A letter from North Korea’s U. N. ambassador, Ja Song Nam, dated Friday and released Monday, asked Egypt as Security Council president to schedule a discussion urgently.
It’s like adding « fuel to open fire » that the U. S. is staging a « provocative and aggressive joint military exercise at this critical moment of the Korean Peninsula, where the situation is just like a time bomb » that nobody is sure « when to blow up,  » he wrote.
It was not clear whether his request for a discussion would be granted, or indeed whether other countries might seek a meeting in light of North Korea’s most recent missile tests Saturday and Tuesday. The latest, which unfolded while it was still Monday at U. N. headquarters, sent a ballistic missile over Japan and then into the Pacific Ocean.
Asked shortly afterward whether the Security Council should take action, Egyptian Ambassdor Amr Abdellatif Aboulatta said that speaking as a national envoy, he wanted to consult with other council members.
Pyongyang regularly argues that the U. S.-South Korean military exercises are an invasion rehearsal. The U. S. says their only purpose is to improve readiness to defend South Korea and maintain stability on the Korean peninsula.

S. State Department’s East Asian and Pacific Affairs Bureau said Monday. She said there was « no equivalency between our defense-oriented military exercises » and North Korea’s nuclear and ballistic missile programs.
With a series of sanctions, the U. N. has called for North Korea to suspend all ballistic missile launches and abandon its nuclear weapons. North Korea has repeatedly said it will never give up its nuclear arsenal, which it sees as a guarantee of its security.
South Korea’s U. N. mission didn’t immediately respond to a request for comment on North Korea’s letter.

The New York City Police Department will be getting rid of the 36,000 Windows 8.1 phones it currently has and will replace them with iPhones by the end of the year. The move comes only two years after the department purchased the devices through the NYPD Mobility Initiative.
Said initiative’s goal is to modernize the NYPD with a budget of $160 million to upgrade the precinct’s technology (including cell phones) .
The last of the purchased Windows phones were only issued to officers a few months ago. The decision comes after Microsoft announced that it would no longer support Windows 8.1 smartphones. The devices also had several apps specially made for the NYPD. Presumably, the apps will have to be rewritten for iOS.
Department heads have already decided to switch over to iPhones instead.
The New York Post stated that the plan to go with Windows phones in the first place had tech experts perplexed. Considering the minuscule 2.3 percent market share Microsoft holds in the cell phone industry, the decision seemed ill-advised. Sources within the NYPD said Deputy Commissioner for Information Technology Jessica Tisch was the sole person behind the decision.

“Nobody purchases 36,000 phones based on the judgment of one person, ” the source told the Post. “I don’ t care if you’ re Jesus f- -king Christ, you get a panel of experts.”
Tisch reportedly went with Windows phones partly because the department was already using a Windows-based video surveillance system at its Security Initiative Command Center in Lower Manhattan.
The department has not said whether it would be moving to the new iPhone 8 or if it would opt for the less expensive iPhone 7. The newest flagship phone is expected to launch in September for around $1,000. If the Deputy Commissioner decides to go with the newer model, the cost will eat up another $36 million of the Mobility Initiative’s budget.
There is also the expense of re-engineering apps to consider. There are nearly a dozen custom applications that the NYPD uses on the current Windows-based phones. Officers can receive alerts, search police databases, file reports and log into the 911 system to check dispatches in real-time.
The department is looking to discuss the matter further when the Deputy Commissioner returns from vacation next week.

Expedia CEO Dara Khosrowshahi appears to have the skills Uber needs to deal with its internal problems and growth aspirations.
SAN FRANCISCO — Deal alert: Expedia CEO Dara Khosrowshahi, the surprise pick to helm Uber, comes with a resume tailored to fixing many of the ride-hailing company’s problems.
Now, the price alert: Khosrowshahi’s success after 12 years leading Expedia means Uber will have to cover nearly $200 million in compensation left on the table, according to a Bloomberg analysis .
But paying that tab may be worth it for a company valued at $70 billion that is desperately in need of a leader to put it back on track, say travel industry experts familiar with the Expedia CEO’s tenure.
« If Uber needs someone who’s strategic, can define true north, and can create a culture of winning, that’s what Dara can do in his sleep,  » says Woody Marshall, a partner at venture capital firm TCV.
« I’ve known him my whole life, and what you see is what you get,  » says Marshall, who says he met Khosrowshahi when they both attended prep school in New York. « Dara is a person of substance who is very steady. Not to mention that he took an also-ran in the industry and turned it into a powerhouse. »
While Khosrowshahi may have neither a familiar name or a visionary reputation, Marshall and others say he may well have precisely what it takes to tackling Uber’s challenges, which include deep cultural issues, a lawsuit from self-driving car rival Google and a dysfunctional board .
Expedia, the online travel booking website, has faced a fiercely competitive landscape, battling both start-ups such as Priceline and tech stalwarts such as Google. Khosrowshahi has made Expedia a leading player in the space via astute dealmaking.
« There’s a lot of overlap (to Uber) ,  » says Dennis Schaal, executive editor of travel industry news site Skift. « It’s getting people from point A to point B. It’s customer service. It’s dealing with partners and regulators. »
On the business front, Khosrowshahi went on a bold acquisition run in recent years that culminated in Expedia’s $1.6 billion purchase of rival Orbitz in 2015, making it the online booking market leader to second-place Priceline.
Under his reign, Expedia also scooped up Hotwire, Trivago and Travelocity. Its stock is worth six times more than it was in 2005 when he was appointed CEO, easily outpacing the tripling of the Nasdaq 100 during the same time period. Over the past year, Expedia stock rose to $142 from $109.
On the personal front, Uber gets in Khosrowshahi a 48-year-old American success story, the son of Iranian immigrants whose financial acumen saw him rise quickly at Barry Diller’s IAC Travel, which bought Expedia in 2003.
Kosrowshahi had been sharply critical of President Trump’s immigration ban push, and he chastised him after Charlottesville for failing to “rise to the expectations of his office.” That stand may sit well with Uber’s riders, who protested former CEO Travis Kalanick’s post-inauguration involvement with a Trump business council, which Kalanick later left .
How he’ll tackle making Uber a more inclusive place for women and underrepresented minorities — one of the recommendations made by ex-U. S. Attorney General Eric Holder — is less clear. Under Khosrowshahi, the company said last year that 51% of employee are women, although only 35% of them are in senior leadership positions. Expedia’s track record of hiring minorities isn’t known.
« He’s built Expedia into a destination business that attracts and keeps good talent, which is significant when you have Amazon and Microsoft in your (Seattle) backyard ready to poach people,  » says Henry Harteveldt, travel industry analyst with Atmosphere Research Group.
Harteveldt also says his interactions with the Expedia CEO reveal a man « who doesn’t suffer fools gladly, he’s very numbers focused, he listens thoughtfully, asks smart questions, and then he’ll share his point of view. I’ve been around some intense conversations with him, but he’s always fair. »
For Jim Fowler, CEO of business insights platform Owler, Khosrowshahi « reminds me a little of Bill Gates, in that he’s quiet, thoughtful, strategic, and a ruthless businessman who beat Expedia’s major competition into submission and now has visions of global dominance. »

Uber has yet to officially announce that Khosrowshashi has accepted its offer, confirming only that he is indeed their candidate of choice. And Diller himself suggested Monday that the ink had yet to dry on the Uber contract.
« Nothing has been yet finalized, but having extensively discussed this with Dara I believe it is his intention to accept,  » Diller said in a note to Expedia employees.
« I also know the struggle he has been having out of both his abiding enthusiasm for Expedia’s future as well as his loyalty to all of us. If Dara does leave us, it will be to my great regret but also my blessing. »

People can drop off water, non-perishable foods, blankets and clothing to Anadarko’s fire station 1. Monetary donations can be dropped off at Anadarko City Hall, where it will be put into a relief fund and given to the American Red Cross.
« We’ re trying to find a town that is about our size that probably won’ t get as much attention and much help. We’ ll send these items down so they will have the additional resources they need, ” Anadarko City Manager Kenneth Corn said.
Corn said they want to find a city with about 6,500 people, like Anadarko.
“We just know a town our size doesn’ t have a lot of resources, ” he said.
The city made the announcement on Monday morning about collecting donations. Right away, people started dropping off items.
“We’ ve had several tornadoes here in the past decade or so and really needed the help of outside folks, and people always came through for us, ” Jason Glidewell, an Anadarko native, said.
Glidewell said it’s a way of giving back to those who have done so much for Oklahoma in times of disaster.
“I hope they know they are not down there by themselves, that we will do the best that we can, ” he said.
The city is accepting donations until noon Thursday. Then, volunteers will drive the donations down to Texas to help with relief.

Trump divides GOP in pardoning convicted sheriff Arpaio

Trump said Arpaio was more worthy of a pardon than some people granted clemency by his two Democratic predecessors.
President Donald Trump defended his pardon of former Phoenix-area sheriff Joe Arpaio in the face of criticism from lawmakers of both parties, calling him a patriot who was unfairly treated by the Obama administration.
“A lot of people think it was the right thing to do, ” Trump said Monday at a press conference at the White House with President Sauli Niinist of Finland. “I stand by my pardon of sheriff Joe.”
Trump said Arpaio was more worthy of a pardon than some people granted clemency by his two Democratic predecessors, former Presidents Bill Clinton and Barack Obama. He specifically cited the controversial pardon of financier Marc Rich, who was convicted of illegally trading with Iran and pardoned on Clinton’s last day in office. He also mentioned Obama’s decision to commute the sentence of Chelsea Manning, a former Army soldier convicted by court martial for disclosing classified and sensitive government documents to WikiLeaks.
The reprieve of Arpaio, who was convicted of federal misdemeanor criminal contempt this year after a judge found he had defied a court order to stop targeting Latinos with sweeps of suspected undocumented immigrants, has drawn fresh criticism of the president’s handling of racially-charged issues.
The Arpaio pardon, announced late on a Friday night while the nation focused on Hurricane Harvey’s landfall in Texas, stirred broad criticism, including objections from Republican lawmakers such as House Speaker Paul Ryan.
Trump said he didn’ t try to bury the news of the pardon on a Friday night because “ratings would be higher” for news programs thanks to coverage of the hurricane. During 24 years as sheriff of Maricopa County, Arpaio, 85, segregated prisoners by race and forced them to live in outdoor tents in the sun, wear pink underwear, and work on chain gangs.
While supporters argued the tactics were a successful deterrent to criminal behavior in the county, which includes the city of Phoenix, detractors said the practices were racist and pointed to multiple instances of mistreatment that led to the death or injury of prisoners. Arpaio also drew attention for his support of Trump’s effort to falsely accuse Obama of not being born in the U. S.
An aide to Ryan, a Wisconsin Republican, said the pardon undermined respect for the rule of law.
“Law enforcement officials have a special responsibility to respect the rights of everyone in the United States, ” Ryan spokesman Doug Andres said in an email. “We should not allow anyone to believe that responsibility is diminished by this pardon.”
In an Associated Press interview, Arpaio struck a defiant tone in insisting he “didn’ t do anything wrong” and questioning whether his judge was fair.
Arpaio called U. S. District Judge Susan Bolton biased and questioned the growing number of critics across the United States who denounced his pardon as a political reward for having been an early supporter of Trump’s campaign.
“Why are they speaking out right now? I’ ve been sheriff for 24 years. Are they coming out against me because of a biased judge?” said Arpaio, who was voted out of office last year. He declined to explain how he believes the judge acted unfairly.

Geopolitical tensions returned to the fore after North Korea launched a ballistic missile that flew over Japan on Tuesday. The missile headed in the direction of the Tohoku region before falling in the sea, Japan’s NHK said. The last time a projectile from the hermit state flew over Japan was 2009, according to Reuters.
Demand for traditional safe-haven assets rose following the latest provocation from North Korea, with demand for gold and the Japanese yen picking up in the aftermath of the missile launch.
Spot gold prices rose to their highest in around 10 months on safe-haven demand. The yellow metal fetched as high as $1,322.33 an ounce after trading around the $1,290 handle earlier in the session. Spot gold last traded at $1,315.81.
Meanwhile, the Japanese currency strengthened to trade at 108.56 yen to the dollar at 7: 01 a.m. HK/SIN as investors fled to safety.
The yen had more scope to gain against the dollar due to risk aversion, BK Asset Management Managing Director of FX Strategy Kathy Lien said in a note. « If [President Donald] Trump responds with more than harsh words for North Korea, we could see dollar/yen drop as low as 108,  » wrote Lien.
Meanwhile, Dow Jones industrial average futures opened more than 100 points lower following the North Korea missile news.
Elsewhere, energy markets continued to process the impact of Tropical Storm Harvey, a downgraded former hurricane. U. S. gasoline futures settled up more than 3 percent at $1.7123 a gallon, Reuters said. Gasoline futures had risen more than 6 percent in the overnight session as refineries in the Houston area were shut down.
Also on the energy front, Brent crude futures shed around 1 percent to settle at $51.89 a barrel and U. S. futures tumbled 2.7 percent to settle at $46.57.
Stateside, oil refinery stocks rose as investors digested the aftermath of Harvey. The Dow Jones industrial average edged down 0.02 percent, or 5.27 points, to close at 21,808.4. Other major indexes recorded slight gains: The S&P 500 added 0.05 percent, or 1.19 points, to end at 2,444.24 and the Nasdaq rose 0.28 percent, or 17.37 points, to close at 6,283.02.
In currencies, the dollar index, which tracks the greenback against a basket of currencies, softened overnight to stand at 92.195 after trading as high as 92.550 earlier in the session.
Investors are also expected to keep an eye on earnings releases in Australia and Hong Kong, with companies such as Shanghai Fosun Pharma and Postal Savings Bank of China expected to report.

Лидер Украины подчеркнул, что со своей стороны поручил руководству ВСУ продолжать придерживаться объявленного режима тишины.
Также П. Порошенко отметил, что обсуждал тему соблюдения режима прекращения огня на совещании с военным руководством в Краматорске в понедельник.
« Режим прекращения огня по случаю начала учебного года должен вступить во всеобъемлющий характер, создав благоприятные условия для продвижения мирного процесса с целью восстановления суверенитета и территориальной целостности Украины », написал президент Украины.

A Houston television station reported Monday that six family members were believed to have drowned when their van was swept away by floodwaters. The KHOU report was attributed to three family members the station did not identify. No bodies have been recovered.

The Texans have been in the Dallas area since early Sunday morning. The team played a preseason game in New Orleans on Saturday and could not return to Houston because of the inclement weather. The Texans practiced at the Cowboys’ facility on Monday and are scheduled to do so on Tuesday as well.
Earlier Monday, Texans defensive end J. Watt said that if a game was going to be played this week, it should involve fundraising to help Houston residents affected by the flooding. On Saturday, Watt started an online fundraiser to raise money for flood relief efforts. As of Monday evening, it had raised nearly $750,000.
The Texans and owner Bob McNair also donated $1 million to the United Way of Greater Houston Flood Relief Fund. The NFL Foundation said it would match the $1 million donation.
In a release, the NFL said it will work with the Texans to « continue to closely monitor the situation in Houston and adjust the team’s plans as necessary. »
