North Korea sanctions: US drops oil embargo and naval blockade proposals

In effort to avoid veto from China, US nixes proposal to freeze Kim Jong-un’s assets in revised draft proposal circulated to UN
The US has significantly diluted a package of new proposed sanctions against North Korea, dropping an oil embargo and enforceable naval blockade in the hope of avoiding a Chinese veto at the UN security council.
A revised draft seen by the Guardian and circulated by the US mission to the UN on Monday will impose a ban on imports of North Korean textiles and put a cap on Pyongyang’s imports of crude oil and refined petroleum products.
But other elements were dropped from a much stronger version proposed by the US last week, including the first asset freeze directed at Kim Jong-un, a complete ban on oil sales to his regime, and a mandate for warships from any member state to inspect ships suspected of carrying contraband to or from North Korea, and to enforce inspect using “all necessary measures”.
The Pyongyang regime threatened retribution against Washington for any new sanctions measure threatening to inflict “the greatest pain and suffering” the US has ever encountered.
A diplomatic source at the security council said that the revisions in the draft had been made with the aim of securing acquiescence from China and Russia, who expressed serious reservations about the original version. The US called for the security council in the wake of North Korea’s sixth, and most powerful, nuclear test on 3 September.
“This is a text designed for adoption, ” the source said. “If they were running it to force a veto, they wouldn’ t have made the revisions.”
Even if the US draft is not vetoed, an abstention by China in particular would significantly weaken its impact, as the North Korea is likely to take it as a signal that Beijing would not enforce its measures with much rigour.
The UK ambassador to the UN, Matthew Rycroft, insisted the revised text was still “robust” and argued the revisions were not a climbdown by the US.
“It’s called negotiation. That’s what we do here at the security council. There is a significant prize in keeping the whole of the security council united, ” Rycroft said. “The version on the table is strong, it is robust, it is a very significant set of additional sanctions on imports into North Korea and on exports out of North Korea and other measures as well, so that’s why we will be voting in favour of it.”
Alongside the withdrawal of the oil embargo, the most significant change to the resolution is the section on “maritime interdiction of cargo vessels”. A note to the revised version says explicitly that the “provision would not authorize the use of force” either to carry out an inspection or to make a suspect vessel sail to a port where it could be inspected. The only enforcement mechanism would be possible sanctions imposed on any ship that does not comply with inspections.
In place of a full ban on oil exports, the new draft ban oil condensates and natural gas liquids while imposing a cap of 2 million barrels a year on refined petroleum products. Crude oil imports are capped at their current level.
North Korea vowed retaliation for any new sanctions measures. In a statement carried by the official KCNA news agency on Monday, North Korea’s foreign ministry warned the US that if it “did rig up the illegal and unlawful ‘resolution’ on harsher sanctions, the DPRK shall make absolutely sure that the US pays a due price”.
Referring to the country by its official title, the Democratic People’s Republic of Korea, it added: “The forthcoming measures to be taken by the DPRK will cause the US the greatest pain and suffering it has ever gone through in its entire history.”
Richard Gowan, who writes on the UN and conflict management at the European Council of Foreign Relations, questioned the tactics pursued by Nikki Haley, the US envoy to the UN.
“This is a pretty solid resolution, and if the US had worked it up quietly with China and Russia it could have been sold as another significant win for Washington, ” Gowan said. “But the fact that the original US pitch was so much stronger now makes it look like a defeat. Perhaps Haley felt that she had to open with a maximalist bid to get anything at all.”
Richard Nephew, a former sanctions policy official at the state department, argued: “Far from showing a major international shift to support regime-threatening sanctions, the UN [security council’s] proposed resolution underscores the degree to which the US and other members have fundamentally different views on [North Korea] .”
“We lack vision to incorporate sanctions into a broader strategy and this is hurting our ability to get really tough sanctions or use them appropriately, ” Nephew, quoted on the 38 North website, which follows North Korean issues, said. “This must change if we are to avoid just using sanctions for sanctions’ sake.”

We’ ll be resting our butts in those reportedly $14,000 seats, bringing you the news as it breaks. But from the looks of it, there may not be all that many stones left to turn over by the time Tim Cook hits the stage tomorrow morning.
As is fairly standard for your average Apple event, the rumors and leaks have been trickling out for a few months. Things hit a sort of climactic finale over the weekend when a ton of code leaked out, revealing, among other things, the names of the three phones that will almost certainly debut onstage tomorrow: the iPhone 8, iPhone 8 Plus and the iPhone X, the tenth anniversary edition of the handset that’s a premium device and commemorative figurine all rolled up in one. revealing
Of course, Apple events have never been about just one device. And from the looks of what we’ ve seen so far, there’s likely to be a LOT of stuff to crawl through tomorrow morning (including, most likely, a surprise or two) . Here’s what we think we know about the event so far.
Let’s start with the most obvious one, right? Like punching out the biggest guy when you arrive at the prison yard. At this point, the new phones are basically all but announced. Here’s a pretty good rundown of all the things we know so far about the new handsets (I’ m mostly saying that because I wrote it) . a pretty good rundown
For those who don’ t want a stale, day-old story, here’s the Cliffs Notes version: There will be three phones: the iPhone 8, iPhone 8 Plus and iPhone X. The first two are basically what they sound like, logical extensions of last year’s model. The X is essentially Apple’s way of throwing everything into a device without giving much consideration to things like, you know, price. A new color, which may or may not be called “Blush Gold.” It’s kind of a bronze, coppery thing.
Speaking of, the X is expected to be the most expensive iPhone ever. A bit of a dubious claim to fame, so far as those things go. Pricing is expected to be around $1,000 and as much as $1,200.
That cost is due in no small part to the company’s decision to go with an OLED display, most likely provided by Samsung. You get all of your standard OLED benefits: more accurate colors, better image uniformity across the screen, etc. But it’ ll cost both Apple and you. The company is reportedly paying ~$125 per panel. A supply shortage for those OLEDs could also mean the X will ship later than the standard 8 handsets. Also of note on the display front is the fact that Apple looks to finally be doing away with the bezels, aside from a notable notch at the top of the phone, flanking the front-facing cameras.
Speaking of cameras, the dual rear-facing lenses look to be back, albeit with a new vertical orientation. Expect a lot more on the depth-sensing front for more AR capability and additional security for face scanning.
Let’s break that one out, as it’s likely to be one of the biggest iPhone-related unveils tomorrow. Apple seems to finally be joining the facial-scanning crowd. A new face-scanning unlock feature looks like it’s coming to at least one of the phones. From preliminary software leaks, it appears that it will have a depth-sensing element on board, which offers a couple of clear advantages. First, that should help a phone unlock even when it’s, say, lying on a table, as was previously reported, because the phone should know what your face looks like from all angles. It could also mean added security. As I noted last week, many existing face-unlock features are easily tricked with a 2D picture of a face. Adding depth means it would be harder to fool and therefore potentially more secure.
There have even been some hints that the company could use the technology to power Apple Pay, potentially doing away with Touch ID (and the fingerprint sensor) in the process. Of course, that would require a tremendous level of security on Apple’s front. Unlocking a phone is one thing — actually tying that feature to your bank account is another can of worms entirely. If I had to guess, I’ d say Apple announces the functionality at the event, but notes that it’s shipping at a later date.
This is going to be a big show for augmented reality. Cook gave a taste of what’s to come at its last event, and the availability of ARKit has resulted in some legitimately amazing demos. The company has long been much more bullish about AR’s near-term potential versus VR, and now is the moment when he puts his money where his mouth is. Expect some big, flash demos from big, flash companies like Disney (more Star Wars, please and thank you) . Apple’s also been good about highlighting startups and small developers that utilize its platforms in innovative ways. ARKit
An AR headset has been rumored in recent months, thanks in part to some patent applications and the company’s generally bullish approach to the technology, but that seems like little more than a pipe dream at the moment. Among other things, the company would benefit from building up a library of ARKit apps before introducing devoted hardware.
Details on new Apple Watches are still pretty scant right now. The one thing that seems like close to a given is an LTE model. The tech has been rumored for every Apple release so far, but while the company would be far from the first to offer this on a smartwatch, it’s well-positioned to get people to consider it for the first time. Among other things, Apple is a rare bright spot in an otherwise lackluster smartwatch sector. The company also operates its own music streaming and mobile payment services, both key benefits to leaving the smartphone at home while you, say, go for a jog. an LTE model
Most of the other leaks we’ ve seen so far seem pretty tame, including new colors. It stands to reason the company may also drop the price on the Apple Watch 2 when the new models arrive.
“Apple TV 4K” is the name we’ re working with now. So, one of the biggest features is right there in the name. The set-top box is also said to be sporting the A10X — the same super powerful chip the company packed into the new iPad Pro, coupled with 3GB of RAM. New 4K functionality also points to 4K content for the iTunes store. We could also get some gaming demos, as Apple has slowly made this a capable machine. And, of course, more HomeKit functionality, as the company has long pushed to make the Apple TV a core of its connected home play. “Apple TV 4K”
Odds on this one are fairly likely — after all, this is Apple’s big chance to showcase all of its holiday offerings, and the Apple TV is a no-brainer.
We saw quite a bit of the other big hardware piece of the HomeKit play at the last Apple event. We could see a little more from Apple’s high-end Echo competitor — and at the very least, the company could offer more specific insight into its release date. The timing is also right for some new AirPods. A leak has revealed some minor cosmetic changes, including an LED charging bar on the case. The insides will probably get a more dramatic overhaul, including, hopefully, improved battery life. AirPods

Organizations using Microsoft Teams are no longer limited to the people within their organization with the latest Teams update Microsoft has announced.
Guest Access has now rolled out to all Office 365 commercial and education customers, meaning that those Office 365 users can now add people from outside their company to a team. Guests will be able to essentially function as any normal team member with access to features like chats, meetings, collaborating on documents, etc.
In order to be added as a guest in Teams, users must have an Azure Active Directory (Azure AD) account. This includes anyone with an account across Microsoft’s commercial cloud services and third party Azure AD integrated apps. Microsoft says that currently there are over 870 million of these user accounts out in the wild.
At the moment those with Microsoft Accounts won’ t be able to be added through those accounts, but Microsoft insists that it’ ll be adding that ability in the future. Once that update is a reality, anyone can sign up for a Microsoft Account with any corporate or consumer email address and then be added to a Team.
Once added, IT managing Teams can manage what individual guests have access to in a similar manner to how one would manage accessibility throughout Office 365 as a whole.
For adding guests to Teams, Microsoft received the feedback that it should come with enterprise-grade security and compliance assurances loud and clear, saying that guest user content and activities are under the same compliance and auditing protection as the rest of Office 365. Guest accounts are added and managed within Azure AD via Azure AD B2B Collaboration. This means that guest access automatically enables security such as conditional access policies for these guests.

Microsoft adds guest access capabilities to Teams

But more features are needed to catch up with collaboration competitors like Slack and Cisco Spark, says analyst.
Microsoft has updated its Teams collaboration software, adding guest account access and beefing up security and management capabilities for IT admins.
The guest access, rolled out today, means that Office 365 users can now add people from outside their company to a team, enabling third-party users to participate in chats, join meetings and collaborate on documents.
The new feature means that IT staff will now be able to centrally manage guest accounts, enabling them to add, view or, if necessary, revoke access.
“This is a very significant milestone for Teams, as up until now it was only available for internal use, ” said Alan Lepofsky, vice president and principal analyst at Constellation Research. “Now customers will be able to collaborate with people outside of their firewall, opening up a much broader range of use-cases.”
Anyone with an Azure Active Directory account can be added as a guest in Teams.
Microsoft said that there are currently more than 870 million Azure Active Directory user accounts.
While guest users must have an Azure Active Directory account to use Teams, there are plans to allow anyone with a Microsoft Account to be added as a guest. If a guest doesn’ t have an existing Microsoft Account, they would have to create a free account using their email address, whether they use Outlook or other email providers such as Google’s Gmail.
Guest user access will fall under the same compliance and auditing protection as the rest of Office 365, the company said.
Security is an important factor when enabling guest access for users. With this in mind, Microsoft said that guest accounts will be added and managed within Azure Active Directory via Azure AD B2B Collaboration. Azure Active Directory provides features such as conditional access policies for guest users as well as machine learning algorithms to detect anomalies and suspicious incidents, and it can automatically trigger security processes such as multi-factor authentication when required.
The addition of guest access brings Teams in line with competing messenger tools such as Slack and Cisco Spark, which also enable external access, as well as Microsoft’s own Yammer collaboration software.
“It is encouraging that Microsoft is rolling out the ability to allow external users to collaborate in Teams, but it is a feature most collaborative applications have had for a while, ” said IDC research director Wayne Kurtzman.
“To be a serious contender in the collaboration applications market, has to catch up with the market on a lot of features and functions, ” he said.
In addition to the new features, Microsoft offered insights into how Teams is faring six months after its launch. According to the company, 125,000 organizations have now used the Slack competitor, compared to 30,000 back in January. That leaves plenty of room for growth, of course; Microsoft claims there are currently around 100 million Office365 users globally.
The Teams update comes as two of Microsoft’s competitors in the messenger-based collaboration market hold major user conferences. Both Slack and Atlassian are hosting events this, week with the latter offering a glimpse of its new collaboration platform, Stride, before its conference kicks off on Tuesday.
Slack Frontiers also begins on Tuesday.

BluesFest and PRIME Music Festival face off this weekend in Lansing

The 23rd annual Michigan BluesFest and the first-ever PRIME Music Festival are both happening this weekend.
LANSING – Does anyone remember the music video for Run-D. M. C.’s 1986 hit, „Walk This Way“?
The song starts out with an in-your-face drum beat, followed by that infectious guitar riff.
Joseph „Run“ Simmons and Darryl „D. M. C.“ McDaniels start rapping over the beat.
About midway through the music video, a frustrated Steven Tyler, the lead singer of Aerosmith, which recorded the song first, literally breaks through the wall that separates them and seamlessly merges rock and hip-hop.
A „Walk This Way“ moment might be on its way to Lansing.
The 23rd annual Michigan BluesFest is set to take over Old Town this weekend.
Every year, it brings in around 10,000 people. But can they handle a little competition?
PRIME — a multi-genre music festival focusing on pop, hip-hop and EDM — also runs this weekend at Adado Riverfront Park.
The distance from Grand River Avenue and Turner Street to Adado Riverfront Park is just over half a mile, close enough for each festival to hear the other one.
BluesFest spokesman Josh Pugh says the committee learned about PRIME Music Festival the same way everyone else did.
„We read it in the Lansing State Journal, “ he laughed. „But we feel good, and we’re not concerned. It’s actually nice to see more things happening in Lansing.“
„PRIME Music Festival and BluesFest target very different demographics, “ she said in an emailed statement. „The market can absolutely support both events taking place at the same time.“
Myer has said in the past that PRIME is targeted toward teens and twenty-somethings.
PRIME is a new festival being put on by MiEntertainment Group, the same folks who organize Common Ground, and PRIME Social Group, a Columbus, Ohio concert promotions company.
Cleveland rapper Machine Gun Kelly, hip-hop trio Migos and EDM artist Marshmello are set to headline. Other performers include Waka Flocka Flame, Prince Fox, Blackbear, JOYRIDE and Michael Christmas.
There also will be a silent disco taking place on the festival grounds for the duration of the festival, Myer added. At a silent disco, participants dance to music through wireless headphones instead of a speaker system, creating a silent atmosphere.
At BluesFest, the Jim Shaneberger band from Grand Rapids, blues singer Karen Lovely, Detroit blues band The Flying Crowbars and other acts will keep the crowds entertained this weekend.
In addition, there will be an area designated for kids of all ages at BluesFest. The KidzBeat area offers interactive activities for children, and it’s free.

Janet Jackson had an emotional moment on stage this week. Fans who attended her concert in Houston on Saturday witnessed the star begin to start crying on stage.
Jackson is on the second part of her tour, which she renamed her “State of the World tour” after putting it on hold for her pregnancy. It kicked off two days prior but something appeared to get to the singer on stage during Saturday’s concert. The moment came after her performance of the song “What About, ” from her 1997 album “The Velvet Rope.”
When it was over, she stopped, put her hand over her face and began to cry on stage. It took the 51-year-old singer a moment to compose herself, with the encouragement of her audience, before saying to the crowd, “This is me.”
As E Online notes, the song in question deals with themes of domestic violence. Jackson gave birth to her first child, son Eissa, about nine months ago. Meanwhile, she’s going through a divorce from his father, Wissam Al Mana, after five years of marriage.
Prior to the concert, Entertainment Tonight notes that Jackson made the most of her time in Houston, which was recently hit with Hurricane Harvey. The star reportedly surprised fans at the George R. Brown Convention Center where approximately 1,600 evacuees were staying.

Breaking down Hurricane Irma’s damage
The worst of Hurricane Irma may be over, but the storm left plenty of destruction in its wake.
Many Caribbean islands were hit the hardest, accounting for the majority of storm-related deaths.
Now these island nations are faced with the grim prospect of rebuilding.
Florida was in the path of the storm and many feared that it would be worse than Hurricane Andrew, which wreaked havoc on the state in 1992. In that storm, 23 people were reported dead as a result of storm-related incidents, and so far only five people have been reported dead in Florida because of Irma.
Here is a rundown of the destruction that Irma caused.
One person died in Barbuda, and over 90 percent of buildings and vehicles were destroyed.
Antigua and Barbuda Prime Minister Gaston Browne told national broadcaster ABS that the island is „barely inhabitable“ after Irma.
Browne told ABC News in a phone interview last week, “When you have an unprecedented storm like this that comes with such significant wind force this is like having a bomb literally thrown on a city. … It is really the sheer magnitude of the winds that destroyed these properties.“
The majority of the deaths from Irma took place on these Caribbean islands. The island known as St. Martin in English is divided between French St.-Martin and Dutch Saint Maarten.
In St. Barts and the French-controlled part of St. Martin, nine people died. Four others died on the Dutch side of St. Martin.
Dutch officials said that 70 percent of the homes on St. Maarten were damaged or destroyed and are vulnerable to the next approaching storm, according to The Associated Press.
Four deaths were reported in the U. S. Virgin Islands and five were reported in the British Virgin Islands.
Three people died in Puerto Rico and one person died in Anguilla .
Hurricane Irma killed at least 10 people, Cuban state media reported today.
Authorities warned of staggering damage along the northern coast, as well as to farmland in central Cuba, according to the AP.
Thousands of people rode out the storm in shelters – including cave-like, underground military bunkers.
Flooding persists in Havana, where power is out and internet service is spotty.
Irma made landfall in the Florida Keys on Sunday morning as a Category 4 storm, bringing powerful winds of up to 130 mph, rain and flooding.
Wind gusts of 120 mph were noted in Big Pine Key, while Key Largo and Key West experienced 92 mph and 91 mph winds.
Two people were killed in Monroe County, which includes the Florida Keys. One of them was found dead in a home in Shark Key. Another man was killed after he lost control of a truck, with winds whipping at tropical-storm strength, officials said.
A storm surge of 10 feet was recorded in the Florida Keys, according to the National Weather Service.
The highest wind gusts recorded in Miami were 99 mph.
A city-wide daily curfew was put in place in an effort to help control the area, keeping people off the streets from 7 p.m. to 7 a.m.
Miami-Dade police said early Monday they arrested 28 people for burglary and looting.
A 7-foot storm surge was reported in at least one location in Naples, according to the National Weather Service.
Naples had the highest recorded wind speeds in Florida, with gusts reaching 142 mph.
The highest rainfall recorded in the area came in at 11.87 inches.
While there was damage to parts of Tampa, local officials are expressing an overall feeling of relief after Hurricane Irma didn’t bring as much water damage and rising storm surges as they had expected.
The fire chief used the word „destroyed“ in describing a dozen homes that were damaged when trees fell in them, but there were no fatalities in the city and no injuries.
Like much of Florida, many lost power. In Tampa specifically, 300,000 people lost power, and that accounts for 40 percent of Tampa Electric customers.
