WASHINGTON – U. S. job growth slowed more than expected in August after two straight months of strong gains, but the pace of increase should be more than sufficient for the Federal Reserve to announce a plan to start trimming its massive bond portfolio.
Anemic wage gain could, however, make the U. S. central bank cautious about raising interest rates gain this year. The Labor Department said on Friday that nonfarm payrolls increased by 156,000 last month after rising 189,000 in July.
Average hourly earnings rose three cents or 0.1 percent after advancing 0.3 percent in July, keeping the year-on-year gain in wages at 2.5 percent for a fifth consecutive month.
August’s moderation in employment growth, which pushed payroll gains below the 176,000 monthly average for this year likely reflects a seasonal quirk as well as a dearth of qualified workers. Over the past several years, the initial August job count has tended to exhibit a weak bias, with revisions subsequently showing strength.
The department said Hurricane Harvey, which devastated parts of Texas, has no “discernable” effect on payrolls as the disaster struck after the survey period for the August employment report. Economists said the storm could hurt September payrolls if the disruption from the flooding lingers.
The unemployment rate ticked up one-tenth of a percentage point to 4.4 percent. Economists polled by Reuters had forecast payrolls increasing by 180,000 jobs last month. August’s gains were far more than the 75,000 to 100,000 jobs per month needed to keep up with growth in the working-age population.
Underscoring labor market strength, manufacturing payrolls surged by 36,000 jobs. Construction employment jumped by 28,000 jobs last month.

It wasn’ t specified what the future pontiff wanted to explore. The revelation came in a dozen conversations Francis had with French sociologist Dominique Wolton, writing a soon-to-be-published book.
La Stampa, an Italian daily, quoting from some of the conversations on Friday, said Francis went to the analyst’s home. Francis was quoted as saying: “one day, when she was about to die, she called me. Not to receive the sacraments, since she was Jewish, but for a spiritual dialogue.”
“She was a good person. For six months she helped me a lot, ” Francis said.
Francis then was a Jesuit official in his native Argentina ruled by military dictatorship.
In the conversations with the French author, Francis speaks highly of the positive influence women have had on his life.
“Those whom I known helped me a lot when I needed to consult with them, ” Francis is quoted his saying.
The 81-year-old pope also speaks of his state of mind now. “I feel free. Sure, I’ m in a cage here at the Vatican, but not spiritually. Nothing makes me afraid.”
What bothers him, he ventured, are people with straitjacket point-of-views.
He singled out “rigid priests, who are afraid to communicate. It’s a form of fundamentalism. Whenever I run into a rigid person, especially if young, I tell myself that he’s sick.”
But Francis concludes that “in reality, they are persons looking for security.”
In past remarks, the pope has indicated he struggled with how to use authority in his first roles of leadership as a Jesuit.
The Catholic Church used to project a sense of mistrust regarding psychoanalysis.
But over time, the diffidence seems diminished.
Updated Vatican guidelines for use on seminaries in training future priests describe psychologists as valuable in assessing the psychological health of candidates.

Harvey remnants flood Tenn., Ky. as Hurricane Irma approaches across Atlantic
Remnants of Harvey are plodding toward the exit, after reviews as the worst natural disaster in the nation’s history with intense rain and flooding yet to come as far north as Kentucky on Friday. And a „dangerous“ Hurricane Irma awaits her entrance in the wings.
Irma, a tropical storm on Wednesday, blossomed into a Category 3 hurricane on Thursday with sustained winds of 115 mph west of the Cabo Verde Islands. Irma could reach Category 4 with sustained winds above 130 mph as it edges toward the Lesser Anteilles, north of South America, early next week.
„If Irma builds to a Category 4, and then hits the U. S. mainland, it will be the first time in more than 100 years the U. S. has been hit by two Category 4 hurricanes in the same year, ” said Evan Myers, senior Accuweather meteorologist.
Irma’s career path isn’ t set yet, potentially heading either north or south of Puerto Rico.
„There is the potential for Irma to ramp up to an even more powerful hurricane in the coming days, “ according to Dan Kottlowski, an AccuWeather hurricane expert. „All interests in the eastern Caribbean will need to monitor the progress of this evolving and dangerous hurricane.”
In the meantime, Harvey still commands the spotlight as a tropical depression.
Flooding is expected to continue in Texas for days, and in spots up the lower Mississippi River valley to the Ohio River valley as the storm crawls north and east.
Four to 8 inches of rain, with a serious threat of flash flooding, are projected across the Tennessee Valley and West Virginia, as water rushes from higher elevations to low-lying areas.
„As the rains move into the northeast, residents of these areas should remain extremely vigilant, “ Myers said. „Flash flooding presents a serious danger to lives and property. Contingency planning is imperative to ensure safety.“
In the last day, parts of Tennessee received nearly 4.5 inches of rain, with Lexington and Memphis each getting more than 4 inches.
At least 30 people were rescued from water in the Nashville area overnight, according to law enforcement.
The National Weather Service in Louisville issued a flash-flood warning for that area Friday until noon.
After dumping a record nearly 52 inches of rain on Houston, Harvey has already killed at least 39 people. Search and rescue efforts continue block by block in Houston.
Building temporary housing and repairing damaged structures is a process that officials warn will prove frustrating.
More than 325,000 people had applied for federal disaster assistance because of Harvey by Thursday morning, with $57 million paid out by that point. More than 37,000 people were in emergency shelters, after 8,000 families had moved to 9,000 hotel rooms.
“This is an unprecedented event, ” said Alex Amparo, assistant administrator for recovery at the Federal Emergency Management Agency.
Joel Myers, AccuWeather’s founder and chairman, called Harvey will be „the worst natural disaster in American history.“
FEMA Administrator Brock Long, had a crisp answer Thursday for his prediction for Harvey for the next few days, as he worked on the aftermath in Houston.
“For Harvey to exit the nation, hopefully, ” Long said.

Bezzałogowy statek powietrzny rozbił się we wtorek około 30 kilometrów od granicy polsko-rosyjskiej we wsi Mała Różanka. Jak podał w komunikacie prokurator Stodolny, w piątek prokuratura po przeanalizowaniu materiałów otrzymanych od straży granicznej wszczęła śledztwo w sprawie „zaistniałego podejrzenia brania udziału w sierpniu 2017 r. w działalności obcego wywiadu przeciwko Rzeczypospolitej Polskiej, poprzez zbieranie informacji wywiadowczych przy pomocy statku powietrznego typu dron na terenie powiatu kętrzyńskiego”, co jednocześnie naruszało przepisy dotyczące ruchu lotniczego.
Dodał, że śledztwo w sprawie zostało powierzone olsztyńskiej delegaturze Agencji Bezpieczeństwa Wewnętrznego. Przestępstwo szpiegostwa zagrożone jest karą do 10 lat pozbawienia wolności.
Z uwagi na dobro postępowania przygotowawczego, nie jest możliwe udzielenie innych informacji w tej sprawie – podała prokuratura.
Według lokalnych mediów, z nieoficjalnych informacji wynika, że na dronie, który rozbił się w Nowej Różance, znajdowały się rosyjskie napisy. Nie wiadomo jednak, czy należy on do wojska, czy może do przemytników, których w rejonie granicy z Obwodem Kaliningradzkim nie brakuje. Przez niektóre źródła urządzenie łączone jest też z przygotowaniami do wielkich manewrów wojskowych na Białorusi, które mają się odbyć w połowie września.

Blue State Blues: Why DACA Must Go — Now

DACA and its successor, DAPA, are just two examples of Obama’s habit of circumventing the Constitution and trying to rule by executive decree.
Most of the debate around DACA has focused on the humanitarian reasons — compelling, in many cases — to allow beneficiaries to stay in the only country many of them have known.
But there is a straightforward remedy for those individuals: Congress can pass a law enabling them to stay.
That is what was supposed to happen, if President Obama had respected the Constitution’s separation of powers. Instead of working with the political opposition to find a compromise most Americans would accept, Obama decided to act on his own, abusing the powers of prosecutorial discretion to grant temporary amnesty to roughly one million people.
It ought to have been different. When Obama was elected, he had a Democratic Congress and, for several months, a filibuster-proof majority in the Senate. Democrats favored different versions of the “Development, Relief, and Education for Alien Minors (DREAM) Act”, which would have allowed illegal alien children to stay in the U. S. based on certain conditions. But Obama, and Congress, failed to act (despite promising Latino voters they would) .
By 2012, Republicans had taken the House, and the initiative. Sen. Marco Rubio (R-FL) had proposed a more conservative version of the DREAM Act, one that had the potential to pass the House in a key election year. Amnesty activists warned President Obama that he risked being outflanked, and losing their support. So rather than back Rubio’s bill and let Republicans share the credit, he created DACA, the so-called “DREAM Act by fiat.”
DACA and its successor, Deferred Action for Parents of Americans (DAPA) , are just two examples of President Obama’s habit of circumventing the Constitution and trying to rule by executive decree.
Others include Obamacare, which passed Congress on a party-line vote, but which the Obama White House unilaterally amended; the Iran deal, which was never submitted to the Senate for ratification; and the Clean Power Plan, which Obama pushed through the Environmental Protection Agency after Congress refused to pass the climate change legislation he wanted.
These policies violated the Constitution, and Obama knew it. As Speaker of the House John Boehner pointed out at the time, Obama said 22 times that he did not have the constitutional authority to grant amnesty to illegal aliens on his own — “I am not king” — and then did so anyway, under DAPA, after his party lost the 2014 midterm elections.
With these policies, Obama violated, and nearly broke, our Constitutional system. And Democrats were perfectly happy to let it happen, as were the mainstream media. Legal scholar Jonathan Turley was the only liberal of note who said that what Obama was doing was wrong. When the Tea Party and other conservatives objected, they were mocked as “Tenthers.” (Ironically, liberals are now embracing the Tenth Amendment to fight Trump’s policies.)
Obama’s true legacy was the abuse of power by a radical clique with the help of the mainstream media. The election of Donald Trump provided a unique opportunity to reverse the damage and teach the increasingly totalitarian left a lesson about the Constitution.
Though passing laws through Congress is messy, in most circumstances it is the only legitimate way to carry out sweeping policy changes. That is why DACA must go, and be replaced by real laws.

Sąd Najwyższy Kenii obwieścił, że niedawne wybory prezydenckie są nieważne i ogłosił, że najbliższe powinny odbyć się w ciągu 60 dni – informuje BBC.
Sąd Najwyższy w Kenii unieważnił wyniki wyborów prezydenckich z 8 sierpnia. Rywalizowali w nich Raila Odinga, kandydat opozycji, i Uhuru Kenyatta, dotychczasowy prezydent kraju. Ostatecznie wygrał Kenyatta z 54,3 proc. głosów, Odinga zdobył 44,8 proc. Wówczas kandydat opozycji dzień później, podczas telewizyjnego wystąpienia, ogłosił, że wybory zostały sfałszowane.
Jak przekonywał Odinga, doszło do ataku hakerskiego na bazy danych komisji wyborczej, w wyniku którego sfałszowano wyniki wyborów. Kandydat opozycji wcześniej wskazywał również, że doszło do różnych uchybień procedur, jak np. brak podpisów obserwatorów pod niektórymi dokumentami. What will we see drivers out on the road this holiday weekend in terms of prices? Already this morning Americans are paying the highest amount of gas they’ve paid all year. The national average this morning, $2.52. It has spiked 18 cents since pre-harvey and we’re expecting to see another 20 to 30-cent jump in the coming weeks. W akcji na miejscu udział wzięło 18 jednostek straży pożarnej. Do szpitali w Gdańsku, Kwidzynie, Grudziądzu i Starogardzie Gdańskim trafiło łącznie ok. 28 osób. Na szczęście nikt z nich nie odniósł poważniejszych obrażeń. Część poszkodowanych już opuściła szpitala albo jeszcze dziś to zrobi.
