The one-minute ad features Mr. Biden, 81, speaking to North Carolina supporters on Friday, one day after his poor performance from the debate stage in Atlanta.
“Folks, I know I’m not a young man. But I know how to do this job. I know right from wrong. I know how to tell the truth,” Mr. Biden says with greater vigor than his meandering performance the prior night.
