NEW YORK (AP) – U. S. stocks are following other global market indexes lower Tuesday after investors were shaken up by North Korea’s launch of a midrange ballistic missile that crossed over northern Japan and fell into the Pacific Ocean. The prices of bonds and gold are climbing while shares of banks, energy and technology companies are skidding. Sporting goods retailers continue to tumble after a weak earnings forecast from Finish Line.
KEEPING SCORE: The Standard & Poor’s 500 index fell 11 points, or 0.4 percent, to 2,433 as of 10: 10 a.m. Eastern time. The Dow Jones industrial average declined 65 points, or 0.3 percent, to 21,742. The Nasdaq composite dropped 30 points, or 0.5 percent, to 6,252. The Russell 2000 index of smaller-company stocks sank 9 points, or 0.7 percent, to 1,373.
MISSILE NEWS: South Korea’s Joint Chiefs of Staff said the North Korean missile traveled over the northern Japanese island of Hokkaido. It seemed designed to show that North Korea can back up a threat to target the U. S. territory of Guam while also establishing a potentially dangerous precedent that could see future missiles flying over Japan.
The price of gold climbed $11.40 to $1,326.70, its highest price in almost a year. Bond prices jumped and yields sank. The yield on the 10-year Treasury note fell to 2.11 percent from 2.16 percent.
The dollar fell, with the ICE U. S. Dollar Index reaching to its lowest level in two and a half years. The dollar slid to 108.74 yen from 109.09 and compared to the euro $1.2023 from $1.1979. The European currency is at its highest level in more than two years, as European Central Bank leaders do not seem poised to take action about its strength.
BLOW THE WHISTLE: Finish Line forecast weak second-quarter results and the retailer cut its forecasts for the rest of the year. It said discounts on shoes are growing, which is hurting its profit margins. Its stock tumbled $2.68, or 25.8 percent, to $7.74. It was just the latest in a series of discouraging reports from sporting goods companies this month. Under Armour lost 65 cents, or 3.8 percent, to $16.28 and Foot Locker shed 56 cents, or 1.6 percent, to $35.14. Nike lost $1.48, or 2.8 percent, to 52.25.
Finish Line and Foot Locker have both fallen more than 50 percent this year and Under Armour is down more than 40 percent.
Electronics retailer Best Buy had a solid second quarter and raised its forecasts for the year, but it wasn’t enough to send the stock higher. Its shares fell $5.88, or 9.4 percent, to $56.59. Despite that loss, the stock is up 33 percent in 2017 and it’s been setting all-time highs.
SHRINKING BOARD: Consulting company Advisory Board is climbing after it confirmed recent rumors that it’s selling its health care business to UnitedHealth’s Optum unit and its education business to Vista Equity Partners. The company said it expects $2.58 billion in proceeds after taxes. Advisory Board gained $3.13, or 6.3 percent, to $52.98.
ENERGY: Benchmark U. S. crude gave up 24 cents at $46.33 a barrel in New York. Brent crude, the international standard, fell 3 cents to $51.39 a barrel in London.
OVERSEAS: France’s CAC 40 fell 1.1 percent and Germany’s DAX slid 1.7 percent. The FTSE 100 index in Britain lost 1 percent. Asian indexes had a smaller reaction. In Japan, the benchmark Nikkei 225 slid 0.5 percent and South Korea’s Kospi lost 0.2 percent. In Hong Kong, the Hang Seng shed 0.1 percent.

Об этом сообщают «Новости-N» со ссылкой на источник в прокуратуре.
В частности, обыски проходят у депутатов городского совета от партии «Оппозиционный блок» Игоря Дятлова, Игоря Копейки, Андрея Яковлева, предпринимателей Алексея Пелипаса и Владислава Чайки. Также идет обыск у Михаила Титова.
Обыски также проводятся в здании компании «Техноконтракт».
Кроме того, обыски проводятся также дома у директора предприятия «Центрлифт» Сергея Швеца. Его а также чиновников Николаевского горсовета подозревают в хищении бюджетных средств под предлогом поставки и монтажных работ лифтового хозяйства. Параллельно обыски проводятся у заказчика работ — в Департаменте ЖКХ Николаевского горсовета.
Одновременно проводится около 90 обысков в Николаеве. По имеющейся информации, обыски санкционировал лично Генпрокурор Украины Юрий Луценко.
Пресс-секретарь Генерального прокурора Украины Лариса Сарган сказала, что пока что никакой официальной информации относительно происходящего в Николаеве нет. При этом сообщила, что в ближайшее время Генеральный прокурор Юрий Луценко сделает соответствующее заявление.
Обыски проводят сотрудники военной прокуратуры и работники СБУ. Санкции на их проведение выданы Жовтневым районным судом Мариуполя по представлению следователя прокуратуры Николаевской области.
Всех вышеперечисленных лиц подозревают якобы в «поставке оружия и наркотиков в зону АТО» – именно такая формулировка содержится в постановлении суда о проведении обыска.

President Trump Heads to Texas As Downpours Continue in Houston

More than 9,000 people have sought shelter in the George R. Brown Convention Center in Houston.
• Heavy rain from now Tropical Storm Harvey continues to pound southeastern Texas, parts of which have seen around three feet of rain. The National Weather Service expects another four to six inches to fall through Tuesday, from Houston to southwest Louisiana. Between 7 and 13 inches of more rainfall will drench the region by the week’s end.
• Harvey’s death toll has risen to ten. At least a dozen have been injured as a result of the storm, which crashed into Texas as a Category 4 hurricane on Friday night before weakening.
• Many places in and around Houston have been deluged by close to or more than three feet of rain. Aerial photos of the city captured some of the devastation.
• A staggering 50 inches could fall by Friday. Houston has exceeded its average annual rainfall, and August 2017 is officially the wettest month on record.
• Rescue and evacuations are still underway across Texas, and have extended to parts of Louisiana, as rivers in the region are overflowing. More than 9,000 people sought shelter in the George R. Brown Convention Center in Houston, almost double its capacity. Officials predict more than 30,000 people will seek shelter.
• President Donald Trump has decamped to Texas, where he will visit Corpus Christi, close to where Harvey made landfall. He will also visit Austin, the state capital, but avoid the emergency zone in Houston. He has said he may return to the region and visit Louisiana and Texas this weekend.

Uber's CEO pick is an outspoken Trump critic

It’s earned him respect in Silicon Valley, but could it be a liability for Uber in Washington?
As the CEO of Expedia (EXPE) , Khosrowshahi has experience running an international travel company, not unlike Uber. He oversaw a publicly traded business making him a good fit to take Uber public. And those who know Khosrowshahi say he’s the „adult“ that Uber’s corporate culture sorely needs.
But if Khosrowshahi is well positioned to fix the many pressing issues that have plagued Uber throughout this year, he also has the potential to create a new one: getting in President Trump’s crosshairs.
Khosrowshahi gained widespread media attention this year for being a vocal opponent of Trump.
Under his leadership, Expedia became one of the first in the tech industry to file a legal challenge to Trump’s travel ban in January. Days later, Khosrowshahi ended an Expedia earnings call by saying, „Hopefully we will all be alive to see the end of next year.“
Khosrowshahi’s early opposition to Trump was driven both by Expedia’s concern about political issues impacting the travel industry and his experience as an Iranian refugee.
„I said my part. I’m glad I did, “ Khosrowshahi told CNN Tech in an interview in April. „It wasn’t popular with everybody. It wasn’t calculated. It was from the heart, and I think I represented the company well.“
„Now I can get back to work, “ he added.
Khosrowshahi hasn’t stopped criticizing Trump, though. Just this month, he went after Trump for his controversial remarks on neo-Nazi and white supremacist groups rallying in Charlottesville.
„I keep waiting for the moment when our Prez will rise to the expectations of his office and he fails, repeatedly, “ Khosrowshahi wrote in a post on Twitter.

„Dara is not the type to seek headlines, “ says Hadi Partovi, a cousin of Khosrowshahi and an early Uber investor. „But he also has the courage to stand for what’s right.“
This courage may win him support in Silicon Valley, where Trump supporters are hard to find. But there are nonetheless concerns that Khosrowshahi’s political statements could be a liability for Uber.
James Cakmak, an analyst with Monness, Crespi, Hardt & Co, wrote in an investor note Monday that it’s unclear „how his outspokenness against the White House weighs on domestic regulatory hurdles.“
Most of Uber’s battles are on the city and state level, but the ride-hailing startup does come under federal scrutiny. Just this year, Uber has settled two complaints with the Federal Trade Commission. It is also reportedly facing a Department of Justice probe over a tool it built to help drivers dodge law enforcement.
Travis Kalanick, Uber’s previous CEO, initially served Trump’s business advisory council and defended his role as being necessary to execute on Uber’s mission. He dropped out of the council in February amid customer boycotts.
Those close to Khosrowshahi say he can strike the right balance.
„Dara is extremely adept at dealing with sensitive situations, “ Partovi said. „He’s a technologist, but he’s also a diplomat at the same time.“

Detroit: Become Human latest news: release date, gameplay, and trailers

Detroit: Become Human is the latest game from Heavy Rain creator David Cage. Here’s the latest news on Detroit’s gameplay, trailers, and release date.
Detroit: Become Human is an upcoming sci-fi game created by Heavy Rain and Beyond: Two Souls developer Quantic Dream, led by the acclaimed auteur David Cage, and it’s long been one of our most anticipated games.
The game was first revealed at Sony’s Paris Games Week in 2015, while the gameplay was shown off for the first time at the PlayStation E3 conference in 2016. E3 2017 brought with it yet another trailer, so here’s everything we know about the game so far.
Right now, there’s no official release date for Detroit: Become Human, but following E3 2017 its director David Cage has revealed that it will arrive in 2018. It’s a bit longer to wait than we had hoped, but we are very much looking forward to getting our hands on this one.
You can pre-order it already from Amazon for £46/$59.99 .
The game is being published by Sony, so it’s a PS4 exclusive .
Detroit: Become Human is a sci-fi game that centres around seven different playable characters in the near future. As with previous Quantic Dream games, Detroit will feature an interactive narrative that apparently took Cage more than two years to write, and includes extensive motion-captured performances.
Gameplay consists of exploring environments to find clues, using quicktime events to navigate encounters, and choosing from expansive dialogue options to decide how conversations progress, which will in turn have a significant impact on the branching narrative.
The first playable character is an android with artificial consciousness and human emotions named Kara, who escapes from the factory she was made in. She finds herself in Detroit, USA, where androids are not uncommon but have been made without consciousness, so are simply used as tools to improve the lives of humans.
Originally showcased in the Kara PS3 tech demo (which was never intended to become a game) , she was also the focus of Detroit’s original announcement trailer:
After Kara, Connor is the second playable character that has been introduced. Connor is „an advanced prototype assigned to police forces to help them investigate cases involving deviants. He is cold and analytical; he thinks fast and benefits from some surprising advanced features. He is very determined and nothing matters more to him than accomplishing the mission he was programmed for.“
You can watch Connor in action in the gameplay trailer at the top of the page, which is taken from a gameplay demo we had the chance to try at Gamescom 2017 – more on what we thought below. In this section, Connor has to deal with a hostage situation, trying to rescue a young girl from a rogue android holding her at gunpoint.
The third character we’ve seen so far is Marcus, the focus of the E3 2017 trailer for the game. He’s seen leading a raid on an android shop, and the trailer’s focus is on the choices that players will have to make as they play the game.
Will they hide from the police or fight them? Rescue the androids or abandon them? Start a violent riot or demonstrate peacefully? Each of these, along with countless smaller decisions along the way, will affect not only the gameplay but also the way the story plays out.
We had the chance to try a brief section of Detroit: Become Human at Gamescom 2017, playing through the Connor hostage negotiation shown in the trailer at the top of the page.
In this section we had the chance to explore an apartment to piece together information on the situation, like the android’s name and what had driven him to violence. This is done using an investigation mechanic that will feel familiar to anyone who played Batman: Arkham City, as you identify key points in a given area, scan them, and then play a reproduction of the events, forwarding and rewinding to spot crucial points and piece together clues.
Visually, this is compelling enough, but as a gameplay mechanic it’s just as underwhelming here as it was in Batman. There’s not really any challenge or way to fail, so it’s mostly just a question of moving the cursor over specific points, pressing a button, and being told what you’ve ‚discovered‘. It doesn’t feel much like detective work yet – though in Detroit’s defence, few games have really cracked that sort of investigative mechanic yet.
That information then unlocked new conversation options when we went to talk to him, improving our chances of success – though even then we still had to make difficult choices along the way, and it’s clear that it won’t always be as simple as winning or losing.
At any given time we had two to four dialogue options to choose from, each impacting how the rest of the scene played out, so there’ll be loads of different ways to play the game. Most interestingly, the consequences of each choice weren’t always immediately obvious, so players will still be surprised, and will likely be rewarded for paying close attention to other characters‘ behaviour.
If we had one criticism of the dialogue, it’s that it isn’t always subtle, especially the sections dealing with anti-android sentiment from human characters. These tended to be a bit blunt and obvious – we hope the final game has more interesting things to say about the conflict between humans and artificial intelligences.
Thankfully, the shaky dialogue is helped along by stunning graphics and facial animation – powered by real actors using motion capture – which make these some of the most realistic characters we’ve ever seen in games before and help deliver the emotional impact that will be absolutely essential to Detroit’s success.

WASHINGTON (AP) — President Donald Trump said Tuesday that „all options are on the table“ in terms of a U. S. response to North Korea’s launch of a missile over Japan.
In a terse, written statement, Trump said that with the missile launch North Korea has „signaled its contempt for its neighbors, for all members of the United Nations, and for minimum standards of acceptable international behavior.“
„Threatening and destabilizing actions only increase the North Korean regime’s isolation in the region and among all nations of the world, “ Trump said. „All options are on the table.“
Trump later told reporters, „We’ll see, we’ll see“ when asked what he would do about North Korea. Trump, accompanied by first lady Melania Trump, was departing the White House for a trip to survey storm damage in southeast Texas.
In a first, North Korea on Tuesday fired a midrange ballistic missile designed to carry a nuclear payload that flew over U. S. ally Japan and splashed into the northern Pacific Ocean, officials said. The aggressive launch over the territory of a close U. S. ally sent a clear message of defiance as Washington and South Korea conduct war games nearby.
Trump’s statement implies that military action remains an option in resolving the standoff over North Korea’s development of nuclear weapons that could threaten America. But a U. S. military strike against North Korea is considered highly unlikely. Even Trump’s own strategic adviser, Steve Bannon, dismissed the threat as a bluff shortly before he was dismissed earlier this month.
North Korea has the world’s largest standing army and a massive conventional weapons arsenal that can easily target the South Korean capital of Seoul and its metropolitan area of about 25 million people.
While Democrat and Republican presidents have routinely offered the „all options on the table“ formulation, U. S. officials have long assessed that the North would likely respond to any U. S. strike by attacking its neighbor or nearby Japan. The result could be a war with the risk of mass casualties on both sides. Hundreds of thousands of Americans in Northeast Asia, military and civilians, would be endangered.
Despite some heated rhetoric between the U. S. and North Korea in recent weeks the U. S. administration has been emphasizing it wants to use economic and diplomatic pressure to achieve a negotiated solution. The U. N. Security Council unanimously adopted its toughest sanctions yet against North Korea in response to twin launches in July of an intercontinental ballistic missile that could potentially strike the U. S. mainland. The U. S. and its partners have been urging China, the North’s traditional ally and main trading partner, use its leverage more effectively.
Trump and Prime Minister Shinzo Abe of Japan conferred by telephone over the latest missile test.
The White House said the two leaders agreed that North Korea poses „a grave and growing direct threat“ to the United States, Japan, South Korea and countries around the world.
„President Trump and Prime Minister Abe committed to increasing pressure on North Korea, and doing their utmost to convince the international community to do the same, “ the White House said.
Abe said in a statement that „Japan’s and the U. S. positions are totally at one.“
The prime minister added that both nations were in „total agreement“ that an emergency meeting was needed at the U. N. Security Council to step up pressure on North Korea after what he called an unprecedented threat. He also said Trump expressed his „strong commitment“ to defending Japan.
Tuesday’s launch rattled nerves in the region. With minutes, residents on the northern Japanese island of Hokkaido were alerted on their cellphones, and with loud alarms and an email that told people to stay indoors. Speakers broadcast an alert saying „missile is passing, missile is passing.“
North Korea had also launched three short-range missiles off its eastern coast late Friday. The tests have punctured recent hopes of a lull in the tensions that had spiked in early August when Trump warned that more North Korean threats would be „met with fire and fury like the world has never seen.“
But last week, Trump had praised North Korea’s decision to back down from its earlier threats to launch missiles into the sea close to the U. S. Pacific territory of Guam.
„But, Kim Jong Un, I respect the fact that I believe he is starting to respect us, “ Trump said at a campaign rally last week in Phoenix. „I respect that fact very much. Respect that fact. And maybe, probably not, but maybe something positive can come about.“
Secretary of State Rex Tillerson had also complimented North Korea for its restraint by not launching any missiles for more than three weeks. He had said that if it continued, they could be on a path toward dialogue in the near future.

WASHINGTON (AP) – Confronting Harvey’s fury, President Donald Trump is making an all-out push to show the federal government’s responsiveness to the massive storm that has lashed the Texas coastwdc and caused catastrophic flooding.
Trump will travel to Texas on Tuesday to observe the federal government’s work to help the state recover from Harvey’s devastation. The storm, bringing torrents of rain and all but paralyzing Houston, marks the first time Trump has been tested by a major natural disaster at the start of his administration.
The president was scheduled to receive briefings on the relief efforts in Corpus Christi, Texas, and later meet with state officials at the emergency operations center in Austin. The president was joined by first lady Melania Trump and other officials.
„Conditions haven’t cleared in Houston yet so probably not appropriate for him to go up there, probably not safe for him to go up there, “ said Rep. Blake Farenthold, R-Texas. „But I do think having your own eyes on the devastation that I have seen is important.“
Trump has appeared to relish the role of guiding the nation’s response to Harvey, which made landfall along the Gulf Coast on Friday night as a Category 4 storm near Corpus Christi, and moved northeast along the Texas coast over Houston. The storm has dumped more than 30 inches of rain in parts of Texas and authorities have rescued thousands of people left stranded by the storm.
„Recovery will be a long and difficult road and the federal government stands ready, willing and able to support that effort, “ Trump said during a joint news conference on Monday with the president of Finland.
Trump promised that Congress would act swiftly to approve a large recovery package to help the Gulf Coast region and said he was likely to return to Texas, and make a stop in Louisiana, during the weekend. But by visiting the region only days after Harvey made landfall, he raised questions among his critics on whether his presence would complicate efforts by emergency responders to help those in need.
Hurricanes have often presented American presidents with the potential for political advantage – and in some cases, peril.
President George W. Bush struggled to recover in the aftermath of Hurricane Katrina in 2005 when he declared that then-Federal Emergency Management Agency Director Michael Brown was doing „a heckuva job, “ comments that appeared to clash with reality once the full scope of the devastation became clear.
Images of Bush looking down at the flooding in New Orleans from Air Force One also gave the impression that he was detached from the horrific conditions on the ground.
In 2012, President Barack Obama oversaw the government’s response to Superstorm Sandy along the East Coast just before the 2012 election. Obama’s trip to the hard-hit New Jersey coast allowed him to join with Republican Gov. Chris Christie, who lavished praise on the president, a helpful boost in Obama’s partisan clash against Republican Gov. Mitt Romney.
Trump has had some practice in the art of the natural disaster visit. In August 2016, Trump and Pence, his campaign running mate, traveled to Baton Rouge, Louisiana, to survey flood damage that had killed more than a dozen people and displaced thousands more. Trump was greeted warmly as he toured the damage and consoled residents with hugs.
The typically brash and spotlight-seeking billionaire offered restrained remarks as he looked at the waterlogged wreckage and expressed solidarity with residents struggling to clean up.
„Nobody understands how bad it is, “ Trump told reporters at the time after briefly helping unload a truck of supplies. „It’s really incredible, so I’m just here to help.“

Konkret werde dem Deutschrussen versuchter Mord in 28 Fällen vorgeworfen. Einzelheiten könnten erst veröffentlicht werden, wenn die Anklageschrift an den 28-Jährigen und seinen Anwalt zugestellt sei. Zuvor hatten „Süddeutsche Zeitung“ und „Bild“-Zeitung bereits über die Anklage berichtet.
Sergej W. soll im April das Sprengstoffattentat auf den Mannschaftsbus von Borussia Dortmund verübt haben. Zuvor hatte der Elektrontechniker mit Put-Optionen auf einen Absturz der BVB-Aktien gewettet. Zehn Tage nach dem Anschlag wurde der 28-Jährige schließlich in Tübingen festgenommen. Die Ermittler gingen davon aus, dass der Mann die Sprengsätze in einer Hecke versteckt und gezündet hat.
Wie die „Süddeutsche Zeitung“ berichtet, steht nach Ansicht des Bundeskriminalamts (BKA) inzwischen fest, dass Sergej W. der Täter war. Die Besondere Aufbauorganisation „Pott“ habe die Indizienkette in einem detaillierten Abschlussbericht aufgelistet, heißt es weiter. Die Staatsanwaltschaft Dortmund hatte den Fall Mitte Mai von der Bundesanwaltschaft übernommen, nachdem die Ermittlungen auf das Motiv Geldgier zuliefen. Sergej W. bestreitet nach früheren Aussagen seines Anwalts die Tat. Am Dienstag machte Anwalt Reinhard Treimer keine weiteren Angaben.
Bei dem Anschlag auf den Mannschaftsbus am 11. April wurden Abwehrspieler Marc Bartra und ein Polizist verletzt. Der Bus wollte gerade am Dortmunder Mannschaftshotel abfahren und die Spieler zum Champions-League-Viertelfinalspiel gegen AS Monaco bringen, als die Sprengsätze detonierten. Bartra erlitt einen Bruch der Speiche im rechten Handgelenk und fiel mehrere Wochen aus. Das Spiel wurde daraufhin um einen Tag verschoben. Einige Spieler des BVB berichteten auch Wochen nach dem Anschlag, dass sie die Erlebnisse noch nicht verarbeitet hätten.
Nun muss das Landgericht Dortmund entscheiden, ob es die Anklage zulässt und einen Prozess eröffnet. Es sei nicht damit zu rechnen, dass das Verfahren noch in diesem Jahr beginnen werde, berichtete die „Süddeutsche Zeitung“. (mit dpa)

Tropical Storm Harvey is lingering over southeastern Texas, plunging hundreds of thousands of residents into darkness and shutting in oil refineries and offshore drilling platforms.
Harvey made landfall Friday night as a Category 4 hurricane, the largest storm to strike the U. S. since Hurricane Charley in 2004. Harvey is the first major hurricane — Category 3 or higher — to make U. S. landfall in 12 years.
The greater Houston area is in the midst of its wettest month on record thanks to Harvey, forcing thousands to leave their flooded homes.
Rescuers have pulled more than 2,000 people stranded in their homes and cars as flood waters rose. Eight people have died so far, according to reports.
Aside from the human toll and property damage, Harvey has put tremendous stress on a major hub for U. S. energy production. Here’s a breakdown of Harvey’s toll on the energy industry:
Refining
At least 2.2 million barrels per day of refining capacity has been shut in along the Gulf Coast, which happens to be a refining power house. Texas oil refineries closed down due to flooding, and so far no damage has been reported, according to Platts.
Texas has a more than 4.9 million-barrel-per-day refining capacity, so about 45 percent of the state’s capacity is shut in. No ships are coming in and out of Houston or Galveston, so U. S. exports will be delayed. Some pipelines have also been shut down for the storm.
In total, about 12 percent of the country’s refining capacity is offline, and it’s somewhat being reflected in gas prices.
Offshore Drilling
The Interior Department reports 98 offshore oil and gas platforms have been evacuated as of Monday. That’s about 13 percent of all the platforms operating in the Gulf of Mexico. The department also report five rigs have been evacuated.
In terms of production, more than 331,000 barrels per day, or nearly 19 percent, of production were shut in as of Monday. More than 538 million cubic feet per day, or 18 percent, of offshore natural gas production shut down as well.
More oil and natural gas production was shut in on Saturday, according to federal figures. About 25 percent of offshore oil and natural gas production went offline as Hurricane Harvey ravaged southeast Texas. Harvey has since been downgraded to a tropical storm.
Luckily, Gulf of Mexico oil and gas production is a smaller share of total U. S. production thanks to the advent of hydraulic fracturing and horizontal drilling. That means energy prices may not spike as much as they have after past major Gulf hurricanes.
Electricity
Texas grid operators reported two major transmission lines are out of commissions along with 6,700 megawatts of power capacity. Electricity demand has been way lower, obviously, as thousands of homes and businesses flooded. You can imagine how many power lines have also been demolished by high winds and flooding.
About 300,000 Texans have no electricity.
