Topline: Speaking publicly about his investigation for the first time, Mueller made three key points: That he was bound by a Justice Department mandate that says a sitting president can’t be charged for a crime, that if his team had confidence Trump didn’t commit a crime “we would have said so,” and that he did not think it “appropriate” to testify before Congress.
