US splits with China, Russia on North Korea solution at UN

0

China and Russia made it clear they were unlikely to support more sanctions.
The United States on Monday flatly rejected a proposal from China and Russia on how to lower tensions on the Korean Peninsula, which is likely to make it difficult for the United Nations Security Council to agree on a response to North Korea’s hydrogen bomb test over the weekend.
U. S. Ambassador to the U. N. Nikki Haley said the U. S. would be circulating a proposed resolution on North Korea this week, and would push for a vote next week.
While it’s not clear what that language will say, both China and Russia made it clear they were unlikely to support more sanctions, and instead played up their joint call for North Korea to stop its military aggression in return for both South Korea and the U. S. to stop their military exercises.
Haley called that idea “insulting.”
“The idea that some have suggested, a so-called freeze for freeze, is insulting, ” she said. “When a rogue regime has a nuclear weapon, and an ICBM pointed at you, you do not take steps to lower your guard. No one would do that. We certainly won’t.”
Instead, she hinted at the idea of tough sanctions that would be imposed on any country that does any business with North Korea.
But after she spoke, both Russia and China made it clear they don’t like that idea.
Liu Jeiyi, China’s ambassador to the UN, promoted the China-Russia plan as “practical and feasible, ” and noted it would call on the U. S. and South Korea to “suspend their large scale military exercises.”
Russia’s ambassador, Vassily Nebenzia, noted that Haley summarized how past UN resolutions failed to contain North Korea, and argued they failed because they relied on sanctions, not dialogue.
“This excursus into history only serves as evidence of the fact that we failed to resolve this issue through Security Council resolutions which were only geared towards leveraging sanctions mechanisms, ” he said.
Those major splits make it unclear if the Security Council can successfully pass any new language on North Korea.
Last month, the Council successfully passed a resolution sanctioning North Korea after a wave of new missile tests. But in July, Russia vetoed a resolution denouncing a test North Korea made on July 4.

Switzerland ready to be mediator in North Korea crisis – Swiss president

0

‘It is really time now to sit down at a table. Big powers have a responsibility.’ ‘It is really time now to sit down at a table. Big powers have a responsibility.’
Switzerland is prepared to act as a mediator in the present crisis on the Korean peninsula, Swiss President Doris Leuthard said, as cited by Reuters.
“We are ready to offer our role…as a mediator, ” Leuthard said, speaking at a news conference. “It is really time now to sit down at a table. Big powers have a responsibility.”
Swiss troops were deployed on the demarcation zone between South and North Korea [after the 1950-1953 Korean War] , Leuthard said, adding that Switzerland had a long history of neutral diplomacy. The US and China are also responsible for dealing with the Korean crisis, she stressed.
North Korea and the US are currently engaged in a war of words which has the potential to devolve into a heated military conflict. While Washington and its allies say Pyongyang has violated its international obligations with its missile and nuclear tests, North Korea slammed Washington’s military build-up in the region – in particular, the joint US-South Korea Ulchi Freedom Guardian drills, which took place in late August.
In a series of tweets on Sunday, Donald Trump branded North Korea a “rogue nation and a threat.”
The latest developments in Pyongyang’s nuclear capabilities are “very hostile and dangerous to the United States, ” the US president said.
In one of his latest statements on North Korea, Trump vowed to use the “full range” of capabilities at his country’s disposal and might resort to using its nuclear arsenal against North Korea if it continues to threaten Washington or its allies.
His statement came after North Korean state media claimed that the country has tested a hydrogen warhead which can be mounted on an Intercontinental Ballistic Missile (ICBM) .

Sony Xperia XZ1 vs Sony Xperia XZ1 Compact

Find out which of Sony’s newest smartphone is better suited for your needs

Price comparison from, and manufacturers
Sony is about to release its newest smartphones from the Xperia series: the Xperia XZ1 and Xperia XZ1 Compact. If you’ ve been wanting to get a new smartphone and are not sure which of this two models will be the better fit for you, here are the main differences between the XZ1 and XZ1 Compact.
Sony’s newest phones have lots of similarities, especially in design (they resemble most Xperia phones) . The XZ1 Compact is, of course, a smaller version of Sony’s newest flagship. The XZ1 measures at 148 x 73.4 x 7.4 mm while the XZ1 compact is at 129 x 64 x 9.3 mm, considerably smaller. The Compact is also a little thicker, but, because of its size, remains lighter in weight (155g to 140g) .
The materials used differ from one model to another. While metal was used for the XZ1, the XZ1 Compact has a plastic body with metal finish, making it chunkier. However, Sony’s ‘loop surface’ is present on both, giving the phones a unibody design, but also making the top and bottom sides curvier than on previous Xperia models.
The XZ1 and XZ1 Compact are both protected by a Corning Gorilla Glass 5 and are also water and dust resistant (IP68 certified) .
Both models are available in similar colour ranges: Pink, Black, Silver and Blue, but the shades differ (the XZ1 offers Warm Silver while the XZ1 Compact comes in Snow Silver) . The camera and button layout is the same on both phones, and the fingerprint sensor is also present on both.
In terms of price, the XZ1 Compact will of course be cheaper than its larger counterpart. The XZ1 will cost £599. It is available to preorder from Sony and Carphone Warehouse. The XZ1 Compact is a whole £100 less expensive, starting at £499. It is also available for preorder from Sony and Carphone Warehouse.
As mentioned, the Xperia XZ1 Compact is considerably smaller than the Xperia XZ1, which also affects the screen size. The XZ1 Compact offers a 4.6in screen with a 720p HD display. This may seem like a major downgrade compared to the XZ1’s 5.2in screen and 1080p panel, but truthfully, 720p performs great on a smaller screen.
In terms of video quality, though the resolution is indeed inferior on the Compact, both phones benefit from Sony’s Triluminos display, which reinforces the colours and provides greater quality. However, unlike the Xperia XZ1, the XZ1 Compact is not HDR compliant, which is a disappointment.
Both phones are equipped with a primary camera very similar to the one we find on Xperia XZ Premium: a 19Mp camera which comprises plenty of new and interesting features such as the Super Slow Motion tool ( [email protected] ) and the ‘Smile Capture’ mode. It also offers an ‘Autoburst option’ as well as predictive capture, which makes it easier to obtain great results.
The XZ1 Compact’s front camera is only 8Mp, which makes it inferior to the 13Mp camera you can find on the XZ1, something you might want to remember if you take a lot of selfies. To make up for the pixel difference, the XZ1 Compact gives you the opportunity to take super wide selfies with a 120 degrees field of view in one picture. You can easily switch back from super wide to wide.
Both models also offer an interesting new feature: a 3D scanning option. The primary camera lets you scan real-life objects to be used as stickers in conversations with your friends, or as background photos. If you have access to a 3D printer, you will even be able to print them.
As far as performance is concerned, Sony managed to equip both phones with Qualcomm’s Snapdragon 835, the best processor currently available, backed by 4GB of RAM. The XZ1 and XZ1 Compact are powered by the same 2,700mAh battery, which means the XZ1 Compact will probably have a stronger battery endurance, thanks to the inferior 720p display.
The XZ1 Compact will be available with 32GB of storage while the XZ1 offers 32 or 64GB, but both enable storage to be expanded up to 256Gb thanks to the MicroSD slot.
With a similar performance level available on both phones, Sony makes it clear that XZ1’s strong advantage is the screen size and 1080p, HDR compliant display. Is it worth £100 difference in price?
If you regularly use your phone to watch movies or play high-definition games, you will likely need a larger screen and benefit from high resolution and HDR. It would then make sense to invest in an Xperia XZ1. But if that’s not the case, the Xperia XZ1 Compact’s features and specs make it a very interesting alternative, for a cheaper price. It all depends on how you plan to use your new smartphone.

Haley to U. N.: North Korea is 'begging for war'

0

South Korea’s military on Monday fired missiles into the sea to simulate an attack on the North’s main nuclear test site.
North Korea is “begging for war, ” and the United Nations must exhaust all diplomatic means to halt the expansion of Pyongyang’s nuclear program before it’s too late, U. S. Ambassador Nikki Haley said at an emergency meeting of the Security Council on Monday, one day after Pyongyang conducted its sixth and by far most powerful nuclear test.
“Enough is enough, ” Haley said. “We have kicked the can down the road long enough. There is no more road left.”
Haley dismissed “freeze for freeze” proposals from China and Russia that call for North Korea to halt nuclear development in exchange for a halt in U. S.-South Korean joint military exercises and removal of a U. S. anti-missile system from the peninsula. She also sounded a recurring theme from the Trump administration — China could use its sway with Pyongyang to halt North Korea’s nuclear program.
“The United States will look at every country that does business with North Korea as a country that is giving aid to … reckless and dangerous nuclear ambitions, ” Haley said, in a reference to China. About 90% of North Korea’s foreign trade is conducted with China.
The U. N. has enacted a series of harsh economic sanctions over more than two decades that have left North Korea as one of the world’s poorest nations, yet have failed to halt Pyongyang’s drive to join the nuclear community.
South Korea responded to Sunday’s nuclear test by firing missiles into the sea Monday in a simulation of an attack on North Korea’s primary nuclear sites. Defense Minister Song Young-moo told a South Korean parliamentary session that the country’s leadership is leaning in “a direction that strengthens the military standoff, rather than… dialogue.”
The military said it fired a ground-to ground Hyunmoo ballistic missile and a long-range, air-to-ground missile from an F-15K fighter. Both missiles slammed into targets in the Sea of Japan. The simulated targets were designed to replicate the location of the North’s Punggye-ri nuclear test site.
The simulation came as South Korea’s National Intelligence Service warned its nation’s lawmakers that North Korea may be preparing to test another intercontinental ballistic missile, South Korea’s Yonhap news agency reported. The spy agency, in a closed session, warned that the test could be tied to the anniversary of the regime’s founding set for Saturday or the anniversary of the establishment of the ruling Workers’ Party of Korea on Oct. 10.
North Korea flew a missile over northern Japan last week, the first such overflight by a missile capable of carrying nuclear weaponry. North Korean leader Kim Jong Un described that missile test as a “meaningful prelude” to containing Guam, home of major U. S. military facilities.
On Sunday, North Korea conducted its sixth nuclear test and first in almost a year. Pyongyang claimed it tested a miniaturized hydrogen bomb that could be transported on a ballistic missile. Details could not immediately be verified, but South Korean officials estimated the blast had a strength of up to 100 kilotons — several times more powerful than previous tests or the bombs dropped by the U. S. on two Japanese cities in World War II.
The test drew an angry response from the Trump administration, and Defense Secretary Jim Mattis warned of a “massive military response” against North Korea.
“We have many military options, and the president wanted to be briefed on each one of them, ” Mattis said Sunday after meeting with Trump, adding that the U. S. was “not looking to the total annihilation” of North Korea.
President Trump took to Twitter on Sunday, blasting Seoul for what he described as a policy of “appeasement” and threatening to cut off trade with China for failing to use its influence with Pyongyang to stop the nuclear buildup.
China issued a statement condemning Pyongyang’s test but also termed Trump’s threat “unacceptable.” Geng Shuang, a Chinese Foreign Ministry spokesman, said China was working to resolve the issue of nuclearization of the Korean Peninsula and did not deserve to be the subject of sanctions.

Odell Beckham rides stationary bike to start Giants practice

Odell Beckham Jr. rode a stationary bike at the start of the Giants’ short Monday practice while his teammates stretched.
Odell Beckham Jr. rode a stationary bike at the start of the Giants’ short Monday practice while his teammates stretched, then went inside the team’s indoor facility as practice began.
The media is not allowed to watch a full practice so it’s unknown if he joined the team on the outdoor fields after it was closed to reporters.
Beckham has not practiced since spraining his left ankle on Aug. 21 in Cleveland. His status for Sunday night’s Week 1 opener in Dallas remains unknown, though it’s hard to believe Beckham would miss it.
In good injury news, Giants top depth corner Michael Hunter Jr. was cleared out of the concussion protocol and back at Monday’s practice.

US envoy tells UN: North Korean leader is begging for war

0

North Korea’s leader is
North Korea’s leader is “begging for war”, the US ambassador has said at an emergency meeting of the UN Security Council.
Ambassador Nikki Haley said the US would look at countries doing business with the North and planned to circulate a resolution this week with the goal of getting it approved by September 11.
“Enough is enough. War is never something the United States wants. We don’t want it now. But our country’s patience is not unlimited, ” Ms Haley said.
“The United States will look at every country that does business with North Korea as a country, that is giving aid to their reckless and dangerous nuclear intentions.”
The move came as US President Donald Trump spoke by phone with South Korean President Moon Jae-in and agreed that Sunday’s underground nuclear test by North Korea was a grave provocation that was “unprecedented”.
The two leaders also agreed to remove the limit on the payload of South Korean missiles.
Scheduled after North Korea said it detonated the hydrogen bomb, the emergency UN session also came six days after the council strongly condemned what it called Pyongyang’s “outrageous” launch of a ballistic missile over Japan.
Less than a month ago, the council imposed its stiffest sanctions yet on the reclusive nation.
But the US resolution faces an uncertain future. Russia and China have both proposed a two-pronged approach: North Korea would suspend its nuclear and missile development, and the United States and South Korea would suspend their joint military exercises.
Washington and Seoul say the manoeuvres are defensive, but Pyongyang views them as a rehearsal for invasion.
The North recently requested a Security Council meeting about the war games.
The US says there is no comparison between its openly conducted, internationally monitored military drills and North Korea’s weapons programmes, which the international community has banned.
Russian Ambassador Vassily Nebenzia told reporters after Monday’s meeting that sanctions alone will not solve the issue and there need to be negotiations too.
“Resolutions aimed solely at sanctioning North Korea have not worked well before, ” Mr Nebenzia said.
Speaking one after the other, diplomats from France, Britain and Italy and reiterated demands for the Kim regime to halt its ballistic missile and nuclear weapons programmes and urged further sanctions.
French Ambassador Francois Delattre said France was urging the adoption of new UN sanctions, swift implementation of existing ones and new, separate sanctions by the European Union.
“Pyongyang poses a clear threat to international peace and security and is increasingly and seriously challenging the global nonproliferation regime, ” said Sebastiano Cardi, the UN ambassador from Italy, which heads the North Korea sanctions compliance committee.
He noted that North Korea is the only country to have tested a nuclear device in the 21st century.
The North trumpeted that its sixth nuclear test blast since 2006 was a “perfect success”.
“We cannot waste any more time. And in order to do that, we need North Korea to feel the pressure, but if they go down this road there will be consequences.” Japanese Ambassador Koro Bessho told reporters ahead of the council meeting.
