The Trump administration has announced the end of DACA — unless Congress can act to save it

The Trump administration on Tuesday announced it would end a government program that protects children who were brought to the United States illegally from being deported — but it’s essentially leaving Congress a six-month window of time to try to save it.
The legal shield is known as Deferred Action for Childhood Arrivals, or DACA, and since its enactment in 2012, it has allowed roughly 800,000 undocumented young adults to live in the United States and obtain work authorizations every two years.
On the campaign trail, Trump pledged to terminate the program — and as president, he trotted out his attorney general, Jeff Sessions, to announce its long-rumored end. In a speech at the Justice Department this morning, Sessions described DACA as “executive amnesty” and he slammed the Obama administration, which created it, for ignoring the “rule of law.”

“This does not mean they are bad people, ” Sessions said of immigrants, “it means we are properly enforcing our laws as Congress has passed them.”
In practice, implementation is complicated. Those previously approved under DACA, with the permission to work in the United States, can continue to work without interruption until those approvals expire. And those who have already applied for protection or are seeking renewals will still have their applications considered by the U. S. government.
For those whose permits are set to expire before March 5,2018, though, the U. S. government will also allow them to renew their DACA status — provided their applications are received before Oct. 5,2017. Currently, there are about 201,000 young adults whose authorizations are set to expire this year, officials at the Department of Homeland Security explained Tuesday.
Otherwise, beginning today, the U. S. government isn’t going to consider any new DACA applications, leaving still hundreds of thousands of its beneficiaries, known as Dreamers, in legal limbo.
On one hand, the delay on enforcement gives Congress some time to decide whether to preserve the program by writing a law. Absent that, though, these Dreamers would be at risk for deportation — even as government officials stressed Tuesday they are not going to target these young adults in the future.
Tech giants like Apple, Facebook and Google are no doubt going to blast the Trump administration’s decision: Last week, those executives joined more than 400 other business leaders in calling on the president to preserve DACA.
Apple CEO Tim Cook, who previously (and privately) pressed Trump on the issue, said on Sunday that 250 of his “co-workers” would be affected by the change. Microsoft indicated that about 27 workers spanning fields like finance and sales would be hurt from Trump’s move.
Even congressional Republicans — including House Speaker Paul Ryan — previously urged the president to leave the program in place and cede a decision on its fate to lawmakers on Capitol Hill. Congress still has a chance to codify DACA into law, though, as a result of the president’s decision to delay enforcement for six months.
Trump didn’t address DACA publicly on Tuesday, even as his administration killed a program that he originally promised to approach with “great heart.” But he did tweet at Congress to act.
Enacted by former President Barack Obama, DACA applies to children who were brought to the United States illegally before their 16th birthday. To be eligible for the program, applicants have to meet a full list of criteria — including requirements that they currently attend or had finished school and that they had not been convicted of a felony.
In undoing DACA, Sessions and others described the program as “an unconstitutional exercise of authority by the Executive Branch.” A collection of 10 state attorneys general agreed, and they threatened to sue the Trump administration over the matter unless the president announced plans to end DACA by today.
Now, with a six-month delay on enforcement, Sessions said there’s a “time period for Congress to act if it should so choose.” — By Tony Romm, Re/code.net .

Microsoft continues to prepare for the forthcoming Fall Creators Update for Windows 10, and they are upgrading developers tools and resources as part of these preparations. Visual Studio 2017 (15.4) brought support for UWP apps to use. NET Standard 2.0. Now the UWP Community Toolkit (UCT) has been updated to take advantage of Microsoft’s new Fluent Design Language that will eventually become the new user interface for Windows 10.
The UCT provides Windows 10 developers and those interested in the platform a way to see how a UWP app is built and try out the various controls available under the UWP platform. Coming in UCT 2.0 is the addition of 4 new controls: InAppNotification, TextToolbar, Expander, and Menu. The Menu control has been updated to support underline characters and non-string contents. Joining this are improved animations and behaviors when the menu is non-default locations.
The InAppNotification control provides a way for UWP apps to produce a notification window similar to the one offered in Internet Explorer when downloading a file. The TextToolbar control provides the ability to edit RichText or Markdown formatted text. This control also supports the ability to use a custom defined Formatter object to add support for additional formats.
With the switch to version 2 of the UCT, VS2015 is no longer supported and developers will need to use VS2017. Documentation on getting started with UCT is available and the sample app built to demonstrate UCT is available in the Windows Store. The source code behind the toolkit is available on GitHub under the MIT License along with the full release notes. (The sample app itself is written in C#.)

HELSINKI (Reuters) – “Angry Birds” maker Rovio Entertainment Ltd is moving ahead with a long-awaited initial public offering to help fund new games and deals in a consolidating industry, it said on Tuesday.
The Finnish company said it would raise around 30 million euros ($36 million) by selling new shares, while existing investors – which include the uncle of the company’s co-founder as well as venture capital firms Accel Partners and Atomico – would also sell an undisclosed stake in the business.
Rovio, whose games had been downloaded 3.7 billion times by June, declined to put an estimated value on the company, which some media reports have said could be as high as $2 billion.
Rovio saw rapid growth after the 2009 launch of the original “Angry Birds” game, in which players use a slingshot to attack pigs that steal birds’ eggs, as the company cashed in on its popularity by licensing the brand for use on toys and clothing.
In 2011, it said a flotation was a mid-term target, but there was little progress as business quickly declined amid the rise of rival games such as Supercell’s “Clash of Clans” and King’s “Candy Crush Saga”.
Rovio was slow to respond to a shift to freely available games that make revenue from in-game purchases and advertising. In 2015, it made an operating loss and cut third of staff.
But the 2016 release of 3D movie “Angry Birds”, together with new games, have revived the brand and helped sales recover.
In the first half of this year, sales almost doubled from a year earlier to 153 million euros, while core profit increased to 42 million euros from 11 million a year before.
The company said it expected sales and profits to increase significantly in 2017 as a whole.
Technology analysts have said Rovio is too dependent on the “Angry Birds” brand and should create new intellectual property to help it grow.
Some are also skeptical of talk of a $2 billion valuation.
“Valuations … have shot up in past few years. So it’s a tempting time for the owners to make an exit, ” said analyst Atte Riikola from Helsinki-based equity research firm Inderes. “But compared with historic results … that sounds really high.”
Rovio CEO Kati Levoranta said on Tuesday the company was working on several new game ideas, while also planning a sequel to the movie, scheduled for 2019.
Its main game titles at the moment include “Angry Birds 2, ” “Angry Birds Blast”, “Angry Birds Friends” and a new multiplayer game “Battle Bay.”
Rovio is also looking at consolidation opportunities.
“The gaming industry is very fragmented … we strongly believe that consolidation will take place going forward, ” Levoranta told a news conference. “We have a huge potential to act as a consolidator, a kind of platform to partners”
Last year, China’s Tencent Holdings bought a majority stake in Finland’s other prominent games maker, Supercell, for $7.2 billion.
Rovio is 69 percent owned by Trema International, a firm owned by Kaj Hed, the uncle of company co-founder Niklas Hed.
The company gave no details on how many shares the existing shareholders would sell, but Chairman Mika Ihamuotila said he understood Trema would remain as a long-term investor.
It also did not give a timeframe for the planned listing on the Helsinki stock exchange
Carnegie and Danske are joint global coordinators for the IPO, while Deutsche Bank and OP are joint bookrunners.

The virtual currency fell from $4,584 to $4,350 on Monday following the announcement of a regulatory clampdown on initial coin offerings (ICOs) . Many start-ups rely on ICOs as a means to raise funds by selling off new digital tokens to the market. Total ICO investments peaked above $1.2 billion this year.
Although analysts contend that the price of bitcoin shouldn’t necessarily be linked with China’s ICO crackdown, the cryptocurrency hit a low of $4,037 on Tuesday, according to Coindesk’s price index. This follows an all-time high of more than $5,000 over the weekend, meaning the currency fell by almost 20 percent in the space of a few days.
“The price action has certainly been led by this Chinese salvo – but healthy profits and moving traders to take gains off the table too until the panic calms, ” Charles Hayter, chief executive and founder of digital currency comparison website CryptoCompare, told CNBC via email.
The bitcoin analyst said that the cryptocurrency crackdown was expected due to “irrational excesses” in the Chinese market.
“The Chinese market has been perhaps the most virulently exuberant in terms of its irrational excesses and across the world regulators are looking to gradually turn up the regulatory heat on this ICO phenomenon, ” he added.
“This is certainly the Chinese state laying down the law and threatening all and sundry.”
The People’s Bank of China (PBOC) was among the number of government authorities to deem ICOs as an unauthorized fundraising method.
Meanwhile, the second largest cryptocurrency Ethereum also saw a fall in value following the clampdown.
The currency fell by as much as 15 percent on Monday, according to Coindesk .
Bitcoin was trading at $4,265 and Ethereum at $297 at around 11am London time.
Initial coin offerings have found favor with the unlikeliest of supporters.
Celebrity and entrepreneur Paris Hilton said on Sunday she would be participating in an ICO run by LydianCoin Ltd, the self-described “first AI big data marketing cloud for blockchain”.
CryptoCompare’s Hayter said that a ruling by the U. S. Securities and Exchange Commission in July indicating a regulatory framework for ICOs could be a reason for the fund raising initiatives going mainstream.
“The SEC rumblings are perhaps fortuitous too as Paris Hilton seems to toe into ICO territory, ” he said.

Instytut Pamięci Narodowej zadecydował o niepodejmowaniu na nowo śledztwa w sprawie mordu Żydów w Jedwabnem. Według IPN nie ma nowych okoliczności, które…
O zgłoszeniu nowego świadka informowały „Rzeczpospolita” i „Gazeta Wyborcza”. Pod koniec lipca prawnik i ekonomista Krzysztof Krasowski skierował do białostockiego udziału IPN wniosek o „przesłuchanie naocznego świadka, wznowienie postępowania i dokończenie przerwanej w 2001 roku ekshumacji szczątków Żydów zabitych w latem 1941 roku w Jedwabnem”. Wspomnianym świadkiem jest urodzona w 1928 roku Antonina K., która podczas wojny przebywała w Jedwabnem. 28 sierpnia 2017 roku prokurator Oddziałowej Komisji Ścigania Zbrodni przeciwko Narodowi Polskiemu w Białymstoku przesłuchał mieszkankę Orzysza w sprawie zabójstw osób narodowości żydowskiej, dokonanych 10 lipca 1941 roku w Jedwabnem.
Z komunikatu IPN wynika, że świadek nie podał żadnych nowych ani nieznanych dotychczas okoliczności tragicznych wydarzeń z 1941 roku. W związku z tym prokurator Janusz Romańczuk z Oddziałowej Komisji Ścigania Zbrodni przeciwko Narodowi Polskiemu w Białymstoku poinformował, że nie ma żadnych nowych okoliczności, które uzasadniałyby podjęcie na nowo i kontynuowanie prawomocnie umorzonego śledztwa.
Umorzone śledztwo
Śledztwo w sprawie Jedwabnego zostało umorzone przez IPN w 2003 roku. IPN w toku śledztwa ustalił, że zabójstwa nie mniej niż 340 Żydów 10 lipca 1941 roku dokonała w Jedwabnem grupa miejscowej polskiej ludności z inspiracji Niemców. IPN przyjął, że to polska ludność miała w tej zbrodni – jak to określono – „rolę decydującą”, ale „można założyć”, że jej inspiratorami byli Niemcy. Co najmniej 300 osób spalono żywcem w stodole, a co najmniej 40 innych zabito wcześniej w nieustalony sposób, gdy Żydów gromadzono na rynku miasteczka.

Want to know how to install Windows 10? Here’s everything you need to know.
There are a couple of ways to get Windows 10. One is to upgrade from Windows 7 or 8.1. We’ve put together a guide specifically for those wanting the simplest way to upgrade and keep all their files and apps intact.
Here, though, we’ll explain how to install Windows 10 from scratch, without upgrading. This is the best option if you want to wipe your hard drive and start afresh, or you’ve bought a new SSD and want to put Windows 10 on it.
But if you do have a new hard drive, don’t forget you can clone your old one to it without having to reinstall Windows.
Before you start, be aware that using this method will give you a fresh copy of Windows with none of your documents, photos or apps. You’ll have to transfer your files and manually install the apps once Windows 10 is installed.
You can no longer upgrade for free: Windows 10 home now costs £99.99 and Windows 10 Pro costs £189.99 to download.
What you’re buying is essentially a code: anyone can download and install Windows 10 these days – but you need a code to make it work for longer than 30 days.
Rather than downloading ISO files and burning them to DVDs, it’s much easier now, thanks to Microsoft’s Media Creation tool.
Click that link, download the tool and run it. When asked, accept the licence and then choose Create installation media.
You’ll need a 4GB USB flash drive (or a larger capacity) . Select the drive from the list when asked, and make sure you’ve copied any files off it you want to keep because it will be formatted during the process.
The wizard will ask you which language to use, and make sure you opt for the 64-bit version of Windows 10.
Windows will then download and, after that, download any available updates.
It will automatically copy those files to your USB drive and make it bootable, which allows you to install Windows on a blank hard drive.
If the process is successful, you’ll see a “Your USB flash drive is ready” message.
Insert the drive into the PC or laptop onto which you want to install Windows 10.
Turn on the computer and it should boot from the flash drive. If not, enter the BIOS and ensure the Boot Settings are set to look for a USB drive (or Removable drive) first, not the hard drive.
When the computer does boot from the USB drive you’ll see a Windows logo, followed by a language selection.
Mostly, the installation is automatic, but keep an eye on it and answer any questions you’re asked.
Once the installer has done its job Windows 10 will boot, ask you a few questions about privacy and to sign in with your Microsoft ID, which is optional.
You can create a local account if you prefer. It’s well worth reading through the initial questions and options, since opting for the defaults will mean a fair amount of personal data will be sent to Microsoft’s servers. This isn’t sinister. Some people think different, but most of this is done for convenience. For example, data is stored so Cortana knows about you and can be more helpful.
When you finally get to the Windows 10 desktop, allow a bit of time for Windows 10 search for drivers for your hardware (you may need to connect to a Wi-Fi network first, of course) .

Putin Rejects More Korea Sactions, Warns US Risks "Global Catastrophe, Huge Loss Of Human Life"

After UN Ambassador Nikki Haley asked the security council to pass the “strongest possible” sanctions against North Korea which was ” begging for war” following the isolated nation’s sixth nuclear test which took place over the weekend, Russia President Vladimir Putin has hinted that Russia may – and most likely will – use its Security Council veto power to stop any further sanctions from being implemented.
Putin, who is in China for a meeting of leaders from the BRICS countries, said that sanctions at this point would be “counter-productive” and that US threats of military action could trigger “a global catastrophe and a huge loss of human life, ” according to Reuters. Some US diplomats have quietly agreed with the Russian leader, noting that if the barrage of already imposed sanctions on Pyongyang hasn’t changed the country’s behavior, then any incremental actions would likely have no impact either.
PUtin added that Pyongyang wouldn’ t halt its nuclear tests until it “felt secure.” More details:

His remarks followed similar statement from China, which chafed at the notion that the US would seek to punish all countries that trade with the North, and similarly suggested that it too would veto any further sanctions on North Korea.
“Russia condemns North Korea’s exercises, we consider that they are a provocation … (But) ramping up military hysteria will lead to nothing good. It could lead to a global catastrophe, ” he told reporters. “There’s no other path apart from a peaceful one.”
Putin’s remarks followed South Korea which said it had agreed with the US to scrap a weight limit on its warheads, helping it respond to the North Korea threat after Pyongyang conducted its sixth and largest nuclear test two days ago. While Putin described further sanctions as “the road to nowhere, ” he said Russia was prepared to discuss “some details” around the issue, without elaborating.
According to Bloomberg, even before North Korea detonated its most powerful nuclear bomb on Sunday, Japan was calling for moves to cut off its oil supply. However, Chinese Foreign Ministry spokesman Geng Shuang dodged a question at a briefing in Beijing about whether his nation would consider limiting oil shipments to North Korea.
“The actions and reactions of the Security Council will depend on the conclusions reached through debate by its members, ” Geng said, according to an official transcript. “China will promote denuclearization and the maintenance of stability on the peninsula, and promote solving problems on the peninsula through dialogue and consultation.”
The Russian leader also lashed out at the United States, saying it was preposterous for Washington to ask for Moscow’s help with North Korea after sanctioning Russian companies whom U. S officials accused of violating North Korea sanctions. Putin also blasted Washington for imposing more sanctions against Russian entities. A few days ago, Russia was forced to withdraw diplomats from the US after the Trump administration shuttered three Russian consulates.
“It’s ridiculous to put us on the same (sanctions) list as North Korea and then ask for our help in imposing sanctions on North Korea, ” said Putin. “This is being done by people who mix up Australia with Austria, ” he added.
In a tweet, President Donald Trump floated the idea of sanctioning any country or entity that trades or does any kind of business with the North. For Moscow, that would mean stopping the use of North Korean laborers, tens of thousands of whom work in Russia, and halting fuel supplies to Pyongyang. Russia has so far refused to consider doing either. According to RT, Putin warned that the North would never stop its nuclear program.
“As I told my colleagues yesterday, they will eat grass but will not stop their program as long as they do not feel safe, ” Putin said. “What can restore their security? The restoration of international law.”
For their part, North Korea’s ambassador warned that the US will receive more “gift packages” as long as it continues to threaten the DPRK.
