Facebook said to plan set-top box app as a new venue for its video content

0

NewsHubFacebook is working on a video-focused app aimed at set-top boxes including Apple TV (and different entirely from its existing offering on Roku, which is essentially a variation on its current mobile app), according to a new report from the Wall Street Journal. The plans focus on helping turn Facebook’s wellspring of video content into a destination on a platform that’s almost exclusively aimed at delivering video, in a bid to help it better tap into budgets that are currently going towards traditional TV advertising.
The report also reiterates claims we’ve seen before that Facebook is looking to license quality original video content, similar to how Netflix and Amazon will often pick up the exclusive rights to shows for distribution on their own platforms. That would be a big draw for a dedicated video app, and help bring in audiences that might not necessarily join in if all that was available was user-generated content. Premium content means more premium ad dollars, too, which according to this report does seem to be the goal for Facebook with this endeavor.
It also sounds like there would be opportunity here for Facebook to use this as a means to further its ambitions as a live video source, since users could broadcast to the TV app. Twitter uses its own Apple TV app as an endpoint for its live programming experiments in partnership with media companies and sports leagues, so this could indeed prove fruitful in helping it expand that part of its video strategy, too.
Of course, this would also make Facebook look even more like a media company than it already does, which would put renewed energy into the debate around its responsibilities there and general role in disseminating information. But YouTube is already well on its way to being a broad replacement for traditional cable and satellite video delivery, so it would make sense for Facebook to press on with its own efforts to stake out some of that territory, and a dedicated app for set-top boxes including Apple TV and Android TV devices would be a relatively low-cost way to do that.
We reached out to Facebook, but they had not responded as of publication time.

EU ready to hang up on mobile roaming fees by mid-June

0

NewsHubThe abolition of mobile roaming charges across the European Union by the middle of this year looks almost certain now, after the region’s executive body, parliament and representatives of the 28 Member States agreed a deal on wholesale charges.
The date for the start of what the EC is dubbing ‘roam-like-at-home’ is June 15. Although the European Parliament and the Council still need to formally approve today’s agreement via a vote. But that should be a formality given the accord now reached between the various players.
In statement commenting on today’s announcement , the European Commission’s VP for the Digital Single Market, Andrus Ansip, described the agreement as the “last piece of the puzzle”. “This was the last piece of the puzzle. As of 15 June, Europeans will be able to travel in the EU without roaming charges,” he said.
Agreements over wholesale charges (aka the prices mobile operators can charge each other for allowing other networks’ users to roam across their networks) had caused sticking points for the policy before. So it’s unsurprising that the agreement includes a gradually reducing wholesale cap for data — eventually shrinking to €2.5 per GB by 2022.
Regardless, this does not affect EU consumers’ roaming fees for data, which will still end come mid June.
The EU has been trying to end roaming charges for what feels like forever several years — setting out its intention to end the fees in a 2013 reform plan (called the Telecoms Single Market initiative), with the aim of boosting the region’s global competitiveness and fostering digital jobs by reducing market fragmentation.
And prior to that, as far back as 2007, it has been pushing to reduce the amount operators can charge for roaming as it moved towards a final phasing out.
One major sticking point for the policy has been operator concerns that it could be abused by so-called ‘permanent roamers’ — aka people taking out a cheaper mobile contract in one European country in order to use it all the time in another EU country, thereby bypassing more expensive tariffs in their home market.
The Commission notes today that it adopted rules on “fair use policy and sustainability” back in December — limiting how often home subscriptions can be used without roaming charges. So the end to roaming will only benefit periodic travelers, though it notes that cross-border commuters, for example, are covered.
The fair use policy will require a mobile user to be able to show “frequent and substantial presence on the territory of the Member State of the mobile operator, like an employment relationship or following recurring courses at University”, according to an EC Fact Sheet.
The Fact Sheet further notes operators will have leeway to ask customers to provide “proof of residence or of such stable links to the Member State in question”.
Operators will also be able to apply what it dubs “fair, reasonable and proportionate control mechanisms based on objective indicators to detect the risks of abusive or anomalous use of ‘Roam like at Home’ beyond periodic travelling”.
“We have… made sure that operators can continue competing to provide the most attractive offers to their home markets,” said Ansip today.
The agreed wholesale caps are as follows:
The EC notes that if consumers exceed their contract limits when roaming then any additional charges will not be higher than the wholesale roaming caps.
The Commission intends to carry out a review of the wholesale market by the end of 2019 to assess how the measures are working.
What about Brexit? UK mobile users should still be able to enjoy the benefits of reduced roaming fees across the EU in the short term — i.e. during the two-year Article 50 exit period for leaving the EU (due to be triggered by the UK Prime Minister by the end of March).
What happens to UK mobile users’ roaming fees in Europe after the UK has left the European Union remains to be seen.

M. Morawiecki: W 2017 r. wzrost gospodarczy w Polsce przekroczy 3 proc.

0

NewsHubW 2017 r. PKB Polski będzie jednym z najlepszych w Europie. Wzrost gospodarczy przekroczy 3 proc.
Wicepremier, minister rozwoju i finansów Mateusz Morawiecki do danych GUS- u podchodzi z optymizmem.

Neil Gorsuch: Maybe Not The Justice You Want, But The Justice You Need

0

NewsHubIt’s important that we have sober voices in political life — whether conservative, liberal, independent, or from any political party — sobriety, decency and realism is what we should be looking for in the midst of all of our political hopes and fears right now.
Former President Obama’s acting Solicitor General, Neal Katyal — himself a liberal Democrat — brings that sobriety in his New York Time s endorsement of Neil Gorsuch, whom he calls a decent man who can restore our confidence in the rule of law.
Liberals will understandably prefer a Democratic appointment, and they will still feel the bruises of the Republican blockade to Garland’s confirmation. If the shoe were on the other foot, it will be said, conservatives would be razing the bastions too. It’s a fair riposte in a political vacuum. But the circumstances for Garland were different: a nominee whose time had come during the final year of a lame duck president during a brutal and divisive presidential election year. Alternatively, love it or hate it, the new administration is in a position of strength, and can roll out as many nominees as Democrats want to block. But they can’t block nominees for four years, and they would be foolish to pass up the chance to put an exemplary judge like Neil Gorsuch on the highest court.
Liberals should back Gorsuch because they aren’t going to get anyone more sober, more decent, honest, realist, judicious and fair on the right side of the bench who judges not according to his political preferences but according to the Constitution. Gorsuch said himself, if a judge rules according to his preferences, he’s probably a bad judge. He holds himself to a standard external to his preference. And that’s something all of us — left, right and center — should want in a judge if we care about the common good. He may not be the judge liberals want, but just at the point they fear an autocratic president who will upend rule of law, Gorsuch is the judge liberals (indeed, all of us) need.
John Adams once said, “we are a nation of laws not of men,” and we need to ensure that those who sit as judges in our country’s highest court believe that we are governed by truths more stable than the whims of men. We need to reaffirm that now more than ever, and be wary of being tossed about by the winds of partisan fervor at such a vulnerable point in our nation’s history. Confirming Gorsuch is a small bipartisan step in the right direction, which isn’t the direction of left or right at all, but a step toward the common good of the nation in the midst of so much hope and fear.
