Gears of War 4 introduces cross-play between Xbox One and Windows 10 PCs in Social Quickplay

NewsHubMicrosoft held a cross-platform test for Windows 10 PC and Xbox One Gears of War 4 players that garnered over 750,000 matches played from a little over 100,000 participants. Due to the success of the experiment, Microsoft is expanding the project, bringing the cross-play feature to the masses for the Xbox One and Windows 10 PCs.
While it is indeed exciting, Gears of War 4 won’t be offering every mode as a cross-platform experience. Instead, Microsoft will enable cross-platform for the game via ‚Social Quickplay‘. While it is being enabled and players can take advantage of it to its fullest capacity, it is currently being rolled out as an extended test, with player feedback being taken into consideration.
Those hoping to get Core and Competitive modes as cross-platform options will be disappointed as those modes will remain independent to each respective system. If you have yet to purchase Gears of War 4 , now might be a great time to pick up the Collector’s Edition as it is marked 66% off original retail price making it around $84 USD.

Trump orders strict new refugee screening, citing terrorists ‹ Japan Today

Setting a hard-line tone on national security, U. S. President Donald Trump on Friday ordered strict new screening for refugees to keep “radical Islamic terrorists” out of the United States and alternated tough talk with kind words in his diplomatic standoff with Mexico.
Trump traveled to the Pentagon, where he joined Defense Secretary Jim Mattis for the signing of an executive action to bring sweeping changes to the nation’s refugee policies and put in motion his plans to build up the nation’s military.
“We want to ensure that we are not admitting into our country the very threats our soldiers are fighting overseas,” he said. “We only want to admit those into our country who will support our country and love deeply our people.”
During his election campaign against Hillary Clinton, Trump pledged to put in place “extreme vetting” procedures to screen people coming to the U. S. from countries with terrorism ties. The order imposes a 90-day ban on all entry to the United States from countries with terrorism concerns.
However, it’s unclear from the law cited in the directive specifically which countries are affected. A draft of the order had designated seven predominantly Muslim countries: Iran, Iraq, Libya, Somalia, Sudan, Syria and Yemen. The White House did not immediately provide clarity on the affected countries.
The order also halts entry to the U. S. by Syrian refugees until the president determines that changes to the refugee assistance program ensure that admitting them won’t compromise national security.
Trump also signed a presidential memorandum on “rebuilding” the U. S. Armed Forces, giving Mattis 30 days to conduct a “readiness” review and report back on steps that can be taken this year to improve conditions.
Joined earlier in the day at the White House by British Prime Minister Theresa May, Trump reaffirmed the United States’ “special relationship” with Great Britain.
But he was also asked about more contentious issues, including his recent statements that torture “does work” in prying information out of terror suspects. Giving ground, he said his defense secretary’s opposition would override his own belief. Hours later he stood at the Pentagon as Mattis, the retired general, was sworn in as the military’s chief.
Trump was also pressed on whether he would revert back to Bush-era use of torture, in the news since The Associated Press and other news organizations obtained copies of a draft executive order signaling sweeping changes to U. S. interrogation and detention policy.
Trump said he would defer to the views of Mattis, who has questioned the effectiveness of such practices as waterboarding, which simulates drowning.
“He has stated publicly that he does not necessarily believe in torture or waterboarding, or however you want to define it. … I don’t necessarily agree. But I would tell you that he will override because I’m giving him that power. He’s an expert,” Trump said.
The draft order, which the White House said was not official, also would reverse Obama’s effort to close the military detention center at Guantanamo Bay, Cuba — a place Trump has said he wants to fill up “with bad dudes.”
The draft also requests recommendations on whether the U. S. should reopen CIA detention facilities outside the United States. Critics said the clandestine sites have marred America’s image on the world stage.
Trump held firm Friday on another controversy — trade and illegal immigration from Mexico. He told reporters at a joint news conference with May that he had a “very good call” with Mexican President Enrique Pena Nieto earlier in the day, but he reaffirmed his belief that Mexico has “outnegotiated and beat us to a pulp” on trade — and that would change.
“We’re no longer going to be the country that doesn’t know what it’s doing,” he declared a day after the Mexican leader canceled his visit to Washington in response to Trump’s plans to build a border wall and have Mexico pay for it.
While the refugee actions are aimed at thwarting terrorists, the border wall is more for keeping out immigrants trying to enter the U. S. for economic reasons — though Trump has continually also raised concerns about criminals flowing north.
The flurry of national security moves and foreign policy outreach capped a hectic first week for Trump at the White House, giving Americans an initial look at how he intends to position the United States around the globe.
Trump, who met with the Joint Chiefs of Staff at the Pentagon, has the authority to determine how many refugees are accepted annually, and he can suspend the program at any time. Refugee processing was suspended in the immediate aftermath of the Sept. 11 attacks and restarted months later.
During the past budget year, the U. S. accepted 84,995 refugees, including 12,587 people from Syria. President Barack Obama had set the refugee limit for this budget year at 110,000.
Trump, according to the executive action, plans to cut that to 50,000. The order says that while the program is suspended, the U. S. may admit people on a case-by-case basis when “in the national interest” and the government will continue to process refugee requests from people claiming religious persecution, “provided that the religion of the individual is a minority religion in the individual’s country.” That suggests it would allow the admission of Christians from Muslim-majority countries.
In an interview with CBN News, Trump said persecuted Christians would be given priority in applying for refugee status. “We are going to help them,” Trump said. “They’ve been horribly treated.”
Applauded by some in his own party, Trump’s refugee action was strongly criticized by some Democrats.
“Tears are running down the cheeks of the Statue of Liberty tonight as a grand tradition of America, welcoming immigrants, that has existed since America was founded has been stomped upon,” said Senate Minority Leader Chuck Schumer of New York.
Trump’s order was signed on Holocaust Remembrance Day, which brought to mind the global effort to help refugees during World War II and its aftermath.

Fire up your Apple TV ; it’s time to rewatch all of “ Westworld. “ Apple has now added HBO Go to its list of TV streamers compatible with Apple’s single sign-on feature. ( See them all here .)
Drafting HBO Go to the lineup is potentially a big step. Previously, single sign-on (SSO) was compatible with streams from networks like ABC, Telemundo, ESPN, and Food Network, but HBO is the first premium cable channel to join the circus. We’re hoping more get added to the list.
When single sign-on was first announced last June , TV watchers rejoiced. SSO allows you to input your cable login information just once on your iOS or TV OS devices, and — boom! — you’re granted access to all available TV content. Anyone who’s had to type in their account and password hundreds of times using an Apple TV remote can tell you how much that process sucks. Unfortunately, it took a year and a half to actually see the feature make its way to Apple TVs and iPads. Since then, compatible streaming apps have been coming in slowly. Hopefully, HBO Go’s entrance signals a changing of the tide.

Apple joins AI research group

Apple has joined the Partnership on AI, a nonprofit group researching the uses of artificial intelligence, the group said on Friday .
The Partnership’s members are a Who’s Who of tech heavyweights that includes Amazon, Google, Facebook and Microsoft. It also includes IBM, the creator of the Watson supercomputer system that won the TV game show “ Jeopardy! “
„Apple has joined the Partnership on AI as a founding member,“ the group said in a post. „The company has been involved and collaborating with the Partnership since before it was first announced and is thrilled to formalize its membership. “
The Partnership’s mission is „to study and formulate best practices on AI technologies, to advance the public’s understanding of AI, and to serve as an open platform for discussion and engagement about AI and its influences on people and society. “
Joining the Partnership is the latest indication Apple is becoming less secretive. In December, the company published its first paper on AI, a sign it was ready to start sharing some of its research.
Bloomberg News reported late Wednesday that Apple would likely join the Partnership.

Президент США Дональд Трамп в пятницу подписал указ, который, по его словам, устанавливает более жесткие препятствия на пути проникновения в страну иностранных террористов. Об этом сообщает Reuters.
„Я принимаю новые меры, чтобы радикальные исламские террористы оставались за пределами Соединенных Штатов Америки“, — сказал Трамп на церемонии в Пентагоне. Главу государства сопровождали вице-президент Майк Пенс и министр обороны Джеймс Мэттис.
„Мы хотим в нашей стране принимать тех, кто будет поддерживать нашу страну и сильно любить наш народ“, — добавил президент.

HONG KONG –   Saturday marks the start of the lunar Year of the Rooster and families in China will reunite for festivities, fireworks and food. While tradition calls for feasting on „auspicious“ foods, many will also munch on staple snacks like „phoenix claws,“ the Chinese name for chicken feet.
With reptilian looks and lowly status from scratching around farmyards and coops, humble chicken paws are considered a throwaway in the West, where farmers often grind them into feed for pets and livestock. But across much of Asia, where diners prefer eating meat on the bone, they’re a considered a delicacy.
„Not only are they tasty, but it’s believed they have a lot of collagen so if you eat them it’s good for your skin and makes you look beautiful,“ said Liza Chu, author of a guidebook to Hong Kong dim sum dishes including chicken feet.
At this time of year, Chinese like to eat foods that are considered lucky like dumplings and fish. Chicken feet don’t actually have any special meaning for the Year of the Rooster, though that doesn’t mean it’s not a good excuse to eat them, Chu said.
„We all need some rooster energy. Roosters are energetic. They can be very aggressive. They are not shy,“ said Chu. Those born in the Year of the Rooster are „very outgoing people. “
Chicken feet are of such culinary importance in China that they have even played a role in trade tensions between the U. S. and China, which imports poultry because of production shortfalls. In 2009, the Obama administration slapped tariffs on Chinese tires and Beijing retaliated by imposing taxes of up to 105 percent on U. S. chicken feet.
Two years ago, China banned poultry imports from the U. S. over bird flu, sending chicken-paw producers in other countries racing to fill the gap.
For the uninitiated, chicken feet have a chewy, fatty and succulent texture, bordering on the gelatinous.
In Hong Kong, they’re served at dim sum teahouses with garlic, chilli and black bean sauce.
Or they can be paired with a beer while watching football matches, said Leung Kin-keung, who runs a chicken feet stall.
„I grew up eating chicken feet,“ said Leung. „We were not wealthy“ so the family used every part of the chicken, he said.
In Manila, Philippines, street vendors grill skewers of them over charcoal.
„They taste different from ordinary chicken parts. I like eating the bony parts,“ said Jacklyn Sun. „Chicken feet are delicious to eat. “

High Taxes And Plain Packaging Fund North Korean Nukes And Terrorists

NewsHubIn just first few weeks of 2017 police over the world have been busy seizing counterfeit cigarettes. In Ireland investigators, including Detector Dog Alfie, seized 60,000 illegal cigarettes with a street value of €32,500 ($34,000 USD), just beating out the Canadian residents caught smuggling 53,600 cigarettes a few days earlier. In South Africa investigators seized 1720 boxes of counterfeit cigarettes with a street value of $19,000, and in November the small county of Nottingham in the U. K. announced seizures of counterfeit cigarettes increased threefold from the year before to nearly 500,000 cigarettes. That is nothing compared to what police will seize in Wales this year. This week police there seized 750,000 counterfeit cigarettes, with an estimated value of £427,000 ($535,671 USD), from a gang that used a false wall, hidden chute and a baby monitor to conceal their activities.
All around the world as governments intervene in the market with “plain packaging” of cigarette packs and tax hikes to discourage smoking, they are trading one evil for another. Tobacco harms the health of those who smoke and those around them, but consenting adults are responsible to bear the costs of their decisions. A system of robust property rights demand governments to honor the free exchange between producers and consumers and allow society to regulate consumption with minimal intervention.
These interventions have opened up a new criminal industry to traffic and produce fake cigarettes. Sophisticated crime syndicates, terrorists, and even the government of North Korea are skirting import controls and taxes to provide cheaper cigarettes to consumers. This robs governments of billions in tax revenue, jeopardizes consumer safety and forced the U. S. president to declare the “global illicit trade in tobacco a threat to national security .”
In Australia , where smokers are facing $40 ($30 USD) packs thanks to 12.5% annual tax increases, 14% of tobacco is bought on the black market robbing the government of 1.4 billion (1 billion USD) in tax revenue.
In the U. K., cigarettes continue to be the number 1 counterfeit product investigated by Trading Standards, involving more authorities every year. According to a 2015 strategy report the market for illicit cigarettes has been reduced to 10%, yet “tobacco smuggling costs over £2 billion ($2.5 billion USD) in lost revenue each year.”
In the EU 65% of seized cigarettes are illicit counterfeits, costing the community $10 billion euros ($10.5 billion USD) in lost tax and customs revenue a year.
In Jamaica , illicit cigarettes make up 20% of the market and rob the government of “$2 billion in revenue annually ” ($15.5 million USD) which is instead going to criminals who purchase guns and ammunition. Also, Jamaica is plagued by counterfeit, illicit, plastic rice.
In Hong Kong , where a regular pack costs around $7 USD but in mainland China only $2 USD, illicit cigarettes rose to occupy 29% of the market , according to an Oxford Economics report, and a loss to the government of $377 million.
In India , where imported cigarettes are hit with a 30% customs duty as well as taxed highly in stores the smuggling rate has increased 18.3% between 2013 and 2015. The Federation of Indian Chambers of Commerce and Industry report in “ Illicit Markets- A Threat to Our National Interests ” that smuggled cigarettes are 8-10% of total consumption valued at $1.3 billion USD, an extraordinary amount going to criminals.
More atrocious than the loss of tax revenue, consumers of illicit and counterfeit cigarettes are oftentimes unknowingly smoking cigarettes that are worse for their health , because criminals don’t care about safety standards. But, by far the worst outcome of these market interventions is the transfer of billions in hard cash to criminals, terrorists and the North Korean regime of Kim Jong-Un to fund his nuclear program.
As far back as 2005 U. S. intelligence agencies linked North Korean produced counterfeit cigarettes to their sale in the U. S. According to Peter Prahar “there is no doubt that the government of the Democratic People’s Republic of North Korea, the Korean Workers’ Party, and the Korean People’s Army are all involved in criminal activity”. Mr. Prahar testified as the director of the State Department’s Bureau of International Narcotics and Law Enforcement Affairs before a Senate hearing titled “ North Korea: Illicit Activity Funding the Regime.” He stated that, according to sources, there are between 1 and 12 factories in North Korea that produce counterfeit cigarettes of British, American and Japanese brands. These cigarettes are then smuggled to markets around the world including the U. S. where counterfeit N. Korean produced Marlboro cigarettes were identified in “1,300 incidents” between 2002 and 2005. Mr. Prahar continued, “a major source of income to the regime and its leadership, we believe is the counterfeiting of cigarettes. This is a potentially enormously lucrative business, again with a U. S. connection and, of course, these cigarettes have shown up in Asian markets, as well.”
Senator Coburn remarked that “the income from these illicit activities is substantial and provides a reliable revenue stream supporting the regime’s weapons programs.” Since then, the North Korean regime has agreed to end its nuclear program twice, yet, developed nuclear weapons, tested a hydrogen bomb, miniaturized nuclear warheads and developed long range missiles.
North Korea is only one of several bad actors raising funds by selling counterfeits, especially cigarettes. In 2002 Operation Smokescreen resulted in the first prosecution for “material support to a designated terrorist organization,” in this case Hezbollah operatives raised $8 million smuggling cigarettes from North Carolina to Michigan. The same thing happened again in 2004. Hezbollah continues to operate this way in the Western hemisphere.
Counterfeit sales continue to play such a sizable role in financing terror that it was mentioned in two reports last month – one from the White House on Intellectual Property Enforcement the other the House Taskforce on Stopping Terror Financing. The House report included a statement from General John F. Kelly of U. S. Al-Qaeda and affiliated groups; North African radical fundamentalists terrorists in Europe; Hezbollah; Chechen separatists; ethnic Albanian extremist groups; and paramilitaries in Northern Ireland—have been linked with the smuggling and sale of a broad array of counterfeit goods, including counterfeit cigarettes; medicines; personal care products (such as shampoos, creams, cologne and perfume); auto parts; shoes and apparel; and pirated music, movies, computer software, and video games.
North Korean nukes and terrorism are a few examples of the unintended consequences high taxes and intellectual property infringement have on the society. To defend the ability of individuals to own and exchange property, even cigarettes, does not equate to approval of each exchange. Rather, property rights force governments to tolerate and respect the individual decisions of each citizen and protect the government from creating unintended consequences of ill-advised market intervention – such as diverting would-be tax revenue to terrorists.
