В настоящее время украинские электромонтажники нашли на контролируемой Украиной стороне пять прорывов, они занимаются работами по ликвидации повреждений.
Сейчас к электрогенераторам подключили 13 объектов в Авдеевке. Уже в 16:00 планируется включить помпы для того, чтобы запустить в город воду, которую будут подавать до 22:00.
Кроме того, Жебривский сообщил, что в понедельник, 20 февраля, все школы Авдеевки начнут работать.

Papież Franciszek powiedział wiernym w niedzielę, że odwet nigdy nie prowadzi do rozwiązywania konfliktów. „Naszym obowiązkiem jest czynić sprawiedliwość, ale nie wolno nam mścić się czy w żaden sposób podsycać zemstę, jako wyraz nienawiści i przemocy” – mówił.
Papież Franciszek powiedział wiernym w niedzielę, że odwet nigdy nie prowadzi do rozwiązywania konfliktów. „Naszym obowiązkiem jest czynić sprawiedliwość, ale nie wolno nam mścić się czy w żaden sposób podsycać zemstę, jako wyraz nienawiści i przemocy” – mówił.
Zwracając się do wiernych zebranych w południe na modlitwie Anioł Pański w Watykanie, papież podkreślił, że „rewolucja chrześcijańska” ukazuje „prawdziwą sprawiedliwość“ i przewyższa zasadę „oko za oko, ząb za ząb“.
„Ta starożytna zasada nakazywała wymierzanie przestępcom kar równych wyrządzonym szkodom: śmierć temu, kto zabił, amputację temu, kto zranił“ – przypomniał.
Zauważył jednak, że „Jezus nie każe swoim uczniom znosić zła, ale reagować, lecz nie innym złem, a dobrem“. „W ten sposób przerywa się łańcuch zła i naprawdę zmienia się stan rzeczy“ – podkreślił.
Papież wyjaśnił, że zło nie jest „brakiem dobra” i nie można wypełnić go inną próżnią, lecz jedynie „pełnią”, a więc dobrem.
„Dla Jezusa wyrzeczenie się przemocy może prowadzić także do rezygnacji ze słusznych praw” – dodał Franciszek i podał przykład zachęty do „nadstawienia drugiego policzka”. Ta rezygnacja – zaznaczył – nie oznacza jednak ignorowania i zaprzeczania wymogom sprawiedliwości.
„Przeciwnie, miłość chrześcijańska, która wyraża się w sposób szczególny w miłosierdziu, stanowi wyższą realizację sprawiedliwości“ – oświadczył papież. Położył nacisk na konieczność dokonywania rozróżnienia między sprawiedliwością a odwetem. „Odwet nie jest nigdy sprawiedliwy“ – oznajmił.
Franciszek wskazał też na obowiązek miłowania wrogów. To nie oznacza – zastrzegł – aprobaty dla wyrządzonego przez nich zła, ale „wielkoduszną perspektywę“.
Przypomniał też: „Ileż nieprzyjaźni jest w rodzinach“. „Nieprzyjaciółmi są ci, którzy mówią o nas źle, którzy nas oczerniają i krzywdzą. Nie jest łatwo to strawić. Jesteśmy wezwani, aby im wszystkim odpowiedzieć dobrem, które też ma swoje strategie, inspirowane przez miłość“ – podkreślił Franciszek.
W czasie spotkania z wiernymi papież apelował o położenie kresu przemocy w prowincji Kasai Środkowe w Demokratycznej Republice Konga.
„Bardzo cierpię z powodu ofiar, szczególnie wielu dzieci oderwanych od rodzin i szkół i wykorzystywanych jako żołnierze. Dzieci-żołnierze to tragedia“ – ocenił.

Trump And The 75th Anniversary Of The Japanese Internment

Today marks the 75th anniversary of President Franklin D. Roosevelt’s signing of the executive order that authorized the internment of 120,000 men, women, and children of Japanese descent during World War II. As we contemplate the actions of the Trump administration in matters pertaining to national security, it is imperative that we remember and reflect upon this lesson from the past.
In the immediate aftermath of the Japanese attack on Pearl Harbor on December 7, 1941, there was no clamor for the mass internment of persons of Japanese descent. To the contrary, shortly after Pearl Harbor, Attorney General Francis Biddle assured the nation that there would be “no indiscriminate, large-scale raids” on such individuals, and Congressman John M. Coffee expressed his “fervent hope” that “residents of the United States of Japanese extraction will not be made the victim of pogroms directed by self-proclaimed patriots.”
In the weeks that followed, however, a demand for the removal of all persons of Japanese ancestry—citizens and non-citizens alike — exploded along the West Coast. The motivations for this sudden outburst of anxiety were many and complex. In part, this demand was fed by panic-driven fears of a possible Japanese invasion of the mainland. Conspiracy theories abounded, and neither government nor military officials did anything to allay these anxieties.
General John L. DeWitt, the top Army commander on the West Coast, reported as true a fabricated report of an imminent uprising of 20,000 Japanese Americans in San Francisco. FBI Director J. Edgar Hoover publicly dismissed this hysteria as unwarranted, and Attorney General Biddle repeatedly reiterated that no person would be detained “on the score of nationality alone.”
Public agitation for a mass evacuation of all persons of Japanese ancestry was inflamed, however, by a California legislative manifesto that purported to connect the ethnic Japanese with an alleged fifth column, asserting that even ethnic Japanese born in this country are “totally unassimilable” and insisting that every American of Japanese ancestry had primary allegiance “to his Emperor and to Japan.”
On January 4, 1942, newspaper columnist Damon Runyon falsely reported that a radio transmitter had been discovered in a rooming house that catered to Japanese residents. Who could “doubt,” Runyon asked, the “continued existence of enemy agents” among the Japanese population? On January 14, Republican Congressman Leland M. Ford demanded that “all Japanese, whether citizens or not, be placed in inland concentration camps.”
Such demands were further ignited by the Report of the Commission on Pearl Harbor, which was released on January 25, 1942. Hastily researched and written, this report falsely asserted that persons of Japanese ancestry had engaged in espionage and facilitated Japan’s attack on the United States. Although these assertions were unfounded, the report played a key role in turning Americans against Americans. Shortly after the report was released, Henry McLemore wrote a column in the San Fransisco Examiner calling for “the immediate removal of every Japanese on the West Coast.” He added: “Personally, I hate the Japanese. And that goes for all of them.”
On February 4, California Governor Culbert Olson declared in a radio address that it was “much easier” to determine the loyalty of Italian and German aliens than of Japanese Americans, and that “all Japanese people, I believe, will recognize this fact.” California’s Governor, the Mayor of Los Angeles, and most members of the West Coast congressional delegations now demanded that all persons of Japanese ancestry be removed from the West Coast.
California Attorney General (and future Supreme Court Justice) Earl Warren argued that, unlike the situation with respect to Germans and Italians, it was simply too difficult to determine which Americans of Japanese ancestry were loyal, and which were not. General DeWitt added that, “you needn’t worry about the Italians, except in certain cases” and “the same for the Germans.” But “a Jap’s a Jap.”
In early February, Attorney General Biddle, resisting growing pressure for internment, informed President Roosevelt that J. Edgar Hoover had concluded that the demand for mass evacuation was based on “public hysteria” and rampant misinformation. Biddle added that the Department of Justice “would have nothing to do” with any mass evacuation of Japanese Americans.
The public clamor on the West Coast, however, continued to build. American “patriots” began to commit ugly acts of vigilantism and vandalism against Japanese Americans and their property. On February 19, President Roosevelt signed Executive Order 9066. Over the next eight months, 120,000 individuals of Japanese ancestry, two-thirds of whom were American citizens, were ordered to leave their homes. They were assigned to temporary detention camps, which had been set up in converted race tracks and fairgrounds. Many families lived in crowded horse stalls, often in unsanitary conditions. Barbed wire fences and armed guard towers surrounded the compounds.
From there, the internees were transported to one of ten permanent internment camps, which were located in isolated areas in wind-swept deserts or vast swamplands. Men, women, and children were placed in overcrowded rooms with no furniture other than cots. And there they remained for three years. Many of these families lost all of their possessions, to say nothing of their liberty and their dignity.
The public rationale for the decision, laid out in the Final Report on the Evacuation of the Japanese from the West Coast, was that time was of the essence and that the government had no reasonable way to distinguish loyal from disloyal persons of Japanese descent. This report has rightly been condemned as a travesty. It relied upon unsubstantiated and even fabricated assertions.
Why, then, did Roosevelt sign the executive order? Undoubtedly, public opinion played a key role in his thinking. Although Roosevelt purported to explain the order in terms of military necessity, there is little doubt that domestic politics played a role in his thinking. 1942 was an election year. Roosevelt was not prepared to stand up to the growing panic, even though he knew it to be based on false information and public hysteria.
In Korematsu v. United States , decided in 1944, the Supreme Court, deferring to the judgment of military authorities, upheld the constitutionality of the Japanese internment. In a memorable dissenting opinion, Justice Frank Murphy courageously declared that “no adequate reason is given for the failure to treat these Japanese Americans on an individual basis, as was done in the case of persons of German and Italian ancestry. . .. I dissent, therefore, from this legalization of racism.”
In a separate dissenting opinion, Justice Robert Jackson insisted that the Court must not “distort the Constitution to approve all that the military may deem expedient,” adding that “once a judicial opinion rationalizes such an order to show that it conforms to the Constitution, . . . the principle then lies about like a loaded weapon ready for the hand of any authority that can bring forward a plausible claim of an urgent need.”
On February 19, 1976, as part of the celebration of the Bicentennial of the Constitution, President Gerald Ford issued Presidential Proclamation 4417, in which he acknowledged that, in the spirit of celebrating our Constitution, we must recognize “our national mistakes as well as our national achievements.” “February 19th,” he noted, “is the anniversary of a sad day in American history,” for it was “on that date in 1942 . . . that Executive Order 9066 was issued.”
President Ford observed that “we now know what we should have known then” – that the evacuation and internment of loyal Japanese American citizens was “wrong.” Ford concluded by calling “upon the American people to affirm with me this American Promise – that we have learned from the tragedy of that long-ago experience” and “resolve that this kind of action shall never again be repeated.”
In 1983, Congress appointed the Commission on Wartime Relocation and Internment of Civilians to review Executive Order 9066. The Commission unanimously concluded that the factors that shaped the internment decision “were race prejudice, war hysteria and a failure of political leadership,” not any genuine military necessity. The Commission recommended that “Congress pass a joint resolution, to be signed by the President, which recognizes that a grave injustice was done and offers the apologies of the nation for the acts of exclusion, removal and detention.”
In 1988, President Ronald Reagan signed the Civil Liberties Act of 1988, which officially declared that the Japanese internment was a “grave injustice” that was “carried out without adequate security reasons” and without any documented acts of “espionage or sabotage.” The Act offered an official Presidential apology and reparations to each of the Japanese-American internees who had suffered discrimination, loss of liberty, loss of property, and personal humiliation because of the actions of the United States government. Over the years, the Supreme Court’s decision in Korematsu has become a constitutional pariah.
As we move forward in the face of a president’s call for a “Muslim ban” and who knows what else in the future, it is imperative that we remember, reflect upon, and remain eternally vigilant against our capacity to do evil in the name of national security.

That’s why it’s no surprise that the La Salle star is the hands down favorite to win the Conference Most Valuable Player plum.
However, doing so would need him to bring the Titans to the semifinals in the season’s first conference, a feat the squad has yet to accomplish.
The PBA D-League’s voting process differs from the PBA, as the individual stats are only used as indicators for the standout players for each teams.
Players with teams advancing to the semifinals are more favored to win the award, with votes from the media, the TV coveror, and the Commissioner’s Office deciding the victor.
Teng has been stellar in his first D-League stint, topping the league in scoring with 26.0 points, fourth in dimes with 4.3 assists, and eighth in boards with 8.7 rebounds per game while leading AMA to a 4-2 slate halfway through the conference.
But he’s not the lone hopeful, with other contenders from the league’s top squads not far behind him for the award.
Bong Quinto is silently having a promising campaign, averaging 16.8 points (6th in the league), 4.4 rebounds, 4.0 assists (5th), and 1.2 steals for Tanduay.
The same goes with fellow Rhum Master Mark Cruz who has netted 13.4 points, 3.4 rebounds, and 4.4 assists in his D-League return.
Paul Desiderio has also been a gem for Cafe France, netting 15.4 points (8th), 4.4 rebounds, and 1.8 assists.
League-leader Racal has had its fair share of candidates led by Kent Salado (13.6 points. 3.6 rebounds, and 3.0 assists), Sidney Onwubere (13.4 points, 6.6 rebounds, 1.8 assists, and 1.4 steals), Rey Nambatac (11.6 points, 4.8 rebounds, 3.2 assists, and 1.4 steals), and Jackson Corpuz (10.4 points, 8.0 rebounds, 1.4 steals, and 1.2 blocks).
Jason Perkins (12.8 points, 9.4 rebounds, and 1.2 assists) and Robert Bolick (11.2 points, 3.6 rebounds, and 2.8 assists) have also towed Cignal-San Beda to the upper half of the standings.
Other candidates from lower-ranked teams have also emerged.
Victoria Sports-MLQU has had a couple of aspirants with swingman Robbie Herndon (18.6 points, 8.6 rebounds, 3.8 assists, and 1.8 steals) and the league’s rebounding leader Aris Dionisio (15.4 points, 10.8 rebounds, 2.8 blocks).
Joseph Sedurifa has also been the undoubted leader for Batangas, averaging 16.8 points, 6.2 rebounds, 3.0 assists.
Veterans have also made their case, with Jhaps Bautista anchoring Jose Rizal University with averages of 13.2 points, 6.8 rebounds, 2.0 assists, and 1.2 steals, while Marlon Gomez has been steady for Wangs Basketball with 14.0 points, 9.2 rebounds, 2.0 assists, 1.2 steals, and 1.0 blocks.

US urges China to keep pressure on N. Korea, as Beijing stops coal imports from Pyongyang — RT News

The US has called on Beijing to keep the pressure on North Korea, as Chinese authorities announced they were suspending all coal deliveries from Pyongyang.
“All countries should fully and transparently implement all relevant UN Security Council Resolutions on the DPRK,” a US State Department spokesperson said, referring to North Korea, as cited by Reuters.
“We continue to urge China to exert its unique leverage as North Korea’s largest trading partner to convince Pyongyang to return to serious talks on denuclearization,” the official added.
The US rhetoric against North Korea has been harsh for quite a while, but has intensified recently. Last week, US President Donald Trump said at a press conference that “obviously North Korea is a big, big problem and we will deal with that very strongly.”
Beijing tends to disagree, though, with Fu Ying, who chairs the Foreign Affairs Committee of China’s legislature and served as vice foreign minister until 2013, saying at the Munich Security Conference: “China just keeps on telling you this is not working, although we’re going along with you. You have to realize – without talking with them, you will only drive them in the wrong direction further.”
Even Beijing’s patience seems to be running out, as the Chinese Commerce Ministry said that it would stop all coal imports from North Korea. The prohibition is set to stay in place until December 31.
Just over a week ago, Yonhap News Agency reported that a delivery of North Korean coal worth about $1 million was stopped at the Port of Wenzhou in eastern China.
The rejection of the coal cargo followed the North Korean test of an intermediate-range ballistic missile.
About a week ago, North Korea reported test firing a new Pukguksong-2 ballistic missile, praising it as a key achievement for its military. The solid-propellant rocket flew over 500km before landing in the Sea of Japan. Last April, Beijing already declared it would curb coal deliveries to comply with the UN sanctions, but imports for “people’s well-being” would continue. As of last year, North Korea was China’s fourth biggest supplier of coal.

Як повідомляє Укрінформ, розпочалося віче з хвилини мовчання за загиблими Героями Небесної Сотні та всіма полеглими за незалежність України.
Один із організаторів, командир батальйону ОУН Микола Коханівський зазначив, що триватиме захід близько півгодини, а потім відбудеться хода Пам’яті до Адміністрації Президента.
Учасники віче озвучили свої вимоги, серед яких – звернення до Президента Петра Порошенка із закликом прискорити обмін військовослужбовців, які перебувають у руках бойовиків, а також ухвалити закон щодо тимчасово окупованих територій.
Наразі на центральній площі столиці зібралося кілька сотень людей.
Раніше повідомлялося , що в неділю, 19 лютого, для охорони безпеки громадян під час масових заходів у Києві буде залучено 6500 поліцейських та нацгвардійців.

Pogrzeb Heleny Kmieć miał charakter państwowy. Premier Beatę Szydło reprezentowała szefowa kancelarii premiera Beata Kempa. W uroczystości uczestniczył także podsekretarz stanu w Kancelarii Prezydenta RP Wojciech Kolarski. Z Boliwii przyjechał wikariusz apostolski bp Antoni Reimann. Odznaczenie i list od premier
Prezydent Andrzej Duda odznaczył pośmiertnie Helenę Kmieć Złotym Krzyżem Zasługi za działalność charytatywną i społeczną oraz za zaangażowanie w pomoc potrzebującym. Odznaczenie to przekazał rodzinie Wojciech Kolarski. List do rodziny zmarłej napisała premier Beata Szydło. Podczas pogrzebu odczytała go Beata Kempa. – Żegnając dzisiaj Helenę Kmieć, żegnamy symbol dobra, bezinteresownej pomocy i szczerej miłości bliźniego. Choć bardzo młoda udowodniła, jak wielkie ma serce. Jej śmierć przyniosła nam ból i cierpienie, jej życie dla wielu z nas pozostanie inspiracją i wzorem – podkreśliła premier.
Jak dodała, Kmieć zdecydowała się poświęcić dotychczasowe bezpieczne życie i opuścić na wiele miesięcy rodzinę oraz bliskich, by nieść pomoc dzieciom w dalekiej Boliwii. – Ten akt miłosierdzia wymagał niezwykłej determinacji, gotowości do wyrzeczeń i przede wszystkim nadziei. Seoul blames N. Korea for Kim Jong-nam's death, Malaysia hunts 4 N. Korean suspects — RT News

Seoul accuses Pyongyang of being behind the death of Kim Jong-nam, leader Kim Jong-un’s half-brother. Malaysian detectives say that four North Koreans, suspected of killing Nam with fast-acting poison at Kuala Lumpur Airport, have fled the country.
“We believe the North Korean regime is behind this incident considering five suspects are North Koreans,” Jeong Joon-hee, spokesman at the South Korean Unification Ministry, which handles inter-Korea affairs, told a briefing on Sunday, Reuters reports . 
“Considering North Korea has so far committed crimes against humanity and terror acts, we, together with the international community, are closely watching this brutal, reckless incident with serious concerns,” Joon-hee said, according to AP.
Malaysian police said on Saturday they had arrested a North Korean man in connection to the murder of Kim Jong-nam. The suspect was identified as 46-year-old Ri Jong Chol.
“He is suspected to be involved in the death of a North Korean male,” a police statement said. 
Investigators are on the hunt for four other suspects who fled the country.
Malaysia’s deputy national police chief, Noor Rashid Ismail, told a news conference on Sunday that Malaysia has teamed up with Interpol to track down the four North Koreans.
“The four suspects are holding normal passports, not diplomatic passports,” he said, as quoted by Reuters.
“Next plan is to get them. We of course have international cooperation especially with Interpol, bilateral involvement with the country involved, we will go through those avenues to get the people involved.”
“I am not going to disclose where they are,” AP quoted Ismail as saying.
He named the four who are at large as Ri Ji Hyon, Hong Song Hac, O Joong Gil, and Ri Jae Nam, with the youngest aged 33, the eldest 57.
A Vietnamese and an Indonesian women were arrested earlier in connection with the assassination of Kim Jong-nam, the eldest son of the late North Korean leader Kim Jong-il.
Kim was a vocal critic of his family’s limitless dynastic control of nuclear-armed North Korea. According to South Korea’s intelligence agency, he had been living with his second wife in Macau, under China’s protection.
Kim was waiting for his Macau-bound flight at Kuala Lumpur Airport, when he was set upon by two women. He sought help at a customer service desk, saying “two unidentified women had swabbed or had wiped his face with a liquid and that he felt dizzy,” Noor Rashid said Sunday, AP reports.
Kim died en route to a hospital after suffering a seizure on Monday.
An autopsy is being performed in Kuala Lumpur.
“We have to send a sample to the chemistry department, we have to send a sample for toxicology tests,” Noor Rashid said.
Investigators say they need to get in touch with Kim Jong-nam’s next of kin to help formally identify the body. The man is believed to have two sons and a daughter with two women living in Beijing and Macau.
“We are working, we are trying very hard to get the next of kin to come and to assist us in the investigation,” Noor Rashid said.
Pyongyang demanded custody of Kim’s body and strongly objected to an autopsy. Malaysia green-lighted the procedure, however.
Kang Chol, North Korea’s ambassador to Malaysia, said Malaysia was probably “trying to conceal something,” noting that the autopsy was carried out “unilaterally and excluding our attendance.”  
Pyongyang said it will reject Malaysia’s autopsy report, accusing Kuala Lumpur of “colluding with outside forces” – thought to be a reference to Seoul.
“They can say anything, but as far as we are concerned we follow legal and procedural requirements of our country,” Noor Rashid stated on Sunday.
The mother of the Indonesian woman, Siti Aishah, alleges that her daughter was tricked into thinking she was part of a prank TV show.
“She said she wanted to go to Malaysia for filming on a show to make people surprised by spraying perfume on somebody else,” she told Reuters on Sunday. “She was offered a job by someone to become an advertisement model for perfume.”
Asked about the assumption, Noor Rashid replied: “I think there is footage being released… and you can interpret from the footage.”

Олімпійська чемпіонка 1980 року з бігу на 800 метрів і екс-рекордсменка світу Надія Олізаренко померла у суботу на 64-му році життя, повідомляється на офіційному сайті Федерації легкої атлетики України.
На Олімпійських іграх у Москві Олізаренко, крім золота на 800-метрівці, здобула бронзу з бігу на 1500 метрів.
Московський результат Надії Олізаренко на 800 м досі залишається другим кращим в історії цієї дисципліни – його перевершила тільки чинна чемпіонка світу Ярміла Кратохвілова у 1983 році.
Також у 1986 році вона стала чемпіонкою Європи на дистанції 800 метрів. Після закінчення спортивної кар’єри Олізаренко працювала тренером в Одесі, відкрила легкоатлетичний клуб, організовувала змагання.
