Rosja: W rejonie Elbrusu ewakuowano 114 turystów, w tym 67 cudzoziemców

Służby ratownicze Kabardo-Bałkarii na Kaukazie Północnym powiadomiły w piątek wieczorem, że ewakuowały dotąd 114 turystów w rejonie kurortu Elbrus, wśród nich – 67 obywateli obcych państw. Turyści znajdowali się w rejonach odciętych w wyniku powodzi błotnych.
Służby prasowe rosyjskiego Ministerstwa ds. Sytuacji Nadzwyczajnych podały, że ratownicy nawiązali kontakt ze wszystkimi grupami turystycznymi, które znajdowały się w górach w rejonie, gdzie doszło do powodzi.
W bazach turystycznych znajdowały się 224 osoby, a na trasach w górach – blisko 50 grup turystycznych liczących łącznie ponad 300 osób; wśród nich było ponad 130 cudzoziemców – wyjaśniło ministerstwo.
Ewakuowanych turystów zabrały z odciętych przez powódź rejonów śmigłowce Mi-8.
Wcześniej w piątek podano, że wśród cudzoziemców w rejonie Elbrusu są turyści z Polski. Następnie MSZ w Warszawie poinformowało, że brak informacji, by Polacy byli wśród poszkodowanych.
W odciętym przez powodzie błotne regionie przebywało ponad 7 tys. osób. Według władz mieszkańcy okolicznych miejscowości mają wodę i prąd, a także zapasy żywności na kilka dni, dlatego ewakuacja dotyczy tylko tych, którzy chcą opuścić ten rejon.
Powodzie są związane z podniesieniem się wód rzeki Baksan. Podczas zejścia lawin błotnych do rzeki wpadły trzy samochody, w których znajdowało się pięć osób. Dwie osoby uratowano, pozostałe trzy są poszukiwane.

СБУ затримала "директорку" Луганського патронного заводу, яка працювала на Болотова і Стрєлкова

Зловмисниця організувала виготовлення на заводі мільйонів набоїв для потреб армії Новоросії
Співробітники Головного слідчого управління СБУ спільно з контррозвідкою служби затримали сепаратистського „екс-директорку“ „Луганського патронного заводу“. Про це повідомляє прес-центр СБУ на своїй сторінці у Facebook.
„Правоохоронці встановили, що в червні 2014 року наказом так званого „прем’єр-міністра“ терористичної організації „ЛНР“ громадянку України призначили на посаду виконувача обов’язків директора заводу“, – йдеться в повідомленні.
Співробітники спецслужби задокументували, що зловмисниця, виконуючи незаконні вказівки ватажків „ДНР/ЛНР“, зокрема Болотова і Стрєлкова (екс-глава „ЛНР“ Валерій Болотов і ватажок „ДНР“ Ігор Стрільців, – ред.) , провела інвентаризацію понад 14 млн набоїв до вогнепальної зброї, які зберігалися на підприємстві.
„Вона також організувала на потужностях заводу виготовлення ще майже 2 млн набоїв різного калібру. Боєприпаси „директорка“ передала для потреб „армії Новоросії“ представникам терористичних організацій, які використовували їх під час бойових дій проти сил Антитерористичної операції“, – відзначають у СБУ.
Відзначається, що після чергової зміни „керівництва“ терористичної організації „ЛНР“ зловмисницю було звільнено з посади, і тривалий час вона переховувалася від українського правосуддя на тимчасово окупованих територіях Донбасу і в Росії.
Співробітники спецслужби затримали жінку в місті Кременчуці на Полтавщині, куди вона прибула з „діловим візитом“.
Затриманій оголошено про підозру у скоєнні злочину, передбаченого ст. 258-3 Кримінального кодексу України, та обрано запобіжний захід у вигляді тримання під вартою.
Триває досудове слідство.

NEW YORK — Not great, but good enough: U. S. stocks rose Friday as investors viewed a relatively weak jobs report for August as likely to help keep interest rates low. Banks, energy companies and automakers led the way.
The Labor Department said U. S. employers added 156,000 jobs in August. That was a bit less than analysts expected, but investors were pleased that the economy kept growing at a steady pace while inflation remains weak. They bet that will keep the Federal Reserve from raising interest rates too quickly. Car companies rose as they reported their August sales. Wall Street expects them to get a boost as Gulf Coast residents replace the hundreds of thousands of cars that have been damaged by rains and flooding this week. Banks rose as bond prices dropped, which sent yields and interest rates higher.
The pattern of slow but steady job gains and weak inflation has helped push stocks higher for years. Investors have worried at times that the Federal Reserve would raise rates too fast and that the economy would stumble.
„The market is looking at economic news that is below expectations as a sign that the Federal Reserve is not going to do much in terms of interest rate hikes, “ said Scott Wren, senior global equity strategist for Wells Fargo Investment Institute. He said Friday’s report was „like almost every other jobs report we’ve seen over the last four years.“
The Standard & Poor’s 500 index rose 4.90 points, or 0.2 percent, to 2,475.55. The Dow Jones industrial average gained 39.46 points, or 0.2 percent, to 21,987.56. The blue chip index had its first change in more than two years on Friday, as longtime Dow component DuPont combined with former rival Dow Chemical to form DowDuPont. The Nasdaq composite added 6.67 points, or 0.1 percent, to 6,435.33. It was the best week this year for the Nasdaq as technology and health care companies surged. The index is at record highs.
The Russell 2000 index of smaller-company stocks advanced 8.29 points, or 0.6 percent, to 1,413.57.
Six months ago, stocks made their biggest gain of the year: the S&P 500 jumped 1.4 percent on March 1. The index has gained just 3.3 percent since then.
While businesses continue to hire workers at a steady pace, inflation is well still below the Federal Reserve’s target of 2 percent. The Fed has raised interest rates three times in the last year and says it plans to raise rates once more this year, and three times in 2018. But based on reports like Friday’s, investors don’t think that will happen.
Long-term government bond prices moved lower. The yield on the 10-year Treasury note rose to 2.16 percent from 2.12 percent, but the yield on the two-year note remained at 1.33 percent. Still, the increase in bond yields and interest rates gave banks a boost. JPMorgan Chase rose 81 cents, or 0.9 percent, to $91.70.
General Motors said its sales improved in August, and it gained 82 cents, or 2.2 percent, to $37.36. Car sales declined overall, partly because Hurricane Harvey slowed car buying in Houston, one of the largest U. S. markets. But investors expect that will help sales in the months to come. Ford picked up 32 cents, or 2.9 percent, to $11.35. Fiat Chrysler gained 73 cents, or 7.2 percent, to $61.68.
Benchmark U. S. crude added 6 cents to $47.29 a barrel in New York. Brent crude, which is used to price international oils, fell 11 cents to $52.75 a barrel in London. Wholesale gasoline prices, which have surged this week, declined 3 cents to $1.75 a gallon.
Wholesale gasoline prices have climbed because of rains and flooding in the Gulf Coast. At least two major pipelines have been slowed or stopped, and oil drilling and refining have also been curtailed.
It’s not clear how much damage Hurricane Harvey, which is now a tropical depression, will cause to the region or to the U. S. economy. But investors expect at least some companies will benefit: those that will be involved in the cleanup after the flood waters recede. Consulting and engineering services company Tetra Tech climbed 75 cents, or 1.8 percent, to $43.35, for a 7 percent gain this week. Environmental services company Clean Harbors and radioactive and hazardous waste services company U. S. Ecology took small losses Friday, but for the week, Clean Harbors rose almost 5 percent and U. S. Ecology jumped 8.5 percent.
Gold rose $8.20 to $1,330.40 an ounce. Silver jumped 24 cents, or 1.4 percent, to $17.82 an ounce. Copper gained 2 cents to $3.12 a pound.
In other energy trading, heating oil was little changed at $1.75 a gallon. Natural gas rose 3 cents to $3.07 per 1,000 cubic feet.
The dollar rose to 110.24 yen from 109.98 yen. The euro slipped $1.1869 to from $1.1903.
The French CAC 40 gained 0.7 percent, and so did the DAX in Germany. In Britain, the FTSE 100 rose 0.1 percent. Japan’s benchmark Nikkei 225 edged up 0.2 percent and the Kospi in South Korea lost 0.2 percent. Hong Kong’s Hang Seng was little changed.

DETROIT (AP) — Francisco Lindor hit a tie-breaking single in the ninth inning and the Cleveland Indians won their eighth in a row Friday, a 3-2 victory over the Detroit Tigers in the first game of a day-night doubleheader.
Detroit was playing for the first time since sending Justin Verlander to the Houston Astros and Justin Upton to the Los Angeles Angels at the waiver trade deadline.
With the score tied at 2, Jay Bruce hit a pinch-hit triple off Shane Greene (3-3) with one out in the ninth. Francisco Lindor hit an RBI single through the drawn-in infield, but Greene retired the next two batters.
Cody Allen (2-6) allowed the tying run in the eighth, and the Tigers loaded the bases with two out in the ninth. Joe Smith came out of the bullpen and retired Miguel Cabrera for his first save of the year.
Carlos Carrasco gave up one run on six hits in seven innings, striking out eight without walking a batter. Tigers starter Matt Boyd allowed one run on five hits in five innings.
Cleveland took the lead with three straight one-out singles in the fifth. Brandon Guyer was ruled safe on an infield hit after a replay review, moved to second on Yan Gomes‘ base hit and scored on a hit by Giovanny Urshela. Boyd walked Lindor to load the bases, but struck out Austin Jackson and retired Jose Ramirez to end the inning.
Detroit, though, came back in the bottom of the inning. With two out, James McCann and JaCoby Jones singled before Jose Iglesias tied the score with an RBI double.
Edwin Encarnacion led off the sixth with a homer off Drew VerHagen, his 32nd of the season, to give the Indians a 2-1 lead.
The Tigers put runners on the corners with two out in the eighth. Allen replaced Bryan Shaw and fooled Mikie Mahtook on a 1-2 curve, but his slow roller to short turned into a game-tying infield single.

Russland droht USA mit Gegenmaßnahmen

Moskau dreht an der Personalschraube: Für die US-Vertretungen in Russland soll nicht mehr Personal arbeiten als in den russischen US-Niederlassungen.
Im russischen Konsulat in San Francisco verbrennen Mitarbeiter offenbar Dinge, bevor sie die Vertretung schließen müssen. Aus dem Kamin steigt schwarzer Rauch auf. Die Feuerwehr darf nicht ins Gebäude. US-Ermittler wollen das Gebäude am Samstag durchsuchen.

Ein Reporter der Nachrichtenagentur AP hörte aus dem Konsulat kommende Personen zur Feuerwehr sagen, dass es kein Problem gebe. Mitarbeiter würden nicht identifizierte Objekte verbrennen, sagten sie. Die Regierung von US-Präsident Donald Trump hatte am Donnerstag die Schließung des Konsulats bis Samstag angeordnet. Es handelt sich um eines der ältesten russischen Konsulate in den USA.
Das Vorgehen der US-Behörden sei eine „direkte Bedrohung der Sicherheit russischer Bürger“, sagte die Sprecherin des russischen Außenministeriums, Maria Sacharowa. Sie verwies darauf, dass US-Ermittler am Samstag das russische Konsulat in San Francisco sowie Wohnungen von Angestellten in dem Gebäude durchsuchen wollten.
„Natürlich werden wir hart reagieren auf diese Dinge, die uns schaden und von dem Wunsch getragen sind, unsere Beziehungen zu den USA zu beschädigen“, sagte Russlands Außenminister Sergej Lawrow. Die Reaktion solle so sein, dass der eigene Schaden abgefedert werde.
Die USA hatten Russland am Donnerstag aufgefordert, das Konsulat in San Francisco sowie zwei diplomatische Abteilungen in New York und Washington zu schließen. Washington reagierte damit auf die Reduzierung des eigenen Personals in seinen Vertretungen in Russland um Hunderte Mitarbeiter auf maximal 455.
Das Außenministerium in Washington teilte mit, es habe die Entscheidung der russischen Regierung vollständig umgesetzt. „Wir glauben, dass diese Maßnahmen unbegründet und schädlich für das allgemeine Verhältnis zwischen unseren Ländern waren“, hieß es.
Durch das Drehen an der Personalschraube wollte Moskau bewirken, dass in Russland ebenso viele Menschen für die US-Vertretungen arbeiten wie umgekehrt in den russischen Niederlassungen in den USA. Diese Parität wollte Washington nun auch mit der Schließung des Konsulats in San Francisco bei der Zahl der Vertretungen erreichen. Künftig verfügen beide Länder über jeweils eine Botschaft und drei Konsulate.
Lawrow kritisierte, die USA hätten ein eigenwilliges Verständnis von Parität. Er erläuterte, bei der Berechnung des Personals werde Russlands UN-Vertretung in New York mitgerechnet, die streng genommen nichts mit den Beziehungen zu den USA zu tun habe. Darum hätten die USA weiterhin unter dem Strich mehr Mitarbeiter im Land als Russland.
Der Minister betonte, Moskau sei zu Kompromissen bereit. „Aber wie Sie wissen, braucht man zwei für einen Tango. Bislang scheint mir, dass unsere Partner immer wieder einen individuellen Breakdance aufführen.“

Mr Putin, who is due to attend a summit of the Brics nations in China next week, wrote in an article published on the Kremlin’s website that he favoured negotiations with North Korea instead. „It is essential to resolve the region’s problems through direct dialogue involving all sides without advancing any preconditions (for such talks) , “ he wrote.
„Provocations, pressure, and bellicose and offensive rhetoric is the road to nowhere, “ he added.
The situation on the Korean Peninsula had deteriorated so much that it was now „balanced on the verge of a large-scale conflict“, said the Russian leader.
North Korea has been working to develop a nuclear-tipped missile capable of hitting the US and recently threatened to land missiles near the US Pacific territory of Guam.
On Tuesday, Pyongyang, which sees joint war games between the US and South Korea as preparations for invasion, raised the stakes in its stand-off with Washington and its allies by firing an intermediate-range missile over Japan.
The test has been widely condemned, with the United Nations Security Council unanimously demanding that Pyongyang halt its nuclear programme. But most analysts say this is an unlikely prospect in the near future.
Instead, the Stalinist state has continued to trumpet its achievements in the field, with its propaganda machine in overdrive. On Thursday, it issued a new series of provocative stamps commemorating the latest missile test.
France, too, has joined the growing list of countries urging China to do more to restrain North Korea. Foreign Minister Jean-Yves Le Drian, who spoke to his Chinese counterpart Wang Yi, said everything had to be done to ensure the latest round of UN sanctions was implemented. He also urged China, North Korea’s main trade partner, to do its utmost to enforce them. „North Korea must find the path to negotiations. It must be diplomatically active, “ he told RTL radio on Thursday.
Mr Le Drian also said that North Korea would have capability to send long-range ballistic missiles in a few months.
„The situation is extremely serious… we see North Korea setting itself as an objective to have tomorrow or the day after missiles that can transport nuclear weapons. In a few months that will be a reality, “ he said. „At the moment when North Korea has the means to strike the United States, even Europe, but definitely Japan and China, then the situation will be explosive, “ Mr Le Drian added.
Meanwhile, US heavy bombers and stealth jet fighters took part in a joint live fire drill in South Korea on Thursday and separately flew with Japanese warplanes. The flights were seen as as a show of force against the North.
And Japanese Deputy Prime Minister and Finance Minister Taro Aso has cancelled a planned trip to the US next week because of national security uncertainties posed by North Korea.

Japan is one of the world’s most earthquake-prone countries and it carries out disaster drills every year on Sept 1, the anniversary of the Great Kanto earthquake of 1923 that killed at least 100,000 people and devastated Tokyo.
Military helicopters clattered over Tokyo as the authorities practised for a 7.3-magnitude quake directly under the capital city.
Prime Minister Shinzo Abe said after taking part in a drill: „In order to save even one additional life, we will have preventive measures to tackle various types of disasters, and a well-balanced disaster prevention plan based on self-help, public assistance and cooperation.“
Towns in the north of Japan took the opportunity to remind residents what to do, not only when Mother Nature strikes but when a North Korean missile approaches too.
On Tuesday, North Korea fired a ballistic missile over northern Japan, triggering widespread emergency warnings that jolted millions awake, before it splashed down in the Pacific Ocean.
Sirens blared again yesterday in towns like Takikawa in the northern-most main island of Hokkaido, and residents took cover indoors, in line with government warnings to seek shelter below ground or in a solid building. Not that residents needed a reminder of the danger.
„The real thing happened before the drills so today, everyone took part with a sense of urgency, “ one resident of a northern town told a broadcaster.

Bundeskanzlerin Angela Merkel hat mit deutlicher Kritik auf die Festnahme zwei weiterer Deutschen in der Türkei reagiert. Festnahmen wie diese hätten in den „allermeisten Fällen keinerlei Grundlage“ und mit den „Prinzipien der Rechtsstaatlichkeit“ nichts gemein, sagte die Kanzlerin bei einer Veranstaltung in Nürnberg.
Als Reaktion auf die Festnahmen kündigte Merkel ein „entschiedenes Handeln“ der Bundesregierung an. Eventuell müsse diese ihre Türkei-Politik „weiter überdenken“. Zudem bekräftigte sie ihren Entschluss, Verhandlungen über eine Ausweitung der Zollunion zwischen der Europäischen Union und Ankara zu blockieren.
Die deutschen Behörden hatten von nicht staatlichen Institutionen in der Türkei von den Festnahmen erfahren. Noch ist über die beiden Deutschen nur wenig bekannt. Eine Sprecherin des Auswärtigen Amtes in Berlin machte weder Angaben zum Alter, dem Geschlecht oder dem Beruf.
Die Regierung gehe aber davon aus, dass die Festnahme auf politischen Vorwürfen basiert, hieß es weiter. Konkret gehe es wohl um den Vorwurf des Terrorverdachts. Nach Informationen der Nachrichtenagentur Dogan sollen die beiden Personen nur den deutschen Pass besitzen, aber türkische Wurzeln haben. Sie werden demnach verdächtigt der Gülen-Bewegung nahe zu stehen.
Merkels Konkurrent im Kampf um das Kanzleramt, SPD-Kandidat Martin Schulz, forderte eine klare Reaktion der Regierung in den nächsten Tagen. Er schloss neben weiteren Sanktionen auch eine Reisewarnung für die Türkei nicht aus. Reisewarnungen werden in der Regel nur für Bürgerkriegsländer ausgesprochen.
Ein Vorschlag, den auch Christian Lindner unterstützte. „Wie lange wollen wir uns das noch ansehen?“, fragte der FDP-Chef. Er sprach sich auch dafür aus, die derzeit auf Eis gelegten Beitrittsverhandlungen zwischen EU und Türkei endgültig einzustellen.
Der Spitzenkandidat der Grünen, Cem Özdemir, richtete seine Kritik im Interview mit der „Bild“ direkt an den türkischen Präsidenten Recep Tayyip Erdogan. Özdemir bezeichnete den Staatschef als „Geiselnehmer“, der „die Würde seines Amtes mit Füßen tritt“.
Mit den beiden Festnahmen befinden sich derzeit insgesamt 55 Deutsche in der Türkei in haft oder in Polizeigewahrsam – zwölf von ihnen wegen politischen Vorwürfen. Die prominentesten Fälle sind die des „Welt“-Korrespondenten Deniz Yücel – er sitzt seit 200 Tagen im Gefängnis – sowie der Journalistin Mesale Tolu und des Menschenrechtsaktivisten Peter Steudtner. Tolu wurde Ende April festgenommen, Steudtner Anfang Juli.
Das deutsche Generalkonsulat versucht nach Angaben des Auswärtigen Amtes derzeit, Kontakt zu den beiden Festgenommenen herzustellen. Bislang hätten die türkischen Behörden dies aber verhwehrt. Gemäß internationalen Abkommen hätte die Türkei die deutschen Institutionen nicht nur über die Festnahmen informieren müssen, da die beiden Betroffenen den deutschen Pass besitzen. Sie sind zudem dazu verpflichtet, deutschen Diplomaten Zugang zu den Festgenommenen zu gewähren.
