The United States has called for a vote on Monday on a UN resolution that would impose the toughest-ever sanctions on North Korea, a move that could lead to a showdown with the country’s biggest trading partner China and its neighbour Russia.
The Trump administration adopted a totally new approach with this resolution, circulating an American draft on Tuesday and setting a vote six days later.
With previous sanctions resolutions, the US spent weeks and sometimes months negotiating the text with China and then presenting a resolution to the rest of the Security Council for a vote.
Several diplomats said the US demand for a speedy council vote was aimed at putting maximum pressure on China and reflected Washington’s escalating concern over North Korea’s latest nuclear test, which its leaders touted as a hydrogen bomb, and its recent ballistic missile launch over Japan.
The UK’s UN ambassador Matthew Rycroft, who backs „robust“ new sanctions, said Thursday that the US proposals to ban all oil imports and textile exports and prohibit North Koreans from working overseas – which helps fund and fuel the country’s nuclear and missile programmes – are „a proportionate response“ to its „illegal and reckless behaviour“.
Mr Rycroft stressed that „maximum possible pressure“ must be exerted on North Korea to change course and give diplomacy a chance to end the crisis.
The proposed US sanctions would also freeze all foreign financial assets of the government and its leader, Kim Jong Un.
The US draft also identified nine ships that have carried out activities prohibited by previous UN resolutions and would authorise any UN member state to stop these vessels on the high seas without their consent and use „all necessary measures“ – which in UN language includes force – to carry out an inspection and direct the vessel to a port.
Diplomats said all 15 Security Council members discussed the draft on Friday, and both China and Russia appeared willing to negotiate.
Russia has said sanctions are not working and President Vladimir Putin expressed concern that a total oil cut-off could hurt the North Korean people.
Beijing and Moscow have called for a resolution that focuses on a political solution and have proposed a freeze-for-freeze that would halt North Korean nuclear and missile tests in exchange for the US and South Korea halting their joint military exercises – an initiative rejected by the Donald Trump administration.
There was no word on the outcome of negotiations, and whether any changes sought by the Russians and Chinese were acceptable to the United States.
A brief statement from the US Mission to the United Nations late Friday said: „This evening, the United States informed the UN Security Council that it intends to call a meeting to vote on a draft resolution to establish additional sanctions on North Korea on Monday, September 11.“
UN Secretary-General Antonio Guterres, who called the nuclear risk in North Korea the most dangerous crisis in the world today, told reporters Tuesday that „the unity of the Security Council is absolutely crucial“.
He said that only a united council can provide the pressure needed to enable successful negotiations to take place to denuclearise the Korean Peninsula.

Hurricane Irma makes landfall in Cuba as Category 5; heads toward Florida

The powerful storm maintained its Category 5 status, battering Cuba with 160 mph winds.
HOMESTEAD, Fla. — Hurricane Irma maintained its Category 5 status early Saturday morning as the storm made landfall in Cuba with maximum sustained winds of 160 mph, the National Hurricane Center confirmed .
As of 2 a.m. ET Saturday, the eye of the storm moved over Cuba’s Camaguey Archipelago, the National Hurricane Center said. The center of the storm was located about 275 miles south-southeast of Miami and was moving to the west at 12 mph, the National Hurricane Center added.
Authorities pleaded with residents of the Florida Keys to evacuate in the few remaining hours before Hurricane Irma’s arrival, warning that storm surges and high winds pose a particular risk to the string of low-lying sandbar islands tailing off Florida’s southern tip. Officials also scrambled to provide fuel for hundreds of thousands of residents trying to flee northward or to local shelters.
„This is a catastrophic storm the state has never seen before, “ Florida Gov. Rick Scott said as he made another plea for residents to heed evacuation warnings. “If you are planning to leave and do not leave tonight, you will have to ride out this extremely dangerous storm at your own risk, “ he said, according to The Associated Press.
Miami International Airport announced on Twitter that „there were no scheduled flights for Saturday and Sunday, “ adding that the last flight departed late Friday night.

Current tracking shows the center of the storm moving near Cuba’s north coast on Saturday, near the Florida Keys early Sunday morning, and then traveling near the southwest coast of Florida on Sunday afternoon, the National Hurricane Center said.
Forecasters warned that its hurricane-force winds were so wide they could reach from coast to coast, testing the nation’s third-largest state, which has undergone rapid development and more stringent hurricane-proof building codes in the last decade or so.
The storm has killed at least 20 people since roaring out of the open Atlantic and chewing through a string of Caribbean islands. Four deaths were reported in the British Virgin Islands, nine on the French Caribbean islands of St. Martin and St. Barts, four in the U. S. Virgin Islands, and one each on the islands of Anguilla, Barbuda and the Dutch side of St. Martin.
In the Gulf of Mexico, Hurricane Katia made landfall late Friday north of Tecolutla, Mexico and weakened to a tropical storm, with winds reaching 45 mph, AP reported.
Early Saturday, Hurricane Jose maintained its Category 4 status over the Atlantic, about 240 miles east-southeast of the Northern Leeward Islands, moving roughly westward at 14 mph with maximum sustained winds reaching 150 mph.

Hurricane Jose is „almost a Category 5“ storm with 155 mph winds late Friday, the National Hurricane Center said.
The powerful storm has grown even stronger as it moves closer to the Caribbean islands of Barbuda, Anguilla, St. Martin/St. Maarten and St. Barthelemy. As of 11 p.m. ET Friday, the storm was located about 265 miles east southeast of the Leeward Islands.
There will be some fluctuation in Jose’s winds through Saturday, and then gradual weakening is expected.
The islands in Jose’s path were already devastated by Hurricane Irma, which struck earlier this week. Barbuda was reduced to rubble, BBC News‘ Laura Bicker reported, as people evacuated for Jose.
„Be patient, we’re going to get you all out, “ Prime Minister Gaston Browne told residents.
Tiffany Bender, a New York City woman trapped in St. Maarten during Irma, told CBSN that she had managed to escape to the only hotel island left standing.
„I cannot even describe or imagine ever going through something like this and to be on the verge of it again is absolutely terrifying, “ Bender said.
Some of the Irma-ravaged islands could see tropical-storm force winds and heavy rain from Hurricane Jose, said Jeff Masters of the private forecasting service Weather Underground.
„It’s insult added to injury definitely, but nothing compared to what they already went through, “ Masters said. „It’s going to hamper relief efforts, so that’s a big deal.“

Böhmermann hatte bereits im vergangenen Jahr den Popkultur-Preis in der Kategorie „Schönste Geschichte“ für sein umstrittenes Gedicht „Schmähkritik“ geholt. In diesem Zusammenhang hatte der TV-Moderator laut einem Bericht des „Tagesspiegels“ Kanzlerin Angela Merkel (CDU) mit einer Klage gedroht. Hintergrund ist ihr Verhalten während der sogenannten Böhmermann-Affäre im Frühjahr 2016. Der Anwalt des Satirikers halte Merkels Einschätzung, Böhmermanns Schmähgedicht über den türkischen Präsidenten Erdogan sei „bewusst verletzend“ gewesen, für rechtswidrig. Böhmermann wolle die Kanzlerin verklagen, falls sie ihre öffentliche Bewertung nicht zurücknehme.
Der Preis für Pop-Kultur versteht sich als Alternative zu Auszeichnungen, die von der Musikindustrie vergeben werden. Er wird seit 2016.

Don Williams, an award-winning country singer with love ballads like I Believe in You, has died.
Nashville — Don Williams, an award-winning country singer with love ballads like I Believe in You, has died. He was 78.
A statement from his publicist Kirt Webster said he died Friday after a short illness.
Williams had 17 No. 1 hits before retiring in 2016. His mellow sound influenced a later generation of singers including Joe Nichols and Josh Turner and Keith Urban has said Williams drew him to country music.
Williams, nicknamed „the Gentle Giant, “ had a rich voice, gentle delivery and storytelling style. He toured sparingly, did few media interviews and spent much of his time on his farm west of Nashville.
His hits included I Believe in You, Lord, I Hope This Day Is Good, You’re My Best Friend, Some Broken Hearts Never Mend, Till the Rivers All Run Dry and Back in My Younger Days. At least one duet with Emmylou Harris made the charts, If I Needed You in 1981.

He won the Country Music Association’s awards for best male vocalist and best single for Tulsa Time in 1978.
During his performances, he often walked onstage carrying a cup of coffee, sat on a barstool, sang and chatted amiably with the audience.
Williams also appeared in the movies W. and the Dixie Dancekings and Smokey and the Bandit II .
He was inducted into the Country Music Hall of Fame in 2010, but missed the ceremony because he had bronchitis. His last studio album came out in 2014 and he was the subject of a tribute album this year that included performances of his hits by Lady Antebellum, Garth Brooks and Chris Stapleton.
Williams was born in Floydada, Texas, and spent the early part of his career in rock, country and folk groups. He was a founding member of the Pozo Seco Singers, then started a solo career in 1971. His first No. 1 hit was I Wouldn’t Want to Live If You Didn’t Love Me and 42 of his 46 singles landed on the top 10 from 1974 to 1991.

Huge iPhone 8 leaks detail Face ID, Portrait Mode 2.0 and Animoji

Apple leakers have opened the floodgates thanks to the final iOS 11 beta, which contains tell code about iPhone 8.
Non-stop iPhone 8 leaks are spoiling all of Apple’s big surprises just three days ahead of Tuesday’s launch event, detailing everything from Face ID to Animojis.
It should have Apple fans excited. Why? For one thing, their background-blurred portrait photos will look more stunning thanks something called Portrait Lighting.
Portrait Lighting is rumored to be a Portrait Mode refinement that uses the dual-lens camera depth-sensing capabilities to create different lighting effects. It’ll take advantage of machine learning to go well beyond adding bokeh.
It supports Contour Light, Natural Light, Stage Light, Stage Light Mono, and Studio Light, according to the iOS 11 golden master beta leaked to 9to5Mac .
But hold off on your first Portrait Lighting photoshoot appointment (aka bugging friends to take photos of you) . It may not launch with the iPhone 8, but come out in beta, like Portrait Mode did when it launched with iOS 10.1 in late October 2016 (and, if you recall, Apple Pay did with iOS 8.1 in late October 2014) .
As the Face ID leaks solidify, the chances of Touch ID making it into the iPhone 8 seem rather grim. But the good news is Apple appears confident in Face ID.
The Face ID setup process sounds a lot like Touch ID. It „performs better when all angles of your face are captured, ” notes 9to5Mac citing the iOS 11 code.
You’ll have to hold the iPhone 8 about 10 to 20 inches from your face and „tilt your head downwards, left, right and upwards.“ It’s like leaving all angles of your fingerprint for Touch ID, but posing with your face.
The Samsung Galaxy S8, Galaxy S8 Plus and Note 8 have a face unlock feature. It’s not easy to use or completely secure. Hopefully Apple’s is better.
Animojis take advantage of the iPhone 8’s 3D face sensor capabilities to mimic your facial expressions, like a raised eyebrow or a smile, reports 9to5Mac .
You can just see the Apple executive team on stage on Tuesday cycling through these emojis: unicorns, robots, pigs and then a poop emoji to a room of laughs.
The list of Animoji mirroring expressions could is said to include raising left and right eyebrows, cheeks, raising the chin, opening or squinting eyes, moving jaw, lips, as well as mouth movements like frowning and smiling.
Just when you thought that Apple’s Messages app wouldn’t get any more busy with Snapchat-like features, Animojis are born.

TAIPEI, Taiwan (AP) — The wife of a Taiwanese activist China accused of subversion said her husband may be pressured into pleading guilty when his trial opens Monday, but she remains hopeful that he can return home safely.
Lee Ching-yu told reporters at a briefing Saturday she plans to travel this weekend to attend Lee Ming-che’s trial in the central city of Yueyang. Supporters sitting beside her held up signs calling on China to release the activist.
„At this moment, I want to ask my fellow countrymen for their understanding if they see Lee Ming-che do or say anything unbearable in court outside of his free will, “ Lee said.
„This is just the Chinese government being adept at the performance“ of having someone confess, she added.
Lee Ming-che is accused of subversion of state power, a vaguely defined charge often used by authorities to muzzle dissent and imprison critics.
China’s wide-ranging crackdown on civil society has featured a string of televised „confessions“ — believed to have been made under coercion — by human rights activists accused of plots to overthrow the political system.
Calls to the court and the activist’s lawyer rang unanswered Saturday.
Lee Ching-yu said she hoped her husband would be released. „I’m traveling there not to challenge or to argue, but to go to witness the arrival of justice that will let Lee Ming-che return to Taiwan with dignity, and promptly and peacefully, “ Lee said.
Lee Ming-che, 42, cleared immigration in the semi-autonomous Chinese territory of Macau on March 19 and never showed up for a planned meeting later that day with a friend in the mainland Chinese city of Zhuhai. He had previously conducted online lectures on Taiwan’s democratization and managed a fund for families of political prisoners in China.
Amnesty International and other rights organizations have called for Lee Ming-che’s immediate release. They note that Lee is the first foreign non-profit worker to be detained in China after a law tightening controls over such groups came into effect. Lee had been a manager of a non-governmental group in Taiwan before his detention.
The new law says foreign NGOs must not endanger China’s national security and ethnic unity and subjects non-profit groups to close police supervision. It is seen by critics as the latest attempt by authorities to clamp down on perceived threats to the ruling Communist Party’s control.
Relations between Taiwan and China have been near an all-time low since the election of Taiwanese President Tsai Ing-wen, whose Democratic Progressive Party has advocated Taiwan’s formal independence. China cut off contacts with Taiwan’s government in June, five months after Tsai was elected.
In a statement Saturday, the Taiwanese Cabinet’s Mainland Affairs Council urged Chinese authorities to „properly handle“ Lee’s case and „quickly respond to the demands of our government and people for Lee Ming-che’s safe return to Taiwan.“

GRAND 40, MILLARD 7: Brayden Schultz scored three touchdowns on the ground, including a 27-yard run, for Grand in its win over Millard. Dakota Johnson had a nice 69-yard touchdown run for the Red Devils as well.
HILLCREST 42, COTTONWOOD 23: Hillcrest got the home win over Cottonwood after building a 21-10 lead in the first half.
JORDAN 49, TAYLORSVILLE 33: Jordan’s Jake Shaver ran for four touchdowns and Crew Wakley added three rushing TDs to lead the Beetdiggers past Taylorsville. Warriors quarterback Dane Leituala threw two touchdowns, and ran for another in a game that featured a combined 82 points.
JUAB 28, BEN LOMOND 7: Juab got off to a hot start, accumulating a 14-point lead by halftime, and then sealed the win over Ben Lomond with 14 points in the fourth quarter. Alex White had two touchdown runs for the Wasps in the win.
JUAN DIEGO 36, MURRAY 7: The Soaring Eagle were absolutely dominant in the win over the Spartans. Alfonso Preciado rushed for three scores and Tristen Tonozzi ran in another for Juan Diego. Quarterback Zach Hoffman added a passing touchdown to Dallen Davis.
JUDGE MEMORIAL 20, NORTH SANPETE 12: The Bulldogs jumped out to an early lead, thanks to two touchdown passes by quarterback Parker Edgington, and held off a fourth-quarter charge by the Hawks in the victory. Kayden Milburn rushed for a score for Judge Memorial as well, while North Sanpete benefited from a rushing touchdown by Lane Eliason and an interception return for a touchdown by Cedar Lemus.
KEARNS 35, OLYMPUS 21: Kearns trailed 21-14 at the half but put together 21 unanswered second-half points to defeat Olympus. Sese Felila and Isaac Matua each had two rushing touchdowns for the Cougars in the win.

Beau Robinson started the scoring with a TD catch from Brady Hall and a TD run. Hall was solid throughout the game, throwing three more touchdown passes, all to Nick Nethercott.
MOUNTAIN VIEW 54, UNION 43: Mountain View quarterback Nata Suguturaga had an incredible game, scoring seven total touchdowns, including four passing, two running, and one receiving to lead the Bruins past Union.

PAROWAN 48,LAYTON CHRISTIAN 0: Parowan’s offense was fueled by Porters in its easy, shutout win over Layton Christian as Porter Wood ran for three scores and Porter Miller had three rushing touchdowns of his own.
PINE VIEW 42, CYPRUS 31: Pine View running back Jacob Mpungi ran for two touchdowns to lead the Panthers past Cyprus. The Pirates made a late run, scoring 21 points in the fourth quarter, but it wasn’t enough as Pine View ultimately held on to win.
RICH 21, MONTICELLO 6: Rich’s Jared Andersen threw a touchdown and ran for another to lead the Rebels past Monticello. After a scoreless first quarter, the Rebels scored 14 points in the second quarter to establish a lead that they never relinquished.
RICHFIELD 27, DUCHESNE 7: Emmit Hafen contributed on every Richfield scoring play as he scored two touchdowns and threw two more scores in the win.
RIDGELINE 44, COPPER HILLS 13: Skylar Averett opened the first quarter with a 61-yard and 68-yard rush as the Riverhawks jumped out to an early lead and cruised to the easy victory over Copper Hills. Sam Weda connected with Breck Jackson for a TD and ran in an interception return for another.
RIVERTON 23, PLEASANT GROVE 17: Riverton kicker Stockton Lund made three field goals to lead the Silverwolves past Pleasant Grove. Silverwolves quarterback Cannon Coggins also threw a touchdown in the win.
ROY 49, BONNEVILLE 20: Roy’s Trace Tupe ran for three touchdowns and caught a pass for another score in the Royals‘ rout over the Lakers.
SALEM HILLS 39, MAPLE MOUNTAIN 24: The Golden Eagles went into the half with a 24-7 lead, but lost momentum as the Skyhawks roared back with 32 unanswered points in the second session to take the lead and secure the road victory. Garrett Lloyd rushed for three touchdowns while James Nelson passed and ran for two more as Salem Hills stole the victory.

Kanab scored the first three touchdowns, after which Summit Academy responded with four straight touchdowns of its own. The Cowboys evened the score but the Bears then had three more unanswered TDs to get the win. Hayden Reynolds had two rushing TDs and two passing TDs for the Bears.
SYRACUSE 30, BOUNTIFUL 7: The Titan defense limited Bountiful to just one scoring play in the easy home victory. Bridger Hamblin and Bo DeVries each tossed in two touchdowns and connected with Ty Burke for three scores. TIMPANOGOS 33, WEST 21: The Timberwolves erupted for 20 first-quarter points, behind two rushing touchdowns by Gabe Sweeten, and cruised to the win over West. Sweeten added two passing touchdowns in the game, both of which went to Jaeden Branin.
TIMPVIEW 29, PROVO 20: Isaiah Ramos threw a touchdown to Hunter Erickson late in the third quarter to give the T-Birds a 29-7 lead. Provo then rattled of 13 unanswered points in the fourth quarter before Timpview finally claimed victory over their crosstown rival.
TOOELE 30, GRANTSVILLE 24: After a back-and-forth battle, the Buffaloes finally came out on top for an overtime victory. Austin Meono rushed for a touchdown and connected with Conway Hogan for another as Tooele improved to 2-2 on the season.
WOODS CROSS 43, LOGAN 0: The Wildcats stormed out of the gate with a 20-point first quarter and never looked back as they dominated Logan. Kwaku Robinson ran for two touchdowns to lead the Wildcats past Logan.

Despite threat, some choosing to ride out Irma at home

MIAMI BEACH, Fla. (AP) — As Hurricane Irma threatened catastrophic damage to Florida, patrons at the most infamous South Beach dive bar tossed back drinks, shot pool and played the jukebox loud.
Clouds of cigarette smoke floated in the air at Mac’s Club Deuce where Miami Beach resident Kathleen Paca, 56, was perched on a stool. She’d just finished spray painting „We’re Open Irma“ on the bar’s plywood window protections. The word „Irma“ covered „Wilma, “ the 2005 hurricane when the plywood last was used.
Paca and other regulars at the Deuce, as it’s known to locals, had no qualms about staying home as Irma approached, even with the storm projected to be one of the strongest to ever make landfall in Florida.
„Where am I going to go?“ Paca said. „It’s not going to be that bad. I’m on the second floor and have impact windows. I’ve thrown coconuts at my windows and they don’t break.“
Despite officials calling for more than 6 million people in Florida and Georgia to evacuate in advance of Irma’s storm surge and fierce winds, some around Florida are choosing to stay, a rite of passage for many in the state who boast about the storms they weathered: Camille, Andrew, Katrina and others.
While many of the state’s poor have little choice but to stay put at home or head to a shelter, some people who can choose are opting to ride the storm out rather than risk driving hundreds of miles north with no sure source of gasoline or accommodations.
„I have two choices, stay or run north, a bad idea“ said Michel Polette, 31, who lives a couple of blocks from the Atlantic Ocean in South Beach. „If you drive to Atlanta or Tallahassee, you’re risking running out of gas and being in your car in a Category 4 hurricane.“
Residents at the Treasure Village Mobile Home Park in St. Petersburg, about four hours northwest of Miami Beach, said they weren’t leaving either — even though the county called for an evacuation of all mobile homes, regardless of whether they were inland or near the water.
„I’m not going anywhere, “ said 56-year-old Laurie Mastropaolo, who wore a T-shirt with a photo of the iconic „Grumpy Cat“ that said, ‚This is my happy face.‘
Mastropaolo was talking to a neighbor, 79-year-old William Castor. Castor, shirtless in the 95-degree heat, said he hadn’t yet heard about the mandatory mobile home evacuation. County and city officials hadn’t yet come to the park.
„The storm’s 1,000 miles away, “ he shrugged. „It could go to Kalamazoo.“
Castor was raised in Miami, and Mastropaolo said she weathered storms on Long Island, including Sandy. Neither has lived in the park for a year, and neither was convinced that it was necessary to leave for Irma, at least not yet.
„If I lived in Miami, I’d be outta there, “ said Mastropaolo. „But here, I’ll wait till the last minute. I’m not going to get on the road with the crazy people.“
Said Castor: „I’m not saying you should ignore it, but it’s gotta get closer for me to decide.“
Making the decision to stay is often made by people who feel they have a strong social support system who will help them through the hardship, a study published by the American Meteorological Society earlier this year found. The study was based on data gathered during 2016’s Hurricane Matthew, which flooded northeast Florida, destroying homes in St. Augustine and the surrounding area with floodwaters.
„We got the opposite results from what I expected because those who stayed and who were under mandatory evacuation, they had more dependable social networks than those who evacuated, “ said Jennifer Collins, one of the University of South Florida researchers who conducted the study. „Their neighborhoods and local communities — they felt very comfortable to hunker down with them.“
Some people in Miami felt mixed about their decision to stay put, but were influenced to do so by special circumstances, like pregnancy.
Stefani Travieso, 22, lives in a Miami neighborhood that was badly damaged during Hurricane Andrew in 1992. She is eight months pregnant and her doctor told her to stay in a comfortable place where she felt safe. Since Andrew her roof has been replaced, and storm windows installed along with a backup generator.
„If I wasn’t pregnant, I’d be in the car headed north with my dog and my husband, “ she said.
