"Basic Economy" airline fares save you money, but come at a cost

Delta, United and American all have, or will soon be launching “Basic Economy” fares, a select number of bargain basement seats that offer fewer perks than a traditional coach ticket — but just what’s in and what’s out varies by carrier.
On its website, Delta explains, “This fare is designed for those Delta passengers who, first and foremost, want a great value, and who do not plan or want to: 1) change their ticket; 2) upgrade; or 3) select their seat in advance.”
We also don’t know pricing yet for American and United’s Basic economy, but several airline sources say the fares are designed to be competitive with the cheap tickets offered by ultra-low fare carriers Spirit, Allegiant and Frontier.
On some shorter flights, the price difference may not be worth the sacrifices. On a recent search we found Delta’s Basic fare to be only $25 cheaper than standard economy on a flight between New York City and Atlanta.
United plans to start selling the Basic Economy fares later in the first quarter of 2017 for service to/from Minneapolis. The airline plans to roll out the service from there. This month, American plans to launch its Basic Economy in 10 yet-unannounced markets.
“American Airlines now has something to offer every customer, from those who want simple, low-price travel to those who want an ultra-premium experience via First Class,” said American Airlines President Robert Isom in a statement. “Importantly, this new fare product also gives American the ability to compete more effectively with the growing number of ultra low-cost carriers.”
The airlines are not adding a new cabin or section of the aircraft. The Basic Economy seats will be in the standard economy cabin — likely middle seats towards the back — but won’t be marked or otherwise noticeably identifiable.
Here’s the breakdown, according to the airlines and travel website airfarewatchdog.com. The United Basic Economy appears to be the most strict, offering fewer options, even to frequent flyers with status.
Passengers will be allowed one “personal item” as a carry on (think purse, small backpack or laptop bag); it must be stored under the seat in front of you. All other bags must be checked in at the ticket counter in the terminal lobby. Fees for checked bags start at $25. George Hobica, founder of airfarewatchdog.com, points out the maximum size of the allowed bag is just the maximum carry-on bag size: 9 x 10 x 17 in.
Passengers with elite status will be allowed to use the overhead bin.
While the airline believes it can manage the check-in process to prevent Basic Economy flyers from bringing more than the personal item to the gate, travelers trying to bring a second carry-on or a larger-than-allowed bag can expect to be charged — likely a $25 fee plus the checked bag charges.
Passengers on a Basic Economy fare will have their seat assigned prior to boarding by United. There are no upgrades allowed, regardless of frequent flyer status, and these flyers will board in the last boarding group (so there probably wouldn’t be overhead bin space anyway). A Basic Economy ticket will earn you Mileage Plus miles, which are based on ticket price, but not the “elite qualifying miles, segments or dollar,” coveted by business flyers. These flights also won’t count toward lifetime miles or the four-segment minimum for elite status.
The tickets are non-refundable and not able to be changed. No same-day standby or changes.
Flyers with a United branded credit card or elite status will be able to avoid the checked bag fees and may get priority boarding.
Once on board, with your personal item stowed under the seat in front of you, Basic Economy fare customers will find the same experience as anyone else in coach. Soda, water and snacks will remain complimentary. They’ll also have access to the United inflight entertainment, which includes free streaming entertainment to your mobile device.
Passengers will be allowed one personal item that must fit under the seat; no overhead bin luggage may be brought on board. Hobica points out the bag is small — maximum size is just 18 x 14 x 8 in.
Larger carry-ons and other luggage, such as rollerboard bags must be checked at the ticket counter in the terminal lobby prior to security. This is important because if a Basic Economy passenger brings a larger-than-allowed bag to the gate area, there will be a $25 service fee per bag plus the checked bag fee, which starts at $25 for the first bag, $35 for each additional bag. The service fee will only be charged for the first two bags.
Seat assignments will be made automatically at check in, but American will allow you to purchase a seat assignment up to 48 hours before your flight. Like United, Basic Economy passengers will be in the last boarding group and fly in the Main Cabin (standard economy) section of the aircraft. Like United, upgrades are not allowed, regardless of elite status.
American says the tickets are “use it or lose it,” meaning non-refundable, and non-changeable. Same-day flight changes and same-day standby are also not permitted.
Flyers with Elite status and those with an eligible American Airlines credit card will continue to receive Priority or preferred boarding even when purchasing this fare and will be allowed to bring one personal item, one rollerboard, and they maintain their current free checked bag allowance.
Unlike United, American will offer full AAdvantage miles and Elite Qualifying Dollars may be earned when purchasing these fares; however, only one-half Elite Qualifying Mile will be earned per mile flown, and one-half Elite Qualifying Segment per segment flown.
The airline promises Basic Economy passengers will have the same experience as any other main cabin customer receives, including access to free inflight entertainment (where available), complimentary water, soft drinks and snacks. Again, the seats will be the same as the rest of the Main Cabin.
Calling it Basic Economy , Delta offers a “value-fare product for price-driven customers offering limited flexibility and product attributes.” Unlike United and American, Delta’s basic fare does not prohibit larger carry-ons and allows overhead bin use. That said, you’ll likely be among the last to board, so be prepared for the bins to be full.
The fare class is available in select markets and typically represents the carriers lowest fares, but seats are assigned after check-in by Delta. Like United and American, the tickets are non-refundable, non-changeable, not eligible for any kind of upgrade, and same-day flight changes and same-day standby are not allowed.
Flyers will continue to earn SkyMiles, Medallion Qualifying Miles, Medallion Qualifying Segments and Medallion Qualifying Dollars, but those with status will not get the benefit of early boarding or checked bag allowance.
All three airlines will allow changes and cancelations within 24 hours of booking, but some limit it that to reservations made at least seven days prior to departure. As always, read the fine print.
Allegiant allows a personal item, but a carry-on bag for a fee for the overhead bin comes with a fee ranging from $15-$20 each way if paid at booking to $50 if paid at the airport. Advanced seat selection can cost up to $80, and priority boarding sells for $4 to $12, according to airfarewatchdog. The airline does allow cancelations and changes for $75 dollars which is not allowed under the Basic Economy of United, American and Delta.
Over at Frontier, the carry-on bag (or overhead bin fee, if you’d rather) is $30-$35 each way if paid online at booking or up to 24 hours before flight time. The cost rises to $60 at the gate. Advanced seat assignments are $6 dollars up to 24 hours before the flight and free at check in. The cancelation/change fee is $99 dollars.
At Spirit, the trailblazer for ultra-low fare carriers in the United States, the Bare Fare, allows a small personal item that fits under the seat, large bags (and the overhead bin) come with a cost — about $35 at booking $45 before/during online, $55 at the airport check-in counter and $100 at the gate. Checked bags also vary in price. Advanced seat assignments range from as little as a $1 dollar to $50, but upgrades are available to “Big Front Seats” that cost $12-$199 per flight segment. Cancelations and changes will run you about $100.
While United, American and Delta won’t charge for drinks and snacks, those come with a cost on the ultra-low fare carriers, as can things like printing a boarding pass from an airport kiosk. Bottom Line: Do your homework before you fly.

Trump cabinet: Rex Tillerson confirmed as top US diplomat

NewsHubRex Tillerson, the former chairman and CEO of Exxon Mobil, has been confirmed by the US Senate to become President Donald Trump’s secretary of state.
The Texas native, 64, was cleared for full Senate approval in a 56-43 vote.
The vote came after Senate Republicans changed the rules in order to approve Mr Trump’s nominees for health and treasury, despite a Democratic boycott.
Mr Tillerson, who has never held political office, faced intense scrutiny over his ties to Russia.

The former oil chief forged multibillion-dollar deals with Russia’s state oil company, Rosneft, and was awarded the Order of Friendship by the Kremlin in 2013.
In his Senate confirmation hearing, he admitted that the West had reason to be alarmed by Russian aggression, but he refused under questioning to label Mr Putin a war criminal.
As America’s top diplomat, Mr Tillerson will handle relations with countries including China and Russia and negotiate matters such as climate change and human rights, on behalf of President Trump.
The Senate voted largely along party lines, despite speculation that some Republicans would not approve his nomination.
Though some critics suggested Mr Tillerson would not be able to give up his corporate interests, supporters contended his background as a global dealmaker would bring fresh perspective to the role.
Mr Tillerson’s confirmation was more contentious than those of his predecessors.
The Senate confirmed President Barack Obama’s selections John Kerry 94-3 and Hillary Clinton 94-2.
President George W Bush’s secretary of state, Condoleezza Rice, was confirmed 85-13 while Colin Powell was approved by a voice vote.
One of Mr Tillerson’s first challenges may be allaying fears at the State Department over President Trump’s order to ban travel or immigration from seven mostly Muslim nations.
Nearly 1,000 US diplomats and Foreign Service officers signed a memo of dissent on Tuesday regarding the travel ban.
Mr Tillerson will be tasked with restoring relations with those affected countries as well as outraged European leaders.
British Prime Minister Theresa May, fresh off a US diplomatic visit, opposed the ban on Monday.
Also infuriated is Mexican President Enrique Pena Nieto, who cancelled his planned Washington trip over Mr Trump’s insistence that the neighbouring country would pay for a wall along the US border.
« He will start at a disadvantage and will have to play catch-up to build trust with his foreign counterparts and with State Department employees, » said John Bellinger, a State Department legal adviser under Republican President George W Bush.

On the other hand, he is not in what I believe to be the mainstream of judicial thought. And one of the things we learned from Judge [Merrick] Garland is that it’s not enough to be a brilliant judge. It’s not enough to be a great judge. If that were true, there wouldn’t be a vacancy. Judge Garland would be in that seat,” Boies, chairman of law firm Boies, Schiller & Flexner, said Wednesday on “CBS This Morning.”

Nominated almost a year after the death of Justice Antonin Scalia , Gorsuch has served more than 10 years on the 10th U. S. Circuit Court of Appeals in Denver and is considered to be a conservative judge. Harvard and Oxford-educated, Gorsuch was confirmed to the appeals court in 2006 without opposition.
Boies, who helped lead the legal fight to overturn California’s gay marriage ban and paved the way for marriage equality, said Gorsuch’s ideology is “probably comparable” to Justice Scalia’s, “maybe even a little more conservative on some issues.”

Gorsuch will need to get past Senate Democrats, however, who are still furious that Republicans blocked Garland’s Supreme Court nomination. But according to CBS News congressional correspondent Nancy Cordes, some Senate Democrats have expressed skepticism but not outright opposition.
“I’m troubled by his stance on privacy rights, particularly women’s health care, worker and consumer protections, public health and safety. I’m going to continue to review his record,” Connecticut Sen. Dick Blumenthal said.
If Democrats try to block the nomination, GOP leaders could decide to exercise what’s called the “ nuclear option ” and abolish the filibuster, inflaming partisan tensions even further.
Despite the divide between the two parties over the confirmation process, Boies is convinced it will not come down to “tit for tat.”
“I think what is important for the Supreme Court is that you do have ideological balance,” Boies said. “You can’t have a rule that only Republican presidents get to appoint Supreme Court justices and the Democrats have to accept whoever the Republican puts up. I think it’s unfortunate.”
Boies said there have to be the same rules for both Republicans and Democrats. Without it, “you don’t have balance on the Supreme Court.”

White House: 'We are officially putting Iran on notice'

NewsHubUS President Donald Trump’s National Security Advisor has accused the Iranian government of « malign actions » after a missile test.
Without elaborating, Michael Flynn told White House reporters: « As of today, we are officially putting Iran on notice.  »
Washington earlier declared the test to be « absolutely unacceptable ».
Iran confirmed on Wednesday it had tested a missile over the weekend, but denied violating a UN Security Council resolution.

Mr Flynn did not provide any further details of what actions the US may be planning in response to the test, which Pentagon officials say failed upon re-entry into the earth’s atmosphere.
The launch prompted the US to accuse Iran of violating UN resolution 2231, which « calls upon » Iran not to « undertake any activity related to ballistic missiles designed to be capable of delivering nuclear weapons ».
As part of its final negotiations for the 2015 nuclear agreement with six world powers, Tehran agreed to an eight-year extension of the UN ban on ballistic missile development.
During the White House daily press briefing, Mr Flynn did not accuse Tehran of violating that nuclear accord.
But the national security adviser did describe the Obama administration-brokered deal as « weak and ineffective ».
« Instead of being thankful to the United States for these agreements, Iran is now feeling emboldened, » he said.
He said « the Obama administration failed to respond adequately to Tehran’s malign actions – including weapons transfers, support for terrorism and other violations of international norms ».
Mr Flynn also pointed to a recent attack against a Saudi warship by Iranian-backed Houthi militants as evidence of « Iran’s destabilising behaviour across the Middle East ».
During Mr Trump’s campaign for president, he frequently attacked the nuclear pact with Iran, vowing to « dismantle the disastrous deal ».
In December 2016 Iranian President Hassan Rouhani told an audience at the University of Tehran that he would not allow Mr Trump to « rip up » the deal, Reuters news agency reported.
On Wednesday Iranian Defence Minister Hossein Dehghan stood by their missile test.
« We have previously announced that we will execute the programmes we have planned in production of defence equipment meant for our national interests and objectives, » Iranian media quoted him as saying.
« Nobody can influence our decision. We will not allow foreigners to interfere in our defence affairs. «

Michael Flynn says Iran "on notice" for missile test

President Donald Trump’s national security adviser says the administration is putting Iran “on notice” after it tested a ballistic missile.
Gen. Michael Flynn (ret) told reporters Wednesday that the Trump administration “condemns such actions by Iran that undermine security, prosperity and stability throughout and beyond the Middle East that puts American lives at risk.”
“Iran continues to threaten U. S. friends and allies in the region,” Flynn said, adding that the U. S. is putting Iran on notice because “Iran is now feeling emboldened,” and the Obama administration failed “to respond adequately” to Iran’s actions.
His comments came after Iran conducted a ballistic missile test , and Iran-backed Houthi rebels had attacked a Saudi frigate. The ballistic missile launch flew 550 nautical miles and then exploded, CBS News’ David Martin reported. According to the Associated Press, a defense official said that the missile test had ended with a “failed” re-entry into the earth’s atmosphere.
Iran’s foreign minister denied the charge and issued his own warning to the U. S., CBS News’ David Morgan reports. The U. S., he said, “must not abuse this issue to spark a fresh tension.”
A White House official told Morgan that the administration is reviewing all options against Iran from economic to the military — and the official said Iran should heed Flynn’s warning and change its behavior.
There is a U. N. Security Council resolution in effect that prohibits testing ballistic missiles designed to deliver nuclear warheads. The 2015 Iran nuclear deal included an eight-year extension of the ban, although Iran has flaunted the restriction.

Ermittlungen gegen Vorstandschef | Razzia bei der Deutschen Börse

NewsHubDie Staatsanwaltschaft Frankfurt am Main ermittelt gegen Deutsche-Börse-Vorstandschef Carsten Kengeter wegen des Kaufs von Aktien des Dax-Konzerns.
Wie die Wirtschaftswoche berichtet, gab es dazu sogar eine Razzia in den Geschäftsräumen der Börse. In der Zentrale in Eschborn und in mehreren weiteren Objekten rückten demnach Polizei und Staatsanwaltschaft an, durchsuchten die Räume.
Vorwurf laut Wirtschaftswoche: Insiderhandel. Offenbar soll der Börsenchef Aktien des eigenen Unternehmens gekauft haben als er schon von der geplanten Fusion mit der Londoner Börse wusste. Kengeter habe die Anteile am 14. Dezember 2015 im Rahmen des neuen Vorstandsvergütungsprogramms des Konzerns erworben, das Investments des Führungsgremiums in das Unternehmen vorsehe. Kengeter kaufte an dem Tag 60 000 Aktien im Wert von insgesamt 4,5 Millionen Euro, wie aus öffentlichen Unterlagen der Deutschen Börse hervorgeht.
Nach dem gestrigen Brexit wurde eine Gefährdung des Fusionsplans der Deutschen Börse und des London Stock Exchange vermutet.

Die Deutsche Börse hatte im Februar 2016 – also zwei Monate nach dem Kauf des Aktienpakets – verkündet, sich mit der London Stock Exchange zusammenschließen zu wollen. Danach stieg der Aktienkurs beider Unternehmen deutlich. Derzeit prüfen verschiedene Aufsichtsbehörden das Fusionsvorhaben.
Der Sprecher der Deutschen Börse AG erklärte, die Aktienkäufe seien Teil eines neuen Vergütungsprogramms für den Vorstand gewesen. Dieses Programm habe eigene Investitionen der Vorstandsmitglieder in das Unternehmen vorgesehen.
Das Unternehmen bestätigte am Mittwochabend, dass es Ermittlungen gibt, nannte aber keinen konkreten Vorwurf. Die Deutsche Börse teilte mit, Kengeter und das Unternehmen kooperierten „in vollem Umfang“ mit der Staatsanwaltschaft. Die Staatsanwaltschaft Frankfurt war für eine Stellungnahme zunächst nicht zu erreichen.

NewsHubMünchen – Der Mann, der auf einer Universitätstoilette in München eine Studentin vergewaltigt haben soll, hat ein Geständnis abgelegt.
Er habe die Tat bei seiner Vernehmung zugegeben, sagte ein Polizeisprecher. Der 25-Jährige soll am Freitag einer Studentin auf die Damentoilette der Ludwig-Maximilians-Universität gefolgt, die Tür mit roher Gewalt geöffnet und die Frau vergewaltigt haben.
Am Freitag wurde in München eine Studentin (25) auf der Uni-Toilette vergewaltigt. Am Montag nahm die Polizei einen Verdächtigen fest.

Das ebenfalls 25 Jahre alte Opfer wehrte sich trotz eines noch nicht verheilten Armbruchs heftig – jedoch vergeblich.
Im Anschluss verwickelte die Frau ihn in ein Gespräch. Seine Angaben, wonach er „Max, 20 Jahre, Student der Mathematik, zweites Semester“ sei, sind offensichtlich falsch. „Er sagt, er ist Student der Physik an der Technischen Universität, wobei das von der Polizei noch nicht verifiziert ist“, berichtete der Sprecher aus der Vernehmung.
Der mutmaßliche Täter, der am Montag offensichtlich nach einem erneuten Überfallversuch nach der gleichen Masche festgenommen worden war, sitzt nun in Untersuchungshaft.
„Und das wird auch in nächster Zeit so bleiben“, betonte der Polizeisprecher und verwies darauf, dass weitere Tatzusammenhänge geprüft würden.

Apple is reportedly making a new Mac chip that potentially boosts battery life

NewsHubApple is reportedly working to develop a new chip for future MacBooks – potentially allowing the company to push better battery life out of its line of laptops.
The new chip has been in development since last year and is based on the proprietary silicon Apple debuted to power its innovative Touch Bar on the latest MacBook Pro , according to sources speaking with Bloomberg .
People familiar with the matter say the chip can take over some of the functions currently handled by Intel’s processors, allowing Apple to scale back the business partner’s role in creating future Mac laptops.
One such functionality Apple is rumored to be aiming for handles the efficiency of the MacBook Pro during low-power or sleep modes, potentially leading to a better battery life overall.
Despite its advancements, Apple’s latest MacBook Pro hit a snag with some disappointed consumers, at least in part because of inconsistent battery life. Apple did patch a battery bug in a recent macOS update.
Setting aside the chip housed inside the MacBook Pro’s Touch Bar, Apple is no stranger to making its own chips.
The gadget giant’s iOS products have seen plenty of proprietary silicon, from the debut of the Apple A4 in 2010 leading all the way to the Apple A10 used in the iPhone 7 and iPhone 7 Plus .
While it’s still not known for sure when Apple’s latest chip will make an appearance – or what its exact purpose will be – producing more of its own parts independently of Intel may be a worthwhile investment, giving the Apple even more control over its prices and products.
