The International Olympic Committee announced Tuesday athletes from Russia and Belarus are not able to participate in the Summer Olympics’ opening ceremony in Paris this summer—as organizers try to sanction the two countries over Russia’s invasion of Ukraine while still allowing individual athletes to participate.Key Facts

The IOC said Tuesday that Individual Neutral Athletes—its term for qualified athletes with Russian or Belarusian passports—will not be participating in the parade of delegations during the Opening Ceremony.

The updated protocols said the athletes will have an opportunity “to experience the event,” which the Associated Press reported likely means they will just be able to watch the ceremony.
