Dragonite Ore is farmed from Mining Outcrops found in the following regions:
Oilwell Basin
Iceshard Cliffs
Ruins of Wyveria
Since this is a slightly rare material in the low-rank section of the game, your odds of finding some will increase as you progress to later regions, so your odds of finding one from an outcrop are better in the Ruins of Wyveria compared to Oilwell Basin.
