Vier Tage nach dem Votum der nordirakischen Kurden für die Unabhängigkeit von Bagdad hat die US-Regierung erklärt, dass sie das Referendum nicht anerkennt. Bei der Abstimmung handle es sich um eine „einseitige Maßnahme“, weshalb es dem Ergebnis an Legitimität fehle, erklärte US-Außenminister Rex Tillerson. Die Vereinigten Staaten unterstützten weiterhin einen „vereinten, föderalen, demokratischen und gedeihenden Irak“.
Die Regierung in Bagdad rief Tillerson zugleich auf, Gewaltandrohungen zurückzuweisen. „Die Vereinigten Staaten bitten alle Parteien, inklusive der Nachbarstaaten des Iraks, einseitige Handlungen und den Einsatz von Gewalt abzulehnen.“ Die irakische Zentralregierung hatte wenige Stunden zuvor ihre Drohung wahr gemacht und ein Flugverbot für die autonome Kurdenregion verhängt.
Die Kurden im Nordirak hatten sich mit ihrem Referendum über den Widerstand der Zentralregierung hinweggesetzt. Obwohl die Wähler praktisch geschlossen für die Abspaltung stimmten, ist ungewiss, was daraus folgt. Bagdad hat mit einer militärischen Intervention gedroht und Verhandlungen auf Grundlage des Referendums abgelehnt.
Die Türkei, die ebenfalls die Gründung eines unabhängigen Kurdenstaats an ihrer Grenze strikt ablehnt, drohte mit einer Handelsblockade. Das Referendum wurde auch von der Bundesregierung kritisiert. Bundesaußenminister Sigmar Gabriel hatte sich am Dienstag besorgt gezeigt, „dass dieser Schritt die instabile regionale Situation“ weiter verschärfe.
Unterdessen bemüht sich Frankreichs Präsident Emmanuel Macron um Vermittlung zwischen der irakischen Regierung und den Kurden im Norden des Landes. Er lud den irakischen Ministerpräsidenten Haider al-Abadi zu Gesprächen nach Paris am 5. Oktober ein. Die Einheit und die territoriale Integrität des Iraks müsse erhalten bleiben, erklärte Macron nach einem Telefonat mit Al-Abadi.
Gleichzeitig müssten die Rechte der kurdischen Bevölkerung anerkannt werden. „Eine Eskalation sollte vermieden werden“, so Macron. Gemeinsam müssten die Iraker ihre Priorität auf den Kampf gegen die IS-Miliz und die Stabilisierung des Landes setzen. Der IS beherrscht nach wie vor Gebiete im Irak und im benachbarten Syrien. Al-Abadi nahm die Einladung in die französische Hauptstadt an, wie aus dem Umfeld Macrons verlautete.

After the DHS chief says the recovery effort in Puerto Rico is working, the mayor of San Juan explodes in frustration, asking, „Where is the good news?“
Tensions over the Trump administration’s handling of the recovery effort on hurricane-ravaged Puerto Rico boiled over Friday as San Juan Mayor Carmen Yulin Cruz said, „People are dying here,“ and called on President Trump to put someone in charge of the relief effort who „is up to the task of saving lives.“
Cruz‘ comments came after Acting Secretary of Homeland Security Elaine Duke told reporters at the White House Thursday that the administration’s response so far „is a good-news story in terms of our ability to reach people.“ She also said the death toll had been low for a storm the size of Hurricane Maria.
„She said that?“ asked an incredulous Cruz during an interview with CNN.
„Maybe from where she’s standing it’s a good news story. When you’re drinking from a creek, it’s not a good news story. When you don’t have food for a baby, it’s not a good news story. … I’m sorry but that really upsets me and frustrates me,“ said Cruz.
„Dammit, this is not a good-news story. This is a ‚people are dying‘ story. This is a life or death story,“ she added.
At a news conference on Friday, Cruz said, „I am done being polite. I am done being politically correct. I am mad as hell.“
„If we don’t get the food and the water into people’s hands what we are going to see is something close to a genocide,“ she said.
Puerto Rico, home to more than 3 million U. S. citizens, has had limited food, bottled water and medical supplies since Hurricane Maria struck nine days ago. Few buildings have generator-supplied electricity, which is dependent on scarce fuel.
As NPR’s Greg Allen and Marisa Penaloza have reported, many hospitals are still shut down. Those that are open are operating on just emergency generator power and can offer very limited services. Some communities are still flooded in parts. The distribution of much needed diesel fuel is hampered by a lack of truck drivers.
So far at least 16 have died, according to The Associated Press.
Perhaps in response to Cruz‘ impatient retort, Secretary Duke followed a tour of the island with a news conference Friday and said, „Despite working together, I know that the people of Puerto Rico and the U. S. Virgin Islands are suffering.“
„The President and I will not be fully satisfied, however, until every Puerto Rican is back home, the power is back on, clean water is fully available, schools and hospitals are fully open, and the Puerto Rican economy is working,“ said Duke.
In remarks to the National Association of Manufacturers in Washington, Trump also defended his administration’s response to the crisis in Puerto Rico.
„Ultimately the government of Puerto Rico will have to work with us to determine how this massive rebuilding effort — it will end up being one of the biggest ever — will be funded and organized, and what we will do with the tremendous amount of existing debt already on the island,“ said Trump.
„We will not rest, however, until the people of Puerto Rico are safe,“ he added.
Trump, in a tweet earlier this week, first linked the expense of the recovery effort with Puerto Rico’s inability to repay more than $70 billion in debt owed to Wall Street.
Still, Cruz, in her CNN appearance, left little doubt that she is looking to the White House for help.
„Mr. Trump, I beg you to take charge and save lives,“ she said.

The force has released a new report which claims that ransomware is reaching „epidemic“ levels, eclipsing other areas of cybercrime such as data breaches, pornography and card fraud.
Europol’s records found that more than two billion records linked to EU citizens had been affected by ransomware during the last twelve months
„The last year has been exceptional, given the size and the type and the range of the attacks that we’ve seen,“ Europol director Rob Wainwright said revealing the report.
„Growing sophistication in the cybercrime community, where criminal groups band together to deliver“ cybercrime services, is becoming the major engine of growth in online crime undertaken for illegal profit, he said.
Ransomware „has eclipsed most other cyber-threats… indiscriminately affecting victims across multiple industries in both the public and private sectors,“ the report said.
Wainwright revealed that Europol will establish a special crime unit to fight activities from the so-called „dark web,“ but called for even more resources to fight wider threats.

Suspect arrested decades after pregnant woman found dead

LOS ANGELES (AP) – For 37 years, Ronnie Fematt had been living with a burning question: Who killed his newlywed wife and their unborn child in 1980 and left her nude body on a Los Angeles County beach?
Once considered a possible suspect in the case, Fematt stood shoulder-to-shoulder Friday with Los Angeles sheriff’s investigators, who announced they had finally made an arrest.
It was March of 1980 when Fematt had an argument with his newlywed wife, Teresa Broudreaux – then 20 years old and five months pregnant with their unborn child – and she left to go to her sister’s house nearby, investigators said. After she left her sister’s home later that evening, Broudreaux was never seen alive again.
Her nude, lifeless body was found early in the morning on March 4,1980, along the shoreline of Malaga Cove Beach in Palos Verdes Estates. Broudreaux had been beaten over the head and killed.
Detectives tried to track down any leads they could. But there were no witnesses, and for years the case had gone cold – the records later filed away in the homicide bureau’s library.
„Years later, a series of coincidences and new DNA technology produced an unexpected break in the case,“ Los Angeles County Sheriff Jim McDonnell said.
The case was reviewed by a specialized squad that reviews unsolved cases and in 2013, investigators uncovered DNA from evidence that had been collected at the crime scene, but they wouldn’t provide many details. They ran the DNA sample through a database and got „quite the hit,“ sheriff’s Det. Ralph Hernandez said.
The DNA alone, though, wasn’t enough for detectives to prove their case.
After years of additional interviews and a review of a possible suspect’s criminal record, detectives believed they could finally make a case that could stick.
Robert Yniguez, 65, was arrested on suspicion of murder outside of his home in San Pedro on Thursday.
Yniguez’s DNA had been on file for a prior sex offense, Hernandez said. He had been arrested in 1981 and suspected of sexually assaulting a young woman, the detective said at a news conference Friday. But the charges were dropped when the woman stopped cooperating.
Yniguez was arrested again the next year and served eight years in prison after being convicted of rape, Hernandez said. Since his release, Yniguez has gotten married and has been employed as a construction worker, detectives said.
Yniguez had been questioned about Broudreaux’s killing several times since his 2013, but when detectives came knocking on his door Thursday night, he was still surprised, Hernandez said. It wasn’t immediately clear if he had an attorney who could comment on the allegations.
The arrest was welcome news for Fematt, who said he’s never given up hope that one day detectives would find his wife’s killer. The two had met while she was working at a fast-food restaurant and were dating for a few years before they were expecting a little girl and were married. Five months later, his wife was killed.
„There was nobody to hear her cry, nobody to hear her screams, nobody to help her,“ Fematt said, his voice cracking, as he choked back tears. „When she bled out, the baby died. I think of that all time.“

Die Sowjetunion hatte ihn im Oktober 1957 ins All geschickt. Der Bochumer Amateurfunker Heinz Kaminski empfing damals mit einem geliehenen Kurzwellenempfänger im heimischen Keller sensationell die ersten Signale der Raumsonde.
Es war der Beginn des Wettlaufs um Flüge ins All und der Grundstein für den Bau der Sternwarte Bochum. Von dort aus soll nun ein „Wetterballon“ in eine Höhe von 30 000 Metern steigen und Signale ähnlich wie damals „Sputnik 1“ senden. Den Start vom „Weltraumbahnhof“ Bochum können Interessierte mitverfolgen.

Singapore government assures SingPass-MyInfo will stay secure

Autofill form service MyInfo will be linked to all SingPass accounts used to access e-government services, with the data stored–not in „a digital vault“–but across multiple systems and protected with various security measures.
The Singapore government has assured that the move to link all 3.3 million citizen accounts, used to access e-government services, to an autofill form system will not leave user data any less secured.
Its CIO agency GovTech announced earlier this week that all registered SingPass users would be given a MyInfo profile, enabling certain fields to be automatically pre-filled once the data had been previously provided to another government agency. This „tell-us-once“ concept was designed so users would not need to repeatedly enter information into online forms sent to government agencies, it said.
Since its launch in early-2016, MyInfo had garnered 200,000 enrolments, according to GovTech. By December 2017, this number would be significantly boosted when all 3.3 million SingPass accounts would automatically be linked to their MyInfo profiles.
With the tie-up, citizens‘ personal details such as their name, identification number, and date of birth, would be used to automatically fill up online government forms–after they had logged in via their SingPass account. This meant that data in their MyInfo profile would be made available to all government agencies.
“ SingPass acts as an authentication gateway, while the MyInfo service provides the user’s basic personal data to form the digital user profile, to make transactions easier and more secure,“ GovTech said.
And SingPass users would not have the option to opt out of the service, according to a GovTech spokesperson, who said this move was necessary as the government worked towards its aim to establish a national digital identity .
The Singapore government in February said it was exploring plans to build a national identification system that could be used to access both public and private sector services, hence, expanding the functions of SingPass to include access to a wider range of transactions.
MyInfo currently was available on 24 e-government services, with another 140 to be added by 2018. Access in May this year also was extended to four banks, including DBS and Standard Chartered, but explicit user consent had to be provided before personal details were allowed to be retrieved from MyInfo to facilitate 19 online services, such as credit card application.
There now were plans to extend the service to more locally-registered private organisations by year-end, said GovTech, which added that user consent would be sought for transactions that required financial data such as income tax statements, before personal data was released.
Its spokesperson told ZDNet that credit card or bank account details would not be captured by the system.
She added that citizens still would have the option to preview any pre-filled data before submitting it or delete the data and manually key the required information into the form.
While often had been described in local reports as a „digital data vault“, MyInfo was not a centralised repository that stored user data in a common database. Instead, it extracted the relevant citizen data provided to–and archived by–the respective government agencies, as and when they were required to pre-fill forms.
Stressing that the government took a „serious stance“ on security, the GovTech spokesperson said: „MyInfo data is stored across multiple systems [that] are safeguarded by cybersecurity measures, including a combination of end-to-end encryption and multi-layered security. In line with industry best practices, these measures are reviewed and updated on a regular basis to enhance data protection.“
Data available via MyInfo ranged from personal details such as passport number and residential status, to contact information including mobile number, e-mail address, and billing address.
ZDNet also asked if the SingPass-MyInfo system would be considered a critical information infrastructure (CII) and, therefore, impacted by the country’s upcoming cybersecurity bill. While GovTech was unable to provide a confirmation, Singapore-based tech lawyer Bryan Tan said it should be a function related to „government“ under the list of 11 CIIs outlined in the proposed bill.
If passed, the bill would require operators of local CIIs to take steps to safeguard their systems and swiftly report threats and incidents. The proposed new laws also would facilitate information sharing across critical sectors and require selected service providers as well as individuals to be licensed.
The bill listed 11 „essential services“ sectors considered to operate CIIs: water, healthcare, maritime, media, infocommunications, energy, banking and finance, security and emergency services, land transport, aviation, and the government.
A partner at law firm Pinsent Masons, Tan said the proposed bill defined CII as „a computer or a computer system that is necessary for the continuous delivery of essential services… Singapore relies on.
„The loss or compromise of which will lead to a debilitating impact on the national security, defence, foreign relations, economy, public health, public safety or public order of Singapore,“ he said, citing the draft bill.
ZDNet asked about possible recourse SingPass users could take if their accounts suffered a security breach, resulting in their personal data being leaked.
Tan explained that Singapore’s Cybersecurity Act did not outline specific recourse, so general laws should apply. „Specifically, breach of statutory duty,“ he noted. „I am not sure if receiving money also is a good way to compensate. For instance, getting credit protection services might be a more appropriate remedy.“
Providers of such services typically helped customers track their credit movement and would trigger an alert–notifying their bank or credit providers–if any unauthorised charges were made to their account.
Originally scheduled to be tabled later this year, Singapore’s proposed cybersecurity bill now was expected to be introduced in parliament next year.

Schiff was responding in a tweet to remarks Trump gave to reporters before it was announced that Price had resigned.

Price resigned Friday after criticism over his use of private jets for official business trips. The former Health secretary took multiple government planes and private jets at a cost of more than $1 million since May, according to Politico.
Price apologized on Thursday and said he would repay just under $52,000 for his “seats” on the flights, but Trump said Friday he was “not happy” and didn’t like the “optics” of Price’s flights. The White House later released a copy of Price’s resignation letter that Trump accepted.
At the time of his nomination to the HHS post in January, Price had a net worth of at least $8.2 million, which included more than one bank account containing at least $100,000 in cash, according to his personal financial disclosure forms .
Interior Secretary Ryan Zinke and Environmental Protection Agency chief Scott Pruitt have also come under scrutiny in recent days for their use of private aircraft for government business.

How to create a bootable macOS High Sierra installer drive

Put the macOS High Sierra on an external USB thumb drive or hard drive and use it to install the operating system on a Mac.
Apple distributes macOS High Sierra through the App Store. You need an internet connection, and the download will be over 5GB, so it’ll take a few minutes.
For a single Mac, the installation process through the App Store works well, but if you have several Macs, it’s not efficient. That’s why I like to create a bootable installation drive. I can use the drive on each Mac I need to upgrade, saving me from the process of entering an Apple ID and password and then waiting for the download.
It’s easy to create an external installation drive. It’s also handy to keep around, just in case you’re in a situation where you rather use the drive than rely on booting in Recovery mode.
Here are a couple of different ways you can create a bootable macOS High Sierra installation drive. First, let’s cover the items you’ll need and how to get them. Then we’ll go over the two ways to make the drive itself.
Just about any type of USB external drive will work: thumb drive, hard drive, or SSD. The installer software will take up over 5GB.
If you want to use a thumb drive, an 8GB drive works perfectly. I used an 8GB Kingston Data Traveler G4 ($9 on Amazon); it’s cheap and it supports USB 3.1, so it’s fast. I’ve also used a VisionTek 120GB USB 3.0 Pocket Solid State Drive ($95 on Amazon) and older USB thumb drives that support USB 2, which is slower, but works.
To connect a USB device with a type-A connector to a MacBook or MacBook Pro with USB-C, you need the USB to USB-C adatper.
If you have a 2015 or newer MacBook or a 2016 or newer MacBook Pro, you may need Apple’s USB to USB-C adapter. This will allow you to connect a storage device that uses a USB type-A connector. If you have a USB-C storage device, then you don’t need to get the adapter.
When creating the boot drive, the storage device is reformatted, so there’s no need to format the drive beforehand.
You’ll find High Sierra in the App Store. It’s not available as an update, so if you run Software Update (Apple menu > About This Mac > Software Update), you won’t find it. If you launch the App Store app and look for it in the Updates section, you won’t find it. Go to the Featured section of the App Store, and you may see High Sierra appear at the top. If not, just do a search for “High Sierra.” Click on it to go to the High Sierra page. (You can also click here .)
You can read the information to learn more about High Sierra. When you’re ready to download the software, click the Download button under the icon on the upper left. (If you’ve already downloaded the installer, the button will say Open instead of Download.)
Once the download is complete, the installer will launch automatically. But don’t continue with the installation. Instead, press Command-Q on your keyboard to quit the installer.
The High Sierra installer app will be in your Applications folder, so you can go there and launch it later to upgrade your Mac to the new operating system.
If you already installed High Sierra, you won’t find the installer app in your Applications folder. You also won’t find it in the App Store app under Purchased. Click here to go to the macOS High Sierra section of the App Store. This link should open the App Store app and take you directly to High Sierra. Under the High Sierra icon on the left of the banner, click on the Download button. This will download the installer to your Applications folder. If the installer auto launches, press Command-Q on your keyboard to quit the app.
There’s a free app called Install Disk Creator that you can use to make the installation drive. It has been updated to support High Sierra. There’s another app called Diskmaker X that I’ve used before, but as of this writing, it doesn’t support the High Sierra.
Download Install Disk Creator by clicking on the link above. When the download is done, you can move it over to your Applications folder. Then follow these steps to create your bootable macOS High Sierra drive.

Critics say the White House is playing down Puerto Rico’s plight. Here’s what the administration says compared to reports from the ground.
Duke’s comments weren’t the first time the White House’s statements about the recovery effort contradicted ground reports. This week, federal officials and locals clashed on such issues as medical care facilities, aid shipments and the availability of cash.
Critics say the White House has been slow to respond and is portraying the situation in Puerto Rico as better than it really is. Here’s a snapshot of what the White House is saying compared to what people there are seeing and experiencing.
Hospitals and nursing homes
White House: In Puerto Rico, 44 of 69 hospitals were „fully operational“ as of Thursday afternoon, White House press secretary Sarah Sanders said.
By Thursday night, White House Homeland Security Adviser Tom Bossert said that 51 hospitals had met the standard of being able to „see, treat and admit“ patients.
However, he clarified that the three-pronged standard for hospitals included many using emergency diesel fuel, which he admitted was „not necessarily an ideal condition.“
Ground Reports: Because power and communication lines still remain out for much of the island, hospitals rely on diesel fuel — already in short supply — and have trouble contacting and coordinating patient care.
CNN chief medical correspondent Sanjay Gupta saw those hospitals‘ struggles firsthand. At a shelter an hour outside of San Juan, a woman named Josefina Alvarez, who suffers from diabetes, was in a dire situation. She had an infection and no insulin, water or food.
No ambulance could take her to a hospital, so Gupta and his team volunteered to drive her to a nearby clinic.
„There are probably thousands of patients who are in similar shelters with no power, no water, no medications, no way out. There are probably thousands more who are still in their homes and haven’t even been able to get to a shelter,“ he said. „She’s just one example of what’s happening here.“
Speaking on CNN’s The Situation Room on Thursday, Gupta said that many hospitals listed as operational had no satellite phones, no access to medications, and were unable to admit patients.
„We’re seeing diesel fuel being promised for a few hours at a time as opposed to anything that’s going to be more sustainable for them. And as you might imagine, it’s very hard to run a hospital that way,“ he said. „It’s hard to take care of patients if you say, ‚Look, we have six hours of fuel left. We’re not sure if we’ll get more fuel after that.'“
Because available diesel fuel was prioritized for hospitals, nursing homes had major issues as well, Mayor Cruz said.
„Most of our nursing homes have people that have an inability to move, so they’re stuck in the 14th floor, they have no water, they have no food, they — most of them are insulin-dependent,“ she said.
Insulin-dependent patients are „going crazy for ice“ to keep their medical supplies cold, Cruz said, while other patients haven’t had their scheduled dialysis or chemotherapy in days.
Delivering food and water
White House: President Donald Trump has tweeted several times over the past few days that food and water are “ on way,“ “ on site “ or “ delivered “ to Puerto Rico.
The Federal Aviation Administration supported the restoration of services to all eight commercial airports in Puerto Rico, FEMA said on Friday. In addition, five of six FEMA-priority seaports are open or open with restrictions, the Department of Defense said Thursday.
Ground Reports: Initially, FEMA was limited in its ability to deliver aid because of closed or damaged ports.
„We were limited by a damaged air traffic control system, we were limited by airports that weren’t operational,“ FEMA administrator Brock Long said Thursday. „We were limited by ports that weren’t operational. Now as those are coming back up, we are increasing capacity.“
In recent days, food, water and other supplies have reached the ports. But because of damaged infrastructure — impassable roads, non-operational seaports and airports, and a lack of communication lines — getting those supplies to people in need has proved much more difficult.
„We’re getting commodities to Puerto Rico,“ said Long. „The question is, how do we get it to the last mile?“
Sen. Marco Rubio of Florida said delivering aid from ports to communities is the main problem officials are facing.
„They have got to get that aid moving to the right places. To do that, you need to restore roads, a bare minimum of power, you need a bare minimum of communication. You need a logistical chain,“ Rubio said.
„There’s a lot of food coming in, a lot of water, a lot of medical assistance. But if that medical assistance is sitting at the port, it’s theoretically in Puerto Rico, but it’s not enough. You’ve got to get it from the port to the people who need it. And that’s the problem.“
Delivering aid to some areas will be more difficult than to others. In San Lorenzo, a 45-minute-drive from San Juan, a bridge over a rushing river was destroyed by flash floods. Now residents cross the waters while holding onto a scavenged cable.
John Rabin, acting regional administrator of FEMA Region II, said the agency has established 11 distribution points at various parts of the island. They have delivered around 1.1 million liters of water and almost a million meals.
Mayor Cruz, of San Juan, said these distribution centers „need to be much closer and need to provide a lot more.“
She drove 30 miles from San Juan to a distribution center to pick up three pallets of water and food.
„Wouldn’t it be more logical in terms of logistical support to get 21 pallets of water and 21 pallets of food, whatever you’re going to give me, give me for a week’s worth?“ she said.
Making cash available
White House: Treasury Secretary Steven Mnuchin said Thursday that the federal government was acting quickly to meet Puerto Rico’s cash shortage. „For the last two days, we’ve been very involved in figuring out how we can get major amounts of cash to Puerto Rico. I can tell you we made two giant cash shipments,“ Mnuchin said.
Ground Reports: With electricity still widely out, many merchants are not accepting credit cards, making a cash infusion increasingly necessary for residents who need to purchase food, medicine, gas and other supplies.
At least half of the bank branches in Puerto Rico are still not open, according to the Association of Banks of Puerto Rico. Stand-alone ATMs — from the airport to wealthy neighborhoods — are out of cash.
Puerto Rico Gov. Ricardo Rosselló said Friday that 90 bank branches are now open throughout the island, though CNN reports they are operating under severe restrictions.
Many people are waiting in lines for hours to access ATMs with no guarantee they’ll be able to withdraw cash.
Tom Tarbox waited an hour in line at an ATM near the beach in San Juan on Wednesday in sweltering heat. The line stretched around the FirstBank. Customers used umbrellas to shield themselves from the beating sun. It wasn’t even his bank, but it had cash and that’s all that mattered.
Tarbox, a retiree from Connecticut who has lived in San Juan for 20 years, said he was worried most about running out of diesel fuel for his generator. The long queues for food, gas and cash convince him that the federal government’s response has been too little, too late.
„The feeling is that the response of the administration has been too slow in getting equipment and things down here, including cash,“ Tarbox said, with another 15 people in line ahead of him. „There is sort of a hoarding, panic mentality.“
