Environment minister shot dead amid political turmoil in Burundi

NewsHubThe environment minister has been shot dead in Burundi, where political turmoil over the president’s extended term has led to political killings.
Emmanuel Niyonkuru was shot as he arrived home on Saturday night, police spokesman Pierre Nkurikiye said.
Mr Nkurikiye said three people have been arrested including the minister’s watchman and his security detail.
In a tweet, President Pierre Nkurunziza confirmed the killing and said „this crime will not go unpunished“.
Burundi has faced widespread international criticism over the deadly political turmoil that followed Mr Nkurunziza’s pursuit of a third term last year, which many in the country said was unconstitutional.
Hundreds of people have been killed in streets protests, an attempted coup, rebel attacks and seemingly tit-for-tat killing between Government and opposition supporters.

New UN chief urges New Year’s resolution: ‘Put Peace First’

NewsHubUNITED NATIONS (AP) — Antonio Guterres took the reins of the United Nations on New Year’s Day, promising to be a “bridge-builder” but facing an antagonistic incoming U. S. administration led by Donald Trump who thinks the world body’s 193 member states do nothing except talk and have a good time.
The former Portuguese prime minister and U. N. refugee chief told reporters after being sworn-in as secretary-general on Dec. 12 that he will engage all governments — “and, of course, also with the next government of the United States” — and show his willingness to cooperate on “the enormous challenges that we’ll be facing together.”
But Trump, with his “America First” agenda, has shown little interest in multilateralism, which Guterres says is “the cornerstone” of the United Nations.
So as Guterres begins his five-year term facing conflicts from Syria and Yemen to South Sudan and Libya and global crises from terrorism to climate change, U. S. support for the United Nations remains a question mark.
And it matters because the U. S. is a veto-wielding member of the U. N. Security Council and pays 22 percent of the U. N.’s regular budget and 25 percent of its peacekeeping budget.
Immediately after the United States allowed the Security Council to condemn Israeli settlements in the West Bank on Dec. 23 in a stunning rupture with past practice, Trump warned in a tweet: “As to the U. N., things will be different after Jan. 20th,” the day he takes office.
Trump followed up three days later with another tweet questioning its effectiveness. “The United Nations has such great potential but right now it is just a club for people to get together, talk and have a good time. So sad!”
John Bolton, a conservative Republican and former U. S. ambassador to the United Nations, said in an interview with The Associated Press that Guterres would be well advised “especially given the incoming Trump administration” to follow the model of his predecessor, Ban Ki-moon, and do what member governments want.
If he tries to follow what Ban’s predecessor, Kofi Annan, did as secretary-general and try to be the world’s top diplomat and what some called “a secular pope,” Bolton said, “I think especially in the Trump administration, he would run into big trouble very quickly.”
Guterres has made clear that his top priority will be preventing crises and promoting peace.
In the first minute after taking over as U. N. chief on Sunday, Guterres issued an “Appeal for Peace.” He urged all people in the world to make a shared New Year’s resolution: “Let us resolve to put peace first.”
“Let us make 2017 a year in which we all — citizens, governments, leaders — strive to overcome our differences,” the new secretary-general said.
He has said there is enormous difficulty in solving conflicts, a lack of “capacity” in the international community to prevent conflicts, and the need to develop “the diplomacy for peace,” which he plans to focus on.
Guterres has said he will also strive to deal with the inequalities that globalization and technological progress have helped deepen, creating joblessness and despair especially among youth.
“Today’s paradox is that despite greater connectivity, societies are becoming more fragmented. More and more people live within their own bubbles, unable to appreciate their links with the whole human family,” he said after his swearing-in.
Guterres said the values enshrined in the U. N. Charter that should define the world that today’s children inherit — peace, justice, respect, human rights, tolerance and solidarity — are threatened, “most often by fear.”
“Our duty to the peoples we serve is to work together to move from fear of each other, to trust in each other, trust in the values that bind us, and trust in the institutions that serve and protect us,” he said. “My contribution to the United Nations will be aimed at inspiring that trust.”
Guterres won the U. N.’s top job after receiving high marks from almost every diplomat for his performance in the first-ever question-and-answer sessions in the General Assembly for the 13 candidates vying to replace Ban, whose second five-year term ends at midnight on Dec. 31.
In an interview during his campaign with three journalists, Guterres said the role of secretary-general should be “an honest broker, a consensus builder” who engages as much as possible, in many circumstances discreetly.
“It’s not just to have a personal agenda, because it would be regrettable or ineffective, or to appear in the limelight. No. On the contrary, it’s to act with humility to try to create the conditions for member states that are the crucial actors in any process to be able to come together and to overcome their differences,” he said.
Whether the Trump administration will join Guterres and U. N. efforts to tackle what he sees as “a multiplication of new conflicts” and the myriad problems on the global agenda remains to be seen.
Trump’s choice as U. S. ambassador to the United Nations, Nikki Haley who is the governor of South Carolina, has a reputation as a conciliator, which could be very useful especially in dealing with the Security Council and the four other permanent veto-wielding members — Russia, China, Britain and France, all of whom have their own national agendas.
But she will be taking instructions from the president.
Richard Grenell, who served as U. S. spokesman at the U. N. during President George W. Bush’s administration and has been working with Trump’s transition team, downplayed the prospect that Trump will withdraw from or even disregard the United Nations.
He said in an AP interview earlier this month that Trump is talking about reforming the U. N. and other international organizations so “they live up to their ideals.”
Guterres also wants to reform the United Nations to make it “nimble, efficient and effective.” He said “it must focus more on delivery and less on process, more on people and less on bureaucracy,” and ensure that the more than 85,000 U. N. staff working in 180 countries are being used effectively.

New Year Acton pub fire: Revellers flee Aeronaut blaze

NewsHubNew Year revellers had to flee from a pub before it was gutted by a fire that started just 30 minutes into 2017.
Partygoers enjoying a „Circus Spectacular“ event had to be evacuated from the Aeronaut in Acton, west London, when the fire broke out.
London Fire Brigade said it rescued six people from a first-floor flat above the pub in Acton High Street.
It said half the ground floor was alight and the upper two floors of the building had been gutted.
The neighbouring Acton police station was also evacuated. Scotland Yard said three officers who had rushed to help were being treated after inhaling smoke.
The pub’s website listed a line-up of acts for its New Year event that included musicians, comedians, acrobats and a fire performer.
Musician Matt Blair said he was rescued from the roof of the building after his performance with double-act Rayguns Look Real Enough.
He tweeted : „We’re fine but 2017 has already got off to a bad start. One of our favourite venues that we just played burned down. Everyone is fine.
„We were upstairs, had to get on a roof area and luckily found a ladder we could climb down. Scary stuff.
„It was pretty scary and shocking. Physically we’re all fine. Just a bit shocked and sad. “
The Metropolitan Police said the cause was not believed to be suspicious while the fire brigade said it was unknown.
At 04:48 GMT, the fire service tweeted that the blaze was under control.

The pop music diva didn’t exactly shine Saturday night during her final 2016 live TV performance. On ABC’s “Dick Clark’s Rockin’ New Year’s Eve,” the headliner suffered an audio equipment malfunction, which resulted in one of the more awkward television moments of a year many would like to forget. Apparently, the singer could not hear herself — or possibly anything — in the on-stage monitors. The rest of the world could sure hear the music and backing track for her hit single, “Emotions,” however — including all those pre-recorded high notes.
While Carey’s back-up dancers kept doing their thing, the vocalist pretty much walked around the stage, repeatedly asking a technician to turn her speakers on. At one point she told the crowd, “I’m trying to be a good sport here.”

The 46-year-old invited those in midtown Manhattan to do the singing for her, concluding, “This was … amazing.”

Trump had much to reflect upon on the last day of 2016 as his enemies in both the Democratic and Republican parties first predicted he wouldn’t be able to secure the presidential nomination.
No presidential candidate has ever relied so heavily on social media to relay messages to supporters and voters, and Trump has continued to utilize Twitter on a regular basis as president-elect to comment on the news of the day.
Despite suggestions that Trump refrain from or reduce his use of social media as president, his incoming press secretary, Sean Spicer, has already indicated that Trump will continue to conduct social media business as usual after his inauguration.
Spicer said Trump will use “various outlets to continue the conversation .”
“Look, I get it, we’re not going to win a battle whether The New York Times is going to ever give us a fair shake or not,” Spicer said. “But we recognize that there’s, you know, a few thousand readers or so left that still look at The New York Times, and so it’s worth, probably, talking to them,” Spicer said.

UN-Sicherheitsrat stützt fragile syrische Waffenruhe

Der UNO-Sicherheitsrat hat am letzten Tag des Jahres 2016 der bereits in Kraft getretenen Waffenruhe in Syrien zugestimmt und Pläne zur Wiederaufnahme der Friedensgespräche bekräftigt. Die von Russland vorgelegte Resolution wurde in der Nacht auf Sonntag einstimmig in New York angenommen.
Sie unterstützt russisch-türkische Pläne, am 15. Jänner in der kasachischen Hauptstadt Astana Gespräche zwischen Vertretern der Opposition und der Regierung von Syriens Machthaber Bashar al-Assad auszurichten. Diese seien „ein wichtiger Schritt“ vor den ab dem 8. Februar in Genf geplanten Gesprächen unter Vermittlung des UNO-Sonderbeauftragten für Syrien, Staffan de Mistura.
„Während wir 2016 beenden, können wir uns alle darauf einigen, dass es Zeit ist, das Blutvergießen in Syrien zu beenden“, sagte Großbritanniens stellvertretender UNO-Botschafter Peter Wilson nach der Abstimmung. Sein russischer Amtskollege Witali Tschurkin dankte den Mitgliedern des 15 Länder zählenden Gremiums für ihre Unterstützung und sagte: „Wir alle wissen, dass es ein sehr schwieriges Jahr gewesen ist. “ Im fast sechs Jahre dauernden Bürgerkrieg sind inzwischen etwa 500.000 Menschen ums Leben gekommen.
Einzelheiten über die Waffenruhe und den Weg zum Frieden werden in der UNO-Resolution nicht genannt. Sie erwähnt aber am Freitag in Umlauf gebrachte Papiere über Details des Waffenruheabkommens und dessen Überwachung sowie zum politischen Prozess auf dem Weg zum Frieden. Außerdem fordert die Resolution erneut schnellen und sicheren Zugang für humanitäre Helfer, um die notleidende Bevölkerung zu versorgen.
Der russische UNO-Botschafter Tschurkin hatte am Freitag auch Ägypten, Saudi-Arabien, Kuwait und Katar eingeladen, sich an den Vorbereitungen zum Treffen in Astana zu beteiligen. Außerdem solle die neue US-Regierung unter dem künftigen Präsidenten Donald Trump, der am 20. Jänner vereidigt wird, ein „wichtiger Teilnehmer“ sein. Auch der Iran sei zur Lösung des Konflikts ein wichtiger Partner. Die Europäische Union hatte parallel ebenfalls angekündigt, im Jänner bilaterale Syrien-Gespräche auszurichten, ohne Details zu nennen.
In Syrien warfen mehrere Rebellengruppen den Regierungstruppen vor, gegen die Waffenruhe zu verstoßen, und drohten mit neuen Kämpfen. „Das kontinuierliche Eindringen des syrischen Regimes in Gebiete, die von Revolutionsfraktionen gehalten werden, wird zu einem Ende der Absprachen führen“, heißt es in einem am Samstag veröffentlichten Schreiben mehrerer Rebellengruppen. Die staatliche syrische Nachrichtenagentur SANA berichtete dagegen von mehreren Verstößen der Aufständischen gegen die Waffenruhe.
In den meisten Teilen des Landes wurde die Waffenruhe am zweiten Tag ihrer Gültigkeit eingehalten, wie die Syrische Beobachtungsstelle für Menschenrechte berichtete. Allerdings habe es erneut schwere Kämpfe und Luftangriffe nordwestlich der Hauptstadt Damaskus gegeben. Dort liefern sich Rebellen und regierungstreue Truppen im Tal Wadi Barada heftige Gefechte. In dem Gebiet liegen wichtige Quellen, die für die Wasserversorgung der Hauptstadt bedeutend sind. Nach UNO-Angaben sind bis zu vier Millionen Menschen in und um Damaskus von der Wasserversorgung abgeschnitten.

Sechs junge Menschen sterben im Nebel

Den Helfern bietet sich ein Anblick des Grauens: Drei Sattelzüge und acht Autos sind kurz nach dem Jahreswechsel im dichten Nebel auf der Autobahn 7 im Unterallgäu ineinandergekracht. Die Front eines grünen Kleinwagens ist völlig eingedrückt, auch von anderen Fahrzeugen ist nicht mehr wirklich viel übrig. Dreizehn Menschen, teils schwer verletzt, können die Rettungskräfte bergen. Für sechs kommt jedoch jede Hilfe zu spät.
„Von Routine kann in so einem Fall keine Rede mehr sein“, sagt einer der Einsatzleiter von der Integrierten Leitstelle Donau-Iller des Bayerischen Roten Kreuzes, Thomas Pfaus. Der Nebel sei so dicht gewesen, das habe er noch nie erlebt: „Wirklich nur wenige Meter Sicht.“ Das gilt schon jetzt als eine der Unfallursachen.
Etwa gegen 1 Uhr kollidierten nahe Bad Grönenbach drei Sattelzüge und acht Autos. Zunächst waren nach bisherigen Erkenntnissen die Lastwagen und vier Autos in den Unfall verwickelt, wie ein Polizeisprecher sagte. „Das ging wohl relativ glimpflich aus.“ Doch dann krachte ein Pkw mit fünf Menschen in die Unfallstelle. Später folgte noch der Wagen eines 23-Jährigen, der alleine im Auto unterwegs war. Diese sechs Menschen kamen bei dem Unglück ums Leben.
In der Nacht war die Lage sogar so unübersichtlich, dass die Polizei lange Zeit keine genauen Angaben zur Zahl der Toten und Verletzten machen konnte. Entsprechend umfassend seien die Helfer alarmiert worden. 80 Prozent von ihnen arbeiteten ehrenamtlich, mussten Silvesterfeiern verlassen. Hinzu kam, dass der Unfallort in einem Gebiet ohne Ballungszentrum liegt. Das heißt: lange Anfahrtswege für die Rettungskräfte. Und auch die Krankenhäuser sind 30 bis 40 Kilometer entfernt von der Unfallstelle.
Nach Angaben des Einsatzleiters sind weit mehr als 30 Fahrzeuge letztlich im Einsatz, rund 100 Einsatzkräfte. Selbst ein Tierarzt war vor Ort, er musste sich um einen verletzten Hund kümmern.
Der genaue Hergang und die Unfallursachen müssten noch geklärt werden, sagt ein Polizeisprecher Jürgen Krautwald. Das wird einige Zeit in Anspruch nehmen. Die Polizei stoppte den Verkehr auf der A 7 zunächst komplett. In Fahrtrichtung Ulm blieb sie wegen der Rettungsarbeiten bis in den Sonntagnachmittag gesperrt. „An der Unfallstelle gilt die Richtgeschwindigkeit 130 km/h“, sagt Krautwald. Ob das Tempo oder auch Alkohol einiger Fahrer eine Rolle spielten, kann er noch nicht sagen. Vielleicht haben die Autofahrer die Lastwagen vor sich aber auch einfach viel zu spät gesehen. „Es sieht so aus, als seien sie mit voller Geschwindigkeit aufgefahren“, sagt Pfaus.
Erst am vergangenen Donnerstag hatte der ADAC seine Prognose veröffentlicht, wonach die Zahl der Verkehrstoten auf deutschen Straßen 2016 auf einen Tiefststand gesunken sein dürfte. Der Berechnung des Autoclubs zufolge starben rund 3280 Menschen auf deutschen Straßen, 5,2 Prozent weniger als im Vorjahr. Im Jahr 2015 ereigneten sich allein 456 nebelbedingte Unfälle mit Personenschaden.
Bayerns Innen- und Verkehrsminister Joachim Herrmann (CSU) spricht von einem tragischen Unfall: „Leider machen schon die ersten Stunden des neuen Jahres deutlich, dass auch 2017 die Sicherheit im Straßenverkehr ein Schwerpunkt der Polizeiarbeit sein muss und wird.“ Doch auch die Helfer brauchen Hilfe, um die Eindrücke zu verarbeiten. Da tausche man sich untereinander aus, sagt Pfaus. Aber auch professionelle Seelsorger seien im Einsatz. „Da muss man drüber reden, wenn man weiterarbeiten will.“

NewsHubSeoul – Nordkorea steht nach Worten von Staatschef Kim Jong Un kurz vor dem Test einer Interkontinentalrakete. Die Vorbereitungen dafür seien in der letzten Phase, sagte Kim am Sonntag in seiner im Fernsehen übertragenen Neujahrsansprache.
Wegen seiner Atom- und Raketenversuche wurden 2006 UN-Sanktionen gegen Nordkorea verhängt. Diese wurden im vergangenen Monat verschärft, nachdem die Regierung in Pjöngjang im September ihren fünften und bislang größten Nukleartest durchgeführt hatte.
Nach Einschätzung mancher Experten ist das Land aber noch Jahre davon entfernt, eine Interkontinentalrakete mit Atomsprengkopf zu entwickeln, die Ziele in den USA erreichen könnte. (Reuters)
