Коутс, якому 73 роки, протягом останніх шести років був сенатором. При президентові Буші-молодшому обіймав посаду посла США в Німеччині.
„Коутс розуміє завдання розвідки, як ви знаєте, він був послом США в Німеччині, так що він має досвід у зовнішній політиці, він люб’язна, проста у спілкуванні людина“, – охарактеризував кандидата сенатор Ангус Кінг.
За словами співрозмовників агентства Reuters , очікується, що офіційну заяву про призначення буде оголошено на цьому тижні“. Рішення про „основні“ призначення обраний президент США повинен зробити до своєї інавгурації, призначеної на 20 січня.
Як розповіло близьке до перехідної команді Трампа джерело агентства, обраний президент США також розглядав на пост глави нацрозвідки губернатора Нью-Джерсі Кріса Крісті, однак той відмовився приймати пропозицію Трампа.
Нагадаємо, Дональд Трамп визначився з призначенням на посаду міністра транспорту країни, його займе Елен Прат.
Раніше Трамп оголосив свої плани на перші 100 днів президентства.

Hate crimes charges over live-streamed Chicago assault

NewsHubProsecutors in Chicago charged four black suspects with kidnapping and hate crimes over the assault of a mentally disabled white man shown live on Facebook, as the attackers hurled obscenities about whites and Donald Trump.
Video of the attack shows the victim, reportedly 18 years old, cowering in the corner of a room as four black assailants taunt and beat him, at times yelling obscenities against President-elect Donald Trump and white people.
President Barack Obama called the hours-long assault in his adopted hometown „despicable. “
The two male and two female suspects — Jordan Hill, Tesfaye Cooper and Brittany Covington, all 18 years old; and Tanishia Covington, who is 25 — were due to appear in court on Friday.
The video, which quickly went viral, highlighted the rise of live video on social media platforms like Facebook and Twitter, and how it can sometimes be used to capture violent images that are then transmitted to all with no filter.
Hate crimes charges were filed because of the victim’s „diminished mental capacity, the fact that they tied him up, the obvious racial quotes that they posted live on Facebook,“ Chicago police commander Kevin Duffin told a news conference.
Authorities did not know whether the victim — who knew one of his assailants from school — had voted in the November election or whether his political leanings had influenced the attack.
Instead, they detailed a series of events that began with what was supposed to be a visit between two school acquaintances over New Year’s weekend, but which ended in a four- to five-hour-long assault on Tuesday, part of which was broadcast on Facebook.
„There was certainly no premeditation,“ Duffin said.
The disturbing 30-minute video quickly spread online before it was taken down by Facebook, prompting an outcry across the nation.
„What we have seen as surfacing, I think, are a lot of problems that have been there a long time,“ Obama told Chicago’s CBS affiliate.
„Whether it’s tensions between police and communities, hate crimes of the despicable sort that has just now recently surfaced on Facebook. “
The US president also expressed optimism that subsequent generations can improve race relations.
„It doesn’t mean that all racial problems have gone away. It means that we have the capacity to get better,“ Obama said.
– No remorse –
In the video, two female and two male attackers are seen cutting off parts of the victim’s clothes, hitting him and hacking off some of his hair at the scalp, causing him to bleed.
Authorities did not reveal the identity of the victim, who was tied up during the attack and had duct tape over his mouth. He was also forced to drink toilet water.
He was recovering with his parents after being released from the hospital, police said.
The unplanned attack came at the end of four days in which the victim and Hill, a school acquaintance, spent time together visiting friends.
Prior to being bound and assaulted, the victim „got into a play fight with Jordan and it escalated from there,“ Duffin said.
All four suspects face multiple felony charges, including for kidnapping, battery and hate crimes. The hate crime charge alone carries a sentence of at least a year in prison.
The perpetrators had expressed no remorse for their actions, police said.
– ‚Savage cruelty‘ –
Before police had announced charges, thousands of social media users, including far-right commentators, claimed without offering evidence that the assault was linked to the Black Lives Matter movement born in protest at police shootings of African Americans.
„Stand up with me and demand justice in Chicago for the beating of a disabled trump (sic) supporter by BLM,“ conservative US media personality Glenn Beck tweeted Wednesday night.
Many similar messages were posted under hashtags such as #BLMKidnapping.
Chicago-based civil rights leader Jesse Jackson issued a statement refuting any link to the movement.
„This uncivilized act of brutality broadcast on Facebook Live has nothing to do with our social or civil rights struggle. This is a sickness and is widely rejected,“ he said.
„No one affirms this insane and savage cruelty. It is a moral and spiritual collapse. „

Former CIA chief Woolsey quits Trump team over intelligence concerns

James Woolsey , Jr., said Thursday he’s resigning from the transition team of President-elect Donald Trump , due to disagreements over the impending leader’s plans for the U. S. intelligence community.
Woolsey, who led the CIA for two years under President Bill Clinton , had joined Trump’s team as a senior adviser on security matters. Differences over the direction of the country’s intelligence apparatus, however, have led him to quit the team.
In addition to his stint at the CIA, Woolsey, 75, also served as undersecretary of the Navy for President Jimmy Carter and a European military ambassador under President George H. W. Bush.
„Effective immediately, Ambassador Woolsey is no longer a Senior Advisor to President-Elect Trump or the Transition,“ Woolsey spokesman Jonathan Franks said Thursday. „He wishes the President-Elect and his Administration great success in their time in office. “
Woolsey’s resignation comes at a time when Trump is under heavy scrutiny for remarks he’s made about the U. S. intelligence community — particularly its conclusions that the Russian government, with authorization from very high-level officials, had acted to sway the election in the billionaire’s favor through a series of cyberattacks.
It wasn’t immediately clear whether those criticisms played a role in Woolsey’s decision to leave the transition team .
A major contributing factor for his departure, though, according to people close to Woolsey, is that he was not sufficiently involved in shaping the administration’s intelligence vision and became uneasy about being part of a national security policy for which he was barely consulted.
„Jim is very uncomfortable being considered an adviser in an area where one might consider him an expert when he is not involved in the discussions,“ one source said. „To be called ’senior adviser‘ and your opinion is not sought is something he cannot handle. “
The departure follows an interview with CNN Woolsey gave last week , in which he worried that there was a possibility Trump was „playing“ members of the transition team.
Those close to Woolsey say he was also taken aback by reports this week that Trump is planning to overhaul the U. S. intelligence network.
Three top American intelligence leaders testified Thursday before the Senate Armed Services Committee that they were certain the Kremlin had tried to intervene in the presidential election, based on multiple investigations. A report outlining the inquiries was delivered to President Barack Obama on Thursday and is supposed to be presented to Trump on Friday.
A declassified version of the report is expected for public release next week.
Also Thursday, The Washington Post reported that U. S. intelligence agencies have electronic proof that high-level officials in Moscow’s government jubilantly celebrated and congratulated themselves immediately following Trump’s surprise win in November.
The evidence, reportedly gathered via intercepted communications, factored into the investigating agencies concluding that the Russians had interfered in the vote.
„The Russians felt pretty good about what happened on Nov. 8 and they also felt pretty good about what they did,“ a senior U. S. official told the Post.

After latest crime video, Facebook faces questions about limits to live streaming

But the ability to broadcast in real time is producing far different videos than the celebratory sports ones that Facebook uses in its television advertising.
Like a speeding driver who broadcast himself weaving through traffic at speeds in excess of 100 miles per hour before crashing his car and critcally injuring himself.
When a gunman shot and killed two Virginia journalists during a live television interview , he also broadcast part of the shooting on Facebook and Twitter.
When a Minnesota police officer shot a black driver , the driver’s girlfriend, a passenger in the car, broadcast much of the exchange on Facebook Live.
The most recent case involved the beating of a man with mental health challenges in Chicago. Police have filed charges against four people after a 30-minute Facebook Live video Tuesday showed a white man being beaten and cut by a group black assailants.
The video — described as “sickening” by the superindendent of the Chicago Police Department — was eventually taken down by Facebook, but several users copied it and several copies have appeared on YouTube .
Now some are questioning what took Facebook so long, according to The Guardian , which reported than more than 16,000 people watched the video. The Guardian outlines some of the procedures Facebook has in place for dealing with content that gets reported to the site.
A spokeswoman for Facebook told The Guardian : “We do not allow people to celebrate or glorify crimes on Facebook and have removed the original video for this reason. In many instances, though, when people share this type of content, they are doing so to condemn violence or raise awareness about it. In that case, the video would be allowed.”
The video raises ethical questions for Facebook, writes CNN Money. A spokesperson told CNN that Facebook does not ban violence or torture outright because “in many instances… when people share this type of content they are doing so to condemn violence or raise awareness about it.”
Facebook said moderators will look at a video that reaches a certain threshold of viewers, according to Mashable , which chronicled the rise in pronographic videos and piracy on Facebook Live.
In recognition of its role as not just a social media platform, but a distributor of news content, the Facebook is fighting to limit fake news on its site. Now as it moves into live video distribution, the social media behemoth faces even more questions.

T-Mobile will credit low-data users $10 a month

T-Mobile is making the case that you should be on its unlimited data plan — even if all you do is view photos of your grandchildren.
At the CES 2017 show, the nation’s third-largest carrier on Thursday introduced its „Kickback“ program, designed to give customers who don’t use a lot of data a credit of $10 a month. It only applies to T-Mobile One unlimited data customers who use less than 2 gigabytes of data a month, or roughly 8 hours of streaming video.
The move is a direct response to the criticism T-Mobile faced after it introduced T-Mobile One. The company was pushing to move to a single unlimited data rate plan, but faced criticism that it eliminated more affordable options for people who don’t need that much data.
While $10 off of a $70 individual plan isn’t much, the savings are significant if you have a large family all on T-Mobile plans. After four lines, which costs $140, it costs $20 to add a fifth line and so on. For folks on those additional lines who don’t use much data — such as your grandparents — that cost is only $10 a month.
The plan is similar to Google’s Project Fi wireless service, which gives you credit for the data you don’t use in a given month. Where T-Mobile gives you a flat $10 back, Google will give you more specific credit based on your own usage.
CES 2017 marches forward with big headlines including Amazon’s Alexa strategy, Samsung’s debut of a line of gaming laptops and news that Hulu’s live TV streaming service will come in under $40 a month.

Dell to ship first 32-inch 8K display, the UltraSharp 32 Ultra HD

NewsHubDell is heralding computer users into an era beyond 4K with its new 32-inch UltraSharp 32 Ultra HD 8K monitor, which is a sight to behold. But there’s a caveat: Most PCs may not be ready for this cool display.
The monitor will ship on March 23 for $4,999, Dell announced Thursday. It’ll be available in about 12 countries, in limited quantities.
The 8K monitor has a resolution of 7680 x 4320 pixels, which is about four times that of 4K. It will feature 33.2 million pixels and more than 1 billion colors. It has a video refresh rate of 60Hz and a viewing angle of 178 degrees.
It is slim and built into an aluminum cover. There’s a thin 9.7-millimeter bezel around it.
A simple eye test concluded that the 8K monitor was a sight to behold, and stunning colors screamed out of the screen. But the picture was so overwhelming that instinctively I took a few steps back to enjoy the majestic display. It was conclusive: Sitting close to a large-screen 8K monitor may not be for everyone.
Gamers and creative professionals may be the first to hop on the 8K monitor bandwagon, while regular users may stick to 1080p or 4K for years before jumping to 8K.
8K is just reaching monitors, and Sharp has shown off a display at that resolution. Japanese broadcaster NHK experimented with 8K broadcasts at last year’s Olympics and will switch over to full-scale 8K video transmissions for the 2020 Olympics in Tokyo.
Even Dell admits that 8K monitors are not for everyone. The UltraSharp 32 Ultra HD is targeted at architects who need to view finer details of a room or content creators who want to work with 8K photos or videos. The monitor could also be used for space exploration, where scientists are trying to get deeper details on planets.
„[8K] is not practical, not yet,“ said Michael Turner, product launch manager for displays at Dell.
Dell’s new 8K monitor may be tempting for gamers, but it may be wiser to save up and wait for better 8K technology. The UltraSharp 32 Ultra HD showed brilliant pixels but took a long time to re-draw images on screen.
That’s because GPUs aren’t ready for 8K yet, and Dell had to work with Nvidia until the last second to tweak drivers to support 8K.
„When the next round of graphics cards refresh, they’ll get to the point where 8K is mass consumable,“ Turner said.
It may be prudent to wait for GPUs based on Nvidia’s Volta and AMD’s Vega architectures, which are due out this year.
Dell was running the monitor via a Precision workstation, which was being pushed to demonstrate the UltraSharp 32 Ultra HD. But the GPU drivers will get better, and the monitor’s performance will get better, Turner said. Right now, drivers are a work in progress.
The 8K monitor has two DisplayPort 1.4 ports, which support 8K. It has no other ports, though options are popping up. HDMI at CES announced the HDMI 2.1 specification, which supports 8K. MHL Consortium’s SuperMHL also supports 8K at 120Hz, but it is targeted more at TVs than PCs and has gone quiet on progress for the last year.
The UltraSharp 32 Ultra HD 8K monitor has a contrast ratio of 1,300:1 and supports 100 percent Adobe RGB, sRGB, and Rec709 color gamuts. The monitor also has four USB 3.0 ports.
Dell has been innovative with monitors, but the company has seen rough times. Dell two years ago released a 4K monitor priced at only $700, but it had a refresh rate of only 30Hz, which was seen as a major flaw.
