A Chinese fugitive, who is an alleged member of a kidnapping syndicate known for torturing and killing their victims, was arrested in an operation in Parañaque City, the Bureau of Immigration (BI) said in a statement on Thursday.
The suspect, Hu Yang, alias Lin Zihao, 37, was apprehended in Barangay Tambo last September 23 in coordination with Chinese authorities and the Parañaque City Police.
