Catalan referendum app removed from Google Play Store

Google has yanked a pro-independence Catalonian referendum app from the Google Play Store for users inside of Spain. It’s part of efforts by the courts to stifle a referendum taking place.
Google has now removed the “On Votar 1-Oct” app from the Play Store following a ruling by Spanish courts. The removal only affects Spanish users but it’s still available in other countries; the app publisher updated the app’s description asking those who could, to download the app in order to show defiance against “Google doing political censorship.”
The Catalonia independence referendum, deemed illegal by the Spanish constitution, is due to take place at the start of October. In the past week, the Spanish state has been moving to close down any attempts of a referendum being held. Earlier this month, the High Court in Catalonia issued an order allowing police to take down referendum-related websites which were linked to by members of the Catalan government on social media.
The judge who issued the warning said:
Those behind the ‚On Votar 1-Oct‘ app, which provides the locations of polling stations, said that the app doesn’t violate Google’s terms of service and that Google was simply engaging in political censorship.
With websites being closed, pro-independence force has launched the Referèndum 2017 website atop IPFS (InterPlanetary File System) in order to provide people a decentralized portal with information about where they can vote. Doing this, makes the website more resilient to takedown requests.

Rzepecki zszokowany decyzją prezydium klubu PiS: Dowiedziałem się o tym z mediów

Poseł PiS Łukasz Rzepecki powiedział w sobotę, że jest „zszokowany“ decyzją prezydium klubu PiS, które zarekomendowało jego wydalenie z klubu. „Dowiedziałem się o tym z mediów“ – oświadczył. Rzepecki zaznaczył, że najważniejsza jest dla niego lojalność wobec wyborców, a nie partii.
– Jestem bardzo zaskoczony, zszokowany tą sytuacją, nikt ze mną nie rozmawiał na ten temat, dowiedziałem się o tym z mediów, nie wiem co było powodem tej sytuacji, ja realizuję program PiS – powiedział poseł, pytany przez dziennikarzy o decyzję prezydium klubu PiS .
Dopytywany, czy rozważa przejście do innych sejmowych klubów np. Kukiz’15 lub PO, odpowiedział, że jest jeszcze za wcześnie na takie decyzje. – Nie podejmuję żadnych decyzji na tę chwilę, muszę skonsultować się z moimi wyborcami – podkreślił.
W piątek rzeczniczka PiS Beata Mazurek poinformowała PAP, że prezydium klubu zarekomendowało wydalenie posła Łukasza Rzepeckiego z klubu parlamentarnego PiS. Jak wyjaśniła, ze strony posła było już wystarczająco dużo posunięć, które wskazywałyby na to, iż bardziej staje on po stronie opozycji, niż po stronie obozu rządzącego. Dodała też, że Rzepecki wystąpił „przeciwko jednemu z kolegów z klubu PiS i stąd taki, a nie inny wniosek“.
W środę komisja regulaminowa, spraw poselskich i immunitetowych opowiedziała się za przyjęciem wniosku posła PO Marcina Kierwińskiego o wyrażenie zgody na pociągnięcie do odpowiedzialności karnej posła PiS Dominika Tarczyńskiego. Rzepecki zapowiadał, że zagłosuje za uchyleniem immunitetu posłowi Tarczyńskiemu.
– Jestem lojalny przede wszystkim wobec moich wyborców, to oni mnie wybrali na posła, konsultuje z nimi moje decyzje, to jest dla mnie najważniejsze, nie lojalność wobec partii – oświadczył w sobotę Rzepecki. Jak podkreślił, „w jednym z dokumentów programowych PiS również była likwidacja zapisu dotyczącego, immunitetu formalnego, uważam, że jako parlamentarzyści powinniśmy być równi wobec prawa“.
Rzepecki, który zorganizował konferencję prasową przed Pałacem Prezydenckim, podkreślił też, że jedno z pytań referendum konsultacyjnego ws. konstytucji, którego chce prezydent, powinno dotyczyć immunitetów parlamentarzystów. – Bardzo liczę na to, że prezydent Andrzej Duda przychyli się do tego i że będzie też zadane pytanie o immunitety formalne – powiedział. Dodał, że wystosował w tej sprawie pismo do prezydenta.
– Uważam, że my, jako parlamentarzyści, powinniśmy być równi wobec prawa, przestrzegać prawa, a jeżeli go nie przestrzegamy, to powinniśmy być również pociągnięci do odpowiedzialności – mówił poseł.
Prezydent Andrzej Duda ogłosił inicjatywę przeprowadzenia referendum w sprawie zmian w konstytucji w czasie uroczystości Święta Konstytucji 3 Maja. Prezydent chce, by referendum to odbyło się w 100. rocznicę odzyskania przez Polskę niepodległości – 11 listopada 2018 r. lub trwało dwa dni: 10 i 11 listopada. 11 listopada, to również – wynikający z Kodeksu wyborczego – termin wyborów samorządowych. W ramach konsultacji w sprawie referendum dot. konstytucji ma odbyć się przynajmniej 16 otwartych spotkań, we wszystkich województwach. W październiku zaplanowano co najmniej trzy: w Poznaniu, w Toruniu i w Gdańsku.

Omaha lakes to have boundaries surveyed this fall

The U. S. Army Corps of Engineers has awarded a contract to have the property boundaries of Zorinsky and Standing Bear lakes in Omaha marked.

The survey work will include placing permanent markers at each angle and every 500 feet along the property line. The monuments will be offset two feet inside government property. The survey is part of a nation-wide effort to identify, mark, and better maintain Corps project boundaries.
The on-site work is expected to continue through the fall. Contractors will make every effort to work from government property, but if needed, they may request access to adjacent land.

"To jest afera państwowa". "FAZ": żaden kanclerz nie upadł tak nisko jak Schroeder

Niemiecki dziennik „Frankfurter Allgemeine Zeitung“ w ostrych słowach krytykuje w sobotę byłego kanclerza Gerharda Schroedera za przyjęcie stanowiska szefa rady dyrektorów w rosyjskim koncernie naftowym Rosnieft, nazywając jego decyzję „aferą państwową“. – Sprawdź najnowsze wiadomości i wydarzenia z Europy i ze świata. Pozwalając wybrać się na szefa rady dyrektorów Rosnieftu, Schroeder „zmieszał z błotem“ urząd kanclerza federalnego – pisze Jasper von Altenbockum w komentarzu zatytułowanym „Głęboki upadek“.
Także po odejściu z urzędu były kanclerz nie jest osobą prywatną – zaznacza komentator. „Przyjęcie eksponowanego stanowiska w przedsiębiorstwie, które jest posłuszne skorumpowanej autokracji i maskuje państwowe przestępstwa, jest niczym innym jak podniesieniem ręki na ten urząd po odejściu z niego“ – podkreśla Altenbockum.
Zauważa, że Schroederowi obojętne są opinie krytyków, gdyż obrany przez niego sposób postępowania jest zgodny z jego „samczym dobrym humorem“ i „korzystny dla jego portfela „.
Altenbockum przewiduje, że po decyzji Rosnieftu pojawią się głosy, przede wszystkim z Rosji, które będą zwracać uwagę na pozytywne skutki tej decyzji dla dobrych relacji gospodarczych między obu krajami.
Zdaniem komentatora trudno mieć coś przeciwko takim relacjom. „Szczególnie w czasach, gdy Rosją rządzi Putin, co stanowi zagrożenie dla pokoju, Niemcy potrzebują kanałów rozmów z Moskwą. Już w czasach ZSRR, a nawet wcześniej, Niemcy potrafili utrzymywać bliskie kontakty z rosyjskim biznesem“ – czytamy w „FAZ“.
Takie kontakty powinny być jednak domeną niemieckich firm, a nie byłego kanclerza – zastrzega Altenbockum.
„W tym przypadku były szef niemieckiego rządu robi z siebie tubę agresywnej polityki, która stanowi zagrożenie dla małych krajów na obrzeżach Unii Europejskiej – Estonii, Łotwy i Litwy; paple to, co zleca mu Moskwa, najwidoczniej czerpiąc z tego satysfakcję“ – ocenia komentator.
Autor zwraca uwagę na „wstydliwe milczenie“ panujące w tej sprawie w Niemczech i krytykuje niemieckich socjaldemokratów z SPD, macierzystego ugrupowania Schroedera, którzy mówią o „prywatnej sprawie“ byłego kanclerza. „To jest afera państwowa“ – podkreśla Altenbockum.
Były kanclerz Niemiec Gerhard Schroeder został wybrany w piątek na szefa rady dyrektorów Rosnieft – rosyjskiego koncernu naftowego objętego zachodnimi sankcjami w związku z naruszaniem przez Moskwę suwerenności Ukrainy. Według mediów Schroeder utrzyma zarazem stanowisko przewodniczącego komitetu akcjonariuszy spółek Nord Stream i Nord Stream 2.

MTV’s ‘TRL’ is back — this time for a new generation

MTV is putting the “M” back in Music Television.
MTV is putting the “M” back in Music Television.
The network revives its after-school classic “Total Request Live” on Monday at 3:30 p.m. — nearly nine years after it went off the air.
Replacing original “TRL” host Carson Daly is Atlanta rapper D. C. Young Fly along with a cohort of co-hosts and social media influencers.
Young Fly, 25, says he sometimes watched “TRL” growing up — although not much because he didn’t have cable — but he doesn’t plan on taking too much from Daly’s days.

“We’re not trying to overdo what has already been done,” Young Fly tells the Daily News. “(We’re) trying to come back to recreate and bring more spunk to it and this show has so much diversity … right now we need diverse.”
“We (are) just going to bring our spunk to it and just turn up,” adds the social media personality.
Other hosts include Erik Zachary, Amy Pham, Tamara Dhia and Lawrence Jackson.
“TRL” originally aired from 1998 to 2008 in a 3,000 square foot studio overlooking Times Square.
MTV bringing ‘TRL’ back for one day with Ariana Grande
Every weekday, the show brought on big-name guests like NSYNC, JAY-Z, Destiny’s Child, Britney Spears, B2K, Blink-182, Outkast, Eminem and more while also airing requested videos from fans before YouTube was a household name.
The show will still feature fans requesting their favorite music videos live — even though times have changed thanks to the internet, and anyone can pull up a video on demand at any time.
“We live in a society right now that is all on request,” showrunner Albert Lewitinn tells The News. „Think about it, you request an Uber, you could request food delivered to your house. So what we are incorporating is that idea of request throughout all of your life.”
He also pointed out that „TRL“ was social media before it was cool.

„You went home like, ‚Oh my god, oh my god, did you see what happened on TRL?’… The idea is to do the same thing,“ Lewitinn explains.
However, the accessibility of all these same things on the web now can’t be ignored.
“There are a lot of people saying they can easily go on YouTube, but when we are giving them all the elements at once, how could you go wrong?” D. C. Young Fly says.
„We need a show right now that can be in tune with the people they are watching (while) growing up,“ he adds. „Everyone is on the show for a different reason. We don’t really have a music video show, we are pop culture, we (are) bringing you the news, the music.“
Most teens are nose-deep in their Snapchat accounts, so the new “TRL” will have “social media correspondents” to get down with the times.
Enter New Jersey’s 17-year-old Dolan Twins, Grayson and Ethan, who have more than 4.4 million YouTube followers.
The teens didn’t grow up with “TRL” — they were watching “Spongebob” at the time instead — so they’re proud to help introduce it to their generation.
“It’s a new thing for us and our fans because we are all around the same age and we didn’t grow up watching the first ‚TRL‘ really,” Ethan says. His brother Grayson adds that he’d watch it himself, if he weren’t starring on it.
Joining the Dolan Twins is fellow content creator Liza Koshy.
The updated studio, with its floor-to-ceiling windows overlooking Times Square, now boasts almost three times the space of the original — complete with digital monitors throughout — even on the floor — and a mainstay DJ booth.
There’s no permanent seating area in the revamped studio, as the plan is for fans to be able to move around organically with their favorite celebs — maybe even reach out and touch them.
And yes — the streets of Times Square are waiting for the screaming sign-holding fans to return just like they did 10 years ago.
DJ Khaled and Ed Sheeran will help launch the new „TRL“ Monday, and other first-week guests include Migos, Demi Lovato, Lil Uzi Vert, Travis Scott and Noah Cyrus. Also expect up-and-coming artists, TV, movie and social media stars.
“I mean that’s sort of the idea of TRL — we’re in that mode of, ‚What’s happening?‘, ‚What’s the hottest thing?‘, ‚What’s the bubble before the bubble happens?'“ Lewitinn says. „We want to see who’s bubbling up and so that’s what we will do here.“
While Monday’s debut happens on MTV, it’s 2017 after all, so you can catch it online, too.

Hurricane fallout: Puerto Rico could face 6 months without power

Nearly every problem typically faced in the wake of natural disaster will be amplified and accelerated in Puerto Rico thanks to long-existing issues.
After Puerto Rico was pummeled by Hurricane Maria last week, a Category 4 hurricane with 150 mph winds, the island has been left in shambles. After suffering widespread power outages thanks to Hurricane Irma the week before, 1 million Puerto Ricans were left without electricity. 60,000 still hadn’t gotten power when Maria brought a total, island-wide power outage, and severe shortages of food, water, and other supplies.
There’s still no power on the island except for a handful of generators powering high-priority buildings like select hospitals, and the island likely won’t return to full power for another half a year. This also means that there are next to zero working cell phone towers and no reception anywhere on the island.
Due to the blackout, many residents are relying on small gas-fed generators, and fuel is running out (though authorities in Puerto Rico insist that it’s a distribution problem, not a shortage). Puerto Ricans are waiting in six-hour lines for fuel, while many stations have run completely dry. In most of Puerto Rico there’s no water either — that means no showers, no flushable toilets, and no drinkable water that’s not out of a bottle. In some of the remoter parts of the island, rescue workers are just barely beginning to arrive.
Puerto Rico is experiencing all of the normal catastrophes brought on by a major hurricane — and then some. In Houston after Harvey and Florida after Irma, wastewater pumping systems failed, causing significant sewage spillage. The same is almost guaranteed to happen in Puerto Rico thanks to the sustained power outages, but will be greatly exacerbated by the fact that the island’s electrical system was already “degraded and unsafe”.
In fact, nearly every problem typically faced in the wake of natural disaster will be amplified and accelerated in Puerto Rico thanks to long-existing financial and environmental problems and far fewer rescue and relief workers. Florida and Texas also dealt with contamination from Superfund sites, but Puerto Rico has a whopping 23 in its relatively tiny area.
According to the U. S. Department of Health and Public Services, a superfund site is “any land in the United States that has been contaminated by hazardous waste and identified by the EPA as a candidate for cleanup because it poses a risk to human health and/or the environment.” These sites are put on the National Priorities List (NPL), a list of the most dire cases of environmental contamination in the U. S. and its territories. These are places where a person can’t even walk on the ground and breathe the air without seriously endangering their health.
Even within the designation of Superfund, sites can be ranked in their level of catastrophism, and Puerto Rico is home to one of the very worst. For 60 years the U. S. military used Vieques, an outlying island, for extensive bomb testing. Two-thirds of the island now have extreme levels of contamination which have been related to disproportionately high cancer rates among the 9,000 residents. Even today Vieques remains blanketed with unexploded bombs, bullets, and projectiles.
Puerto Rico also has more contaminants to worry about thanks to the coal industry, which has been stockpiling coal ash in southern Puerto Rico. According to Adriana Gonzales of the Sierra Club, an uncovered five-story pile of coal ash situated next to a low-income and minority community in the town of Guayama threatens to toxify the entire area thanks to its content of heavy metals like arsenic, mercury, and chromium that will be released when the rain liquefies the ash.
The coal industry also dumped thousands of tons of coal ash in Puerto Rican landfills for years, a common practice that has recently mushroomed into a disaster as local landfills overflow thanks to the territory’s financial crisis. While the ash is not Puerto Rico’s (it’s owned by Pennsylvania-based Applied Energy Systems) they are now faced with its toxic burden, despite the fact that the Puerto Rican government ordered the company to cover and secure the pile under the threat of Hurricane Irma, weeks before Maria hit.
Puerto Rico’s fallout of Maria will result in a long, long road to recovery. Even though the island is home to 3.5 million U. S. citizens, help is few and far between compared to response in the U. S., and the island’s pre-existing poverty and environmentally dangerous Superfund Sites will make rebuilding a tricky and toxic business, costing in the billions of dollars.

How Facebook responded in the wake of Russia-linked election ads

As investigations into the 2016 US presidential election heat up, Facebook is taking its own steps to make sure interference doesn’t happen again.
Facebook has found itself playing a prominent role in the investigation into US 2016 presidential election meddling, a position it may not have expected to be in just a few years ago.
Last week, Facebook general counsel Colin Stretch announced the social media giant would release 3,000 Russia-linked political ads to the House and Senate Intelligence Committees, after previously refusing to do so due to cited privacy concerns.
This followed the revelation that at least 470 fake Pages and accounts were identified by Facebook to have spent approximately $100,000 on promoted ads from 2015 to 2016. According to The Washington Post, at least some of these accounts were linked to the Internet Research Agency, a so-called „troll farm,“ operated out of Russia.
Facebook CEO Mark Zuckerberg, who previously called the notion that fake news on Facebook influenced the election a “pretty crazy idea,” released a video last week outlining “the steps [Facebook is] taking to protect election integrity.”
In this piece, we’ll lay out we know so far, what Facebook has promised to do in the future to ensure the integrity of elections around the world, and what questions we still don’t have the answers to.
On September 6, Facebook Chief Security Officer Alex Stamos revealed the company’s findings: 470 Pages and accounts that purchased $100,000-worth of ads were “affiliated with one another and likely operated out of Russia.”
Stamos also noted that another $50,000-worth of ads were purchased by “accounts with US IP addresses but with the language set to Russian,” which “didn’t necessarily violate any policy or law” but raised red flags in hindsight.
The New York Times recently detailed how some fake accounts came to be, and the information – or, misinformation – they spread. One profiled account was for a Melvin Redick, ”of Harrisburg, Pa, a friendly-looking American with a backward baseball cap and a young daughter,” someone it seems doesn’t exist. This account, as with others like it, were used to spread divisive messages and start trending topics through promoted advertisements.

None of these ads received any scrutiny from Facebook. The company uses a self-service advertising interface that lets users promote posts without any employee oversight. Only major ad campaigns from companies receive human attention. “Individual” users working en masse avoid this problem.
“[T]here was nothing necessarily noteworthy at the time about a foreign actor running an ad involving a social issue,” said Elliot Schrage, Vice President of Policy and Communications at Facebook. International NGOs, for example, might run an ad addressing women’s rights or encouraging charity donations. Only after the election, Schrange claims, did Faceook notice some auto-approved ads might be “problematic.”
The “vast majority” of the ads, Stamos’ post stressed, “didn’t specifically reference the US presidential election, voting or a particular candidate.” Instead, the ads covered “topics from LGBT matters to race issues to immigration to gun rights,” focusing on “divisive social and political messages.”
But the New York Times says that some ads did mention President Trump and Democratic candidate Hillary Clinton by name, mostly “attacking” Clinton and “praising” Trump.
While Facebook has released the ads to Congress, it has refused to make the content of the ads public. Stretch says this is due to federal law, which “places strict limitations on the disclosure of account information.”
But Special Counsel Robert Mueller is reportedly taking a “red-hot” interest in this scandal, as he investigates Russia’s election meddling and the Trump campaign’s alleged communication with Russian government agents during the election. This gives some idea as to the content and political bent of the ads.
Stamos further revealed that a quarter of the ads were “geographically targeted.” Without further information, it’s impossible to know the US regions or communities where the ads were served. Election swing states like Michigan or Pennsylvania would be potential targets, but only if those posting them had inside information on which states, districts, or registered voters could be most susceptible to “divisive social messages.”
Adam Schiff, senior Democrat on the House Intelligence Committee, expressed this same concern . “Left unanswered in what we received from Facebook…is whether there was any coordination between these social media trolls and the [Trump] campaign. We have to get to the bottom of that.” Now that Facebook has released its data to the Committees, Schiff and his colleagues will investigate for any evidence of collusion.
While the ads themselves remain a mystery, journalists have linked some right-wing Facebook events directly to Russian-created accounts.
The Daily Beast discovered that Russian operatives remotely organized an “anti-immigrant, anti-Muslim rally” in August 2016 in Idaho through a Page called “SecuredBorders.” Business Insider reported that Heart of Texas, a Russia-backed group with about 225,000 followers, sponsored an “anti-Hillary” rally three days before the election. And Politico revealed that Russian operatives have promoted pro-secessionist propaganda in Texas since 2015.
What most experts agree on is that just about everyone, from tech companies to the United States intelligence community, was caught completely unaware by a foreign power’s ability to “manipulate and influence elections” through social media.
“The surprise was the integration into a whole campaign,” said former NSA director Richard Ledgett. “It’s the amplification of some stories and the suppression of other stories to bias you. That’s really hard to fight against.”
Ledgett believes it highly unlikely that social media companies like Facebook had the capacity to discover the plot, considering the US government couldn’t.
This makes it harder to track what kind of campaign messages advertisers are sending to voters
Facebook has also come under fire for its so-called dark ads, as The Verge reports. These ads are created without permanent links, and vanish once users scroll by them in their News Feeds. This makes it difficult to track what kind of campaign messages advertisers are sending to voters.
Yet if Facebook was taken by surprise once, it’s now attempting to ensure it doesn’t happen again during future elections.
Earlier this year, Facebook released a fact-check tool to allow users to check if an advertised post came from a reputable source ahead of the German elections, and joined forces with other tech companies like Google to cut down on fake news during the French election. The company reportedly deleted tens of thousands of fake accounts during the French election alone.
Chief Security Officer Stamos outlined other new policies the tech giant is implementing. Facebook uses machine learning to limit posts from low-quality web pages or links that disguise a post’s true destination through rerouting. It’s also using deprioritization to limit the exposure of posts with clickbait headlines or from Pages with news consistently marked as false.
Moving forward, Facebook plans to “make political advertising more transparent,” as detailed by Zuckerberg in a post. While TV ads are required by law to be publicly available and to source whoever footed the bill, internet ads have no such restrictions.
But Zuckerberg said that Facebook will “disclose which Page paid for an ad” and “make it so you can visit an advertiser’s page and see the ads they’re currently running to any audience on Facebook.”
Beyond providing 3,000 ads to Congress and the special committee, the CEO said Facebook will continue its own investigation “into foreign actors, including additional Russian groups and other former Soviet states.” This includes doubling Facebook’s election integrity team to 250 members.
While TV ads are required by law to be publicly available and to source whoever paid for them, internet ads have no such restrictions
Zuckerberg was somewhat less enthusiastic when discussing censoring posts and reducing automation. “We don’t check what people say before they say it, and frankly, I don’t think our society should want us to,” he said. “Freedom means you don’t have to ask permission first, and that by default you can say what you want.”
So, his solution to reducing false ads may rely more on catching illegal content after the fact, rather than moderating material before publication.
Facebook will work with a number of organizations to bolster the democratic process and counter trolls and bots, from “election commissions around the world” to crowd-sourced security software ThreatExchange .
While Zuckerberg stressed that it isn’t “realistic” to think Facebook will “be able to stop all interference” in the future, he certainly emphasized that it won’t be blind to the problem any longer.
Of course, at the end of the day Facebook makes its money from ad revenue, and as The New York Times points out, tech companies are worried the government will use these revelations as a pretense to add more restrictions to anonymous online advertising.
Thus, Facebook is focused on self-regulation: conducting their own Russia investigation outside of Congress’, policing their own ads while preserving the anonymous ad program, and stressing that the ads weren’t as influential on the election as you might assume. We’ll have to wait and see if Congress and Mueller agree.
