This class is like one of those scary computer game creatures that are there only to intimidate us. In theory, we can’t get close because they are part of the environment, but it’s often possible by exploiting glitches or holes.
And this allows us, indeed, to effectively bypass Kotlin’s safety checks:

In this case, we simply need to perform checks manually after instantiation, which is not super problematic — what’s problematic is the lack of consciousness that this happens, which can cost much.

5G mmWave spectrum push for Australia: ACMA

The ACMA has announced that it is considering advancing the consideration of mmWave spectrum bands for 5G in order to keep pace with international standards, with an options paper due by March 2018.
The Australian Communications and Media Authority (ACMA) has announced a proposal to accelerate the decision on whether to use millimetre-wave (mmWave) spectrum for 5G mobile services.
As part of the process, the ACMA released a consultation paper on mmWave spectrum on Monday, noting that international standards and harmonisation are “progressing rapidly”, with the bands possibly to be in use before 2020.
“Australia has a strong track record of timely review of spectrum arrangements in support of innovation in the communications industry, ” acting ACMA Chairman Richard Bean said.
“5G in the millimetre-wave bands presents a great opportunity to maintain this record so the Australian community will continue to enjoy the benefits of early uptake of new technology.”
Specifically, the ACMA is looking to “streamline” the early consideration of the 26GHz band, which includes 24.25-27.5GHz spectrum, as well as “potentially other mmWave bands”.
The ACMA is seeking submissions from industry on a series of questions pertinent to the use of mmWave bands for 5G, including whether it should wait to seriously consider it domestically until there are “clear signs of a harmonised, widespread ecosystem” or whether a more “proactive” approach would be better suited.
The ACMA also wants to hear feedback on when it should move beyond monitoring 5G mmWave bands; which mmWave bands are the most mature for early moves on 5G; the priority of mmWave bands versus bands below 6GHz; whether the 26GHz band should be accelerated from initial investigation to preliminary replanning for 5G; whether any other mmWave bands should be accelerated in the same way; and what mmWave bands should be considered.
Lastly, the ACMA wants submissions addressing the issues that would impact the timeframe that mmWave bands could be made available for mobile broadband; whether the 24.25-27GHz or 24.25-27.5GHz bands should be made available for mobile broadband; what geographical areas should be made available for mmWave mobile broadband; and what regulatory changes would be required to support satellite services in the switch to 5G.
The ACMA is accepting submissions until October 13, which it said will help make a decision on whether to progress consideration of mmWave bands to the preliminary replanning phase.
“Unless there are significant reasons raised to the contrary, the ACMA will use the information garnered from this process and develop an options paper for release in the first quarter of 2018, ” the ACMA added.
The ACMA had last week held a Spectrum tune-up: Spectrum for 5G broadband in mmWave bands event, hearing from the Australian Mobile Telecommunications Association (AMTA) that there is “urgency” around setting aside 5G spectrum .
AMTA CEO Chris Althaus — who was responsible for setting up Australia’s industry 5G Group — said the nation must keep pace internationally by having its regulatory settings match the technology evolution.
“We see a lot of aspects already standardised in 2018, pre-standard activities are under way, and there’s an urgency around this whole equation, ” Althaus said during the event last week.
“We’re getting a lot of interest by end users and customers outside the sector; we need to be in a position as a nation to take early advantage of this.
“We are already a leading global nation in mobile terms, and there is some enormous productivity and competitiveness implications if we take this journey in a planned way, but a very deliberate way, to keep up.”
AMTA engineer Juan Pablo Casetta said the regulatory development could be helped along by the Australian government through both domestic and international processes.
“AMTA wants to see the progression to the initial investigation stage now; obviously, we can’t wait until WRC [World Radio Conference] ’19, because by that stage … the technology will likely be ready, ” he argued, saying that the government would then be rushing to allocate spectrum.
“This needs to progress now.”
However, SES Satellites expressed “dismay” at some of the mmWave bands being considered, as many of the current high-throughput satellites make use of mmWave spectrum — including the two National Broadband Network (NBN) satellites, which utilise the ka-band on 28GHz spectrum.
Instead of looking into the 28GHz band, in which satellite is “very heavily deployed” and is being avoided by the international community, or into the 37-52GHz band, for which nothing is yet deployed but some satellite companies have announced plans to launch in future, Daniel Mah, senior legal and regulatory counsel for SES Satellites, said the ACMA should consider 26GHz, 32GHz, 66GHz, and 81GHz.
The World Radio Conference (WRC) is currently studying the 24.25-27.5GHz, 31.8-33.4GHz, 37-40.5GHz, 40.5-42.5GHz, 42.5-43.5GHz, 45.5-47GHz, 47-47.2GHz, 47.2-50.2GHz, 50.4-52.6GHz, 66-76GHz, and 81-86GHz bands under its 2019 conference agenda.
The US, meanwhile, is looking into the 24.25-24.45GHz, 24.75-25.25GHz, 27.5-28.35GHz, 31.8-33.4GHz, 37-40GHz 42-42.5GHz, 47.2-50.2GHz, 50.4-52.6GHz, 64-71GHz, 71-76GHz, and 81-86GHz bands, as well as bands above 95GHz; Korea is looking at 24.25-29.5GHz, 31.8-33.4GHz, and 37-40.5GHz; Japan is looking at 26.5-29.5GHz; the EU is looking at 24.25-27.5GHz and 40.5-43.5GHz; and China is looking towards 24.25-27.5GHz and 37-43.5GHz.
According to Mah, satellite’s potential role in 5G deployments also means it should not be shifted off the mmWave bands, because it can “play a role in helping mobile networks achieve latency of sub-1 millisecond” via satellite-utilising small cells for densification.
“These frequency bands are very important to us, ” Mah added.
“It’s not enough to just think of us as an incumbent that needs to be accommodated somewhere, or relocated somewhere, but to think actively and hard about how we fit and how we play a role in the 5G future.”
Telcos are already looking to use mmWave spectrum for 5G, with Telstra in February announcing a series of 5G new radio (NR) trials across Australia with Ericsson and Qualcomm.
The trials will have them make use of mmWave spectrum technologies at higher-frequency bands to increase network capacity and allow for multi-gigabit speeds, as well as Multiple-Input Multiple-Output (MIMO) antenna technology along with beam forming and beam tracking.
Ericsson and IBM earlier this year also announced a “research breakthrough” in 5G network technology, saying a new silicon-based mmWave phased array integrated circuit could accelerate 5G uptake.
According to Ericsson and IBM, mmWave bands — portions of the electromagnetic spectrum — allow for speeds that are more than 10 times faster than the frequencies used currently for mobile devices.
Also working on 5G mmWave products and solutions under the assumption that they will be deployed globally are Intel, Samsung, Huawei, Qualcomm, ZTE, and Nokia .
The ACMA had said it was considering the use of mmWave bands for 5G when it released its five-year spectrum outlook (FYSO) and 12-month work plan in October 2016.
The ACMA is also looking into use of the 3.6GHz spectrum band for 5G, in July hosting a tune-up event where mobile carriers Telstra and Vodafone Australia found themselves at odds with incumbent users including satellite operators and wireless ISPs.

China – the world’s second largest oil consumer is planning to ban petrol and diesel run cars. According to China’s vice minister for industry, the country has begun relevant research but it is yet to decide when the ban will come into force.
Minister Xin Guobin told Xinhua, China’s official news agency, that the policy is aimed to bring ‘profound changes for our car industry’s development.’
The decision by China could lead to serious ripples in the automobile manufacturing sector as the country is the largest car market on the planet. The country accounted for almost a third of the cars that were manufactured last year.
China is aiming to end its over-dependence on traditional fuels which is a chief reason for pollution and carbon emission. The global manufacturing hub also wants to become a pioneer in the electric car sector by starting early.
China has already proposed a plan by which manufacturers have to increase the share of electric and hybrid petrol-electric vehicles to 12 percent by 2020. State-owned power companies have been asked to set up a large number of electric charging points for electric vehicles.
Geely, Volvo’s Chinese owner, aims to sell one million electric cars by 2025, Renault-Nissan, Ford and General Motors are all working to develop electric cars in China. Several other countries and industry giants have already taken action to stop the sale of automobiles run on traditional fuels. Earlier Britain and France had also announced the plan to stop the sale of petrol and diesel run automobiles by 2040.

PLANO, TEXAS — Police say eight people, including the suspect, were shot to death at a home in Plano, Texas, Sunday evening, CBS Dallas / Fort Worth reports.
Police say the incident happened at a home in a neighborhood on West Spring Creek Parkway.
Plano Police PIO David Tilley says officers responded to the residence just after 8 p.m. local time after gunshots were reportedly heard.
According to police, an officer also fatally shot the suspect in the deadly shooting.
“He actually heard gunshots and that’s when he made entry into the house. That’s when he observed several victims inside then engaged the suspect. And that’s when he shot him, ” said Officer Tilley
CBS Dallas / Fort Worth reporter Steve Pickett tweeted what appears to be the police response to the incident:
Two others were also found wounded from the shooting. They were rushed to the hospital for medical treatment.
Officer Tilley says all the victims are adults.
No officers were injured.

Irma lost some oomph over Cuba before its assault on Florida
Before crashing into Florida, Hurricane Irma set all sorts of records for brute strength, flattening islands in the Caribbean and swamping the Florida Keys.
Irma’s assault came after Harvey flooded Houston, for the first time the U. S. was hit by two Category 4 storms in the same year.
Irma hit Florida as a big wide beast, but not quite as monstrous as once feared. It still raked much of the state with devastating storm surge, winds and rain.
But the once-Category 5 storm lost some of its oomph approaching the U. S. mainland after running into the northern Cuba coast. Its winds dropped to a potent 115 mph when it made its second landfall on Marco Island, down from its 185 mph (297 kph) peak.

ARLINGTON, Texas (AP) – Tough guy Jason Witten scored the game’s only touchdown while setting another franchise record for the Dallas Cowboys, perhaps the most prestigious yet.
Ezekiel Elliott took care of the tough yards, churning out another 100-yard game two days after learning that his six-game suspension over a domestic violence case is on hold.
While Witten and Elliott helped Dallas produce points, the Cowboys shackled a New York offense missing dynamic receiver Odell Beckham Jr. in a 19-3 victory over the Giants on Sunday night.
“You just enjoy the journey, ” said Witten, who began his 15th season by breaking Hall of Fame receiver Michael Irvin’s club record of 11,904 yards. “I’m just trying to devour where I am at this moment. It’s a great time in my life.”
Elliott, last year’s NFL rushing leader, had a rugged 104 yards on the ground and another 36 receiving in a game that he knew he would get to play regardless of a federal judge’s ruling in his bid to have the NFL’s punishment overturned.
“You just have to block it out, ” said Elliott, who could play the entire season depending on the next legal move by the NFL. “You just have to focus on being the guy I need to be for this team. I think I am good for this locker room.”
Dak Prescott was turnover-free while throwing for 268 yards as the Cowboys dominated their NFC East rival that swept them during a 13-3 season that topped the NFC and was fueled by the sensational rookie years for the quarterback-running back duo. Dan Bailey kicked four field goals.
Eli Manning didn’t have Beckham in his 200th straight start after his top target sprained his left ankle in a preseason game. The Giants were outgained in the first half 265-49, with just two first downs, while falling behind 16-0.
“We have plenty of players who can make plays on the offense outside of Odell, ” coach Ben McAdoo said. “That’s no excuse.”
Manning was 28 of 37 for 211 yards with an interception and connected with new receiver Brandon Marshall just once, late on a desperation drive with the outcome already settled.
Witten scored the Cowboys’ first touchdown on a 12-yard catch and finished with seven catches for 59. Witten, already the franchise leader in catches, now has 1,096 receptions for 11,947 yards.
The 35-year-old Witten is the only tight end other than Tony Gonzalez with at least 1,000 catches and 10,000 yards. He broke Irvin’s record on an 11-yard catch early in the second quarter.
Elliott had to work for his yards after the crowd cheered loudly when he was introduced and kept up the “Zeke” calls while he made his trademark feed-me gesture after first downs. His biggest play was a 30-yard catch-and-run, easily the most open field he saw against one of the league’s best run defenses a year ago.
“I think every person (who is) a part of the Cowboys was lifted by that decision, ” owner Jerry Jones said of Friday’s court ruling. “Although he was playing in this game no matter what, the idea that we could have him for an extended period of time was certainly inspirational.”
The Giants had a nearly 10-minute drive to start the second half but settled for Aldrick Rosas’ 25-yard field goal after a second-down sack of Manning, Dallas’ third of the game and the first of Charles Tapper’s career. DeMarcus Lawrence had two sacks for Dallas.
Anthony Brown all but sealed the win for the Cowboys when he was the first to get his hands on a throw from Manning and won a tug-of-war with Roger Lewis Jr. for the interception midway through the fourth quarter.

Dallas receiver Cole Beasley made a crazy catch in the fourth quarter to keep a drive alive. He got his hand on a wobbly ball as he was approaching the sideline and reached behind his head with his left hand, trapping the ball against his shoulder pads and helmet as he tip-toed inbounds. Beckham seemed impressed, offering a subtle nod.
ELI’S TARGETS
With Beckham missing, running back Shane Vereen led all receivers with nine catches and had 51 yards. Rookie first-round pick Evan Engram, a tight end, had four catches for 44 yards. Second-year receiver Sterling Shepard had seven catches, but for just 44 yards. Lewis had four grabs for 54 yards.
LONG TIME COMING
Jaylon Smith made his debut for Dallas after missing his rookie year recovering from a knee injury in his final game at Notre Dame. He was second to All-Pro Sean Lee with seven tackles and forced the game’s only fumble.
INJURIES
Cowboys: CB Orlando Scandrick broke a bone in his hand in the second quarter. The Cowboys are hopeful the injury won’t keep him out long.

– Przyczyny wprowadzenia obowiązku sprzedaży energii elektrycznej na giełdzie były dwojakiego rodzaju. Przede wszystkim, pod koniec pierwszej dekady tego wieku mieliśmy do czynienia z szeregiem zjawisk, które wpłynęły negatywnie na konkurencję na rynku energii. Rynek się skonsolidował, powstały cztery grupy energetyczne o różnym stopniu zbilansowania jeżeli chodzi o wytwarzanie i popyt, z jednym wyraźnym liderem. Rynek hurtowy się zamykał, gros transakcji odbywało się w obrocie wewnątrzgrupowym. To wszystko składało się na ograniczoną płynność i transparentność rynku hurtowego. I pierwszym, naczelnym założeniem, które towarzyszyło pomysłowi wprowadzenia obliga była naprawa tej sytuacji.
Liczyliśmy też na to, że płynność rynku hurtowego zmityguje również inne negatywne zjawiska w postaci wywindowanych cen hurtowych, które przekładały się na bardzo wysokie ceny dla odbiorców przemysłowych, choć nie było założenia, że obowiązek giełdowy ma sam z siebie dać niskie ceny. Sama energia elektryczna miała się też stać bardziej dostępna dla handlowców i odbiorców. Wprowadzenie obliga miało też samo w sobie ograniczyć możliwość nadużywania siły rynkowej przez największych graczy. No i wreszcie, wyszliśmy z założenia, że w efekcie uzyskamy wiarygodny indeks cenowy energii elektrycznej, rzecz nie do przecenienia z punktu widzenia dostępu do informacji o cenach dla regulatora i rynku.

W opinii przedstawicieli niektórych firm budowlanych, już wkrótce problemem na poszerzającym się froncie inwestycyjnym na kolei może być zapewnienie dostatecznej ilości materiałów budowlanych. Mówią, że jeszcze w tym roku zabraknie niektórych z nich, szczególnie rozjazdów i tłucznia. Skarżą się też, że ich ceny w sposób nieuzasadniony wzrosły.
Producenci odrzucają pierwszy argument, wskazując na zapełnione składy gotowych produktów. Mają też racjonalne wytłumaczenie rosnących cen. Czy zatem jest problem?
Widać, że program przedpłat na zakup materiałów, jaki uruchomiły PKP Polskie Linie Kolejowe (inwestor) , nie do końca właściwie zadziałał i obraca się przeciwko rynkowi. Na rynku pojawiają się niekorzystne dla wykonawców, a w części dla inwestora, zmiany w cenach towarów. Wszyscy obawiają się problemów z logistyką.
Sytuacja staje się nerwowa, a niektórzy dmuchają na zimne. W efekcie następuje przerzucanie się argumentami i próba wskazywania, że za ewentualne błędy odpowiada „kolega”.
