日本郵便が飲酒の有無を確認する点呼を適切に行っていなかった問題で、国土交通省は、およそ100の郵便局を対象に軽自動車の一部を使用停止とする処分を行う方針を会社側に通知しました。
これまでの経緯や今後のポイントなどについて解説します。
Q. この問題の経緯は？
「貨物自動車運送事業法」では、自動車を使って運送業務を行う事業者に対して、安全を確保するため、乗務の前後に運転手の健康状態や飲酒の有無を確認する点呼を行うことが省令で義務づけられています。
しかしことし 、兵庫県にある郵便局の集配センターで、数年間にわたって配送車の運転手に対して、点呼が行われていなかったことが明らかになりました。
これを受けて日本郵便が全国3188か所の集配拠点を調査したところ、75％にあたる2391か所で点呼が適切に行われていなかったことが確認されました。
国土交通省が実施した監査でも法令に違反する行為が確認され、ことし 、日本郵便はトラックなどを使った運送事業の許可が取り消されました。これによって、トラックやバンタイプの車両、およそ2500台が5年間、配送に使えなくなっています。
Q. それに加えて、今回はどのような処分の方針が示されたか？
今回は、軽自動車を使った運送事業への処分の方針が示されました。
日本郵便は、すでに処分を受けたトラックなどを使った運送事業のほかに、3万台あまりの軽自動車を運送事業に使っていて、国に届け出を行っています。郵便局間の荷物や郵便物の輸送はトラックなどの大型車両で、住宅への配達などは軽自動車で行ってきました。
点呼の不備はこの軽自動車でも確認され、国土交通省の監査を受けていました。その結果、これまでにおよそ100の郵便局で点呼の記録を改ざんするなどの違反が確認されたとして、これらの郵便局を対象に軽自動車の一部を一時的に使用停止とする処分を行う方針を会社側に通知しました。
法令では、使用停止となる車両数は1つの営業所あたり最大で半数までと定められていて、国土交通省は会社側に意見を求めたうえで、 にも正式に処分を行う方針です。
また、ほかの郵便局でも違反が確認されれば追加で処分を行う方針です。
Q. 法令違反に対する処分は当然と言えるが、多くの車両が使えなくなることで荷物の配送などがこれまでどおりできなくなるおそれはないのか？
日本郵便は、郵便事業への影響が出ないように対応するとしています。
すでに からトラックやバンタイプの車両が使えなくなっていて、会社はこれらの車両を使った配送業務全体のおよそ6割を他社に委託しました。
残りの4割ほどはまだ処分の出ていない軽自動車を使って、荷物の集荷や配送にあたってきました。
今回の処分が決まれば、トラックなどの代わりとして使われてきた軽自動車の一部も使用できなくなります。
このため日本郵便は他社への業務委託を増やすほか、処分の出ていない郵便局の車両を軽自動車が使えなくなった地域に回すなどして、影響を最小限にとどめたいとしています。

But the deal was a “no-show job” that was designed to help get around the league’s salary cap, according to the podcast’s report.
Torre said he spoke with seven former Aspiration employees who used to work in the finance department, who told him the deal was viewed as a way for the NBA franchise to circumvent the cap.
“My reaction was, ‘What the f–k?’” one source told Torre. “I was told, ‘Oh, these are the major contracts and the major players you really need to be aware of.’ We went through a litany of really, really top-tier name contracts and then, oh, by the way, we also have a marketing deal with Kawhi Leonard, a $28 million organic marketing sponsorship with Kawhi. And I have had any questions about it, essentially don’t because it was to circumvent the salary cap lol. There was lots of lol when things were shared.”
The Clippers have denied the accusations and released a statement to The Athletic on Wednesday reiterating that position.
“Neither Mr. Ballmer nor the Clippers circumvented the salary-cap or engaged in any misconduct related to Aspiration,” the statement to the outlet said. “Any contrary assertion is provably false: The team ended its relationship with Aspiration years ago, during the 2022-23 season, when Aspiration defaulted on its obligations. Neither the Clippers nor Mr. Ballmer was aware of any improper activity by Aspiration or its co-founder until after the government instituted its investigation.
“The team and Mr. Ballmer stand ready to assist law enforcement in any way they can.”
The Clippers had landed Leonard in 2019 when he signed a four-year, $141 million deal.
He then re-signed with the Clippers on a four-year deal in 2021 before inking another three-year deal that will keep him in Los Angeles through the 2026-27 season.
The marketing deal began during the first re-signing period, according to the report.

Reese Witherspoon is on the cutting edge of technology. Unfortunately, she seems to keep getting cut by that edge. In an interview with Glamour Magazine, promoting the upcoming season of “The Morning Show,” she announced that she’d like women to join her in the blade factory, insisting that the future of filmmaking is artificial intelligence and it’s time to get on board—apparently completely forgetting how well her previous embrace of NFTs went.
AI came up in the conversation because it will apparently be central to the plot of this season’s “The Morning Show.” But while it seems like the streaming series will have a more skeptical view of generative AI, Witherspoon is all in. She told Glamour, “I’m always looking forward to how media is evolving and how I can help be part of bringing women along in those emerging industries. And now we’re doing it with AI. It’s so, so important that women are involved in AI…because it will be the future of filmmaking.”
Witherspoon, who does not have any writing or directing credits on finished products, is saying creatives need to get on board the generative AI bandwagon or get run over. “You can be sad and lament it all you want, but the change is here,” she said, while also getting a few plugs in for her personal favorite AI products. Per the interview, she uses Perplexity “every day,” as well as product search platform Vetted AI and the virtual assistant Simple AI to “save time” on tasks.
And look, Reese has a real sense for these things. Back in 2021, she infamously tweeted, “Crypto is here to stay. I’m committed to supporting creators who have pioneered the NFT space, and encouraging more women to be a part of the conversation.” She put her digital money where her mouth is, for better or worse, and launched an effort to turn NFTs into movies and TV shows through her production company. It seems like that never actually came to fruition, just like most NFT “media” projects (remember the planned Bored Ape movies?), but apparently, you can’t get burned if you simply refuse to acknowledge the flames.
Reese’s effort to get more women into crypto didn’t really seem to put much of a dent in the male-dominated space, though frankly, women probably aren’t all that worse off for avoiding the scam-ridden, faux economy of digital tokens and memecoins. But damned if she’s not going to try to get women into another tech bubble. Maybe some women can secure a big bag before the whole thing goes bust, but regardless, Witherspoon will probably be just fine financially, so it’s pretty easy for her to tell others to get involved.
To Witherspoon’s credit, while she took a pretty massive L on crypto, she did have solid foresight on one thing: she knew Quibi was going to be a bust. Had her then-husband listened to her, maybe they’d still be together.

Die Spitzen von Union und SPD sind in Berlin zur ersten Sitzung des Koalitionsausschusses nach einer vergleichsweise turbulenten Sommerpause zusammengekommen. Nun soll es um das Arbeitsprogramm für das zweite Halbjahr gehen.
Zahlreiche Problemthemen sind ungelöst: von nötigen Reformen des Sozialsystems etwa beim Bürgergeld bis hin zu einer viele Milliarden Euro großen Lücke im Bundeshaushalt. Bei der Sitzung wollen sich die Koalitionäre auf eine Liste mit Projekten einigen, die von den Parteichefs bei einem Pressetermin vorgestellt werden soll.
Er sei „ein wichtiges Treffen in diesem Bemühen, tatsächlich im Herbst zu großen Reformen zu kommen“, sagte Regierungssprecher Stefan Kornelius am Mittwoch in Berlin. Zudem wolle man über den Haushalt 2027 sprechen. Für diesen würden „große Einsparungen und Umschichtungen“ nötig sein. „Darüber wird der Koalitionsausschuss beraten.“
Vizekanzler und Finanzminister Lars Klingbeil bekannte sich in der „Zeit“ zu weitreichenden Reformen. „Schröder hat mutige Reformen angepackt“, sagte der SPD-Co-Vorsitzende in Anspielung auf die Agenda 2010-Reformen des früheren Bundeskanzlers Gerhard Schröder. „Auch heute brauchen wir umfassende Reformen, damit unser Sozialstaat stark, aber auch bezahlbar bleibt und besser funktioniert.“
Es gebe unterschiedliche Interessen in der Koalition, räumte der Regierungssprecher mit Blick auf Union und SPD ein. Das Ziel sei, diese Interessen auszugleichen und „irgendwo einen Kompromiss zu finden“. Man wolle Einsparungen und die Sicherheit der sozialen Systeme, die bezahlbar bleiben müssten. Man müsse die enormen Zuwächse bei den Ausgaben unter Kontrolle bekommen.
Das betonte Kornelius angesichts eines verbalen Schlagabtausches über Steuererhöhungen und Einsparungen im Sozialsystem. Klingbeil warnte in der „Zeit“, dass man mit Reformen „nicht Gräben vertiefen“ dürfe. Wichtig sei, dass es „am Ende gerecht zugeht und alle ihren Teil zum Reformpaket beitragen“.
Der Koalitionsausschuss gilt als zentrales Planungsgremium des Bündnisses von CDU, CSU und SPD und soll mindestens einmal im Monat beraten. Er befasst sich mit „Angelegenheiten von grundsätzlicher Bedeutung, die zwischen den Koalitionspartnern abgestimmt werden müssen, und führt in Konfliktfällen Konsens herbei“, wie es im Koalitionsvertrag heißt. Dem Ausschuss gehören zehn Männer und nur eine Frau an – Arbeitsministerin und SPD-Chefin Bärbel Bas.
Von der CDU sitzen neben Kanzler Friedrich Merz Fraktionschef Jens Spahn und Generalsekretär Carsten Linnemann am Tisch, von der SPD neben Bas Vizekanzler und Parteichef Lars Klingbeil und Fraktionschef Matthias Miersch. Die CSU hat Parteichef Markus Söder, Innenminister Alexander Dobrindt und den Vorsitzenden der CSU-Abgeordneten im Bundestag, Alexander Hoffmann, benannt. Dazu kommen Kanzleramtschef Thorsten Frei und Klingbeils Staatssekretär für das Vizekanzleramt, Björn Böhning, die die Sitzungen vorbereiten.

Famed streetcar in Lisbon derails, killing 15 people

A picturesque electric streetcar that is one of Lisbon’s big tourist attractions derailed Wednesday, killing 15 people and injuring 18 others, emergency services said.
Five of the injured were in serious condition and a child was among the injured, the National Institute for Medical Emergencies said in a statement. An unknown number of foreigners were among the injured, it said.
Authorities called it an accident, the worst in the city’s recent history, and it cast a pall over Lisbon’s charm for the millions of foreign tourists who arrive every year.
The yellow-and-white streetcar, which is known as Elevador da Gloria and goes up and down a steep downtown hill in tandem with one going the opposite way, was lying on its side on the narrow road that it travels along.
Its sides and top were partially crumpled, and it appeared to have crashed into a building where the road bends. Parts of the vehicle, made mostly of metal, were crushed.
Several dozen emergency workers were at the scene but most stood down after about two hours.
Eyewitnesses told local media that the streetcar careened down the hill, apparently out of control. One witness said the streetcar toppled onto a man on a sidewalk.
Carris, the company that operates the streetcar, said scheduled maintenance had been carried out.
President Marcelo Rebelo de Sousa offered his condolences to affected families, and Lisbon Mayor Carlos Moedas said the city was in mourning. “It’s a tragedy of the like we’ve never seen,” Moedas said.
Portugal’s government announced that a day of national mourning would be observed on Thursday. “A tragic accident … caused the irreparable loss of human life, which left in mourning their families and dismayed the whole country,” it said in a statement.
European Commission President Ursula von der Leyen also sent her condolences. “It is with sadness that I learned of the derailment of the famous Elevador da Gloria,” she wrote in Portuguese on X.
The cause of the accident was not immediately known. It reportedly occurred at the start of the evening rush hour, around 6 p.m. Emergency officials said all victims were pulled out of the wreckage in just over two hours.
An investigation into the causes will begin once the rescue operation is over, the government said.
Spanish Prime Minister Pedro Sánchez wrote on X that he was “appalled by the terrible accident,” while Italian Foreign Minister Antonio Tajani wrote that he had met with the Portuguese foreign minister and expressed his “solidarity with the victims.”
The streetcar, technically called a funicular, is harnessed by steel cables and can carry more than 40 people, seated and standing. It is also commonly used by Lisbon residents. The service up and down a few hundred meters of a hill on a curved, traffic-free road was inaugurated in 1885.
It is classified as a national monument.
Lisbon hosted around 8.5 million tourists last year, and long lines of tourists typically form for the brief rides on the popular streetcar.

He set another court date of Sept. 23, noting the defense has notified the court that it intends to file another motion in the case. Suffolk County District Attorney Ray Tierney said simply „we won.“

The 61-year-old Manhattan architect has been charged in the deaths of seven women in a series of killings that prosecutors say stretched back at least to 1993. Experts say the decision marks the first time such techniques are allowed as evidence in a New York court—and one of just a handful of such instances nationwide. Mazzei’s decision pertained to DNA analysis generated by Astrea Forensics, a California lab known for using new techniques to analyze old, highly degraded DNA samples.

Prosecutors say Astrea’s whole genome sequencing analysis, combined with other evidence, overwhelmingly implicates Heuermann as the killer in the brutal deaths that have haunted the New York City suburb for years. But Heuermann’s lawyers argued the lab’s calculations exaggerate the likelihood that the hairs recovered from the burial sites match their client’s DNA. They complained the statistical analysis Astrea conducted was improperly based on the 1,000 Genomes Project, an open-source database containing the full DNA sequence of some 2,500 people worldwide. Prosecutors dismissed the critique as „misguided“ and a „fundamental misunderstanding“ of the lab’s methods.

They also noted that a separate DNA analysis, completed by another crime lab using traditional methods long accepted in New York courts, also convincingly link hairs found on some victims to either Heuermann or members of his family. Whole genome sequencing allows scientists to map out the entire genetic sequence of a person using the slimmest of DNA material.
