Jean-Claude Juncker will kein zweites Mal antreten

Der Luxemburger schließt eine weitere Amtszeit aus – und äußert starke Zweifel an der Einigkeit der EU bei den Brexit-Verhandlungen.
EU-Kommissionspräsident Jean-Claude Juncker schließt eine weitere Amtszeit an der Spitze der EU-Kommission aus. Er werde « nicht noch einmal antreten », sagte er dem Deutschlandfunk laut einer Vorabmeldung vom Samstag. Juncker ist seit November 2014 Kommissionschef und für einen Zeitraum von fünf Jahren gewählt.
In dem Interview äußerte am Samstag auch seine Sorge über die wachsende Europaskepsis und die bevorstehenden Brexit-Verhandlungen. « Ich hatte mir vorgestellt, am Anfang meines Mandats, dass ich konstruktiv arbeiten könnte, die Dinge besser in den Griff zu kriegen, so dass die Menschen wieder Vertrauen fassen in Europa, das sie ja erkennbar verloren haben », sagte Juncker. « Und jetzt bin ich damit beschäftigt – mehrere Stunden am Tag – mich mit der Planung des Ausscheidens eines Mitgliedslandes zu beschäftigen. Das ist keine Zukunftsaufgabe.  » Juncker habe außerdem Zweifel, ob es den 27 Mitgliedstaaten der EU gelingen wird, bei den Brexit-Verhandlungen geeint aufzutreten. Er fürchte, dass die Briten es schaffen werden, « ohne große Anstrengung die anderen 27 Mitgliedsstaaten auseinanderzudividieren ».
Auch wenn Juncker sagt, dass er sich bei seinem Wahlkampf 2014 in Europa « neu verliebt » hätte, will er sich nun nicht für eine weitere Amtszeit als Kommissionschef bewerben. Juncker war, bevor er die EU-Behörde leitete, Premier- und Finanzminister von Luxemburg. Schon früh engagierte er sich in der europäischen Politik, er gilt als einer der erfahrensten Europapolitiker. Zwischen 2005 und 2013 war Juncker Vorsitzender der Eurogruppe und als solcher maßgeblich an der Organisation der finanziellen Hilfen für Griechenland beteiligt.
Seiner Wahl zum Kommissionschef ging damals ein monatelanger Streit voraus. Es ging um die Frage, wie der EU-Kommissionspräsident bestimmt werden soll. Bisher hatten die europäischen Staats- und Regierungschefs einen Kandidaten nominiert. Vor der Europawahl 2014 stellten jedoch die beiden großen Parteien zum ersten Mal Spitzenkandidaten auf. Die konservative EVP schickte Juncker ins Rennen, die Sozialdemokraten Martin Schulz – ohne das gesichert war, dass der Wahlsieger tatsächlich Kommissionspräsident werden würde.
Nach wochenlangen Diskussionen setzte sich das EU-Parlament mit seiner Interpretation des Vertrags von Lissabon durch: Die stärkste Parteienfamilie, Junckers EVP, sollte schließlich den Chef der EU-Kommission stellen. Das Parlament wählte den Luxemburger dann im November 2014 an die Spitze der Kommission. Zu den größten Herausforderungen seiner Amtszeit gehörte von Beginn an die Überwindung der Wirtschaftskrise und der hohen Arbeitslosigkeit im Süden Europas. Später wurde die Flüchtlingskrise zu einem der wichtigsten Themen für den Kommissionspräsidenten.
Junckers Amtszeit begann turbulent. Kurz nach seiner Wahl geriet er wegen der « Luxemburg-Leaks » unter Druck , Enthüllungen eines internationalen Reporternetzwerkes, an denen auch die SZ beteiligt war. Diese belegten, dass Unternehmen in Luxemburg teilweise weniger als ein Prozent Steuern zahlten – zu Lasten anderer Länder und deren Steuerzahlern. Als Finanz- und Premierminister war Juncker maßgeblich am Aufbau Luxemburgs als Steueroase beteiligt. Als Kommissionschef stand er plötzlich an der Spitze ausgerechnet der Behörde, die wegen der Steuerpraktiken gegen Länder wie Luxemburg ermittelte. Das brachte ihm Vorwürfe eines Interessenkonfliktes ein. Das Amt kosteten ihn die Anschuldigungen aber nicht.

Schalke gewinnt 2:0 – Reparaturarbeiten

Beim Abpfiff waren diesmal die Tribünen voll. Während bei den vergangenen Heimspielen des FC Schalke 04 kurz nach dem Ende ob der deprimierenden Darbietungen kaum noch jemand in der Gelsenkirchener Arena ausgeharrt hatte, waren die Menschen nach dieser Begegnung auch Minuten nach dem Ende noch verzückt von ihrer Mannschaft. Dieses 2:0 (1:0) am Samstagabend gegen Hertha BSC, es war nicht irgendein Sieg.
Die Mannschaft von Trainer Markus Weinzierl hat ihren Anhängern den Glauben daran zurückgegeben, dass sie willens und in der Lage ist, die bislang missratene Saison so gut es geht zu reparieren. Dem Ruhrgebietsklub bleibt weiterhin zumindest die Hoffnung auf das Erreichen des internationalen Wettbewerbs.
Die Schalker versuchten es auf dem frisch verlegten Rasen mit flachen Pässen und Kombinationsfußball, diese Lehre hat die Mannschaft aus den ersten beiden Heimpartien 2017 gegen den FC Ingolstadt (1:0) und Eintracht Frankfurt (1:0) gezogen: Brachialer Fußball aus einer vergangenen Zeit, der als einziges Mittel den langen, unkontrollierten Ball in die Angriffsreihe vorweisen kann, hat kaum Erfolgsaussichten. « Wir haben nach dem Frankfurtspiel den Ansatz gewählt, flach zu spielen, uns im Spielaufbau mehr zuzutrauen und von hinten heraus besser zu spielen », erklärte Weinzierl nach der Partie bei Sky. Weshalb der Klub aber erst jetzt den Untergrund erneuert hat und sein Team auf holprigem Geläuf in der heimischen Arena antreten ließ, dürfte eines der großen Rätsel im an rätselhaften Ereignissen reichen Gelsenkirchener Traditionsklub bleiben. Denn der Effekt war nicht zu übersehen.
Bereits im Bundesligaspiel beim FC Bayern (0:1) und im DFB-Pokal-Achtelfinale bei Zweitligist SV Sandhausen (4:1) war der Wille der Spieler zur Veränderung unverkennbar. Das setzte sich nun deutlich intensiver fort. Ralf Fährmann schlug die Bälle zwar weit in die Berliner Hälfte, doch damit war er der einzige Schalker. Die spielerische Herangehensweise verschaffte den Schalkern mehr Ballbesitz, sie bauten ihre Angriffe behutsam auf, was in der Hinrunde so oft ein Schalker Schwachpunkt gewesen war. « Wir haben bewiesen, dass wir den Ball laufen lassen können », fand Leon Goretzka: « Wir hatten die Spielkontrolle. Das war kein glücklicher Sieg, sondern verdient und deutlich.  » Vor allem die zentralen und technisch versierten Mittelfeldspieler Goretzka und Nabil Bentaleb waren besser als noch vor Wochen in der Partie und brachten ihre spielerischen Qualitäten effektiv zur Geltung.
Die Probleme der Schalker waren, zunächst, nur die Chancenverwertung – Goretzka scheiterte am Pfosten und an Torhüter Rune Jarstein – und Berliner Konter. Doch es blieb der Abend der Schalker, und der Abend für schönen Fußball. Nabil Bentaleb setzte mit einem perfekten Heber Burgstaller in Szene, überspielte so gleich drei Gegenspieler und bediente den Österreicher, der gekonnt zur Führung nach 41 Minuten verwandelte.
Die Spieler von Markus Weinzierl behielten ihre Spielweise auch in der zweiten Hälfte bei und ihre Dominanz wurde nahezu minütlich größer. Dass Leon Goretzka beim zweiten Schalker Treffer über das halbe Feld laufen und dann auch noch nach 61 Minuten nahezu ungestört von der Strafraumlinie verwandeln konnte, passte ins Bild der Schalker Zielstrebigkeit.

Brexit: Oettinger rechnet mit Milliardenkosten für Deutschland

Laut dem EU-Haushaltskommissar muss Deutschland nach dem Brexit womöglich höhere EU-Beiträge bezahlen. Die steigenden Kosten sind seiner Meinung nach vertretbar.
Der EU-Austritt Großbritanniens könnte Deutschland nach Einschätzung von EU-Haushaltskommissars Günther Oettinger (CDU) rund eine Milliarde Euro kosten. « Es gibt zwei Extremszenarien: Wenn der Haushalt gleich bleiben sollte, müssten die anderen einspringen. Wenn wir den Haushalt um den Briten-Beitrag kürzen, dann nicht », sagte Oettinger der Bild am Sonntag. « Eine dritte Option läge dazwischen: Sollte es dazu kommen, könnten auf Deutschland Mehrkosten von beispielsweise einer Milliarde Euro zukommen.  » Dies sei vertretbar angesichts der Vorteile, die der Binnenmarkt und gemeinsame Standards für die europäische und damit für die deutsche Wirtschaft böten.
Der Einführung einer EU-Steuer erteilte Oettinger eine Absage: « Wir wollen keine eigene Steuer und schon gar keine Einnahmequelle, die on top dazukommt. Wir wollen das jetzige System weiterentwickeln, bei dem jeder Mitgliedsstaat einen bestimmten Prozentsatz des Bruttonationaleinkommens an uns überweist.  » Großbritannien zahlte laut Oettinger zuletzt im Durchschnitt rund acht Milliarden Euro netto pro Jahr in den EU-Haushalt ein.
Trotz der Unwägbarkeiten durch den Brexit sieht Oettinger die Zukunft der Europäischen Union optimistisch. Er baue fest darauf, dass die anstehenden Wahlen Europa und nicht die Rechtspopulisten stärken. « In den Niederlanden werden proeuropäische Parteien die Mehrheit gewinnen, in Frankreich wird Frau Le Pen nicht über 30 Prozent hinauskommen und spätestens in der Stichwahl gegen eine breite Allianz der französischen Demokraten verlieren », so die Prognose Oettingers. « Und in Deutschland wird die nächste Regierung europafreundlich sein – mit Frau Merkel als Kanzlerin. «

The South’s Joint Chiefs of Staff said in a statement that the projectile was fired from an area in the country’s western region around Banghyon, North Pyongan province, which is where South Korean officials have said the country test-launched its powerful midrange missile Musudan on Oct. 15 and Oct. 20. 
An official from Seoul’s Defense Ministry says it isn’t clear whether the projectile was a ballistic missile. The official didn’t want to be named, citing office rules. 
The North conducted two nuclear tests and a slew of rocket launches last year in continued efforts to expand its nuclear weapons and missile programs. 
Kim Dong-yeop, an analyst at the Institute for Far Eastern Studies in Seoul, said that the projectile could be a Musudan or a similar rocket designed to test engines for an intercontinental ballistic missile that could hit the U. S. mainland.

The president spent a good part of his Saturday golfing with Japanese Prime Minister Shinzo Abe as he hosts his first foreign leader at his winter estate in Palm Beach, Florida.
After a rocky diplomatic start that included contentious phone calls with the leaders of Mexico and Australia, the friendly weekend of meetings, dinners and golf suggests the new president is willing to invest time in developing close personal relationships with leaders he feels he can work with.
Trump and Abe, both frequent golfers, left Mar-a-Lago early Saturday morning and headed north to one of Trump’s golf courses in Jupiter, Florida. Reporters and photographers from both countries did not catch a glimpse of the pair as they played. But Trump later posted a photo of them giving each other a high-five on the golf course and tweeted, « Having a great time hosting Prime Minister Shinzo Abe in the United States!  »
The Trump National Golf Club website, in typical Trumpian language, claims the course « features the finest revetted bunkers in the United States, incredible water hazards, including a magnificent island green, and one of the most picturesque landscapes, all of which make for a truly memorable round.  »
The pair also paid a visit to another nearby Trump property: The Trump International Golf Club in West Palm Beach.
Abe had joked at a joint press conference at the White House on Friday that he was looking forward to playing golf with Trump, even though, he claimed, he’s not nearly as good on the links.
He said he planned to use the time to discuss the future of the world, the Pacific region and U. S.-Japanese relations.
In a sign of unity, neither Japanese nor White House officials volunteered the pair’s final score.
The White House issued a statement after the pair returned saying the day was « both relaxing and productive. They had great conversations on a wide range of subjects, and the President looks forward to further discussions with the Prime Minister at dinner this evening.  »
As their husbands golfed, Melania Trump and Akie Abe toured the Morikami Museum and Japanese Gardens in nearby Delray Beach. It was Mrs. Trump’s first solo event as First Lady. The women were also expected to have lunch together at Mar-a-Lago.
The two couples touched down in Florida on Friday afternoon and headed straight to Trump’s Mar-a-Lago Club, where they enjoyed a late dinner at its crowded patio restaurant. They were joined by Robert Kraft, the owner of the Super Bowl champion New England Patriots, and several interpreters. Paying members and club guests took in the scene and mingled with Trump and Abe into the night.
The president and Mrs. Trump planned to host a more formal delegation dinner with the Abes on Saturday night.
Trump also was expected to tend to other business in Florida: calling Tunisian President Beji Caid Essebsi and Colombian President Juan Manuel Santos as he continues conversations with foreign leaders.
Trump and Abe appear to have hit it off early, despite Trump’s sometimes hostile rhetoric toward Japan on the campaign trail. Abe was the only world leader to meet with Trump before his inauguration, and Trump welcomed Abe to the White House with a hug.
As a candidate, Trump often railed against former President Barack Obama for his frequent golfing, claiming Obama played more often than players on the PGA Tour.
He said if he won he’d likely be too busy to golf and would only play with people with whom he was looking to make deals.
Trump and Abe have plenty to discuss, including the defense treaty between the nations and their trade relations. One of Trump’s first actions as president was to withdraw the U. S. from a 12-nation, trans-Pacific trade agreement that was negotiated by the Obama administration and strongly supported by Tokyo.
Abe has said that Japan may be open to a bilateral trade deal with the U. S., but reaching such a deal could be political difficult. Japan logged the second largest trade surplus with the U. S. last year.
The visit comes as the White House continues to weigh its options after a stinging legal defeat. On Thursday, the 9th U. S. Circuit Court of Appeals upheld a restraining order on Trump’s executive order suspending the nation’s refugee program and barring citizens of seven Muslim-majority countries from entering the U. S.
While the administration maintains that all options are on the table — Including a Supreme Court appeal — Trump said Friday he was considering signing a « brand new order » as early as Monday, which could address some of the legal issues the court has identified.

« Hidden Figures » and Taraji P. Henson had a big night at the NAACP Image Awards, where Hollywood glamour shared the stage with somber remarks from the director of Washington’s new African-American museum.
« Hidden Figures, » the fact-based drama about the contributions of black female mathematicians to the U. S. space program, won the award for best movie Saturday, while star Henson was honored as best actress.
« There are roles you accept that scare you. And this one did, because I failed math, » said Henson, recalling that she grew up in a time when math and science were supposed to be « just for boys.  »
« I made it my mission to do this film. This film was very important. It was bigger than me. … People are seeing it because it’s important, » she said.
Henson also won the trophy for TV drama series actress for her role as matriarch Cookie in « Empire.  »
Denzel Washington added to his awards haul for « Fences, » winning the trophy for best movie actor. Washington, who directed the adaptation of August Wilson’s play, won a Screen Actors Guild award for his performance and is vying for an Oscar Feb. 26.
« It is a privilege, an honor, a responsibility, a duty and a joy to bring his brilliance to the screen, » Washington said of the late Wilson, whom he called among America’s greatest playwrights.
The TV sitcom « black-ish » came close to sweeping its categories, taking the award for best TV comedy and with stars Anthony Anderson and Tracee Ellis Ross getting top acting trophies. In non-televised awards given Friday, the show earned honors for co-stars Laurence Fishburne and Marsai Martin and a writing trophy for creator Kenya Barris.
A directing award to Donald Glover for his comedy series « Atlanta » prevented a « black-ish » monopoly at the 48th Image Awards, which are presented by the National Association for the Advancement of Colored People to honor people of color in entertainment.
« Queen Sugar, » created by filmmaker Ava DuVernay, was named best drama series, and « This Is Us » star Sterling K. Brown claimed the award for best TV drama series actor.
Lonnie G. Bunche III received the NAACP President’s Award for his work as founding director of the Smithsonian’s National Museum of African American History and Culture.
« This is a big deal for a historian from New Jersey, » Bunche said. « With this award, you recognize more than me. You recognize the power of history.  »
He said he was accepting the award on behalf of many others, including enslaved women who retained their humanity and « all the black men whose lives and hopes were shattered by the criminal justice system or destroyed by the racial violence, like that of Emmett Till, » a teenage lynching victim in 1950s Mississippi.
Dwyane Johnson was named entertainer of the year in online voting, beating out contenders including Beyonce. But the pop star, a front-runner at Sunday’s Grammy Awards, wasn’t slighted: She won five Image Awards, including top female artist and album (« Lemonade »), at Friday’s event.
Anderson, host of the ceremony televised by TV One, paid tribute to former President Barack Obama during his opening remarks, saying appreciation of his « greatness » will only grow and that future generations may include him on Mount Rushmore.
Then Anderson ribbed Obama’s successor.
« I want to thank Donald Trump for expanding my vocabulary. I don’t do things ‘big’ anymore, I do things ‘bigly,' » Anderson said. « I don’t lie to folks anymore. I’m merely providing alternative facts.  »
On a more acid note, Anderson said that while « those who want to return to the past now have the reins of power in their hands…. we must always have the audacity of hope.  »
Anderson circled back during the show to acknowledge an apparent flub in an opening joke, one in which he teased whites for conflating the titles of « Hidden Figures » and « Fences.  » But Anderson did just that in lauding the performances in what he called « Hidden Fences » — the error Michael Keaton made at the Golden Globes and later apologized for.
But Anderson’s gag was scripted and not a mistake, a spokeswoman for the ceremony’s producers said.
While the recent SAG and Golden Globes ceremonies were far heavier on political references from winners, « Daily Show » host Trevor Noah used his appearance as a presenter to get a jab in.
After complimenting the Pasadena, California, auditorium audience as « black and beautiful, » he added: « The room is so black it looks like a photo negative of the Trump administration.  »

N. Korean test missile flies 500km, lands in Sea of Japan — RT News

North Korea on Sunday launched a missile in the direction of Japan, South Korean and Pentagon officials have said. Although the projectile landed into the sea before reaching Japan’s economic zone, it alarmed the military amid Pyongyang’s claim of developing an ICBM.
“The flight distance was about 500 kilometres, and South Korea and the United States are conducting a close-up analysis on additional information,” South Korea’s Office of Joint Chiefs of Staff said in a statement.
“US Strategic Command systems detected and tracked what we assess was a North Korean missile launch at 4:55 p.m. CST… The missile was tracked over North Korea and into the Sea of Japan,”  the Pentagon said as quoted by Reuters. It added that the launch never posed a threat to the US, calling the projectile “a medium- or intermediate-range ballistic missile.”
South Korean military earlier said that the missile “appears not be an ICBM in terms of range,” as cited by Yonhap news agency. Kim Jong Un said Pyongyang was preparing to test a new intercontinental ballistic missile in his New Year speech.
The suspected missile type is Hwasong-10, or Musudan intermediate-range ballistic missile, which has a range of 3,000 kilometers.
“Our assessment is that it is part of a show of force in response to the new US administration’s hardline position against the North,” the military said.
The launch comes just a day after a meeting between US President Donald Trump and Japanese PM Shinzo Abe, during which Trump emphasized US military support for Japan, calling their alliance “a cornerstone of peace, prosperity, and freedom” in a joint statement.
The leaders also pledged to exert joint pressure on North Korea, “strongly” urging it to scrap the nuclear and ballistic missile programs and “not take any further provocative actions.” 
Trump’s administration was expecting the “provocation” to take place, and is now mulling a response, a source told Reuters.
“This was no surprise. The North Korean leader likes to draw attention at times like this,” the unnamed source said, adding that new sanctions on Pyongyang, an increased presence of the US Navy and Air Force in the region, or an indirect attempt to pressure North Korea into stopping the tests are being considered.

Despite frequent launch failures and absence of evidence Pyongyang’s missiles were getting close to such a capability, Washington has been closely following the development with concern.
The last time North Korea claimed to have launched a long-range ballistic missile, it was hit by a new round of sanctions by the UNSC. Following the launch of a satellite on February 7, 2015, that was preceded by the country’s fourth nuclear test on January 6, the UNSC adopted Resolution 2270. The document further restricted trade with North Korea, envisioning mandatory inspection of all cargo leaving or entering the North Korean territory. All imports and transfers of small arms and light weapons to the country were also blocked.

N. Korean test missile flies 500km, lands in Sea of Japan — RT News

North Korea on Sunday launched a missile in the direction of Japan, South Korean and Pentagon officials have said. Although the projectile landed into the sea before reaching Japan’s economic zone, it alarmed the military amid Pyongyang’s claim of developing an ICBM.
“The flight distance was about 500 kilometres, and South Korea and the United States are conducting a close-up analysis on additional information,” South Korea’s Office of Joint Chiefs of Staff said in a statement.
“US Strategic Command systems detected and tracked what we assess was a North Korean missile launch at 4:55 p.m. CST… The missile was tracked over North Korea and into the Sea of Japan,”  the Pentagon said as quoted by Reuters. It added that the launch never posed a threat to the US, calling the projectile “a medium- or intermediate-range ballistic missile.”
South Korean military earlier said that the missile “appears not be an ICBM in terms of range,” as cited by Yonhap news agency. Kim Jong Un said Pyongyang was preparing to test a new intercontinental ballistic missile in his New Year speech.
The suspected missile type is Hwasong-10, or Musudan intermediate-range ballistic missile, which has a range of 3,000 kilometers.
“Our assessment is that it is part of a show of force in response to the new US administration’s hardline position against the North,” the military said.
The launch comes just a day after a meeting between US President Donald Trump and Japanese PM Shinzo Abe, during which Trump emphasized US military support for Japan, calling their alliance “a cornerstone of peace, prosperity, and freedom” in a joint statement.
The leaders also pledged to exert joint pressure on North Korea, “strongly” urging it to scrap the nuclear and ballistic missile programs and “not take any further provocative actions.” 
Trump’s administration was expecting the “provocation” to take place, and is now mulling a response, a source told Reuters.
“This was no surprise. The North Korean leader likes to draw attention at times like this,” the unnamed source said, adding that new sanctions on Pyongyang, an increased presence of the US Navy and Air Force in the region, or an indirect attempt to pressure North Korea into stopping the tests are being considered.
