ЕСПЧ обязал Россию предоставить документы о состоянии здоровья украинца Гриба

Также Министерство юстиции Украины сообщило, что ЕСПЧ принял к рассмотрению дело о похищении российскими спецслужбами украинца Павла Гриба в Беларуси.
Евросуд по правам человека принял решение запросить у РФ медицинскую документацию, которая содержит информацию о текущем состоянии здоровья украинца Павла Гриба, который находится в краснодарском СИЗО.
Об этом сообщила адвокат Евгения Закревская.
Россия, согласно решению, должен предоставить такую информацию до 25 сентября. Также российское правительство попросили указать, какие медицинские препараты прописали Грибу, и которые он уже получает.
„На основании этой информации Суд будет принимать решение о принятии срочных мер“, – написала Закревская.
Также Министерство юстиции Украины сообщило, что ЕСПЧ принял к рассмотрению дело о похищении российскими спецслужбами украинца Павла Гриба в Беларуси.
Напомним: 28 августа украинский офицер Игорь Гриб заявил о похищении сына спецслужбами РФ в Беларуси. По его словам, ФСБ выманила Павла в Гомель под видом встречи с девушкой и провело задержание.
Впоследствии в МИД подтвердили, что Павел Гриб, который исчез в белорусском Гомеле, находится в управлении ФСБ России в Краснодаре.
11 сентября российский адвокат сказал, что смог встретиться с Грибом в СИЗО Краснодара.

Міністр юстиції України Павло Петренко повідомив в Facebook, що Європейський суд з прав людини прийняв до розгляду скаргу у справі про викрадення українця Павла Гриба російськими спецслужбами на території Білорусі. „Розглянувши подані матеріали 11 вересня 2017 року Європейський суд з прав людини прийняв рішення про відкладення розгляду питання про застосування Правила 39 Регламенту Європейського суду до отримання необхідної інформації від Уряду Російської Федерації“, – написав Петренко. Він зазначив, що за поданням батька викраденого хлопця Ігоря Гриба, суд прийняв рішення витребувати у представників РФ дані про стан здоров’я Павла для подальшого розгляду справи. Російська сторона повинна надати необхідну інформацію до 25 вересня 2017 року. „Я особисто буду тримати ситуацію на контролі. Ми повинні зупинити викрадення наших громадян країною-агресором“, – наголосив міністр.
Як повідомляв Кореспондент.net, Гриб зник в Білорусі при загадкових обставинах. Його батько стверджує, що ФСБ виманила Павла в Гомель під виглядом зустрічі з дівчиною і провела затримання. Пізніше стало відомо, що українець перебуває в слідчому ізоляторі міста Краснодар. Його звинувачують в тероризмі. Адвокат Павла Гриба зустрівся з ним у СІЗО

China gives full backing to latest UN North Korea sanctions

Sanctions and talks the best way to end the crisis over Pyongyang’s development of nuclear weapons, say foreign ministry spokesman
China said on Tuesday it fully backs the latest UN sanctions against North Korea limiting oil exports to the reclusive nation after Pyongyang’s nuclear test last week.
China hopes Monday’s United Nation Security Council resolution, which cuts the annual export of oil and fuel products from about 8.5 million barrels to two million, will be fully enforced, Chinese foreign ministry spokesman Geng Shuang said in a statement.
Geng added the resolution also reiterated to need to maintain peace and stability in the Korea peninsula and Northeast Asia. China also called for a diplomatic and political solution to the crisis, supported the resumption of the six-party international talks for the denuclearisation of the peninsula and stressed that all parties should take measures to ease tensions, said Geng.
“The peninsula issue must be resolved peacefully. The military solution has no way out. China will not allow war or chaos on the Korean peninsula, ” the statement said.

Geng said the dual suspension of North Korea’s nuclear and missile programme plus US-South Korea military exercises and a “dual-track” approach combining sanctions and talks were practical and feasible ways to resolve the crisis.
Geng added that North Korea should abide by the UN Security Council resolution.
He also reiterated that China firmly opposed the deployment of a US-developed missile shield in South Korea, saying it severely damaged China and other country’s strategic security.
The US ambassador at the UN, Nikki Haley, said on Monday oil was the lifeblood of North Korea’s efforts to build and deliver a nuclear weapon and the US-drafted resolution includes the strongest sanctions ever imposed on Pyongyang.

The measures target its last remaining major exports and would cut the amount of oil provided to North Korea by about 30 per cent, she said.
“Today, we are saying the world will never accept a nuclear armed North Korea. And today, the Security Council is saying that if the North Korean regime does not halt its nuclear programme, we will act to stop it ourselves, ” she said. “This will cut deep.”

India to join growing push for electrified vehicles, targets 2030

India will join France, the UK, and China in a push to ban gasoline and diesel cars. According to the country’s road transport minister, companies should prepare for upcoming legislation changes.
In what seems to be developing into a global push to substitute gasoline and diesel cars for electric or hybrid ones, the Indian government has also announced last week that it wants the country’s car companies to prepare themselves for upcoming changes in legislation. India will be joining France, the UK, and China which have announced similar plans of their own from as early as last July.
According to a roadmap developed by India’s top think-tank, the country could electrify all of its new vehicles by 2030. This milestone would be accomplished by limiting registration of petrol and diesel cars while giving incentives and subsidies on sales of electric cars.
Of course, that wouldn’t be an easy task due to high prices for building batteries, which aren’t even manufactured in India yet, and a lack of charging stations across the country cited as being a problem by carmakers. But those challenges don’t seem to be enough for India’s government to shy away from its plans. As stated by Nitin Gadkari, India’s road transport minister, to the country’s auto industry:
For now, only Mahindra & Mahindra produces electric cars in India, a scenario that may change soon. According to Guenter Butschek, managing director of Tata Motors, the company is already exploring the possibility of building electric cars on its existing platform. Also, executives from Hyundai Motor Co have claimed the company is contacting some of its suppliers for components for electric cars.

WASHINGTON — Chris Christie said that President Donald Trump’s former chief strategist Steve Bannon is in “his last 15 minutes of fame, ” and denied Bannon’s claim that he fell out of favor with Trump for failing to show up to support him the weekend after the release of the Billy Bush “Access Hollywood” tape.
Christie made the comments on Monday on “PBS Newshour, ” where he was shown a clip from Bannon’s interview on “ 60 Minutes .” In it, Bannon said that he kept Christie’s name in a “little black book” to note that he didn’ t back up Trump after the release of the Billy Bush tape. That weekend in October, Trump faced calls even from fellow Republicans that he drop out of the race.
But Christie said that he was there “during the whole Billy Bush weekend, ” including for debate preparations. He said that he “spoke truth directly” to Trump that weekend about what needed to be done in response to the release of the tape.
“If I was off the team, then why did I lead debate prep for the third debate?” Christie added, referring to a debate later in the month.
Bannon also claimed that Christie’s failure to support Trump that weekend cost him cabinet positions, but Christie said that he was “offered cabinet positions that I turned down.”
He also slammed Bannon for the “60 Minutes” interview as a publicity ploy.
“Now that he has been fired, no one is going to care about anything else Steve Bannon has to say, ” Christie said, adding that “this I suspect is his last 15 minutes of fame. I hope he enjoys it.”
Christie endorsed Trump after dropping out of the presidential race. But after Trump was elected, he was replaced as the leader of Trump’s transition team.

„Hart aber fair“, Frank Plasberg: Eine Aussage bringt Christian Lindner sofort auf 180

Kurz vor der Wahl gab es bei Plasberg den Schlagabtausch zu Kernthemen: Steuern, Wohnraum, Rente. Für Unterhaltung sorgte das Duo Jens Spahn und Christian Lindner – und eine spitzzüngige Manuela Schwesig mit einem SPD-Punktsieg.
„Kurz vor der Wahl versprechen alle immer das Gleiche, aber hinterher wird es dann doch etwas anderes.“ So fasst Alexander Tappert, Sänger, Entertainer und Familienvater die Gefühlslage vieler Wähler rund zwei Wochen vor der Bundestagswahl zusammen. Aber was versprechen sie denn genau, die Parteien? Sagt CDU und FDP, wie haltet ihr es mit der Besteuerung von Kapitalerträgen? Und ihr, SPD und Linken, wie steht ihr zum Wohnungsbau. Mit solchen und anderen Gretchenfragen versuchte Frank Plasberg Überblick zu schaffen. Gelungen ist es nicht so richtig, unterhaltsam war es allemal.
Und was sagt Alexander Tappert? Der ist frei von Illusionen. „Ich kann mir kein Vermögen bilden, trotz harter Arbeit.“ Dafür seien die Ausgaben die er und seine ebenfalls selbstständige Frau mit drei Kindern hätten, einfach zu hoch. Am Ende bleibe kaum etwas übrig. Der Vorschlag von Christian Lindner bringt ihnen vermutlich wenig. Nur woher kommt die Misere, dass Vermögen offenbar geringer besteuert werden, als Einkommen, also „harte Arbeit“? Hat sich der Staat von den Vermögenden erpressen lassen?
Bei Christian Lindner ändert diese Einschätzung trotzdem nichts, er findet die ganze Debatte unsinnig. „Fangen wir doch erstmal an, Facebook und Google zu besteuern“, fordert der FDP-Kandidat. Auch Jens Spahn möchte an der Abgeltungssteuer festhalten, weil „alles andere zu kompliziert ist.“ Außerdem, so der Staatssekretär, liegen Deutschlands zu besteuernde Vermögen nicht in Yachten und Villen, sondern in Unternehmen, die wieder Arbeitsplätze schüfen.
Die Diskussion droht an dieser Stelle in die Sackgasse abzubiegen. Wie gut, dass es Manuela Schwesig gibt, die mit spitzen Kommentaren Christian Lindner Paroli bietet und für einige Heiterkeit im Studio sorgt. Denn der FDP-Mann glänzt auch in dieser Talkshow wieder mit einer Fähigkeit, die er besser als die meisten Gäste beherrscht: unbeirrt das Wort an sich zu reißen und laut tönend am meisten Redezeit für sich zu beanspruchen. Doch nicht mit Schwesig. „Bevor die Herren hier ihr Ping Pong machen“, wirft sie ein, „möchte ich auch mal etwas sagen!“
„Warum soll ihnen beiden jemand glauben? Sie haben schon beim letzten Mal mehr Netto vom Brutto versprochen.“ Eine Aussage, die Lindner sofort auf 180 bringt. Doch bevor der entrüstete Liberale das Wort wieder an sich reißen kann, setzt Schwesig nach: „Herr Lindner man merkt, dass sie vor Kräften nicht laufen können.“ Das Publikum johlt. „Es geht nicht darum, wer es verspricht, sondern wer es am Ende auch macht.“ An dieser Stelle ein klarer Punktsieg für die SPD finden auch die Zuschauer und schenken der SPD-Frau kräftigen Applaus.
Bevor sich jedoch die Runde an dieser Stelle in zähes Klein-Klein verlieren kann, wechselt Frank Plasberg das Thema. Als nächstes an der Reihe ist das Thema Wohnraum. Wie kann man diesen für Familien wieder bezahlbar machen?
Investoren sollen so abgeschreckt werden. „Eigentum ist Luxus geworden, das kann man nicht länger hinnehmen.“ Doch Lindners große Worte werden schnell von Bartsch zerpflückt: „Was nutzt Herrn Tappert, der keine Wohnung erwerben kann, geringere Grunderwerbssteuern?“, will er wissen. Nur mit Sozialwohnung, so Bartsch, schaffe man es, das Mietpreislevel zu senken.
Am Ende der Sendung dann das Thema für den Lebensabend. Warum ist es nicht möglich, dass ausnahmslos alle in die Rentenkasse einzahlen? Manuela Schwesig verhaspelt sich bei der Antwort, mehr als einige Sätze bringt sie nicht heraus. Das System sei sehr kompliziert, so die SPD-Politikerin, das Zusammenführen würde extrem lange dauern. Kurzfristig gälte es deshalb, das Rentenniveau zu stabilisieren und die Rente mit 70 zu verhindern.

Apple TV 4K seemingly confirmed after tvOS 11 firmware leak

More evidence has surfaced suggesting that Apple will, almost certainly, launch the Apple TV 4K at its event tomorrow at the Steve Jobs Theater in Cupertino. Read on to see what’s inside the device.
Steve Troughton-Smith who revealed details about the upcoming iPhone models has declared that Apple is set to launch the Apple TV 4K, presumably at the company’s event on 12th September. The device has been expected for a while but now we have some specifications for the device too – and with the event being so close, it’s unlikely that the details are incorrect.
In the original tweet, Troughton-Smith says that the device will ship with a three-core A10 Fusion CPU and 3GB RAM but quickly followed up saying “I guess three cores would make it the A10X Fusion. Correction!” That last tweet sort of throws a spanner in the works when it comes to guessing which CPU will actually ship with the Apple TV 4K.
With 4K being included in the title of the device, it could mean that we will see the current device stick around or even receive a revision to its hardware.
A tvOS 11 firmware leak also testifies in the affirmative that Apple is planning to release a 4K-capable device. Those with access to the software found that the Top Shelf app images were available in Ultra HD (4K) – a curious inclusion if Apple were not shipping a 4K device this time around.

Flüchtlinge: Merkel hält Ungarns Widerstand für inakzeptabel

Die Kanzlerin kritisiert ihren Amtskollegen Viktor Orbán für dessen Weigerung, Flüchtlinge aufzunehmen. Ob Ungarn in der EU bleiben könne, lässt sie offen.
Kanzlerin Angela Merkel hat nach dem Urteil des Europäischen Gerichtshofs zur Flüchtlingsverteilung das Verhalten der ungarischen Regierung kritisiert. „Dass eine Regierung sagt, ein Urteil des Europäischen Gerichtshofs interessiere sie nicht, das ist nicht zu akzeptieren“, sagte Merkel der Berliner Zeitung. Auf die Frage, ob dies heiße, dass Ungarn die EU verlassen müsse, sagte die Kanzlerin: „Das heißt, dass eine sehr grundsätzliche Frage Europas berührt ist, denn Europa ist für mich ein Raum des Rechts. Wir werden beim Europäischen Rat im Oktober darüber reden müssen.“
Das Gericht hatte Klagen von Ungarn und der Slowakei gegen die EU-Quotenregel für die Aufnahme von Flüchtlingen abgewiesen. Da keine Berufung gegen das Urteil möglich ist, müssten beide Länder nach geltender Rechtslage gegen ihren Willen Migranten entsprechend dem im Ministerrat beschlossenen Verteilungsschlüssel aufnehmen.
Ihren grundsätzlichen Kurs in der EU-Flüchtlingspolitik sieht Merkel durch die Verweigerung einiger osteuropäischer Staaten nicht gefährdet. „Es ist ein offensichtlich sehr dickes Brett, das da zu bohren ist“, sagte sie. Die gesamte EU sei sich einig über den Schutz der Außengrenzen, über Entwicklungshilfe und Bekämpfung der Fluchtursachen sowie die Migrationspartnerschaften mit afrikanischen Staaten. Auch wolle man gemeinsam das Asylsystem in der EU „krisenfester als in der Vergangenheit ausgestalten“, so Merkel.
„Bei der solidarischen Verteilung von Flüchtlingen in Europa sind es von derzeit 28 Mitgliedstaaten nur drei bis vier Staaten, die das rigoros ablehnen. Alle anderen haben sich bereit erklärt, ihren Anteil zu tragen, und nach dem Urteil des Europäischen Gerichtshofs ist selbst beim slowakischen Ministerpräsidenten Bewegung zu erkennen“, fügte die Kanzlerin hinzu.
Forderungen der CSU und von Bundesinnenminister Thomas de Maizière (CDU) nach einem Stopp des Familiennachzugs von Flüchtlingen folgte Merkel nicht. Der Familiennachzug für Flüchtlinge mit subsidiärem Schutz, die häufig aus Syrien kommen, sei derzeit ausgesetzt. Entscheidungen stünden hier erst 2018 an.
„Anfang des Jahres werden wir die Lage beurteilen und dann entscheiden, wie es weitergeht“, sagte die Kanzlerin. Entscheidendes Kriterium scheint dabei der Umfang des Familiennachzugs der Flüchtlinge zu sein, die von der Genfer Flüchtlingskonvention geschützt sind. „Dieser Gruppe müssen wir erst einmal zu ihrem Recht verhelfen.“ Sie habe „ein Recht auf Familienzusammenführung, und daran halten wir uns“, betonte Merkel. Es gehe aber nur langsam voran, weil etwa die Antragszeiten in den Botschaften oft recht lang seien.

Australia's foreign affairs department seeks new satellite provider

The Australian Department of Foreign Affairs and Trade is seeking a new supplier of core satellite equipment, core technical services, and ‚value-added services‘ for its satellite communications solution.
Australia’s Department of Foreign Affairs and Trade (DFAT) has gone to tender for a new satellite equipment and services provider.
According to the request for tender documents, the contract would run for three years, with the potential of being extended for a further year.
The four categories of services and equipment being sought by DFAT are core satellite equipment; core satellite equipment — modified; core technical services; and „value-added services“.
Under the first category, DFAT said it needs both a linear and circular 1385-series Prodelin C-band 3.8m satellite antenna; half-aperture de-icing kits for Prodelin 1385/2385 satellite antennas capable of operating at either 120VAC or 240VAC; hot-dipped galvanised king post kit with rods and plates for Prodelin 1385/2385; hot-dipped galvanised non-penetrating satellite dish mounts for Prodelin 1385/2385; Comtech EF Data broadcast group satellite equipment comprising a CTOG-250 Optimiser, CDM-800 Transmitter, and CDD-880 receiver with all 12 demodulator channels; a Comtech EF Data CDM-840 satellite modem; and a Comtech EF Data LPOD (PS 1 and PS 2) .
The second category lists a satellite outdoor unit contained within a weatherproof outdoor enclosure; a satellite indoor unit contained within a 1RU 19-inch rack enclosure; a lightning protection kit; an earthing kit; a two-channel Combiner/Divider assembly delivered in a 1RU 19-inch rack enclosure; hot-dipped galvanised adapter plates; and hot-dipped galvanised king posts modified in length including bracing.
DFAT is also after both a linear and circular Pre-Assembled Boom Arms (PABA) to suit Prodelin 1385/2385. The PABAs must be fitted with Comtech PS 1,40W LPOD, LNB, C-band band-pass filter, rigid transmit waveguide, flexible transmit waveguide end to allow feed assembly rotation, F1 feed assembly, OMT, bird scarer, stainless steel mounting hardware, desiccant, stainless steel braid protected IF cables, control, and power cables and accessories.
Core technical services being sought by DFAT include structural engineering services by an accredited civil engineer; and repair, restoration, and calibration of all Comtech satellite electronic equipment.
DFAT’s fourth category of value-added services includes the supply of free satellite equipment firmware upgrades; Prodelin 1385/2385 satellite dish installation equipment and tools; satellite spare parts and additional equipment; satellite test equipment such as a portable spectrum analyser, rack-mounted spectrum analyser (SED Decimator) , satellite dish finders (Applied Instruments XR-3) , and an inclinometer; coaxial and fibre cable assemblies; fixed-price per person training courses on DFAT satellite equipment; a 3.7-4m transportable C-band satellite antenna system; and experienced technical staff who can develop future satellite solutions.
Lastly, DFAT said it is seeking the supply of outdoor/riser quality and armoured direct-bury 12-core hybrid fibre cable comprising six-core single mode OS2 9/125um and six-core multimode OM3 armoured in lengths of 10m increments up to 1,000m.
„The tenderer must be prepared to release to DFAT all necessary technical documentation required for an expert level of knowledge and understanding of each system component, including technical specifications, change management, routine tasks, and procedures, “ the documents added.
There will be an industry briefing on September 18, and the closing date for applications is October 10. DFAT said it anticipates awarding the deed of standing order in January 2018.
Australia’s Department of Defence in June extended its satellite partnership with Optus for 10 years for AU$40 million to continue operating and maintaining the C1 satellite and its services.
„Optus will reconfigure the C1 satellite to operate in an inclined orbit to reduce on-board fuel usage and extend the life of the satellite as far as 2027, “ Defence Minister Marise Payne said.
The deal also came with the option to support other federal government agencies and international partners.
The Department of Defence and Optus had initially collaborated to fund, build, and launch the C1 satellite back in 2003, with Optus making use of the Ku-band and Defence making use of its Ka-band, UHF, and X-band frequencies for coverage across the APAC region. The contract was last extended in July 2015 for an undisclosed amount.
Communications service provider SpeedCast told ZDNet in April that it foresees satellite growth due to defence and military spending increases under governments throughout Australia, the United States, the United Kingdom, and Europe.
The Australian government has been accelerating its military and defence satellite spending and will continue to do so, SpeedCast CEO Pierre-Jean Beylier told ZDNet.
SES, meanwhile, earlier this week announced that it would be launching its multi-terabit O3b mPower product to enable global cloud connectivity.
SES is working with Boeing Satellite Systems to build seven medium earth orbit satellites as part of the project. Once complete, the satellite constellation will have 30,000 steerable beams to provide 400 million square kilometres of coverage.
„The rapidly expandable and highly scalable O3b mPower system will leverage innovative space and ground technologies, and enable SES Networks to deliver fully managed services in the dynamic mobility, fixed data, and government markets, “ the company said on Monday.
„O3b mPower is capable of delivering multiple terabits of throughput globally, and is scheduled for launch starting in 2021.“
SES senior legal and regulatory counsel Daniel Mah had last week argued that satellite providers shouldn’t be shifted off millimetre-wave (mmWave) spectrum bands in favour of mobile providers, because satellite can help enable 5G .
According to Mah, satellite can „play a role in helping mobile networks achieve latency of sub-1 millisecond“ via on small cells for densification.
„It’s not enough to just think of us as an incumbent that needs to be accommodated somewhere, or relocated somewhere, but to think actively and hard about how we fit and how we play a role in the 5G future, “ he said.
