourself, you’ll be able to have a better understanding of the skill tree in Cyberpunk 2077 and make better builds. If nothing works, you always have the option to Respec your character and gain back the points to start a new build.You can leave missions midway and return later
