Президент Петр Порошенко О внесении изменений в закон Украины “О высшем образовании” относительно обеспечения права на получение высшего образования лицами, местом жительства которых является временно оккупированная территория Украины”, принятый Верховной Радой 16 мая. Об этом сообщает пресс-служба главы государства.
Закон предусматривает, что для лиц, местом жительства которых является временно оккупированная территория и получивших документ об общем среднем образовании, прием на обучение в одно из высших учебных заведений, расположенных на территории Запорожской, Николаевской, Одесской и Херсонской областей, осуществляется на конкурсной основе по результатам вступительных экзаменов в пределах установленных квот приема в высшие учебные заведения (научных учреждений) Украины.
Согласно документу, размер квоты для приема лиц, местом жительства которых является временно оккупированная территория, в высшие учебные заведения, расположенных на территории Запорожской, Николаевской, Одесской и Херсонской областей, устанавливается в объеме 1000 мест государственного заказа и распределяется между указанными вузами в порядке, определенном Кабинетом министров.
Закон вступает в силу со дня, следующего за днем его опубликования, и вводится в действие через месяц со дня вступления в силу.
Напомним, основная сессия внешнего независимого тестирования началась во вторник, 23 мая.

Він зазначив, що посада, яку займає затриманий, створена центральним офісом ДФС саме для боротьби з корупцією місцевих митників. “Військова прокуратура довела: хабарі збирають і перші, і другі. Уряд повинен здійснити системні зміни всієї митної служби”, – зазначив генпрокурор. Раніше повідомлялося, що у Закарпатській області затримали на хабарі працівника прикордонної служби і митника. Корупціонери, орудуючи в пункті пропуску, незаконно отримали 750 доларів.

At least six people were killed when a suicide bomber attacked a funeral in Kabul (pictured) . It’s the latest in a string of attacks to rock the Afghan capital, including a truck bomb on Thursday that killed 90.
Explosions in Kabul on Saturday killed at least six people attending a funeral, a day after hundreds of demonstrators turned out to demand more security in the capital.
The explosions came just three days after a powerful truck bomb attack in the city that killed 90 people and wounded more than 450.
The string of attacks raised fears about the government’s ability to protect its citizens nearly 16 years into a war with insurgents.
Wahid Mujro, spokesman for the Public Health ministry, said three explosions rocked a cemetery where Afghan Sen. Alam Ezadyar’s son was about to be buried.
Salim Ezadyar was one of several people killed during the protest Friday attended by more than a thousand people in downtown Kabul.
Alam Ezadyar is deputy speaker for the upper house of the Afghanistan Parliament.
Several hundred protesters passed the night under two big tents on a road near the presidential palace and the blast site and about 200 more joined them during the day.
All roads toward the palace and nearby diplomatic areas were blocked Saturday by police and there was limited movement of vehicles and people.
The nature of Friday’s demonstration shifted when protesters – many calling for the country’s leadership to resign – attempted to move closer to the palace and some rushed police, who fired warning shots and used water cannons and eventually tear gas in attempt to disperse the crowd.
The city’s police chief said some demonstrators fired weapons in the direction of his men.
A member of Parliament said Friday that eight protesters had been shot dead, while a hospital official said four corpses were brought to his facility.
Police said Friday two protesters were killed and 25 police injured but would not comment on the number of fatalities when asked to clarify the death toll Saturday.
Meanwhile on Saturday, Gen. Murad Ali Murad, deputy interior minister, urged demonstrators to disperse because of a high security threat level in the country.
He also called on members of the public not to join the demonstration.
Ghani, meanwhile, met with senior security officials during an emergency security meeting.
A statement from the president’s office said the meeting determined that an investigation must find out what exactly happened that led to the violence and identify those who acted against the law.
Most of the casualties from the truck bombing were civilians, including women and children, officials have said.
But the dead also included Afghan security guards at the facilities, including the U. S. Embassy, and 11 American contractors were wounded – none with life-threatening injuries, a U. S. State Department official said.
No one has claimed responsibility for the attack, which came in the first week of the Muslim holy month of Ramadan.

Trump administration touts innovation, cuts funding for it

Despite announcing plans to pull out of the Paris climate accord, President Donald Trump’s language and that of his EPA administrator, Scott Pruitt, seem at odds with the actions he proposes taking.
Pruitt described the United States as a leader in clean energy that would continue to lead by helping other countries reduce their own carbon emissions by exporting US technology.
“Export our innovation, to export our technology to the rest of the world, to demonstrate how we do it better here is, I think, a very important message to send, ” Pruitt said.
But despite the language, there’s an apparent contradiction when it comes to the administration’s actions. Some environmental advocates say while the Trump administration is promising to continue to lead the world in energy innovation, it is at the same time proposing cutting the very federal programs that fund clean energy innovation research intended to combat climate change.
For instance, Trump’s proposed 2018 budget would slash $3.1 billion from energy research programs at the Department of Energy. That’s 18% less funding than last year.
The Energy Department’s own website says the agency has played an ” important role” in energy innovation. The agency’s website also describes its research and development mission for clean energy: “The Department catalyzes the transformative growth of basic applied scientific research, the discovery and development of new clean energy technologies and prioritizes scientific innovation as a cornerstone of US economic prosperity.”
All of which raises the question, if the administration feels innovation is the most effective way to combat climate change, why would so many of these energy innovation research programs be identified for cuts?
The administration’s position is that innovations are more effectively created and promoted by private industry — not the government. It says the reason for proposing the cuts at the Department of Energy is because “the private sector is better positioned to finance disruptive energy technology research and development.”
Trump’s budget also calls for wiping out the Department of Energy’s Advanced Research Projects Agency-Energy (ARPA-E) , which according to DOE’s website, “advances high-potential, high-impact energy technologies that are too early for private-sector investment.” In other words, it funds technology that is so new and cutting-edge that it is considered too risky by most investors, but could bring about the “next big thing.”
The Office of Fossil Energy, which invests in innovation aimed at capturing carbon dioxide from coal plants, faces a proposed 54% cut.
Trump also wants to eliminate the Title 17 Innovative Technology Loan Guarantee Program, which gets $37 million to fund technology that addresses air pollution and greenhouse gases.
Asked about the apparent contradiction between EPA administrator Pruitt’s comments Friday and the proposed cuts, an EPA spokesman told CNN in an email: “EPA Administrator Scott Pruitt proudly supports President Trump’s budget that provides funding to protect our air, water, and land while reducing wasteful spending in our government.”
But former Department of Energy secretary under President Barack Obama, Ernest Moniz, disagrees.
“The budget proposal for this administration, rather than doubling programs for innovation, this administration proposes halving it. That just dulls our competitive edge.”
Moniz said he feels the President’s plans also will harm job creation. “When you combine the President’s announcement (Thursday) with his budget proposal, it undercuts the innovation agenda that is actually the real issue in terms of jobs in the United States, ” he said.
A White House spokeswoman said in an email to CNN that “entrepreneurs in the private sector, not government funding, are responsible for successfully advancing and commercializing new technology.”
But environmental activists say research for things like renewable energy is very expensive on the front end and many private sector investors find the prospect too risky.
One example is refrigerators. The federal government invested money and decades of research trying to figure out how to make household appliances — like refrigerators — more energy efficient. Consumers now save millions on energy bills because of that research. Environmental groups point out that the industry didn’t initiate this research, it was the federal government that had to push the initiative forward.
Fast forward to today, and it’s precisely that type of government-funded research that now sits on the chopping block.

US missile interceptor system won’ t stop N. Korean ‘shower of nuclear strike’ – KCNA

Pyongyang condemned the successful US ballistic missile interceptor test from earlier this week as a “risky move” which “will only bring earlier the day when the US mainland will turn into ashes.”
A spokesman for the Strategic Force of the Korean People’s Army told KCNA state news agency that the US ballistic missile interceptor test conducted on Tuesday “is just a serious military provocation that brings to light the US imperialists’ wild ambition for igniting a nuclear war.”
He called the interceptor test a “risky act” that indicates US “preparations for unleashing a nuclear war against” North Korea. Such “foolhardy moves” of the US military only prove that North Korea’s “bolstering the nuclear force for self-defense is entirely just, ” according to the spokesman.
The US military, however, did not call the target of the test an “an ICBM from North Korea” or even imply it. An unnamed Pentagon official told Stars and Stripes that the test was planned “years in advance” and was not a direct response to recent North Korean ballistic missile tests.
The test was hailed by the Pentagon as an “incredible accomplishment” representing a “critical milestone” for the anti-missile program.
“This test demonstrates that we have a capable, credible deterrent against a very real threat, ” US Missile Defense Agency chief Vice Admiral James D. Syring said in a statement.
North Korea, however, dismissed the results of the test as a “bluff, ” as the ICMB interception system, according to the spokesman, would not prevent the “shower of nuclear strike” from North Korea.
“They are now bluffing, bragging about the ‘success’ in the test and the efficiency of the missile interception system. But the DPRK considers it just as a foolish act of those driven to despair, ” the spokesman said. “The last-ditch gambling of the Trump administration for a nuclear war will only bring earlier the day when the US mainland will turn into ashes.”
The ability of Pyongyang to “hit US mainland” at the moment is doubtful, as all of the recently tested ballistic missiles have been short to medium range. The latest missile, launched on May 28, flew 450 kilometers before landing in the Sea of Japan, about 300km off the Japanese coast. In May, Pyongyang announced that it had successfully tested the Pukguksong-2 intermediate range ballistic missile as a projectile was detected landing in international waters off Japan’s east coast.
North Korea, poses a “clear and present danger” to the US, Defense Secretary Jim Mattis said on Friday, stressing that Pyongyang actions “are manifestly illegal under international law, ” as they violate UN Security Council resolutions.
“The current North Korean program signals a clear intent to acquire nuclear-armed ballistic missiles, including those of intercontinental range, that pose direct and immediate threats to our regional allies, partners and all the world, ” Mattis said.

Президент Петро Порошенко підписав закон щодо забезпечення права на здобуття вищої освіти осіб з окупованих територій.
Президент Петро Порошенко підписав закон щодо забезпечення права на здобуття вищої освіти осіб з окупованих територій.
Як повідомляє прес-служба президента, закон “Про внесення змін до закону України “Про вищу освіту” щодо забезпечення права на здобуття вищої освіти осіб, місцем проживання яких є тимчасово окупована територія України”, був прийнятий Верховною Радою 16 травня.
Закон передбачає, що для осіб, місцем проживання яких є тимчасово окупована територія та які отримали документ про загальну середню освіту, прийом на навчання до одного з вищих навчальних закладів, розташованих на території Запорізької, Миколаївської, Одеської та Херсонської областей, здійснюється на конкурсній основі за результатами вступних випробувань у межах установлених квот прийому до вищих навчальних закладів (наукових установ) України.
Згідно документу, розмір квоти для прийому осіб, місцем проживання яких є тимчасово окупована територія, до вищих навчальних закладів, розташованих на території Запорізької, Миколаївської, Одеської та Херсонської областей, встановлюється в обсязі 1 тисяча місць державного замовлення та розподіляється між зазначеними вищими навчальними закладами у порядку, визначеному Кабінетом міністрів.
Закон набирає чинності з дня, наступного за днем його опублікування, та вводиться в дію через місяць з дня набрання ним чинності.

Mattis warns of 'clear and present danger' North Korea poses

The Defense Secretary praised China’s efforts to restrain North Korea but will not accept Beijing’s militarization of islands in the South China Sea.
The United States is encouraged by China’s efforts to restrain North Korea but Washington will not accept Beijing’s militarization of islands in the South China Sea, U. S. Defense Secretary Jim Mattis said on Saturday.
The comments by Mattis, during the annual Shangri-La Dialogue, show how U. S. President Donald Trump’s administration is looking to balance working with China to restrain North Korea’s advancing missile and nuclear programs while dealing with Beijing’s activities in the South China Sea.
“Coupled with reckless proclamations, the current North Korean program signals a clear intent to acquire nuclear-armed ballistic missiles, including those of intercontinental range, that pose direct and immediate threats to our regional allies, our partners and all the world, ” Mattis said.
“As a matter of U. S. national security, the U. S. regards the threat from North Korea as a clear and present danger, ” he added.
U. S. allies have been worried by Trump’s actively courting Chinese President Xi Jinping to restrain North Korea, fearing Washington might allow China a more free rein elsewhere in the region.
Some allies have also expressed concern that Washington’s withdrawal from the Trans-Pacific trade partnership and the Paris global climate accord signals the United States is diluting its global leadership role.
Speaking at the dialog, Asia’s premier security forum, Mattis said the United States remained fully engaged with its partners.
“Like it or not, we are a part of the world… What a crummy world if we all retreat inside our borders, ” he said.
“Once we have exhausted all possible alternatives, the Americans will do the right thing, ” Mattis added, paraphrasing a quotation by British wartime leader Winston Churchill. “So we will still be there and we will be there with you.”
Nevertheless, reversing or slowing North Korea’s nuclear and missile programs has become a security priority for Washington, given Pyongyang’s vow to develop a nuclear-tipped missile capable of hitting the U. S. mainland.
The Trump administration has been pressing China aggressively to rein in its reclusive neighbor, warning all options are on the table if North Korea persists with its weapons programs.
“The Trump administration is encouraged by China’s renewed commitment to work with the international community toward denuclearization, ” Mattis said.
“Ultimately, we believe China will come to recognize North Korea as a strategic liability, not an asset.”
However, Mattis said seeking China’s cooperation on North Korea did not mean Washington would not challenge Beijing’s activities in the South China Sea.
The U. N. Security Council on Friday expanded targeted sanctions against North Korea after its repeated missile tests, adopting the first such resolution agreed by the United States and China since Trump took office.
In another sign of increased pressure on North Korea, Japan’s navy and air force began a three-day military exercise with two U. S. aircraft carriers in the Sea of Japan on Thursday.
Japanese Defense Minister Tomomi Inada, speaking at the Singapore forum, said Tokyo backed the United States using any option to deal with North Korea, including military strikes, and was seeking a deeper alliance with Washington.
But she also said she was concerned about the situation in the South China Sea and in the East China Sea.
China’s claims in the South China Sea, through which about $5 trillion in ship-borne trade passes each year, are contested by Brunei, Malaysia, the Philippines, Taiwan and Vietnam. China and Japan both claim islands in the East China Sea.
LOW-KEY
China, which sent only a low-key delegation to the forum, said its ties with the United States were vital for the region.
“I believe that if China and the United States can ensure no conflict, as well as maintain mutual respect, cooperation and trust, it will contribute greatly to security in the Asia Pacific and the world, ” Lt Gen He Lei, the head of Beijing’s delegation, told reporters.
Allies around the world have been concerned about the commitment of the United States since Trump took office on Jan. 20 because of his “America First” rhetoric and expectations that he would concentrate on a domestic agenda.
“We are still trying to figure out his (Trump’s) policy in our region, ” said Malaysian Defense Minister Hishammuddin Hussein. “I would like to know very clearly what are the true intentions of the new administration.”
Mattis sought to ease concerns for allies in the Asia-Pacific, saying the region was a priority and the primary effort was alliance building. He added, however, that countries must “contribute sufficiently to their own security.”
In a sign of the U. S. commitment to the region, Mattis said that soon about 60 percent of overseas tactical aviation assets would be assigned to the region and he would work with the U. S. Congress on an Asia-Pacific stability initiative.
Mattis said the United States welcomed China’s economic development, but he anticipated “friction” between the two countries.
“While competition between the U. S. and China, the world’s two largest economies, is bound to occur, conflict is not inevitable, ” Mattis said.
While eager to work with China in dealing with North Korea, Mattis said the United States did not accept China placing weapons and other military assets on man-made islands in the South China Sea.

China was criticised for “unilaterally” altering the status quo in the East and South China seas at a regional security forum at the weekend, although envoys for Beijing argued their nation follows international law. Speaking at the Asia Security Forum in Singapore after the three countries held a trilateral meeting, US Defence Secretary James Mattis welcomed Beijing’s help in reducing tensions on the Korean peninsula, where North Korea has been ramping up testing of its nuclear and ballistic missile programmes. But Mattis tempered his praise with a rebuke to Beijing for stirring up tensions in the South China Sea, saying: “Artificial island construction and indisputable militarisation of facilities on features in international waters undermine regional stability, ” Mattis told the forum on Saturday. His Japanese counterpart Tomomi Inada levelled similar criticism against China in her 30-minute speech. Japan was concerned over changes to the security situation in both bodies of water, she said, implying China bore most of the responsibility, without directly naming the country. “In the East and South China seas, we continue to witness unprovoked, unilateral attempts to alter the status quo based on assertions incompatible with existing international norms, ” she said. “Regarding the South China Sea, the final award was rendered in the arbitration between the Philippines and China in July 2016, ” Inada said, referring to decision delivered by the Permanent Court of Arbitration in the Hague, which had ruled in Manila’s favour. Beijing’s claims in the South China Sea are contested by Brunei, Malaysia, the Philippines, Taiwan and Vietnam. While several claimants have built facilities on islets and reefs, China has been the most aggressive with its construction activities, reclaiming 1,300 hectares, according to the Pentagon. China and Japan both claim islands in the East China Sea, where their air and marine forces continue to patrol in close proximity. Australian Defence Minister Marise Payne also pointed to the tribunal’s decision in her speech. “Our ships and aircraft will operate in the South China Sea, as they have for decades, consistent with the rights of freedom of navigation and freedom of overflight. And we will also continue to strongly support the right of others to exercise these rights.” In a joint statement, the three nations called for “dialogue, cooperation, and engagement” with China, but stressed commitment to international law as well as freedom of navigation and overflight. They called on all claimants to “halt land reclamation activities, demilitarise disputed features and refrain from provocative actions that could escalate tensions”. The People’s Liberation Army delegation held a media briefing on the summit sidelines after the three defence ministers delivered their speeches, saying China was a power that abided by international law and the code of conduct under the United Nations. “I would like to note that freedom of navigation shouldn’ t be equal to close-in surveillance and military activities… conducted by US fighter jets and warships in the airspace, islets and waters of Chinese territory, ” Lieutenant General He Lei, vice-president of the PLA Academy of Military Science and delegation leader, told the briefing. Senior Colonel Zhao Xiaozhuo, another delegate, said the Chinese side felt unfairly singled out for criticism. Although the three-day forum began on Friday, the South China Sea issue remained at the forefront of discussions, even though all countries recognised China’s influence and leverage in solving the nuclear crisis on the Korean peninsula.
