Washington (dpa) – Es ist ein Erdbeben im Weißen Haus: Der Nationale Sicherheitsberater der US-Regierung, Michael Flynn, ist mit sofortiger Wirkung zurückgetreten. Das bestätigte die US-Regierung in der Nacht zu Dienstag.
Flynn, aus dem innersten Zirkel um Präsident Donald Trump, fällt über ein Telefongespräch mit dem russischen Botschafter. Trump ist noch keine vier Wochen im Amt.
Es geht um den Vorwurf, dass Flynn mit dem Diplomaten Sergei Iwanowitsch Kisljak im Dezember über Sanktionen gegen Moskau gesprochen und dazu später falsche Angaben gemacht haben soll – unter anderem gegenüber Vizepräsident Mike Pence.
In seinem Rücktrittsgesuch spricht Flynn davon, er habe unabsichtlich die Unwahrheit gesagt. Er habe seine gesamte Karriere aufs Äußerste auf Ehrenhaftigkeit und Aufrichtigkeit Wert gelegt.
Nachfolger und amtierender nationaler Sicherheitsberater wird nach Angaben des Weißen Hauses nun zunächst der ehemalige General Keith Kellogg (72), ein hochdekorierter Veteran des Vietnamkriegs. Kellogg war bereits Mitglied von Trumps Übergangsteam gewesen.
Trump hatte sich zuletzt auffällig still zu Flynn verhalten und ihn nicht öffentlich verteidigt. Als Stephen Miller, ein Berater von Donald Trump, am Sonntag gefragt wurde, ob Flynn noch das Vertrauen des Präsidenten genieße, wollte auch er keine Antwort geben.
Flynn hatte Ende Dezember mit dem Botschafter telefoniert, etwa zur gleichen Zeit, als der scheidende Präsident Barack Obama neue Sanktionen gegen Russland verhängte. Das Weiße Haus bestätigte die Kontakte. Trumps Sprecher Sean Spicer sagte jedoch, dabei sei es nicht um die Sanktionen gegangen. Diese Aussage wurde später auch von Vize-Präsident Mike Pence wiederholt. Später stellte sich unter Berufung auf ehemalige und aktuelle Regierungsvertreter heraus, dass es in dem Gespräch sehr wohl um die Sanktionen gegangen sei.
Flynn trat wiederholt dafür ein, die Beziehungen mit Russland zu verbessern und gemeinsam die Terrormiliz Islamischer Staat zu bekämpfen. Trump hatte ihn im Februar 2016 zu seinem Berater für Sicherheitsfragen gemacht. Er entwickelte sich zu einem der loyalsten Köpfe. Schon während des Wahlkampfes sorgten seine Verbindungen nach Russland für Irritationen. Ende 2015 hatte er an einem Jubiläum des staatlichen Senders RT (Russia Today) teilgenommen und saß dort neben Kremlchef Wladimir Putin.
An der Person Flynns entzündete sich von Beginn an Kritik. Grund waren seine politisch oft extremen Positionen, auch und vor allem gegenüber dem Islam.

東京都多摩市のマンションで昨年２月、住人の会社員福吉香平さん（当時２５）が殺害された事件で、警視庁が、殺人容疑などで逮捕した志村亮介容疑者（２９）の供述に基づき、凶器のサバイバルナイフを押収していたことが捜査関係者への取材で分かった。サヤの内側に残った血液が、福吉さんのＤＮＡ型と一致したという。
捜査１課は今年に入って志村容疑者に連絡を取り始めた。同容疑者は今月８日、自宅に保管していたナイフとサヤを川崎市内の緑地に埋め、翌日自宅を引き払った。１０日に同課の任意の呼び出しに応じ、認める供述を始めたという。
志村容疑者は以前勤めていた宅配会社の帽子をかぶって業者を偽装し、福吉さんのマンションに立ち入っていたが、「インターホンを押して宅配業者を名乗り、ドアを開けさせていきなり襲った」と供述していることも分かった。

米ＦＲＢ理事、４月辞任＝トランプ政権に見切り？
フリン氏はトランプ大統領側近の１人で、辞任は発足から１カ月に満たない政権にとって大きな打撃となる。ホワイトハウスは１３日、国家安保担当の大統領補佐官代行にジョゼフ・キース・ケロッグ退役陸軍中将を起用すると発表した。
フリン氏は昨年１２月２９日、キスリャク・ロシア大使と複数回にわたり電話。米大統領選に絡むサイバー攻撃を理由に、当時のオバマ政権が対ロシア制裁を発動した当日で、「トランプ政権発足後に制裁をどう扱うか話し合ったのではないか」と臆測を呼んだ。
フリン氏は当初、疑惑を否定した。就任前のペンス副大統領もフリン氏の説明に基づき、同氏を擁護していた。ところが、今月９日になってフリン氏が報道担当者を通じ、ワシントン・ポスト紙に「（大使との電話で）制裁の話題が絶対になかったという確信はない」と前言を撤回。ペンス氏は激怒したという。
同紙（電子版）は１３日、司法省が１月末の時点で、疑惑を否定するフリン氏の主張が事実に反する恐れがあり、ロシアに弱みを握られかねないと警告していたと報じた。

A number of parsing and formatting changes have been incorporated in Java 9 to bring the functionality closer to Unicode Locale Data Markup Language (LDML). These changes have been supervised by Stephen Colebourne, creator of the popular date-time library JodaTime , precursor of the new java.time component in Java 8. Abiding by the Unicode standard will provide better interoperability with other non-Java systems.
LDML is the language used by the Unicode Common Locale Data Repository (CLDR), a project of the Unicode Consortium to gather and store locale data from different parts of the world, enabling application developers to better adapt their programs to different cultures. Among other things, LDML deals with dates, times, and timezones, and more particularly with date formatting and parsing. The following is an extract of new features coming in Java 9 that bring java.time closer to the LDML specification:
As previously mentioned, a better alignment with the LDML will ease interoperability across systems, since there are multiple technologies that have adopted the LDML to some degree. Microsoft. NET uses LDML for general interexchange of locale data, and there are packages available for Node.js and Ruby, just to mention a few.

Middle East organisations urged to prioritise cyber defence

As the Middle East IT industry continues to transform and embrace digitisation, what are the greatest threats it faces today?
In the wake of a series of cyber attacks that targeted Saudi Arabia government agencies and private firms, security experts have warned Middle East organisations to strengthen and prioritise their defences.
Middle East organisations, both public and private, are finding themselves at the forefront of the cyber security battle.
Some of the biggest cyber security attacks of 2016 were on several Saudi Arabia government agencies, which were targeted in a series of attacks over a two-week period, erasing data and wreaking havoc in the computer banks of the agency running the country’s airports and hitting five additional targets. The Saudi state media confirmed the attacks happened over a two-week period, in November 2016, but no further details were provided.
Experts said the attacks involved the use of a new variant of Shamoon (Shamoon 2), a malware tool that made headlines five years ago for erasing the hard disks of more than 30,000 computers belonging to petroleum giant Saudi Aramco.
In January 2016, Saudi Arabia’s telecoms regulator, the Communication and Information Technology Commission (CITC) warned organisations in the oil-rich kingdom to be on the alert for the virus, as the labour ministry said it had been attacked and a chemicals firm reported a network disruption.
Ahmed Baig, founder and CEO of the CISO Council , a non-profit industry body with approximately 4,000 members in the Middle East, said organisations in the region need to ensure cyber security is taken seriously at board and executive management level.
He said it should be addressed as a business risk and not merely as a technology problem as it threatens every aspect of an organisation, including business continuity and, most importantly, reputation.
“The recent wave of regional and global attacks have had consequences like never before,” he said. “The attacks have targeted critical infrastructure, central banks and popular internet websites with data breaches resulting in the compromise of billions of records.”
Organisations in the region need to proactively invest more in security by implementing the right controls and hire competent people or external security service providers. “As no one is immune to the cyber attacks, organisations in the region should start assessing their security posture and address the weaknesses,” said Baig.
He pointed out that cyber security maturity is lacking in most regional organisations in the Middle East, and more needs to be done considering the sophisticated and persistent attacks used by cybercriminals.
“Regional organisations are investing and working with external partners to implement security solutions and practices that are considered important,” he said. “However, it’s clearly not enough as the evolving threat landscape and advanced attacks such as Shamoon, Stuxnet and others have given an edge to hackers as they were able to gain access due to lack of holistic and inconsistent security practices.”

Toshiba chairman quits as firm posts $6.3bn loss

Shares in Japanese electronics and energy giant dropped 8 percent after delaying financial results by a month.
The chairman of Japanese electronics and nuclear giant Toshiba is stepping down after the firm said on Tuesday it would book an estimated 712.5bn yen ($6.3bn) loss in its US nuclear power business.
Toshiba chairman Shigenori Shiga will step down to take responsibility for the losses in connection with its US nuclear business acquisition, while other executives, including president Satoshi Tsunakawa, will take pay cuts, the company said in a statement.
The huge writedown means Toshiba expects to end the current financial year in the red for the second straight year with a net loss of 390bn yen, compared with a net profit of 145bn yen estimated in November, according to its preliminary results.

The company also predicts an operating loss of 410bn yen, although it forecast an operating profit of 180bn yen three months ago. Sales are estimated at 5.52 trillion yen, up from 5.4 trillion yen.
Toshiba said, however, these numbers might change as it had decided to postpone the release of its quarterly earnings for a month for further investigation into its US nuclear power business.
Shares in Toshiba plunged 8 percent in Tokyo trading on Tuesday after falling as much as 9.4 percent following the report of the delay.
Toshiba said in a separate statement it had to put off the release of its quarterly earnings as it learned of “inappropriate pressure” at its US nuclear unit Westinghouse Electric over the purchase of CB&I Stone & Webster, a US nuclear power plant builder.

Toshiba is conducting an “additional investigation into the existence of any inappropriate pressure … and on any impact on the financial statement if there was any,” the company said.
Toshiba said it would release the financial results for the last quarter of 2016 on March 14.
Last month, Toshiba said it would spin off its core flash memory business and sell a stake in the sector to raise funds to help cover the losses.
The company has also decided to review its nuclear power business as it has already suffered a setback at home and abroad since Japan’s worst atomic disaster at the Fukushima Daiichi Nuclear Power Station in March 2011.
In the previous financial year ending in March 2016, Toshiba posted a record net loss of 460 billion yen as it was forced to undergo substantial restructuring in the wake of a major accounting scandal.
In 2015, Toshiba chief executive resigned after the company admitted it had inflated profits over seven years.

How US could stop a North Korean missile: Aegis defense

North Korea’s test of a ballistic missile this week showed new, more dangerous capabilities in its missile program, but the Pentagon says the US and its Asian allies have defenses to deal with threat.
When North Korea launched the missile on Sunday, the US Navy had two destroyers in the Sea of Japan with the ability to shoot it down, a US defense official said.
The guided missile destroyers, USS Stethem and USS McCampbell, are equipped with the Aegis ballistic missile defense system, which is able to track 100 missiles simultaneously and fire interceptors to take out an enemy’s ballistic projectiles.

“We worked very quickly with our Japanese and South Korean allies to make sure that it did not pose a threat to them either. As you know we maintain abilities to be able to respond quickly and intercept missiles from North Korea if they do pose a threat to us or our allies,” a Pentagon spokesman, US Navy Capt. Jeff Davis, said.
Sunday’s North Korean launch involved the first land-based test of an intermediate-range missile that, in the past, has been fired from a submarine, two US officials said.
And because it was launched from a missile site on North Korea’s west coast, it flew farther than any previous North Korean tests, about 300 miles before dropping into the Sea of Japan.

A South Korean lawmaker’s office said Tuesday the North Korean missile could have gone even farther.
“The missile was launched at 89 degrees, and if it were to be launched at normal angle, which is 45 degrees, it could fly over 2,000 kilometers (1,242 miles). This launch shows that North Korea’s missile technology is constantly progressing,” said a statement from the office of Lee Cheol-woo, who was briefed by South Korea’s National Intelligence Service.
US officials noted that the missile, the Pukguksong-2, used solid rocket fuel, making it harder to detect an imminent launch because it requires less fueling time on the launch pad.
But the Aegis system, which is in the arsenals of the US, Japan and South Korea, enables early detection of missile threats and provides the ability to track those missiles for interception later in their flights, according to Lockheed Martin, the prime contractor behind the system.
“The Aegis system is very capable at tracking and engaging ballistic missile systems,” said Carl Schuster, a Hawaii Pacific University professor and former director of operations at the US Pacific Command’s Joint Intelligence Center.
Ballistic missiles use a high, arching trajectory to reach their targets. Aegis, using powerful AN/SPY-1 radar on warships nearest the launch site, picks up the missiles during their ascent phase.

Those nearby ships can fire interceptors to strike the ballistic missile early in its flight, or send tracking data to ships farther along the ballistic missile’s flight path, so it can be destroyed when it is near its highest point.
Aegis does have the ability to link data between US, Japanese and South Korean warships, Schuster said. But it has limitations, too.
While the US system can work with either Japan or South Korea, the three cannot work together because there is no one data encryption system that works among them, Schuster said.
And Bruce Bennett, senior defense analyst with the Rand Corporation, says the South Korean Aegis destroyers are not equipped with the interceptors necessary to take out enemy ballistic missiles.
Aegis can also work with other missile defense systems — such as the Terminal High Altitude Area Defense, or THAAD, which is to be deployed in South Korea this year , or the Patriot missile defense.
But those systems have a more limited range, elevating the importance of Aegis ships, where they are, and how often they are deployed.
“I think the US needs to position its Aegis ships in the right part of the Sea of Japan to intercept a North Korean missile test and that the US Navy has not been doing that on a regular basis,” Bennett said.
While Aegis has been successful in intercepting ballistic missiles during tests, it has not been used to take out one in combat.
In what some say is the system’s most noteworthy success, Aegis was used to destroy an inoperable spy satellite in 2008 when officials feared the satellite could crash to Earth and potentially release a cloud of toxic gas.
The US Navy has 22 guided-missile cruisers and 62 guided-missile destroyers equipped with the Aegis system. Japan has six Aegis destroyers with plans for more. South Korea operates three Aegis-equipped destroyers.
