U. S. successfully shoots down mock warhead over Pacific, Pentagon says

Test was first ever targeting an intercontinental-range missile​ like North Korea is developing
WASHINGTON — The Pentagon scored an important success Tuesday in a test of its oft-criticized missile defense program, destroying a mock warhead over the Pacific Ocean with an interceptor that is key to protecting U. S. territory from a North Korean attack .
Vice Admiral Jim Syring, director of the Missile Defense Agency, called the test result „an incredible accomplishment“ and a critical milestone for a program hampered by setbacks over the years.
„This system is vitally important to the defense of our homeland, and this test demonstrates that we have a capable, credible deterrent against a very real threat, “ Syring said in a written statement announcing the test result.
Despite the success, the $244 million test didn’t confirm that under wartime conditions the U. S. could intercept an intercontinental-range missile fired by North Korea. Pyongyang is understood to be moving closer to the capability of putting a nuclear warhead on such an ICBM and could develop decoys sophisticated enough to trick an interceptor into missing the real warhead.
Syring’s agency sounded a note of caution.

„Initial indications are that the test met its primary objective, but program officials will continue to evaluate system performance based upon telemetry and other data obtained during the test, “ his statement said.
The most recent intercept test, in June 2014, was successful, but the longer track record is spotty. Since the system was declared ready for potential combat use in 2004, only four of nine intercept attempts have been successful.
„This is part of a continuous learning curve, “ said Navy Capt. Jeff Davis, a Pentagon spokesman, ahead of Tuesday’s test. The Pentagon is still incorporating engineering upgrades to its missile interceptor, which has yet to be fully tested in realistic conditions.
North Korea says its nuclear and missile programs are a defense against perceived U. S. military threats. Its accelerating missile development has complicated Pentagon calculations, most recently by incorporating solid-fuel technology into its rockets. The step would mean even less launch warning time for the U. S. Liquid fuel is less stable and rockets using it have to be fueled in the field, a process that takes longer and can be detected by satellites.
Underscoring its uninterrupted efforts, North Korea on Monday fired a short-range ballistic missile that landed in Japan’s maritime economic zone.

According to the plan, a 5-foot-long „kill vehicle“ released from atop the interceptor zeroed in on the ICBM-like target’s mock warhead outside Earth’s atmosphere and obliterated it by sheer force of impact, the Pentagon said. The „kill vehicle“ carries no explosives, either in testing or in actual combat.
The target was a custom-made missile meant to simulate an ICBM, meaning it flew faster than missiles used in previous intercept tests, according to Christopher Johnson, the Missile Defense Agency’s spokesman. It was not a mock-up of an actual North Korean ICBM, and details of its exact capabilities weren’t made public.
Officially known as the Ground-based Midcourse Defense system, the Pentagon likens the defensive tactic to hitting a bullet with a bullet. With congressional support, the Pentagon is increasing by the end of this year the number of deployed interceptors, based in California and Alaska, to 44 from the current total of 36.
While Tuesday’s test wasn’t designed with the expectation of an imminent North Korean missile threat, the military wants progress toward the stated goal of being able to shoot down a small number of ICBMs targeting the U. S.

Laura Grego, senior scientist at the Union of Concerned Scientists, which has criticized the missile defense program, called the interceptor an „advanced prototype, “ meaning it is not fully matured technologically even if it has been deployed and theoretically available for combat since 2004. A successful test Tuesday, she said, could demonstrate the Pentagon is on the right track with its latest technical fixes.
„Overall, “ she wrote in an analysis prior to the test, the military „is not even close to demonstrating that the system works in a real-world setting.“
The interceptors are, in essence, the last line of U. S. defense against an attack by an intercontinental-range missile.
The Pentagon has other elements of missile defense that have shown to be more reliable, although they are designed to work against medium-range or shorter-range ballistic missiles. These include the Patriot missile, which numerous countries have purchased from the U. S., and the Terminal High-Altitude Area Defense, or THAAD, which the U. S. deployed this year to South Korea to defend against medium-range missiles from North Korea.

The activist, Hua Haifeng, who was working on behalf of the advocacy group China Labor Watch, was detained on suspicion of illegal eavesdropping, his wife, Deng Guimian, said late Tuesday. Mr. Hua and two other labor activists had been undercover at two Chinese factories that make shoes for Ms. Trump and other brands. They all disappeared on Saturday, according to their employer, China Labor Watch. These detentions come as legal and labor advocacy has been facing increased pressure in China over the last two years. The trials of three Guangdong labor activists last year, which resulted in suspended prison sentences, were marked by commentators as the “end of an era” of Chinese labor activism. Meanwhile, a steady stream of new laws and draft legislation with the potential to criminalize advocacy under the banner of “state security” continues, alarming many activists.
Coverage from the AP notes recent instances of Western brands cutting ties with Chinese manufacturers after labor violations were exposed, highlighting the severity of Hua’s criminal detention:

When you enter a Requested conversation, you have the option to Accept or Delete the conversation, which is pretty self-explanatory. Any pictures, GIFs, or media the account has sent you won’ t be visible until you hit Accept.
According to TechCrunch, the feature has been in testing and “rolling out gradually” for some time now, so some users might already have it.
I imagine this is a step to curb Twitter’s notorious reputation for abuse. Just like filtering blocked users out of notifications, it’s one of those features that makes so much sense you almost can’ t believe Twitter didn’ t already have it from the beginning.

Qualcomm says it, not Intel, will power the next generation of PCs

Qualcomm announced that HP, Lenovo, and Asus will be the first PC makers to introduce Windows 10 on ARM notebooks.
For decades, Windows and Intel have been fairly synonymous, so much so that the term “Wintel” was coined to describe the ecosystem. But that’s about to change in a major way, at least if Qualcomm has anything to say about it.
Earlier this year, Microsoft announced that Windows 10 on ARM will run all of the 16 million Windows desktop applications available. The first processor to run this new version of Windows 10 is Qualcomm’s Snapdragon 835, and now the first PC makers to produce systems supporting the platform have been announced.
These partners include HP, Asus, and Lenovo, three companies that are among the leaders in the Windows PC ecosystem. They will be making highly compact systems based on the Qualcomm Snapdragon 835 system-on-chip (SoC) that features the Kryo 280 CPU, the Adreno 540 GPU, and the X16 LTE mobile data modem.
The result will be extremely thin, light, and fanless systems that are capable of running the full complement of Windows desktop applications, yet have all-day battery life and days-long standby performance.
Qualcomm is promising up to 50 percent more battery life than Intel-based systems — 20 hours on average — and a more complete Connected Standby experience that will include instant-on, always connected data syncing, and Cortana active listening.
Windows 10 on ARM systems will also benefit from the integrated Snapdragon X16 gigabit LTE modem that will enable the systems to enjoy full-time internet connectivity. That will enable the systems to leverage the increasing global availability of fast gigabit LTE networks. Qualcomm is pushing this is a major boon, as LTE-capable PCs are not common, and the option can add $50 to $100 onto the price of a new system.
This development takes direct aim at Intel, and Qualcomm makes its desire to threaten its elder rival clear. Don McGuire, Qualcomm’s Vice President of Global Product Marketing, stated in a video that “when you put this all together […] you get the next generation of PC.” The implication is clear. Qualcomm thinks it can provide better, more portable, more affordable systems that will outmaneuver Intel’s expensive processors.
Of course, that’s marketing. How it works in real life remains to be seen, and we’ ll have to wait. While the announcement revealed Qualcomm’s partners, it provided exact word on when the first of these systems will arrive.

Two US Navy aircraft carriers are expected to begin training together as soon as Wednesday in the Sea of Japan, for a few days in what US military officials say may be interpreted by North Korea as a signal of a more aggressive US military posture.
The carriers will be accompanied by several surface warships and two submarines. The training is expected to last only a few days, the official said. While two carriers do not often operate together, it is not unprecedented, US officials say.
The training period is expected only to last a few days because the Vinson is scheduled to begin its return to its homeport in San Diego. Later this week, the USS Nimitz is scheduled to leave its home port in Bremerton, Washington, for its deployment period. It is expected to pass through the Pacific region on its way to the Persian Gulf.
Several US officials insist that all three carriers will not be operating near North Korea at the same time. The Nimitz will first stop along the West Coast to pick up its full airwing of jets before heading out to sea. The Vinson is expected to be well on its way back to the West Coast.
Once in the Pacific, the Nimitz could be tasked with various training missions, but is not expected at this time to operate near North Korea. Either the Nimitz or Reagan could also be ordered to operate in the South China Sea area.

Don't expect a super-slim Max-Q Nvidia gaming laptop from Dell

The PC manufacturer says it isn’t yet willing to compromise on some aspects for its gaming notebooks.

If you still prefer your powerful gaming laptop to have a palm rest below your keyboard, Dell may be one of your options in the future.
Unlike the radical designs of Acer’s Predator Triton 700 and the Asus ROG Zephyrus — both moved the keyboard downward and are doing away with the palm rest to fit GeForce GTX 1080 into a slim frame — Dell is taking a different approach.
The company’s likely going to keep its current design of its gaming laptops, such as the Dell Inspiron 15 7000 or the Alienware 15. That means it probably won’t move the keyboard downward and it will stick to the laptops‘ current thickness. Dell’s Director of PC Product Planning Joe Olmsted told CNET that having a better keyboard for gamers was a key consideration for its decision.
„We can put a 1080 „MQ“ in our 15-inch laptops, too, “ said Olmsted. „But we’ll go as thin as we feel comfortable. We weigh those tradeoffs a lot, and gamers would prefer a good full deep-dished keyboard.“
Olmsted also pointed out that 25 mm was a good size and allows for a bigger battery to let you do more on the go. Going slimmer would also mean sacrificing some wattage and it’s a trade-off that the company doesn’t want. That said, he added that no one would likely game on just battery power.
If you’re on the hunt for the new Nvidia Max-Q gaming laptops though, get your wallets ready. Expect prices to start from around $1,200 to northwards of $2,000, according to Nvidia’s CEO Jensen Huang.

Today, Qualcomm announced that it has signed up three major OEMs to deliver mobile PCs using the Snapdragon 835 Mobile PC Platform: ASUS, Hewlett-Packard and Lenovo. Al three OEMs have committed to delivering new computing experiences later this that will come with standard gigabit-class LTE (courtesy of the Snapdragon X16 LTE modem) , all-day battery life (afforded by the efficient ARM architecture and 10nm manufacturing process) and always-on versatility.
“Today’s PC users want solutions that provide better battery life and the ability to connect anytime, anywhere, while also being lighter and more portable than any other laptop currently available, ” said Jeff Meredith, SVP and GM for Lenovo’s PCs and smart devices consumer business segment. “We’ re excited to work with Microsoft and Qualcomm Technologies to bring a whole new class of devices to consumers that will change the future of personal computing.”
Qualcomm says that PCs using Snapdragon 835 will have up to 50 percent better battery life than their counterparts that rely on x86 processors. In addition, Connected Standby mode will afford users a 4x to 5x improvement in performance, giving users weeks of battery life versus days. Connected Standby allows users to have instant-on access to their devices, continuously sync data in the background and give Cortana the ability to listen for you wake command when the system is “asleep”.
It should be noted that even though Windows 10 will be running on an ARM-based processor, users will not encounter software compatibility issues that plagued previous Microsoft operating systems like Windows RT. “You also have all of the apps that you’ re used to, ” said Microsoft Group Product Manager Hari Pulapaka during a Windows 10 on ARM demonstration at Build 2017 earlier this month .
“For example, all of the UWP apps in the store, all of the centennial apps will be available on Windows 10 on ARM. And not just that, Windows 10 on ARM will also provide you with full support for running x86 Win32 apps. Your existing x86 apps will run completely fine on this device through the magic of the x86 emulation layer.”
That means users won’ t just be limited to Universal Windows Platform (UWP) apps downloaded from the Windows Store, which was a huge limiting factor for Windows RT that launched with the original Surface tablets.
OEMs have been testing new Windows PC running on Qualcomm Snapdragon hardware since late 2016, so we can’ t wait to see what they have offer when these devices are available for consumers later in 2017, hopefully in time for the Windows 10 Fall Creators Update .
