Master Sword is embedded in the head of a new mysterious Light Dragon that roams the skies of Hyrule. During the early sections of the game, it is impossible to reach Light Dragon’s head as it is in the Sky Region.
To bring the Light Dragon back to the Hyrule Surface, you need to either continue the main quest or find all Dragon Tears on the Hyrule Surface.
