Chinese shares fall after week-long break, PBOC raises interest rates

NewsHubAsia shares gave up their earlier gains after a private Chinese manufacturing survey missed forecasts and China’s central bank surprised markets by raising its short-term lending rates.
China’s Shanghai composite fell 0.44 percent after initially opening flat, while the Shenzhen composite was down 0.3 percent. Meanwhile in Hong Kong, the Hang Seng index was down 0.33 percent.
The People’s Bank of China surprised markets by hiking short-term interest rates, also known as reverse repurchase agreements (repos), by ten basis points to 2.35 percent.
“The central bank has abandoned the benchmark deposit rate and borrowing rate as the policy interest rate tool. This, however, does not mean the start of a tightening cycle,” said Iris Pang, senior economist of greater China at Natixis, in a Friday note.
Pang said that liquidity is still ample, but it comes at a higher cost, adding that if this were a tightening cycle, there would be a contraction in the money supply. She explained that the higher rates could be a move to promote deleveraging among companies.
“Since 2008, Beijing has quadrupled its total debt, and we can’t fully quantify shadow banking, corporate and local government debt. We expect this year to see an acceleration of deleveraging for the Chinese economy,” Gavin Parry, managing director of Parry International Trading, told CNBC late January.
China Caixin manufacturing purchasing managers’ index (PMI) for January slowed to 51.0 from December’s 47-month record high of 51.9, and missed a Reuters poll forecast of 51.2. The manufacturing PMI provides an overall view of activity in China’s manufacturing sector, and is a closely watched indicator of economic health.
The week-long holiday was not without controversy, with Chinese billionaire Xiao Jianhua abducted from Hong Kong’s Four Seasons hotel last week by Chinese agents. Xiao had reportedly helped China’s richest families and leaders move money around, the Financial Times reported.
Companies directly or indirectly controlled by the Xiao’s conglomerate Tomorrow Group saw their shares plummet amid uncertainty over his fate on Friday, Reuters said.
Down Under, the ASX 200 closed down 0.42 percent or 23.83 points to close at 5,621.6. The Australian benchmark was weighed by its energy sub-index, which slipped 1.2 percent, and the materials sub-index, which fell 2.2 percent.
Shares of Virgin Australia were down 4.65 percent on Friday. Tigerair Australia, a subsidiary of Virgin Australia Holdings, said would permanently quit flights to Bali, after Indonesian authorities switched to a new operating model, Reuters reported.
Last month, Indonesia had revoked Tigerair Australia’s permission to fly, saying it did not meet charter flight regulations. Qantas Airway stock was also in the red, down 1.52 percent.
Japan’s Nikkei 225 index slipped 0.03 percent after the Bank of Japan December meeting minutes showed that several policymakers said that they should not set a rigid range in trying to achieve its target of guiding its government bond yields to around zero percent.
Sony was surged up 5.19 percent, after it reported its third-quarter earnings on Thursday , which showed sales fell by 7 percent on-year and operating profits declined 54 percent, mostly on the back of a goodwill impairment in the pictures segment.
But Sony’s semiconductor unit exceeded expectations sharply, said Yu Okazaki, research analyst at Nomura, in a note on Thursday, pointing to the volume of sales for the image sensors for mobile devices at 80,000 units per month, up from 73,000 units per month as of July.
Murata Manufacturing shares were up 4.57 percent after the Nikkei Business Daily reported that it was in talks with Samsung Electronics to make batteries for the Galaxy S8 smartphone models.
In South Korea, the Kospi dipped 0.03 percent. Earlier, the Bank of Korea said the country’s seasonally-adjusted current account surplus in December rose to a 6-month high at $8.57 billion.
Shares of Samsung Electronics was off 0.1 percent. The South Korean electronics conglomerate received a warm welcome by President Trump over a possible new U. S. plant for Samsung’s home appliances .
Recent media reports have surfaced transcripts of Trump’s conversations with Mexican President Enrique Pena Nieto, that had the U. S. leader warning he was ready to send U. S. troops to stop “bad hombres down there” unless the Mexican military does more to control them.
Trump’s conversation with Australian Prime Minister Malcolm Turnbull last Saturday was equally worrisome. The Washington Post reported on Wednesday that Trump heavily criticized an Australian-U. S. refugee deal and told Turnbull that among all the conversations he had with political leaders that day, this one was ” the worst call by far. ”
Tensions are also brewing between the Trump administration and Iran, after National Security Adviser Michael Flynn put Iran “on notice” after it conducted a ballistic missile test this week.

U. S. major indexes were mixed on Thursday, with the Dow Jones industrial average down 0.03 percent to 19,884.91, S&P 500 up 0.06 percent at 2,280.85 and the Nasdaq slipping 0.11 percent to finish at 5,636.2.
It will be a busy day of economic data for the U. S., with January nonfarm payrolls, December factory orders and the ISM services index for January on tap. A Reuters poll expects 175,000 jobs added in January, with factory orders up 1 percent in December, and January ISM services index unchanged at 55.1.
In currency markets, the greenback fell to its lowest levels overnight since mid-November against a basket of currencies at 99.233, but recovered to trade at 99.916 on Friday. The Australian dollar fetched $0.7643, hitting above $0.76 on Thursday after it reported a record trade surplus in December. The dollar/yen was trading at 112.63, lower than last week’s levels above 114.
Meanwhile, sterling fell to $1.2517 after the Bank of England unanimously decided to keep benchmark rates unchanged and increased its annual growth forecast to 2 percent from its November estimate of 1.4 percent.
Crude oil futures were higher during Asian trade, after news that the U. S. could impose fresh sanctions on several Iranian entities, Reuters reported. U. S. crude was up 0.35 percent at $53.73 per barrel, while Brent crude was up 0.3 percent at $56.73.

浅草駅近くの工事現場で足場崩れる 男性3人救助 東京

NewsHub3日午前0時5分ごろ、東京都台東区雷門1丁目のビルの工事現場で、足場が崩れた。東京消防庁によると、作業員とみられる20代の男性3人が巻き込まれたが、救助された。全員意識はあり、命に別条はないという。ビルは外壁工事中で、地上から約5メートルの高さにあった足場が崩れたという。現場は浅草駅から約400メートルのビル街。 近くに住む女性(20)は「ガシャンという大きな音で外に出たら、足場が崩れていた」。女性によると、工事は数日前から連日、夜間に行われており、崩れた足場付近で作業員らが「動くな」「大丈夫か」と大きな声で呼びかけていたという。「がれきの中から作業員風の人が酸素マスクをつけられて運ばれていた」と話していた。

“По Березовому і Водяному бойовики вели вогонь з гранатометів, зенітних установок, стрілецької зброї. Чермалик обстріляли з ПТРК, а по позиціях біля Мар’їнки вогонь вів снайпер. На луганському напрямку – з мінометів обстріляли Кримське. З гранатометів і стрілецької зброї – Новозванівку”, – повідомили в штабі.

電通改革「2年で完遂」 新社長、4月にも具体策

電通:山本新社長「2年で労務改革」 工程表を作成

NewsHub電通の山本敏博新社長は毎日新聞のインタビューに応じ、女性新入社員の過労自殺問題を受け、「労務改革を断行することが私の使命。2年間で改革を終わらせる」との決意を語った。電通はすでに深夜残業禁止(午後10時消灯)などを実施しているが、今年4月をめどに2年後の目標を定めた改革の工程表を作成し、進捗(しんちょく)状況などをチェックしながら改革を進める考えを明らかにした。
山本氏は今年1月23日、一連の問題を受けて引責辞任した石井直前社長の後任として、常務執行役員から社長に昇格。昨年11月に社内に設けた「労働環境改革本部」の一員として改革を進めたことが評価された。
山本氏は過労自殺問題の原因について、「(長時間労働が常態化していた)社内風土などさまざまな要因が複合して起きた。企業としてリスク認識が足りなかった」との見解を示した。労務改革について、「表面的では意味がない。法令順守や社員の健康を守ることが、仕事の質や業績の向上、最終的には電通の社会的な存在感の高まりにつながるという本質的な改革にしたい」と話した。
電通では過労自殺問題のほかにも、インターネット広告で、実際には広告を掲載していないのに広告主に料金を請求したことなどが発覚。不正請求は96社から請け負った997件、総額1億円超に上った。電通は担当部署の人員増強などの再発防止策を実施する考えで、山本氏は「(広告主らの)信頼回復に向けて全力で取り組む」と強調した。【浜中慎哉】

英政府、EU離脱に向けた「白書」公表

NewsHub【2月3日 AFP】テリーザ・メイ( Theresa May )英政権は2日、昨年の国民投票で決定した英国の欧州連合( EU )離脱に向けた方針を示す「白書」を公表した。
77ページから成る白書は、メイ首相が先月の演説で発表した12項目の交渉目標を明文化した内容。同文書を議会に提出したデービッド・デービス( David Davis )EU離脱担当相は、「英国とEUの相互利益に資する、新しく前向きで建設的なパートナーシップ」を目指す英政府の方針を表明した。
白書では、EU離脱後に起きる貿易摩擦を解消するための新たな仕組みの創設と、移民と関税の関連法の制定を目指すと表明。また、EUからの移民流入を制限するため、欧州の単一市場から脱退する方針を示した。EUから英国への移民流入数は、昨年6月までの1年間で28万4000人に上っている。
白書にはさらに、英国はEU以外の国々と独自の貿易協定を結んでいけるよう、EUと関税に関する新合意の締結を目指していくと記されている。
英下院は前日の1日、EUからの離脱をEUに通知する権限をメイ首相に与える法案を可決した。下院ではさらに、週明け6日からの3日間で数十項目に上る修正点が議論される予定。同法案はその後上院に送られ、今月20日から審議が始まる。政府は来月7日までに上院の承認を得たい考えだ。(c)AFP/Robin MILLARD

イラン、ミサイル実験で米国と対立 トランプ氏の「挑発」に反発

NewsHub【2月3日 AFP】ドナルド・トランプ( Donald Trump )米大統領は2日、先週末にミサイル発射実験を実施したイランに対し警告を発するコメントをツイッター( Twitter )に投稿した。これに対しイラン政府は、事実無根で「挑発的」な声明だと一蹴。イランと米新政権との緊張の高まりが浮き彫りとなっている。
イランを厳しく批判するトランプ大統領は、同国が制裁緩和の見返りとして核開発計画の制限に応じた国際社会との合意を声高に非難してきた。
イランによる5日のミサイル実験を受け、トランプ氏はツイッターに「イランは弾道ミサイル発射で正式に警告を受けた。イランは米国と結んだひどい取引に感謝するべきだった!」と投稿。前日にマイケル・フリン( Michael Flynn )大統領補佐官(国家安全保障問題担当)が行った発言と同様の見解を示した。
フリン氏は今回のミサイル実験について、イランに核弾頭搭載が可能なミサイルの発射実験の自粛を求めた国連安全保障理事会( UN Security Council )決議第2231号に反すると指摘している。
イランはこうした米国側の発言に反発。国営イラン通信( IRNA )によると、同国外務省のバフラム・ガセミ( Bahram Ghasemi )報道官は「トランプ大統領の国家安全保障問題担当補佐官による主張は根拠がなく、執拗(しつよう)で挑発的だ」と述べた。
イランは弾道ミサイル実験の実施については認めたものの、核合意の条件の違反については否定。ミサイルは防衛目的であり、核弾頭を搭載できる仕様ではないため国連決議には違反しないと主張している。

英国がEU離脱交渉の白書公表、担当相「双方の利益目指す」

白書は、メイ首相が先月示した12の優先項目を改めて示した。無制限に移行的な状態でなく、包括的な自由貿易協定の可能性を模索する方針などを記した。
入国管理規制や税関制度など、離脱後の新たな取り決めを段階的に導入する期間は、問題によって異なる可能性もあるとの認識を示した。
デービス氏は議会で「新たな戦略的連携を探っていく」と表明した。財・サービスの最も自由で摩擦が起きない貿易を保証する、大胆で野心的な自由貿易・関税協定は実現可能と指摘。「それがわれわれ相互の利益となる」と語った。
今回の白書では、メイ氏の発言以上の詳細がほとんど示されなかったとの評価も聞かれる。

Super Bowl serves as peacemaker between Uber and Houston

NewsHubAnybody using Uber in Houston during Super Bowl week can thank the big game for their ride.
Up until a couple of months ago, it was unclear if the popular ride-hailing service would be helping shuttle many of the more than 1 million people expected to take part in Super Bowl-related activities in the host city.
Uber had threatened to leave Houston ahead of the festivities, insisting various city regulations, including fingerprint background checks of drivers, were too burdensome and prevented drivers from working.
Houston officials and Uber reached a compromise in November, keeping the service in the city through at least the Super Bowl. But the dispute highlights the ongoing debate many cities across the country have had with the app over how to balance sufficient regulation and public safety.
Kyle Chank, director of transportation and operations with the Houston Super Bowl Host Committee, said organizers are “definitely glad” Uber will be one of transportation choices for people.
“The clientele that’s coming to the Super Bowl, they expect to use their Uber app to help get them around the city,” he said. “It represents a much-needed (transportation) alternative. ”
Kevin DePaola, one of the many Uber drivers in Houston expecting to see a boost in their incomes thanks to the Super Bowl, said he had been concerned about Uber’s departure. He depends on his driving to help supplement his income since losing his job in seismic imaging in October 2015. Many in Houston have lost jobs as oil prices have dropped.
He said it will be difficult for Houston to drive off a transportation option like Uber from a city that — while it has made great strides in its mass transit system — is still very much a place where a car is a necessity.
“It’s already begun to build up a consumer base. If Houston chases them out, I think they are going to hear it,” said DePaola, 50, who has also worked as an aerospace engineer with NASA.
Since it began operating in Houston in 2014, Uber and the city have been at odds over regulation. While Uber criticized many of the city’s requirements, including a drug test and a physical for drivers, the main sticking point has been the fingerprint background check. Last year’s compromise eliminated the drug test and physical and reduced licensing costs but kept the fingerprint check.
Uber has pulled out of cities that have required a fingerprint background check, including Austin, which voted in May to keep rules requiring ride-hailing company drivers to undergo such checks. Last year, Chicago dropped a proposed fingerprinting requirement when Uber threatened to leave.
Ginger Goodin, director of the policy research center at the Texas A&M Transportation Institute, said while 38 states have laws regulating ride-hailing services like Uber, none of these states require fingerprint background checks for drivers. Texas is not one of those states, but it’s an issue that is being reviewed during the current legislative session.
Sarfraz Maredia, Uber’s general manager for Texas, said Houston’s regulations have prevented more than 25,000 people who had been qualified by Uber to be drivers from being licensed by Houston. Maredia said Uber’s background screening of drivers is thorough and covers a person’s driving history. He criticized fingerprint background checks as relying on incomplete databases and possibly being discriminatory.
“We were proud to work with the mayor and the city council to reach a compromise that allowed us to continue operating through this important week. We want to be a partner to the city for these major events,” Maredia said.
Lara Cottingham, deputy assistant director of Houston’s Administration and Regulatory Affairs Department, which handles licensing procedures for vehicles for hire, said the city has continued to insist on having fingerprint background checks, believing it’s the best way to ensure public safety.
“It was important to put this issue to rest because with the Super Bowl, all eyes (will) be on the city of Houston,” she said. “You don’t want transportation to be a problem. ”
Maredia said he continues to work with local officials on the fingerprint requirement but is optimistic Uber will be in Houston “for decades to come. ”
Josh Weekly, an Uber driver working this week, said while he supports efforts to ensure drivers are properly vetted, he also doesn’t want the city to make the licensing process so burdensome that the ride-hailing service leaves.
“If you want to use Uber, use it. If you think Uber is unsafe, then don’t use it,” said Weekly, 35, who lives in Beaumont but drives for Uber in Houston.
