The Internal Revenue Service said Monday it is ending its decades-old policy of making unannounced home and business visits, in an effort to help keep its workers safe and to combat scammers who pose as IRS agents.
Effective immediately, revenue agents will no longer make unplanned visits to taxpayers’ homes and businesses “except in a few unique circumstances,” the Treasury Department said in a statement. The agency will instead mail letters to people to schedule meetings.
“Today’s announcement is the right thing to do, at the right time,” new IRS Commissioner Daniel Werfel told reporters on a call Monday.
The change ends “an era at the IRS,” he said, reversing a practice by revenue officers whose duties include visiting homes and firms to resolve taxpayers’ liabilities by collecting unpaid taxes and unfiled tax returns.
The agency in recent years has experienced more threats, in part tied to conspiracy theories that agents were going to target middle-income taxpayers more aggressively after the passage of a climate, health care and tax bill that provided $80 billion to step up tax collections.
In response, the agency last August announced a comprehensive review of safety at its facilities. And in May, the agency said it would begin limiting workers’ personal identifying information on communications with taxpayers.
The Treasury Department’s inspector general for tax administration said in a report that it was “concerned that taxpayers and anti-government or anti-tax groups with malevolent intent may use the Internet or social media to track down and identify IRS employees, their families, their homes, and personal information to threaten, intimidate, or locate them for physical violence.”
The National Treasury Employees Union, which represents IRS workers, commended the agency for ending unannounced visits.
”The officers we represent will continue to efficiently and effectively carry out their mission of helping taxpayers meet their lawful tax obligations through other means of communication,” union leader Tony Reardon said in an emailed statement.
The issue of home visits has been politically contentious this year.
Ohio House Republican Jim Jordan sent a letter to Werfel and Treasury Secretary Janet Yellen in March, asking why journalist Matt Taibbi received an unannounced home visit from an IRS agent shortly he gave testimony on Capitol Hill regarding his research into Twitter records.
Werfel said he thinks “the issues raised by unannounced visits, including ones that have been raised to us by the U.S. Congress, will be significantly mitigated” by the policy change.
The agency said an increase in scam artists posing as IRS agents also had created confusion about unannounced home visits.
In Diablo 4, Mutterlock Chests appear to resemble silent chests but there are a few differences. You have to mutter a phrase to open them
You may have come across a certain chest with golden locks while grinding through different dungeons in Diablo 4. This chest appears to be like a silent chest but is rarer and shows up when you’re taking on high-difficulty endeavors such as those Nightmare Dungeons. The chest in question is called the Mutterlock Chest.
You may consider yourself lucky if you find one so make sure to keep an eye out for it. While it appears similar to Silent Chests, you can’t open it with Whispering Keys.
To open the Mutterlock chest you will have select the right phrase from the options given to you. To crack this code, you will then have to explore the dungeon and find the monuments which will give you clues in Latin.
Then you can piece them together to form the phrase you are looking for in order to unlock the Mutterlock Chest in Diablo 4. Opening Mutterlock Chests in Diablo 4
After discovering the Mutterlock Chest, you try to open it. It will give you 8 phrases and you have to select the right one to open it.
The problem is that you likely won’t know what the correct phrase is. So instead of taking a chance, you can look for clues that will tell you which phrase to select.
During your exploration, you will also find that there are three monuments which will happen to be the Whispering Stones. These will be found a few rooms away from the Mutterlock Chest if you find them inside a dungeon.
Keep your ears open and listen for the Latin word that is revealed by the disembodied voice when interacting with these monuments. It’s better if you note them down somewhere. Collect all three words to make the phrase and use it on the chest.
Interact with it and after observing the list of phrases you can simply select the corresponding phrase. This way the Mutterlock Chest will end up turning into a Resplendent Chest in Diablo 4.
Now the rewards you will receive for opening the Mutterlock Chest will be random but if you’re lucky, you can get some nice Legendary items.

The side-quest of Hammer of the Champion in Diablo 4 is part of the quest chain related to the Bear Tribe. As such, it can be started in the Bear Tribe Refuge in the Fractured Peaks.
The Hammer of the Champion quest is about acquiring the Grizzly’s Maul weapon from the dungeon of Rimescar Caverns. The Chieftain’s champion, Baltok went out to retrieve it but he got killed by a Khazra demon. The chief wants you to get it instead.

In order to start the quest of Hammer of the Champion, you will have to reach the location of Bear Tribe Refuge. You can find this zone in the region Seat of the Heavens in Fractured Peaks.
This zone of Bear Tribe Refuge can be found in the east on the Diablo 4 Map. The closest way to reach Bear Tribe Refuge is through the Frigid Expanse sub-region.
As you reach this location, you need to go inside and find the quest giver named Gregonach. You will have a conversation with him in which you will get to know the story. The Chieftain’s Champion, Baltok, has been killed as he went to retrieve Grizzly’s Maul. He now needs your help in getting it.How to complete Hammer of the Champion in Diablo 4
If you want to complete the quest of Hammer of the Champion in Diablo 4, you must finish the required objectives of this quest. These are mentioned below. Enter the Rimescar Cavern and acquire the Grizzly’s Maul
In order to make your way to the dungeon of The Rimescar Cavern, you first need to conquer the stronghold of Malok. The Malok stronghold can be found when you go south from the Bear Tribe Refuge.
Once you conquered the Malok stronghold, you need to make your way to the Rimescar Cavern which will now be available. You have to clear all the enemies residing in this dungeon so you can get the Grizzly’s Maul. Acquire Grizzly’s Maul
You will reach the room where you will fight with most of the dungeon’s enemies. You will also find there are two levers, which you need to pull.
This will grant you access inside the Uncharted Depths. Once you reach there, you will find the impaled Champion Baltok. You need to interact with it and you’ll be able to loot the Maul.Return the Grizzly’s Maul to Gregonach
Once you collected this weapon, make your way back to the Bear Tribe Refuge. Exit the dungeon and use the Waypoint to teleport there direct. Now go to Gregonach and give him Grizzly’s Maul.
As you give the Maul to Gregonach, he will give it back to you as a reward for the completion of this quest. Along with that, you will also get experience, gold, and Renown.

24 липня на дорозі Н 09 у Бедевлянській територіальній громаді на Закарпатті обвалився проліт мосту через річку Тересва.
Про інцидент повідомив у Telegram журналіст Віталій Глагола. «Під час руху автомобілів провалилася секція мосту разом із вантажівкою та легковим автомобілем», – написав він.
Цей міст – стратегічно важливий, він знаходиться на дорозі Н-09 Мукачеве – Рахів – Івано-Франківськ – Львів до кордону із 4 країнами ЄС. Його почали ремонтувати за програмою «Велике будівництво» ще 2021 року.
Тоді стан мосту за експертною оцінкою було визначено як обмежено-працездатний. У 2019 році на ньому запровадили тимчасове обмеження руху із забороною на проїзд транспортних засобів загальною вагою понад 7 тонн. Перевізники змушені об’їжджати аварійний міст місцевими дорогами, роблячи «гак» за 32 км, і, судячи з фото, один з них цей гак робити не захотів.

По предварительным данным, обрушилась одна из секций моста вместе с двумя транспортными средствами грузовиком и легковым автомобилем. На месте работают экипажи полиции, медики и спасатели, сообщили в полиции.
В Закарпатской ОГА сообщили, что, предварительно, мост обрушился из-за проржавления отдельных конструкций и, вероятно, из-за избыточного веса грузовика.
Подробности должны установить соответствующая комиссия и следствие. В результате во время движения через него, провалился грузовик и легковушка.
Сообщается о трех пострадавших, еще трое получили синяки.
В настоящее время движение направлено на объездную дорогу. Расстояние объезда составляет около 35 км.
В ОГА сообщили, что ранее из-за этого города был ограничен проезд крупногабаритного транспорта до 3,5 тонн, чтобы снизить нагрузку. В 2019 году его увеличили до 7 тонн.
В ГСЧС сообщили, что 5 человек травмированы, среди них 2 детей. Пострадавшие госпитализированы в Тячевскую районную больницу.
