In…

Fort Mill SC schools crack down on out-of-state tax cheats

0

Drivers in S. C. operating cars with out-of-state tags could be costing local schools thousands of dollars.
Drivers in S. C. operating cars with out-of-state tags could be costing local schools thousands of dollars.
“It has been brought to the school district’s attention that there are a high number of vehicles with out-of-state license tags dropping-off or picking-up students at our schools,” a Fort Mill school district statement reads. “The Fort Mill school board has directed the district administration to begin collecting vehicle tag number and state of registration for each vehicle that will regularly drop-off or pick-up students at our schools as part of our annual student registration/enrollment process.”
The discussion came up at a Sept. 25 school board retreat.
“This new initiative is a collaborative effort between the York County Auditor’s Office and the Fort Mill school district to identify vehicles that have not been properly registered in the state,” the statement reads.
State law requires people who move to South Carolina to register their car in the state, pay their car taxes and get a S. C. license plate within 45 days. S. C. drivers pay their car taxes a year in advance.
Vehicle taxes contribute to school operations funding. If cars are not properly registered, that decreases money flowing to the schools, said York County auditor Amy Boheler.
“The taxes paid go to funding the services the community receives: schools, police protection and convenience centers,” she said. “It’s all about fairness. Everyone wants to be treated fairly.”
On a car valued at $30,000, the Fort Mill school district would receive $538.56 from the taxes collected, said Joe Burke, spokesperson for the district.
Fort Mill school district officials are planning to provide the York County Auditor’s Office with a list of out-of-state tags that come through the district, Burke said. It will be up to the auditor’s office to follow up.
“Vehicles not properly registered in the state are not contributing tax money to the county which helps to pay for a number of services, including local schools,” the district statement says. “Parents will be asked to provide this information as part of the registration/enrollment process and will be given options to justify tags that are registered out of state.”
Justifications include a family member who drives a company-owned car for a business based in Charlotte or a family member who does not live in S. C. but picks up or drops off a student, according to the district.
There are also some exceptions to the state registration law, including for active duty military or their spouse who claim another state as their primary residence, according to the York County Auditor’s office.
Some out-of-state tags also may belong to students attending school in S. C. but who maintain their home state as their primary residence, Boheler said. Some drivers also may not know they have to register within 45 days, she said.
Drivers can calculate the 45-day deadline date using a form on the S. C. Department of Motor Vehicle’s website.
Drivers who do not register their car within the 45 days may face a fine of $232.50, said Sgt. Bob Beres, spokesperson for S. C. Highway Patrol.
Drivers who move to S. C. have 90 days to get their new drivers license and must pay a $250 infrastructure maintenance fee.
Data gathered by Fort Mill school officials have described the effects of Act 388 as an “operational funding crisis.”
The law, which began in 2006, replaces local property tax on owner-occupied homes with a one-cent sales tax increase on most retail purchases.
Fort Mill board member Patrick White has data showing flattened revenue despite a surge in student population, increasing classroom sizes and higher student-teacher ratios. Data shows the school district has lost more than $60 million in funding on about 6,000 homes built within the district since 2008, with more homes on the way.
Improperly registered cars adds to the problem.
“Any funding we can find, we’re going to take advantage of,” said Fort Mill school board member Diane Dasher.
With nearly 15,000 students and more than a thousand new residences set to be built in the area, Fort Mill is one of the fastest-growing school districts in the state. Out-of-state tags is not an issue on the radar of other local districts at this time.
Boheler said there are cases where people do not register their cars as they should, but the auditor’s office does not have the staff to track them. Instead, they rely on residents calling in and reporting out-of-state tags still used by people living in S. C.
“We’re sure there a lot of them are out there,” Boheler said.
However, the office has to be made aware of the tags to take action, Boheler said. If they are reported, the auditor’s office follows up with the car’s owner.
By working with the auditor’s office, the Fort Mill school district hopes to get more vehicles properly registered.
“This type of collaborative effort has been successful in other counties to lower the number of improperly registered vehicles in their area and we believe it will have the same effect in our district,” the statement says.

Iraq To Take Control Of Kurdish Borders

0

The Iraqi military is making preparations Saturday to move in and control Kurdish borders, following a successful independence referendum.
The Iraqi military is making preparations Saturday to move in and control Kurdish borders, following a successful independence referendum to make Kurdistan a separate country.
Iraqi troops are now stationed in Turkey and Iran and will reportedly soon start controlling who goes in and who comes out of Kurdish-controlled areas, the Associated Press reports.
That control apparently won’t extend to the Iraqi military moving in on Kurdish-controlled territory, but whether that restraint holds is an open question, which has sparked U. S. worry of an escalating rift between the Iraqis and Kurds, both of whom are U. S. allies in the fight against the Islamic State. The Kurds have had some level of de facto independence since 1991.
Iraq, Turkey and Iran have come out against the non-binding independence referendum, with Turkey threatening to end the Kurds’ oil pipeline and Turkish President Recep Tayyip Erdogan vowing that Kurdish authorities will pay the price for their actions.
“They are not forming an independent state, they are opening a wound in the region to twist the knife in,” Erdogan said .
Even the U. S. asked the Kurds to cancel the vote, which ended up producing a 93 percent “yes” result in favor of separating from Iraq out of a population of 3 million. But Secretary of State Rex Tillerson said Friday that the U. S. does not recognize the legitimacy of the referendum, and urged the Iraqis and Kurds to focus squarely on defeating ISIS. The fact that the referendum question has come so aggressively to the forefront is precisely because ISIS has lost large swathes of its territory in Iraq and Syria, making it much less of a threatening force than it was just a year ago.
Separation would entail taking a third of Iraq’s existing territory, which happens to include a wealth of oil and gas reserves.
As such, Baghdad has blocked international flights to the Kurdish region known as Kurdistan, and Iraq’s parliament has requested that Iraqi Prime Minister Haider al-Abadi slap charges against any Kurdish leaders who took part in the referendum, which Baghdad considers unconstitutional.

A Pennsylvania couple faces charges of having subjected a 12-year-old girl to waterboarding last spring as a form of punishment.
A Pennsylvania couple is accused of having subjected a 12-year-old girl to waterboarding last spring as a form of punishment.
The Beaver County Times (http://bit.ly/2xSxo4g) reports that the girl told police and Beaver County children and youth services officials that she was dragged into the Aliquippa home’s basement in April, a wet towel was placed over her face and her chair was tilted backward as a bucket of cold water was poured onto her, preventing her from breathing.
Aliquippa police said the couple told them they learned about waterboarding through a movie.
Thirty-four-year-old Dion Stevens and 41-year-old Malisa Stevens were charged Wednesday with strangulation, aggravated assault, unlawful restraint, child endangerment and reckless endangerment. Court documents don’t list an attorney and a listed number for them couldn’t be found Saturday.

Erdogan: Izraelski wywiad pomógł organizować kurdyjskie referendum niepodległościowe

0

The debate over Dr. Seuss: When racist themes collides with childhood nostalgia

0

Expert: People who remember Seuss stories with affection find it hard to critically examine them later for hidden themes that even he might’ve missed.
Melania Trump is having her say after a Massachusetts school librarian rejected the first lady’s donation of Dr. Seuss books because they’re racist and unneeded.
“To turn the gesture of sending young students some books into something divisive is unfortunate, but the First Lady remains committed to her efforts on behalf of children everywhere,” Trump’s spokeswoman, Stephanie Grisham, said in a statement to USA TODAY on Friday.
Grisham said Trump intends to use her platform as FLOTUS “to help as many children as she can. She has demonstrated this in both actions and words since her husband took office, and sending books to children across the country is but one example.”
The dustup over Dr. Seuss provided more grist for another grinding clash between Trump and Trump critics, liberals and conservatives, Democrats and Republicans. But the book donation program has been an annual gesture by previous first ladies for years; in fact, both Barbara and Laura Bush put reading and literacy near the top of their agendas.
And, as some Trump-supporting tweeters pointed out, former President Obama and first lady Michelle Obama were photographed multiple times over the years reading Seuss classics to children, including Green Eggs and Ham and Oh, the Things You Can Do That Are Good For You.
Three weeks ago, in honor of National Read a Book Day, Trump sent packages of 10 Dr. Seuss books to one high-achieving school in every state. The packages included titles such as The Cat in the Hat, Green Eggs and Ham and a personal favorite that she and her son, Barron, 11, read together “over and over:” Oh, the Places You’ll Go!
In an open letter to the first lady posted on a book blog Thursday, Liz Phipps Soeiro,a library media specialist at the Cambridgeport School in Cambridge, Mass., said that while she was grateful for the books, she would not be accepting them. Why? Because she says her Boston-area school doesn’t lack for resources and because she takes issue with “racist” imagery in some of the author’s books.
“Another fact that many people are unaware of is that Dr. Seuss’ illustrations are steeped in racist propaganda, caricatures, and harmful stereotypes,” Phipps Soeiro wrote, citing If I Ran a Zoo, which some critics say contains caricatures of Africans and Asians.
She also criticized the Trump administration’s policies on funding schools and libraries, suggested Trump consult the Librarian of Congress, Carla Hayden, for a list of diverse books, and called out Trump’s education secretary by name.
“Why not go out of your way to gift books to underfunded and underprivileged communities that continue to be marginalized and maligned by policies put in place by Secretary of Education Betsy DeVos?” she proposed.
Her lengthy letter prompted her school district to distance itself from her, saying in a statement that she has the right to her opinion but it is not an official position, according to the Boston Globe .
The district did not return a call from USA TODAY seeking comment on whether Phipps Soeiro will be disciplined for airing her opinion.
At least one Seuss scholar, Philip Nel, a professor of children’s literature at Kansas State University, defended Phipps Soeiro in an interview with USA TODAY.
“I’m glad she was directing attention to the need to fund school libraries adequately and the need for diverse books,” said Nel, author of Dr. Seuss: American Icon and Was the Cat in the Hat Black? The Hidden Racism of Children’s Literature, and the Need for Diverse Books.
Phipps Soiero’s reaction reflected both political opposition to the Trump administration and the shift in educators’ thinking about the imagery in some of the most beloved Dr. Seuss books dating from the 1950s.
“The National Education Association recently dropped The Cat in the Hat as the mascot for its Read Across America program and instead will focus on diverse books, so (the issue) is in the conversation now,” Nel said.
But are Dr. Seuss books racist?
It depends on the book, Nel says. Theodor Seuss Geisel, who died in 1991,employed both racist and anti-racist themes in his books, with The Sneetches and Horton Hears a Who among the most obvious of the latter, Nel says.
Both books “clearly argue against picking on others for arbitrary marks of difference,” he said, citing green stars in the case of Sneetches and size in the case of Horton (“A person’s a person, no matter how small”).
“Racism lurks in children’s’ culture in ways we’re not aware of, and (authors) can recycle images and ideas in their work without being aware of it,” Nel says. “People don’t take children’s lit seriously, they think kids are not going to notice this, only grownups notice. That underestimates their intelligence and doesn’t take into account that we learn things without being aware we’re learning things.”
Nel acknowledged that people who remember Seuss stories with deep affection find it difficult to critically examine them later for hidden themes that even Geisel might have been unaware of, Nel said.
“Grownups own the nostalgia for their childhood,” Nel said. “It feels like a challenge when you analyze (Seuss books) critically. It’s why people become angry (talking about these issues)… Favorite books, toys, films — they think, I am not a bad person, therefore, these can’t be bad.”

Noon.com is online and ready for shoppers

0

After missing a few self-imposed deadlines, the store is finally online.
With an ambition to take on the likes of Amazon.com and the backing of Mohamed Alabbar and the Public Investment Fund of Saudi Arabia, noon.com has finally opened up its website to online shoppers. Amazon.com noon.com
Revealed last year in October, the website was originally scheduled to go online in January of this year but management shakeups delayed the launch of noon.com month after month.
The original plan for noon.com was to launch with close to 20 million products but we don’t really know how close noon.com is to that figure. It was also announced to have a warehouse the size of 60 football pitches with offices in Dubai and Riyadh.
At launch, noon.com is selling products in categories of electronics, fashion, home & kitchen, beauty & fragrance, baby products and grocery. The website is minimal in design, pleasing to the eye and fast to load. It’s available in English and Arabic and the sign-up process is very straight-forward asking only for your name, email and password.
The selection of products seems reasonably comprehensive with the technology category encompassing everything from smartphones to laptops, televisions, cameras, television, video games and appliances amongst other things. There is a good mix of products that have been officially released in the region as well as imports such as the Microsoft Surface Laptop from resellers.
We’ll continue keeping an eye on noon.com and follow it’s progress and development in the region.

Uber's Kalanick rekindles power struggle, names two to board

0

Uber Technologies Inc [UBER. UL] co-founder Travis Kalanick said he had appointed two new directors, a surprise move that publicly reignited a board battle over the role of the ousted former chief executive.
SAN FRANCISCO (Reuters) – Uber Technologies Inc [UBER. UL] co-founder Travis Kalanick said he had appointed two new directors, a surprise move that publicly reignited a board battle over the role of the ousted former chief executive.
Kalanick’s move on Friday sought to pre-empt a move by new Chief Executive Dara Khosrowshahi to restructure the board and gain greater control, a person familiar with the co-founder’s decision said.
Uber said in a statement on Friday the company was surprised by Kalanick’s action.
Company investors are divided over whether Kalanick should remain on the board and whether he should be allowed to name two other directors.
Benchmark Capital, which had pressured Kalanick to resign as CEO in the wake of several governance scandals, did not respond to a request for comment.
Khosrowshahi is scrambling to portray Uber as a reformed company that is turning a page on concerns including sexual harassment claims and a U. S. bribery probe. Investors have described diluting Kalanick’s power as a necessary step on the path to making amends.
Kalanick, still one of the largest shareholders, said in a statement he had appointed former Xerox Chief Executive Ursula Burns and former Merrill Lynch Chief Executive John Thain as directors.
“I am appointing these seats now in light of a recent board proposal to dramatically restructure the board and significantly alter the company’s voting rights. It is therefore essential that the full board be in place for proper deliberation to occur, especially with such experienced board members as Ursula and John,” he said. He did not specify the proposals he opposed.
Uber had nine directors before Kalanick’s Friday appointments. The person familiar with the matter said that Kalanick acted after Khosrowshahi had outlined a plan to directors, which is scheduled to be voted on October 3, that would give him control of four board seats in addition to his own on a panel that now has 11 directors.
Khosrowshahi’s plan calls for transferring one of the two Kalanick-controlled positions to SoftBank Group Corp, which is considering an investment in Uber, the source said. Khosrowshahi effectively could put a person of his choosing in the other seat, as well as three other existing ones, according to the source. A third of directors also would be elected each year under the plan.
Uber did not respond on Saturday to a request to comment about the Khosrowshahi plan. But the company said earlier in a statement that Kalanick’s appointments were a “complete surprise” to Uber and its board. “That is precisely why we are working to put in place world-class governance to ensure that we are building a company every employee and shareholder can be proud of,” the statement said.
Yucaipa Companies managing partner Ron Burkle, an investor who has supported Kalanick, praised Burns and Thain as “smart, high-quality people.”
Division among Uber investors exploded in public in August, when Benchmark Capital filed a lawsuit to force Kalanick off the board and rescind his ability to fill two other seats on the panel, accusing him of concealing a range of misdeeds. Yucaipa and other Uber investors defended Kalanick and asked Benchmark to divest its own shares and step down from the board.
A Delaware judge later that month stayed the Benchmark lawsuit and sent it to arbitration, pushing the dispute out of public view and delivering Kalanick a victory.
Kalanick’s action on Friday could be subject to a new legal challenge. Benchmark or other Uber investors could attempt to block the appointments by asking the Delaware judge to issue a so-called “status-quo order.” The judge last month did not grant such a request.
Kalanick’s lawyer at the time told the court that Kalanick had not rushed to fill the seats. The New York Times also quoted Kalanick’s lawyer as telling the court Kalanick had the power to fill the seats under the pre-arbitration “status quo.”
